CHAPTER 1- INTRODUCTION
BACKGROUND
Traffic and Transit Management Centers (TTMCs) are constructed or proposed by BMTC
(Bangalore Metropolitan Transport Corporation) in different locations to enhance the reach
and accessibility of Public transport to provide seamless transfers between services operating
within the city and long distance bus services. About 45 such centers have been planned by
BMTC, out of which some have already been constructed.
BMTC has proposed a project for developing TTMC at the existing Yelahanka bus depot in
Bangalore. The proposed TTMC project site is spread over an area of 15 acres. The project
site is situated on Doddaballapur Road (SH-9). The figure 1 depicts the location of the Project
Site with respect to the city.

TTMCs include new Bus terminal, commercial space and the generated vehicular and
pedestrian traffic, which would have an impact on the traffic conditions of the surrounding
roadway network and at access points to the facility. The proposed TTMC will also have an

impact on the existing traffic circulation patterns and at intersections surrounding the project
site. Hence there is a need to conduct a Traffic Impact study on the roadway segments and
intersections near the proposed TTMC at Yelahanka. In addition, the pedestrian and vehicle
entry/exit should also be evaluated in order to reduce the vehicles and pedestrian conflicts
near the project site.
OBJECTIVE
The objective of this study is to assess the potential impact of traffic generated by the
proposed TTMC on the roadway segments, intersections and at access points of the TTMC
and to recommend various roadway improvements and mitigation measures required ensuring
safe and efficient vehicular and pedestrian circulation in the study area upon the completion
of project.
PROJECT SCOPE
1. To analyze the existing and future year operation conditions of the roadway segments
and intersections surrounding the project site.
2. Identify Traffic Impacts from the proposed TTMC on the roadway segments and
intersections in the study area.
3. Propose mitigation measures i.e. roadway improvements required to achieve
acceptable operating conditions of the roadway segments and junctions, and efficient
circulation patterns in the study area.
4. Suggest vehicles and pedestrian entry and exit to the TTMC to reduce vehicular and
pedestrian conflicts.
ORGANIZATION OF THE REPORT
The report is organized into five chapters, providing an insight about the project location,
need for the study, existing traffic operation conditions, future traffic operation conditions,
and identified mitigation measures and recommendations for study area.
Chapter 1 provides introduction about the project and need for the study. It also
identifies the objective and scope of the study, and location of the project site.
Chapter 2 provides an overview of the Project site, its land use pattern & the major
landmarks near the project site. This chapter briefs the salient features of the
Yelahanka Depot including the existing circulation pattern near the project site. It
identifies study roadway segments, intersections and its configuration and peak our

turning movement volumes at the intersections. The Existing operating conditions of
the study roadway segments and intersections are also discussed in this chapter.
Chapter 3 gives an insight into the proposed land use and potential trip generation
& distribution due to the proposed project. It also illustrates about the TTMC site
access and the circulation pattern. The operating conditions for the Existing plus
project scenario for the study roadway segments and intersections are also discussed
in this chapter.
Chapter 4 provides an insight into the future operating conditions for Year 2016 and
2026 with and without the project and as well as the analysis of the impact of the
proposed project on the study roadway network and intersections.
Chapter 5 identifies the mitigation measures required to negate the impacts at the
study roadway network and intersections for the future year conditions.
Chapter 6 highlights the recommendations required for the effective operation of
study intersections, access points of the TTMC and to improve pedestrian circulation
pattern.

CHAPTER 2- EXISTING CONDITIONS
PROJECT SITE LOCATION
The proposed project site is situated on Doddaballapur Road (SH-9) and it is located at a
distance of around 16 kms from the Bangalore City Railway Station. Figure 2 shows the
location of the project site with respect to the major roadway network of Bangalore City.

Figure 3 shows the study area considered for the project and project site location with respect
to various landmarks near the study area.

EXISTING LAND USE
The proposed project site is spread over a total area of 15 acres. The existing land use
includes two BMTC Bus Depots (Depot 11 and Depot 30) in an area of 13.5 acres and a
vacant land of area 1.5 acres opposite to the existing depot. Figure 4 shows the existing
project site details and its location with respect to the Doddaballapur Road.
The project site is surrounded by Puttanahalli Lake to the North, Doddaballapur Road to the
East, First Main Raod Main Road to the South and Vacant Land to the West.

Figure 5 shows the existing land use type surrounding the project site within 0.5 Km and 1.0
Km radius of the Project site.

The land use within 1.0 km radius catchment area of the project site includes industrial to the
east of the Dodaballapur Road and a mix of industrial, public/semi-public and residential to
the west of the Dodaballapur Road. However, the land use to the west of the Dodaballapur
Road is predominantly residential.

EXISTING DEPOT SERVICES
Existing bus Depots 11 & 30 have 611 total passing trips among which 350 are going towards
Yelahanka and 261 are towards Doddaballapur. Services from Depot 11 have 227 trips
towards Yelahanka and 8 towards Doddaballapur. Similarly 182 trips from Depot 30 are
directed towards Yelahanka and none towards Doddaballapur. Table 1 shows the existing
passing trips and Depot services:

Roadway Network
All the roadway segments identified for the study along the Doddaballapur road are six lane
divided roadway except the Yelahanka New Town Main Road which is a four lane divided
roadway. The following are the roadway segments considered for the study:
1. Doddaballapur Road – between Kenchanahalli-Anantapura
2. Doddaballapur Road – between Anantapura-Bus Depot
3. Doddaballapur Road – between Bus Depot-1st Main
4. Doddaballapur Road – between 1st Main-Yelahanka New Town Road
5. Doddaballapur Road – between Yelahanka New Town Road-3rd

Study Intersections
The critical Intersections were identified around the proposed project site which would
affect the traffic circulation pattern of the area. The three intersections of the nine
identified study intersections are signalized intersections where as the remaining six
intersections are uncontrolled (unsignalized) intersections. Figure 7 shows the study
intersections and its configuration. The following are the study intersections identified for
the project:

EXISTING SITE ACCESS AND CIRCULATION PATTERN
The BMTC buses access the Depot through Doddaballapur Road. The passing by bus
services use Doddaballapur Road to reach Kenchanhalli and use Yelahanka New Town Main
Road to reach Satellite Township. The peak hour bus movement in and out of the depot is
during the night and early in the morning, so there is minimum conflict between the buses
and other vehicles at the access point on Doddaballapur Road. Figure 8 depicts the existing
circulation pattern at the project site.

SIGNIFICANCE CRITERIA
The following are the significance criteria adopted for the study at the roadway segments and
intersections
Roadway Segments
If the roadway segment is operating at an acceptable Level of Service (LOS) D or
better, then if addition of project volume reduces the roadway segment LOS to E or F
then it’s considered to be significant impact.
If the roadway segment is operating at LOS E or F, then if addition of project volume
increases the volume to capacity ratio (v/c) of the roadway segment by 0.01 then it’s
considered to be significant impact.

Intersections
If the maximum queue lengths at the intersections exceed the available storage lengths
blocking the adjacent major intersection, then it is considered to be significant impact.
EXISTING OPERATION CONDITIONS
The existing operation conditions of the study roadway networks and intersections near the
proposed project site were evaluated with respect to the following to identify the deficiencies
with respect to vehicle and pedestrian traffic
1. Roadway Segments
Volume to Capacity Ratio and LOS
2. Intersections
Delay and Queue Length
3. Existing Pedestrian facilities
Footpath Connectivity and Pedestrian Crossings
ROADWAY SEGMENTS
The Level of Service (LOS) and the capacity of the Roadway segments computed is based on
the Indian Roads Congress (IRC) standards sourced from Guidelines for Capacity of Urban
Roads in Plain Areas IRC 106- 1990. Table 2 provides the LOS standards adopted based on
the volume to capacity (V/C) ratios at the intersections.

All the study roadway segments were operating at an acceptable LOS C or better during
existing peak hour conditions with v/c ratio ranging between 0.28-0.53, except the Bellary
Road segment between Doddaballapur Road and Kogilu Cross Road which was found to be
operated with LOS D conditions with a v/c (volume to capacity) ratio of 0.60 on eastbound
roadway segment and 0.77 on the westbound roadway segment. Figure 9 depicts the LOS
conditions of the study roadway segments.

Intersections
To evaluate the existing operation conditions, the delay and queue lengths at the study
intersections were evaluated. Table 4 shows the existing operating condition at the study
intersections. All the study intersections had a delay less than 20 seconds per vehicle except
the Doddaballapur Road and Bellary Road intersection which had a delay of 47 seconds per
vehicle. The maximum queue length at the study intersections was found to be less than the
available storage capacity.

EXISTING PEDESTRIAN FACILITY
Footpath Connectivity
The study area has a well-connected, continuous and well maintained footpath network for
the pedestrian movement except near the depot. The hindrances like broken footpaths and
construction materials lying on the walkways are blocking the free flow of pedestrians.
General width of the footpath is 3.5-4.0 m. Figure 10 shows the existing footpath network
and the missing links.
Pedestrian Crossings
Table top crossings were seen in the study area at six of the intersections, namely at

CHAPTER 3- PROPOSED PROJECT
PROPOSED LAND USE
The proposed land use will include a BMTC Bus Terminal, Bus Depot and commercial
development. The BMTC Bus Terminal will include Bus Platforms with 50 buses idle
parking slots and the Bus Depot will include 150 bus parking slots. The commercial
development is planned for an area of 9,55,957 sq.ft and will include hypermarket, multiplex,
retail, restaurants and food court. Table 5 shows the detailed proposed land use for the project
site.

TRIP GENERATION
Trip generation vehicle estimates for the proposed project are based on Trip generation rates
and trip percentages during peak period collected for the Mantri Mall, Bangalore. The
number of bus services to the proposed terminal and depot was based on the existing bus
services near the facility and existing bus depot arrival and departure schedule, respectively.
The estimation of trip generation for the proposed project included the following steps
1. Computation of person trips/sq.ft per day
2. Computation of mode split of the persons coming to the commercial facility
3. Computation of number of vehicles trips generated based on the occupancy of modes
4. Computation of vehicle trips generated during peak hour based on the percentage of
the trips making entry and exit from the facility.
5. Addition of existing passing bus services during the peak hour to obtain the final
vehicle trips accessing the facility.
Table 6 shows total number of person trips generated by the proposed project. The project
would generate 22,640 person trips per day with 2.36 person trips for every 100 sq.ft.

The persons accessing the facility through different modes was computed based on the mode
split and the number of private vehicle trips and intermediate public transport (IPT) trips
were computed based on the occupancy of the vehicles. Table 7 shows people accessing the
facility through various modes and the number of private vehicle trips and IPT trips generated
per day.

The peak hour private vehicle trips and IPT trips were computed based on the Mantri Mall
observed peak period (5:30 pm to 8:30 pm) trips at the facility which was found to be around
17 percent of the total day trips and the peak hour trips were computed to be half of the peak
period trips. The existing passing bus services near the proposed project were added to the
computed private vehicle trips and IPT trips to obtain the total vehicle trips generated by the
proposed development. TTMC facility during the peak hour condition would generate around
1100 passenger car units (PCU) with 544 and 556 PCUs entering and exiting the facility
respectively. Table 8 shows the estimated number of vehicle trips for the proposed project
site during peak hour conditions.
The proposed project would generate around 860 private vehicle trips and IPT trips, and
around 120 bus trips to the terminal.

TRIP DISTRIBUTION
The project trip distribution is based on the existing travel pattern in the study area and also
the project site surrounding catchment area. It was estimated that around 20% of the trips
would be generated from north side of the Project site, around 24% from east side of the
project site and around 66 percent from west side of the project site. Figure 11 shows the
trip distribution pattern in the study area and the roadways used to access the project site.

SITE ACCESS AND CIRCULATION PATTERN
The proposed TTMC would have a segregated access for the buses entering the TTMC bus
terminal and depot, and for private vehicles entering the parking lot. The TTMC would
include three access points, access point 3 would be for the buses entering the bus terminal,
access point 2 would be for the private vehicles entering the parking lot and access point 1
would be entry point for the buses accessing the depot and exit point for the buses from the
depot, private vehicles from parking lot and buses from the bus terminal. Figure 12 depicts
the proposed access points and would be circulation in for the proposed project.

Roadway Segments
During the existing plus project conditions, all the study roadway segments were found to
operate at LOS D or better conditions except the Bellary Road segment between
Doddaballapur Road and Kogilu Cross which would operate at LOS E with a v/c ratio of 0.80
in the west bound direction.
Based on the significance criteria adopted for the study, the proposed project would have a
significant impact on the Bellary Road, since the LOS gets reduced at from existing LOS D
to E along Bellary Road segment between Doddaballapur Road and Kogilu Cross in the west
bound direction.
Figure 13 depicts the LOS conditions on the study roadway segments and Table 9 shows the
v/c ratios and LOS conditions at the study roadway segments.

Intersections
During the existing plus project conditions, all the study intersection would have delay less
than 20 seconds per vehicle except the Doddaballapur Road and Bellary Road intersection
which would have a delay of 70 seconds per vehicle. The project would increase the delay at
the Doddaballapur Road and Bellary Road intersection by 23 seconds per vehicle when
compared to the existing conditions. However, the maximum queue lengths at the
intersections were found to be less than the available storage length at the intersections.
Table 10 shows the delay, queue lengths and throughput at the intersections.

CHAPTER 4- FUTURE OPERATING CONDITION
FUTURE VOLUME DEVELOPMENT
The future peak hour traffic volumes for the project opening year and cumulative year for the
study roadway segments and at intersections were developed using the Bangalore City Travel
Demand Model by RITES Ltd. The growth rate obtained from the travel demand model was
used to forecast the future year traffic volumes at the study roadway segments and
intersections. The future traffic projections was done for the Near Term (project opening year
2016) conditions as well as 10 years from then cumulative year (Year 2025) conditions.
NEAR TERM 2016 - LOS ANLAYSIS
The near term traffic analysis was done for the Year 2016 conditions, since the project is
expected to be built and operational by Year 2016.
Roadway Segments
The roadway segments were evaluated for the future Year 2016 conditions with and without
proposed project. Table 11 shows the LOS conditions at roadway segments for Year 2016
conditions with and without proposed project.
During the Year 2016 without project conditions, it was found that all the study roadway
segments would operate at LOS D or better conditions except the Bellary Road segment
between Doddaballapur Road and Kogilu Cross which would operate at LOS E with a v/c
ratio of 0.91 in the west bound direction.
Based on the significance criteria adopted for the study, the proposed project would have a
significant impact on the Bellary Road, since addition of project volume increases the v/c
ratio from 0.91 to 0.94 for Bellary Road segment between Doddaballapur Road and Kogilu
Cross in the west bound direction which would operate at LOS E.
Figure 14 & 15 depicts the Year 2016 LOS operating conditions without and with project.

Intersections
During the Year 2016 conditions, addition of project volumes increased the delay by 1 to 6
seconds at the intersections. The most significant change was observed at 1st Main and NES
Road intersection, where the delay would increase from 21 seconds per vehicle in Year 2016
without project condition to 27 seconds per vehicle in Year 2016 with project conditions and
the queue length increased from 138 meters to 217 meters. However, the maximum queue
lengths at the intersections were found to be less than the available storage length at the
intersections, hence the project would not have a significant impact at the intersections.

CUMULATIVE YEAR 2026- LEVEL OF SERVICE
The cumulative year traffic analysis was done for the Year 2026 conditions, to identify the
future traffic operation conditions in the study area and also to identify impacts near the
access points of the proposed TTMC.
Roadway Segments
During the Year 2026 without project conditions, it was found that all the study roadway
segments would operate at LOS E or better conditions except the Bellary Road segment
between Doddaballapur Road and Kogilu Cross which would operate at LOS F with a v/c
ratio of 1.31 in the west bound direction and 1.02 in east bound direction.
Based on the significance criteria adopted for the study, the proposed project would have a
significant impact on the Bellary Road (between Hebbal to Kogilu Cross), Doddaballapur
Road (between NES Circle and Bellary Road), Yelahanka New Town Road (1st Main to
Alsandra), since addition of project volume increases the v/c ratio of the roadway segments
by 0.02 to 0.04 at the roadway segments that would operate at LOS E and F conditions.
Figure 18 and 19 depicts the LOS conditions at the roadway segments and Table 13 shows
the Year 2026 roadway segments LOS conditions with and without project.

seconds at the intersections, except the Doddaballapur road and Puttanahallai Bus Depot
intersection (TTMC Access) which would increase by 42 seconds. The most significant
change was observed at Doddaballapur road and Puttanahallai Bus Depot intersection , where
the delay would increase from 27 seconds per vehicle in Year 2026 without project condition
to 69 seconds per vehicle in Year 2026 with project conditions and the queue length
increased from 10 meters to 106 meters. However, the maximum queue lengths at the
intersections were found to be less than the available storage length at the intersections, hence
the project would not have a significant impact at the intersections.
Table 14 shows the delay, queue length and throughput at the study intersections for Year
2026 with and without project conditions. Figure 20 and 21 depicts the Delay and Queue
length at the Study intersection.

PEDESTRIAN FACILITIES
The study area has a well-connected, continuous and well maintained footpath network for
pedestrian movement except near the proposed project site. The footpath should be provided
near the project site to ensure access to the TTMC, connectivity to the foothpath network in
the study area.
INTERMEDIATE PUBLIC TRANSPORT
The location of the IPT stand is not dealt in this report, which would be recommended only
when the plan for the TTMC facility would be finalized to be built.

CHAPTER 5- MITIGATION MEASURES
Based on the analysis, mitigation measures were proposed to the traffic operation conditions
in the study area. The mitigation measures were proposed to reduce the overall delay and
queue lengths at the intersections. The mitigation measures were also proposed to reduce the
delay and queue lengths at the access points of the TTMC, such that the impact form the
vehicles entering and exiting the facility would have a minimal impact on the adjacent street
roadway network.
The following are the mitigation measures proposed for the study area;
Mitigation Measures -1
a) Closure of Median opening near the project site and provision of U-turn at 150 m
away from the project site to the north and south of the project site on Doddaballapur
Road.
b) Provision of bus bay on the 1.5 acre vacant plot opposite the existing depot for the
southbound buses (towards Bellary road).
c) Provision of removable barrier at access point 3 of the proposed TTMC to facilitate
the depot bus movements during early in the morning and at night.
d) Provision of Pedestrian Table top crossing near the TTMC for pedestrians crossing
the Dodaballapur Road with pedestrian phasing signal of cycle length 120 seconds
with 20 seconds pedestrian phasing for pedestrians crossing Doddaballapur Road.
Mitigation Measure - 2
a) Prohibit westbound right turn movement vehicles at NES and Doddaballapur
Intersection.
b) Prohibit eastbound right turn movement vehicles at NES circle and Doddaballapur
Intersection.
c) Removal of Speed breakers on Bellary road adjacent to the DB/Bellary intersection.
Figure 22 and 24 depicts the mitigation measures 1 and 2 respectively.

OPERATING CONDITIONS
The operation conditions at the study intersections after the implementation of each
mitigation measures are provided below;
Mitigation Measure 1
Mitigation measure 1 is aimed at reducing the delay, queue lengths and conflict points at the
proposed TTMC. The measure include closure of median opening in front of the TTMC so
as prohibit the right turning movements on to the TTMC and also from the TTMC. The
private vehicles in the southbound direction accessing the TTMC would make a U-Turn at
the median opening provided at 150 m away towards south of project site on Doddaballapur
Road to access the TTMC, where as the vehicles exiting out of the TTMC towards south
bound direction would make a U-Turn at the median opening provided at 150 m away
towards north of the project site. The north bound buses towards Doddaballapur would access
the TTMC , where as the south bound buses towards Bellary Road would use the bus bay
provided at 1.5 acre land opposite to the proposed TTMC. The measures also include a
pedestrian phasing signal of cycle length 120 seconds with 20 seconds pedestrian phasing for
pedestrians crossing Doddaballapur in front of the TTMC along with the Table Top Crossing,
to provide safe passage for pedestrians crossing the Doddaballapur Road.
Figure 23 shows the proposed circulation pattern at access points and at the bus terminal of
the TTMC.

Table 15 shows the intersection operation conditions after the implementation of mitigation
measures 1. The delay at the Doddaballapur road and Puttanahallai Bus Depot intersection
(TTMC Access) which would reduce from 69 seconds per vehicle to 3 seconds per vehicle
and the queue length of 50 meters would be in the south bound direction would due to the
provision of pedestrian phasing. However, the queue length is less than the available storage
length at the intersection.
The delay at the median opening for vehicle making U-Turn at the north side of the project
site was found to be 4 seconds per vehicle and would have no delay at the median opening at
south side of the project site.

Mitigation Measure 2
This mitigation measure is aimed at reducing the delay and increasing the throughput through
the system. The measures include prohibition of right turning movements form the side
Streets at the NES and Doddaballapur intersection. The vehicle making a right turn at the
intersection from side streets would use the 3rd
Cross and Dodaballapur Road intersection and
Dodaballapur Road and Bellary Road intersection to make U-Turn at the intersections.
Removal of speed breakers on the Bellary Road which are at about 90 meters form the
junction, since the speed breakers reduce the effective utilization of green time at the
intersection due to the vehicles queuing up at the speed breakers.
Figure 26 depicts the above proposed mitigation measures.

With the implementation of the above mitigation measures , the delay at the Doddaballapur
Road and Bellary Road intersection would reduce from 110 seconds per vehicle to 73
seconds per vehicle with increase in through put from 5,363 vehicles to 6,180 vehicles. At the
Doddaballapur and NES Road intersection the delay would reduce from 42 seconds per
vehicle to 22 seconds per vehicle and the through put would increase from 3,675 vehicles to
4,566 vehicles.
With the implementation of above measures the throughput through the system would
increase when compared to the Year 2026 with project conditions. Table 15 shows the delay,
throughput and queue length at the intersections after the implementation of mitigation
measures 1 and 2.

The following are the recommendations for the proposed project and study area for the
effective operation of study roadway segments, intersections, access points of the TTMC, and
pedestrian accessibility and circulation.
Proposed Project
1. A segregated entry from buses accessing the terminal, depot and for private vehicles
accessing the parking lot and with an option of only left run for the vehicles exiting
from the TTMC on top the Doddaballapur Road .
2. Provision of bus bay on the 1.5 acre vacant plot opposite the existing depot for the
southbound buses (towards Bellary road).
3. Provision of removable barrier at access point 3 of the proposed TTMC to facilitate
the depot bus movements during early in the morning and at night.
4. Provision of Pedestrian Table top crossing near the TTMC for pedestrians crossing
