4th of July

The July 4th holiday saw a myriad of activities around Callender Lake. Along with the usual week long fire works and evening light show we had our first ever Miss Callender Lake pageant, our ever popular Land Parade, the Recreation Committee sponsored our lunch-eon and served over 100 lake family members and friends and finally our flotilla of fun, The Callender Lake Boat Parade.

This year 28 boats participated all decked out for the holidays. Boat-ing crafts ranged from a small Catamaran powered by a jet ski, small power boats, other boats of all sizes, pontoon boats loaded to the max and finally our Lake President was Captain to his rendition of a dou-ble paddle, paddle boat! It was a sight you'll have to see but next year!!

Thanks to all of our Callender Lake and Hickory Hills participants both on the water as well as our combined "land loving" community members and families who lined their docks, decks and yards holler-ing encouragements to all. One boat was actually cutting into the shore and throwing Beads, like Mardi Gras.

Wow maybe an idea for the week of Fat Tuesday!!

The June luncheon was at Currents Restaurant. It has French and American

cuisine. We all had a great time. Ann Faulkner was the hostess .Thanks we really enjoyed lunch.

July 18 at 12:30 we'll be going on a little road trip. We will be heading to the Cozy Kitchen Bakery & Cafe. (Hwy 80) at 701 East Pine Street in Edgewood. Sounds like fun. Joyce Cox is the hostess.

August 15 at 12:30 we will be going to the Red Lobster at1500 W. Southwest Loop 323 in Tyler . They have a wonderful Lobster pizza and much more. Betty Cockrell is the hostess . September 18 Anna Viana is the hostess. Can’t wait to see were she will take us.

“4 th of July land Parade 2013” and

“Luncheon at 12:30 PM”

The Callender Lake Recreation Committee gathered for the annual 4th of July land Parade at the Community Center by lining up everyone at 8:30 AM, as floats, PU trucks and Golf Carts arrived in the parking area and on the roadway around the center waiting for a signal to begin the parade at 9 AM.

The Edom Volunteer Fire Department sent three large fire trucks to drive and blow their sirens and horns all along the route of the parade. The “Miss Callender Lake” contest entrants all rode on a Stern Wheeler Pontoon Boat “Enterprise” pulled by John Bradfield in his PU.

The girls loved the parade and tossed candy to everyone along the parade route, which was provided by Doug our C.L. Maintenance man who drove the Association Blue Tractor which was decorated with balloons.

The parade route was extended this year and the parade route went all of the way on Callender Lake Dr. to and around the Island Rd., then to Briar Grove and right on Long Shadow to the

Community Center. It took about 40 + minutes and so many enjoyed the longer parade route. There were over 20 entries.

There were no prizes given for everyone was just having a great time, especially the Co-Grand Marshalls C.A. Cockrell who was driven by Greg Bolle is his sharp looking sports automobile Also, riding in the auto was one of the Judges in the “Miss Callender Lake” Contest, Andy Lutz.

Jay Weisner was also Co-Grand Marshall and he was driven

by Eddie Hueston in his wife, Bonnie Hueston’s smart looking sports car. . The Grand Marshalls have worked very hard for the community in the past eight years to bring our water rates under control and they just won the right for Monarch to be

regulated by the Public Utility Commissioner in Austin. We want to thank these gentlemen for their years of hard work in pursing this cause for all of us.

At 12:30 the Recreation Committee invited the entire community to have lunch at the community center with “donations gladly accepted” and by serving sandwiches, chips, drinks and many other delightful goodies plus ice cream. It was a time of fellowship and the room was filled to capacity with neighbors, families and friends greeting one another in an old fashion 4th of July picnic.

“Beautiful Young Ladies Crowned”

An evening of glamour was on tap at the first “Miss Callender Lake Pageant” held in the community center July 3rd, 2013 starting at 7 PM. The center was filled with many friends and family members of the contestants and were there to catch a glimpse of the 13 beautifully young ladies. Their ages ranged from nine to nineteen years of age. As each young lady walked down the lighted aisle, lined with white satin ribbons and red roses, decorated by Boneta Strickland, the

Contestants were gowned in lovely dresses which were provided by one of our sponsors “Hospice of East Texas” in Tyler. The center was decorated in red, white and blue theme with a gracefully draped background of white stars and sparkling lights provided by Mary Keith. The prizes for all of the contestants were display on two tables and consisted of: bouquets of lush silk red roses, gold trophies, ten sparkling rhinestone little crowns, bouquets of deep pink daisies and three prize sparkling crowns for the ladies chosen to be Miss Callender Lake in their age appropriate group. Each of the ladies was given cash as a prize too. All of the runner ups were awarded $25 and Little Miss Callender Lake received $50. Miss Teen Callender Lake received $75 and Miss Callender Lake was awarded $100. The cash prizes were given to the ladies from a sponsor who wishes to remain un-named. Suzanne McDougle performed the duties of emcee for the evening and did a superb job. President of CLPOIA John Bradfield crowned the winners in each of the three categories. Judges for the evening were Don White CLPOIA Board of Director and Cindy Blake Volunteer with Hospice of East Texas, also Andy Lutz a member of the Recreation Committee of Callender Lake. The young ladies in the contest and winners of the crowns were as follows: Little Miss Callender Lake is Savannah Anderson 10 years old Her grandmother is Ann Bates Runner up is Angelina Williams 9 years old Parent: Marirxi Williams Runner up is Sheridan Mora 11 years old Grandmother is Suzanne Mullen Runner up is Lacey Cates Parents: Mr. & Mrs. L. Cates

The committee for the Miss Callender Lake Contest consisted of: Mary Keith: Rehearsal Director, Stage Manager and set Director. Boneta Strickland: Floral Designer and assisted Mr. Bradfield with the crowning. Lorraine Bradfield: Music director and Refreshments Barbara Weisner: Photography Suzanne McDougle: Emcee Jeanina Harmon: Director of Volunteers for Hospice of East Texas, Tyler TX The next event for the young ladies is the CLPOIA Annual Board meeting where they will lead in the Pledge of Allegiance at the beginning of the meeting. Note: We rarely have any activities for the young people here at Callender Lake and that is a shame. The girls who entered this contest were so excited to be in the land and the boat parades as well as the contest. They were all very polite and there were so many smiles from the girls as we all became friends during our time together. It was a real pleasure get to know each and everyone of them. There were many positive remarks made by several residents about the contest. The committee thought this should be an annual event here in our community.

Want Better Cell Phone Service

near Callender Lake? Here is how. The Background. John Bradfield, president of CLPOIA, has been in contact with the owner of a company that builds cell phone towers. John was trying to arrange for that company to erect a tower on the high ground along the lake's eastern shore, in the Callender Lake community. This tower would provide improved cell phone service to locations near the lake, including the communities of Callender Lake and Hickory Hills. Such a tower also would improve cell phone service to the surrounding countryside, probably reaching as far as Edom.

Unfortunately, the tower company has decided NOT to build such a tower because the cell phone providers say they to not want to hang antennas on the tower. We believe this is because the cell phone providers don't understand that Callender Lake has a significant population in its two communities, with many others living nearby and with Edom not far away.

An Opportunity. Dick Folkerth is a Callender Lake community 'weekender', a Dallas resident and an AT&T cell phone subscriber. But his AT&T phone does not work at Callender Lake. So Dick was very interested when he recently received a letter from the AT&T North Texas General Manager bragging about their wonderful cell phone service and describing their plans to provide “an even better wireless experience”. The AT&T GM provided an email address in the letter, so Dick sent him a message pointing out the complete lack of cell phone service at the lake.

Nicholas D., of AT&T National Solution Centers, replied to Dick's letter to the AT&T North Texas GM. In his response Nicholas confirmed that “Your address is outside the standard range of a nearby tower.” and went on to say he had filed a 'coverage feedback report'. Nicholas further said “I … suggest you have any of your neighbors there, who are AT&T customers, contact us … Additional reports, by different accounts, may carry enough weight to get coverage enhancements.” Nicholas went on to describe

the process for contacting AT&T.

Here is What We Should All Do. The most effective way for an AT&T customer to get the attention of someone at AT&T is via each person's AT&T account. Go to the website, www.att.com , and log in with your user ID and password. Then click on the 'Contact Us' link that is in small blue type near the bottom of the screen, toward the left side. Next, find the 'Customer Service' box and click on the 'email form' link under the Email Us entry. The email form requires you to select a Help Topic: use 'Help & support'. Then select 'Other' as your entry in the Issue field. Describe your poor cell phone performance in your own words. AT&T assigned the following to Callender Lake; Case ID 25638362 (KMM52476565V88579L0KM), so be sure to include these identifiers in all messages. Also, be sure to include the lake address (and your other address if you are a weekender). You have 1000 characters for your message: for comparison, this paragraph has 981, counting the spaces.

The AT&T website really is the best way to register your concerns, but if you prefer not to use the website or if you feel you cannot express your concern about their poor service in 1000 characters, then either send an email or mail a letter. The email address is avital@attvpgm and the postal address is AT&T, PO Box 755, Atwater, CA 95301-0755. Be sure to include our AT&T identifier and your addresses as well as your cell phone number.

What if You Are Not An AT&T Customer? If you are not an AT&T customer but might become one if their service improved, then send them an email or letter, as above, and tell them so. If you have cell phone service from another provider and would like to see your service improved, then contact your provider and complain. There is room for more than one antenna on a cell tower!

There has undoubtedly been a time when you have needed various services, such as a plumber, an

electrician, a tree trimmer, a painter, etc. You have probably even asked a neighbor or friend if they

knew someone. We would like to take opportunity to help provide that ever asked question, “Who do I

call?” It is sometimes as important to know who not to call, as it is who to call. The intent is to develop a

list of contractors and service providers, contact numbers and ratings based on four criteria:

dependability, price, customer service, and quality of work. We would like for anyone who wishes, to fill

out the form below and give your rating. We will then publish the list in the Lines and keep a list

available at the Callender Lake Office. You can submit your list directly to the Callender Lake office via

hardcopy or by email at [email protected] or you can also email your submission to

[email protected].

When providing a rating, please rate from 1 to 5, with 1 being very dissatisfied to 5 being very satisfied.

Provide a rating in each of the categories. Below are currently submitted service providers. The scores

are the average of all ratings received for the provider.

Board Meeting Minutes

Callender Lake Property Owner Improvement Association

13 July 2013

The CLPOIA Board meeting was convened by President John Bradfield at 1:00 PM in the CLPOIA Community

Center. Board member Don White was absent. Board members that were present include; President, John

Bradfield, Vice President, Bill Faulkner, Treasurer, JoAnn Ishmael, Secretary, Richard Tavern and Directors,

Dennis Keith, John Harwood, Eddie Hueston and Ted Caro. Twenty six guests attended the meeting.

The invocation was given by Eddie Hueston who also led the pledge of allegiance.

The agenda was approved as written.

OPENING COMMENTS

President John Bradfield opened the meeting with a few brief welcoming remarks including announcing that

board member Don White was unable to attend the meeting. He thanked those in the audience for

attending and noted the above average attendance.

OFFICER’S REPORTS

Secretary’s Report Richard Tavern noted that the minutes of the previous meeting had been circulated via

email and were found to be correct as written. Then, with no objections, the Board dispensed with the

reading of the minutes from the June 2013 meeting. Richard Tavern moved that these minutes be approved

and filed for record; the motion was seconded by Eddie Hueston and passed unanimously.

Treasurer’s Report The Treasurer’s Report that is attached to these minutes was reviewed by JoAnn Ishmael

and she moved that the report be approved and filed for audit. John Harwood offered a second and the

motion passed unanimously.

UNFINISHED BUSINESS

Silting on Upper End of Slater Creek – Dennis Keith reported that the property owners impacted by this

silting and the Board are considering the sites available to stage the spoil from the dredging proposed to test

the effectiveness of the process. In addition, the Board will have a simple one page legal agreement

prepared for signature by the property owner’s that agree to have the silt spoils placed on their land.

Office Remodel – John Harwood reported that the office will close on July 23 for refurbishment and will re-

open on July 30. The work includes new paint and carpet and will also allow Sherri to review old files and

shred documents we do not need to keep.

NEW BUSINESS

Maintenance Fund Agreements JoAnn Ishmael reported that there were no new Maintenance Fund

agreements to consider or approve this month.

Board Election in September – three board members terms expire in September and all three persons have

decided not run for re-election for an additional term. As of today the Board has not been able to enlist or

form a nominating committee and nobody in the community has indicated they are willing to be on the

ballot for election to the Board of Directors.

John explained that next month persons can be nominated for the ballot “from the floor” during the August

Board Meeting. If anyone knows a person or persons that are willing to serve the community in this capacity

(run for the Board) please have them contact John Bradfield or any other current Board member.

COMMITTEE REPORTS

Recreation Committee Ted Caro reported that the Recreation Committee sponsored Miss Callender Lake

Pageant was a huge success. The event held on the evening of July 3rd included 13 young ladies competing

for three titles. The Community Center was beautifully decorated and the girls were lovely in their sparkling

gowns.

The 4th of July celebration was a huge success with the parade at 9:00AM with C.A. Cockrell and Jay Weisner

as Co-Grand Marshalls. All 13 of the Miss Callender Lake contestants were in the parade riding in the stern

wheeler pontoon boat. At 12:30 the Recreation Committee served lunch to over 100 guests. At 6:15PM the

boat parade consisting of over 20 boats circled the lake.

Public Area Maintenance Eddie Hueston reported that Doug Ferris performed many functions in preparation

for the 4th of July events including work at the Community Center, along the vehicle parade route, swim park,

boat launch and fishing piers. This work included pruning overhangs of tree limbs and removal of brush in

sight lines. The preparation of the landscape beds at the entrance and Community Center were completed

utilizing the generous donations from the Resale Shop Committee. Debra Abbuhl repaired damages to the

irrigation system at the sign bed.

Road Maintenance Bill Faulkner reported that Doug Ferris made repairs of potholes and other small areas

with oil sand and gravel. Two loads of asphalt were purchased and Doug performed road repair work at two

places on Callender Drive, one on Briar Grove and one on Briar Valley. Several misspelled road signs will be

replaced soon with signs that have the street names spelled correctly.

Community Center Report No report this month.

Dam Maintenance Report Dennis Keith reported that the only remaining item with respect to the dam is the

removal of excess CMU blocks that were left when the contractor left. If these blocks are the property of

CLPOIA we plan to use them in lieu of purchasing rip-rap aggregate and will install them as erosion control.

John Bradfield will reach out to the contractor one last time before we assume possession and utilize the

materials to fulfill a requirement of the TCEQ report.

Architectural Control Committee JoAnn Ismael reported that one building permit for a house, one permit for

a carport and one permit for a boat house were issued in the last four weeks. The committee is also working

on a classification for a property on which the residence has been demolished.

Legal Advisory Committee No report this month.

Publicity John Harwood reported that all of the email communications are working well and will continue.

Audit No report this month. The Board and Committee are looking for a replacement for Ada Walker who

announced her resignation in May. The committee is intact but needs a chair person to lead the committee.

Security and Fire John Bradfield reported that a trolling motor was stolen from a boat from the water and

that a paddle boat was stolen from the same boat dock. John reported that he requested Deputies to patrol

the community during the 4th of July weekend and they did not respond to his request. John also reported

that under the new Sheriff we have fewer visits from Deputies and in general it seems that support for our

community by the newly elected Sheriff has diminished.

Fish and Wildlife Rick Tavern reported that the committee’s from both Callender Lake and Hickory Hills met

at 9:00AM today. The primary topic was lake regulations for fishing and watercraft use. The committee

members from both communities spent 45 minutes drafting one set Lake Rules and Regulations that will be

adopted by both communities. New signage with the new rules will be purchased and posted at both boat

ramps, fishing piers and swimming areas. The committees will also consider adding additional buoys in areas

that are off limits skiing and jet ski use. This is primarily behind the island and between the dam and the boat

ramps.

Sanitation and Pollution John Bradfield reported that the large dumpster is here now and will be here until

Monday, July 15. He encouraged everyone to use it correctly and to not open the doors on the sides or end

of the dumpster. Don White received a new contract proposal from Allied for a savings of $600/per month.

This savings will more than offset the current “fuel surcharge” of $450/month.

Restrictions No report this month. This committee has been officially disbanded until there are additional

restrictions to consider.

CLPOIA MONTHLY Board Report

Council of Van Zandt County Communities (CVZCC)- The August meeting will be conducted on Tuesday,

August 13, 2013 at the VZ Country Club. The guest speaker will be Senator Bob Deuell. The September

speaker will be Representative Dan Flynn and for October the speaker will be VZC Sheriff Lindsey Ray.

Texas Neighborhoods Together (TNT)- Next meeting is tentatively scheduled to be Saturday, August 3.

GLPC: The GLPC held a general membership meeting on the evening of June 27th at 7:00 PM at the Pine

Trail Shores Community Center. Guest speakers were Game Wardens Chad West & Brad Clark and

Manager Brian Sims of the Angelina & Neches River Authority.

1. All children under 13 years of age must wear a life preserver at all times; anyone 13 or over must

have a life vest available but are not required to wear at all times.

2. Boating While Intoxicated (BWI) is now a law-same as in a car limit is .08; evading or trying to

evade in watercraft is a Felony.

3. BWI Minor-ANY Detection of alcohol use in a Minor can result in an arrest

4. JET SKI’s-ANY operation must remain 50 feet from docks, shorelines, boats, people-if operating

around any of the above at less than 50 feet, must operate no higher than idle.

• Mirrored water craft does not require “spotters”; no mirrors “spotters” are required

• Anything towed behind a Jet Ski is considered part of that Jet Ski.

5. “Noodlers” are a major problem-Lake Palestine is a test lake for 1 year; 250 catfish were tagged

and placed in lake by Parks/Wildlife-fish caught with tags need to have the tags removed and

turned into game wardens as part of the test year requirement

• Noodlers are not allowed anything other than gloves & a stringer-anything else is against

the law.

• Keepers must be 18” or larger; no more than 5 flathead allowed;

• Catfish limit on Lake Palestine is 50 per day, per person

6. Air boats are also becoming a problem on some lakes-operate at night with bow/arrows and main

objective is carp, gators, and frogs. Extremely noisy and irritating to residents who live on or near

waterfront. Notify PWL!

7. All trot and jug lines require the following: name, phone number & address plainly marked on

floats attached to lines.

8. Major Invasive Species Hiding on Watercraft are Zebra mussels, Giant Salvinia, and Viral

Hemorrhagic Septicemia (spread by sick fish, contaminated water and watercraft).

Recommendation is that on holidays where boat traffic is extremely heavy, especially if the boats

are coming in from outside the community/area, have a pressure washer available at the boat

launch area and require that every boat is washed prior to being launched into the lake.

Several issues that may or may not be associated with the TAMER victory of Monarch continue to show its

ugly head. A second resident has notified me that over the July 4th week-end, their bathwater was

extremely dirty. After running 6 tubs of bathwater and an unknown number of toilet flushes the water was

clear enough to take showers. They also drank bottled water.

The week-end before the 4th, two Monarch employees showed up in my yard and started digging a hole. I

questioned them as to what was going on and they stated “some old guy” out here has been complaining

about dirty water and lack of proper flushing so we are installing several new flush valves. I asked how my

yard was picked and they said they did not know. I responded I had a good guess because I was the old guy

e-mailing Chuck Profilet and complaining to Ryan Quigley.

The North Texas town of Blue Mound and the town's representative in the state House are upset and

baffled by Gov. Rick Perry’s veto of a bill that would have made it easier for Blue Mound to gain control of

its water system.

Blue Mounds water is provided by a Monarch Utilities, a subsidiary of South West Water Company.

Officials in Blue Mound, which is north of Fort Worth and home to about 2,400 people, have complained

that they have considerably higher water rates than the town's neighbors. House Bill 1160, sponsored by

State Rep. Charlie Geren, R-Fort Worth, would have made it easier for Blue Mound to obtain the right to

own its water system.

Perry vetoed the bill. “At a time when infrastructure is a focus for our growing state, this bill would provide

a disincentive for development by private utilities,” the governor said in a statement accompanying the

veto. He noted there is also "pending litigation directly related to this issue." Cy Farver, a TAMER member

and formerly of Callender Lake, wrote a blistering article for the Ft. Worth Star Telegram

Blue Mound is in a legal battle with Monarch in an effort to gain the right to provide its own water. The

battle is in the 348th district court of Texas, according to Alan Hooks, the mayor of Blue Mound. Water bills

in Blue Mound average $140 for 5,000 gallons a month, whereas residents in nearby Fort Worth and

Saginaw pay about $40 for the same amount of water.

One other bill did go the way that Blue Mound and some other rural communities with high water rates

had hoped: House Bill 1600 will transfer oversight of water rates from the Texas Commission on

Environmental Quality to the Public Utility Commission of Texas. Small communities had lobbied for the

transfer, partly because the PUC — which already handles electric utility-rate oversight — has an

associated office of the Public Utility Counsel to help small communities make their case on rates.

The point of my reporting this is that if any resident of Callender Lake has any type problem, please call it

in and let me know. I gave you the number to call last month but if you did not keep it, its on the top of

your monthly water bill. You can also contact TCEQ in Tyler by e-mail. Call me and I will give you the e-mail

address and name on a one on one situation. TAMER still has a major battle to fight in that we must have

members on the PUC-TECQ reorganization committee. The battle lines have been drawn. Please get

involved and keep the donations coming until this fight is finally over.
