Overcoming Potential Problems with AppraisalsSISKIYOU COUNTY – A friend of mine recently had her home ap-praised for a refinance. The appraiser came out to her home and looked it over. They dis-cussed comps in the area just outside of Lake Shastina – which were woefully lacking. When the appraiser left, she was hopeful that the appraisal would come in at a high-er value, giving her a better chance to refi-nance. She was disappointed when the appraisal came in at $50,000 less than what they had discussed. Stories like this are commonplace around the country these days and can lead to added stress in an already stressful situation. According to a 2012 survey done by the National Association of Realtors, 11 percent of sales professionals said a contract had been cancelled because an appraised value came in below the negotiated price, 9 percent reported a contract had been delayed and 15 percent said a contract had been renegotiated to a lower sales price as a result of a low val-uation. Various reasons for these problems were reported in the survey:• Using lower-priced foreclosures and short sales as comparable to market-priced homes;• Not adjusting values to reflect changing market conditions, such as rising prices, the presence of multi-bidding and low inven-tory;• Using inexperienced or out-of-town ap-praisers who were not familiar with the local market conditions;• Long turnaround times by both appraisers and lenders, thus delaying closings. Of course, the appraiser may also be right since a value below the contract price can be an accurate reflection of the local market. Appraisers draw their conclusions based on the facts about a property and the local market. Your real estate professional, how-ever, can be a valued source of information as well. Once you are under contract it is advised that you start gathering information to sup-port the sales price. Be sure to include infor-mation that may not be readily available from other sources, such as other offers and how quickly the property went under contract. You can ask your sales associate to meet the appraiser at the property to provide back-ground information and answer questions.

They may be able to point out special fea-tures of the home or present recent compa-rable sales. Providing information to the appraiser early in the process is important. It can be difficult to challenge completed appraisal. First, the appraiser has to admit that he or she made a possible mistake in determining the value. It’s important to stick to the facts, rather than getting emotional when challenging an appraisal. A low value doesn’t necessarily mean a bad appraisal. Try to look at the tech-nical side. If you can find some information that the appraiser didn’t use or was unaware of then you may have a leg to stand on. Oth-erwise, you have no basis to change his or her mind. The best approach is not to challenge an appraiser but rather assist them in gathering all the facts relating to the property. If you are still convinced your appraisal is inaccurate there are some steps you may want to consider. Ask your Realtor® to contact the lender with a written request for the appraiser to re-consider his or her opinion. In that request, ask the appraiser to take the following steps:• Consider additional, appropriate property information including the consideration of additional comparable properties.• Provide further detail, substantiation or ex-planation for the appraiser’s value conclusion. In this case, the agent is asking for more in-formation, not necessarily a reconsideration.• Correct errors in the appraisal report. The most common is an inaccurate description of market conditions, the relationship of supply to demand and the direction of prices and values. An agent can use paired sales, public date sources and trend analysis, along with tools such as Realtors Property Resource (RPR) to demonstrate with facts and logic that prices and values are trending in a posi-tive direction.• Avoid making an emotional appeal – ap-praisers deal with facts and logic. The same process applies if, on the other hand, the property is appraised higher than the contract price, say on a short sale or fore-closure sale. In the end, my friend did get her refinance completed using a local appraiser and a local lender. She now says, “It was a little stress-ful, but it’s all over and I’m very happy.”
