Workforce Investment Board
January 11, 2012
Barbara Halsey thanked members for their time and dedication to the Workforce Investment Board
and how important this board is.
California Workforce Association (CWA) sponsors three conferences:
Youth Conference, Long Beach, January 17-19, 2012; this year’s topic is joining together with youth
serving organizations across the state. Discussions include:
What are we doing to support youth toward employment goals
Some challenges youth are facing with all time high unemployment rates with
decreased opportunities and higher competition for jobs that they typically had access to
How engage in entrepreneurship
How to identify and market their skills
How to reconnect or connect to education and services they need
In the spring there is a Practitioner Conference in San Diego, CA.
Each fall there is a Meeting of the Mind Conference.
There are 49 Workforce Investment Boards throughout the State. Forty-eight of those boards are
members of the association. Each year the association elects a board of directors for the executive
committee, which is made up of leaders from the 48 local workforce investment board directors.
There has been more interest in workforce development and public policy workforce development
than there has been in a very long time.

Staff has been told that the company was to close a couple of times in the past few years and at the last minute
it remained open. The HR staff suggested to us that many may still be in denial and so chose not attend. We left
brochures, flyers and contact information with HR for those who did not attend can have access to our
materials. Seventy-one employees are scheduled to be laid off between November 2011 and early January 2012

January 10, 2012 Re: APPROVAL OF WORKFORCE INVESTMENT ACT (WIA) LOCAL PLAN MODIFICATION
PROGRAM YEAR (PY) 2011-2012 Dear Local Workforce Investment Board Directors and Chairpersons, The purpose of this letter is to inform you that the State Board, in response to a formal request made by the California Workforce Association (Association), has decided to approve all local plans as originally submitted and is no longer requiring additional responses. Our previous letter dated December 1, 2011 is thereby rescinded and please accept this letter as the State Board’s formal approval of your local plan for the 2011-2012 program year. At the Association’s quarterly meeting in Sacramento on December, 8, 2011, the State Board and Employment Development Department heard from many local directors that the additional responses being requested by the State Board, although well intentioned, were being requested too late in the program year to have any impact on current year activities. The Association followed up with a formal request to the State Board dated December 14, 2011. The State Board is cognizant of the amount of time and administrative effort required by local boards to complete a meaningful planning process. Therefore, we have accepted the Association’s request to waive the additional responses requested for Program Year 2011-12 and are approving the local plans, as originally written and originally submitted. The State Board will pursue efforts to consolidate, to the greatest extent possible, the many planning requirements to minimize the future impact on local boards. The State Board looks forward to collaborating with the local directors and the Association in this regard. Sincerely,
Tim Rainey Executive Director cc: EDD Workforce Services Branch

TO: Members of the Workforce Investment Board FROM: Ann Gennuso-Newton, Chair DATE: March 21, 2012 SUBJECT: RESIGNATION OF WORKFORCE INVESTMENT BOARD MEMBER
On March 6, 2012, the County of Yolo, Department of Employment and Social Services (DESS) received the following message via email from Jose Martinez: Dear Ann and WIB Board Members: Effective March 1, 2012, I am resigning from the WIB Board. On February 29, 2012, I finally have retired from the Food Bank (after announcing my retirement more than four years ago, it is finally time). Thank you for allowing me to participate and be a part of the Yolo WIB. It was an honor and a privilege for me to serve as one of its board members. I am not a fan of meetings and more meetings; however, I always felt my time at the WIB meetings was well spent. Thank you for your continued service to the community and in representing the County. Keep up the good work you all do. Fondly, Jose Martinez
