Before you start: Recognize that projects are short-term
Before you start: Take into account risks
Before your start: Create your structure. Set meeting ground rules. Consider the skills of your team.
Identify and articulate the problem

Where Should I Start?
Recognize what problems need to be resolved. When? What is the priority?
Develop your structure. Don’t forget your communication plan.
Build your team. Share your vision. Understand that you cannot do this alone.
Eliminate the “us” vs. “them” mentality.
Ask for help. Other counties, other states, and WSS can provide information to you to help you solve problems.
