022007wasatransitionalyearfortheEuropeanUnion.DuringthisyeartheUnionfacedseveraldifficultiesandwentthroughaperiodofskepti-cism.AsayoungpersonIfeltfrequentlythethreatofinsecurity.Asubstantialques-tionwasraisedthatpreoc-cupiedtheyounggenerationofEuropeans:DoestheEuropeanUnionrepresentwhatwehavelearnedinouracademicbooksalltheseyears?
OurgenerationwasbroughtupwiththeknowledgethattheEuropeanUnionhasbeeninprogressfor50yearsnow.WebelievedthattheuniquestructurethatwecalltheEuropeanUnionisthebestexampleofcooperationandcompromiseforourcommonfuture.Butsuddenlycloudscametoshadowthisdream.TherejectionoftheConstitutionalTreatywasabigblowtothestabilityoftheUnion.TheEuropeancitizensfeltthattheycouldnottrustanymoretheEuropeanUnionasaguidefortheforthcomingyears.
AtthattimetheEuropeanUnionneededtheleadershipwhichwoulddragusoutofthecrisisandgivehopeforthefuture.TheleadersofEurope,especiallythoseofEPP-decidedtomakeanadditionalefforttoreachanewagreement.Itwasnoteasybutthebeliefinthisstructureprovidedthemotivationforcompromiseagain.ThiscompromiseiscalledtheLisbonTreaty.AsthePresidentofYEPP,Icanpromisethatourorganiza-tionisgoingtobeinthefrontlineinthisfight.YEPPisapro-Europeanorganization.Inits10yearhistoryYEPPisalwayspresentfightingforthefutureofEurope-ourcommonfuture.
YEPPin2007madeimportantdecisionsregardingthefuture.Atthebeginningoftheyearwetriedtoprepareforreforms.WeundertookafinancialreforminordertogiveYEPPtheopportunitytosolvefinancialproblemsthatexistedorcouldappearinthefuture.Atthesametimeweneededtodecideonthemaintopicsthatcon-cernourgenerationandformapoliticalagendafortheterm2007-2009whichwilldriveustothenextEuropeanelections.InMaybothoftheseprojectswerevotedinour6thCongressinStockholm.InthisCongresswevotedonthebaseoffinancialstabilityforYEPPandmyboardwasprovidedwithitscorepoliticalprogramforthefuture.
ThisCongresswasthebeginningofaperiodofseriouspoliticalworkforourorganization.YEPPisthebiggestyouthpoliticalEuropeanorganizationandmustinflu-encethedecisionmakers.OurvoicemustbeheardloudenoughineveryroominEuropewheredecisionsarebeingmade.Thatisourtargetandunderthesecondi-tionsweareworking.WebelieveintheEuropeanUnionandwewillusealloureffortstofurtherprogress.WeneedtoconvincetheleadersthattheymustprovideourgenerationwithastrongerEurope,arealpoliticalUnion.
Fromthebeginningofthismandate,weengagedinadiscussionontheclimatechangewherewepresentedourownproposalsinCroatiainSeptember,wehadaconstructivedebateondemographicalchallengeinSloveniainDecemberandwearecontinuingwithourefforts.Wewillbereadyattheendof2008topresentourproposalsonthemostimportantissueforyoungEuropeansand-wewantYEPPtohaveanactiveroleatthecampaignforthenextEuropeanelections.
YEPPisanorganizationwiththemostactiveandexperi-encedyoungpoliticians.Ouraimisforthisgroupofverydifferentpeople-whocomefromalloverEurope-tocombinetheirpoliticalthoughtsinsuchawaythatwillprovideYEPPwithideasthatwillrecommendnewpro-posalstotheEuropeanUnion.YEPPmustbethevehiclethatwilldriveourdreamsintoreality.YEPPisauniquechanceforyoungpeopletoputasmallpiecetothepuz-zleoftheEuropeanUnion.Itisourdecisionhowwearegoingtouseit!ThisYearbookisasummaryofwhatYEPPachievedin2007.ByjusthavingalookyoucanunderstandwhatYEPPisabout.Wewanttocommunicatetotheread-ersthespiritofourorganization.Neverthelessabookcannotreplacetherealitythus,IinviteyoutocomeandenjoytheuniqueexperienceofYEPPmeetings.Atlast,IwouldliketothankalltheyoungactivistswhofollowYEPP,allthepeoplewhohavecontributedtothisYearbookandalsotheConstantinosKaramanlisInstituteforDemocracyforsponsoringourYearbookfor2007.

EconomyandsocialpolicyThe concept of market economy and competition iscentral in our approach to the economic life. Togetherwithdemocracyitmakesitpossibletoachievefreedomthrough the decentralisation of power. The economicandsocialsystemsareinseparablylinkedtoeachotheraccordingtotheprinciple“asmuchmarketaspossible,asmuchstateasnecessary”.Weconsiderthatitisvitaltoensuresocialjusticeandsolidaritybasedonpartner-ship and participation at all levels, non-governmentalandgovernmental,local,nationalandinternational.
EnvironmentOur concept of man calls for management of the earthwithrespectfortheself-regeneratingpotentialofnature.Protectionoftheenvironmentandtheconceptofsustai-nabledevelopmentareboundupwiththatofresponsiblegrowth and must be incorporated into every policy, atevery level of power. Political, social and economicactionmustbegearedtoensurethatallpotentialissafe-guardedforfuturegenerations.
PeaceandsecurityWebelieveintheneedofacommonsecurityarchitectureforEuropetoguaranteethepeace,stabilityandfreedomofthecontinent.
EuropeWebelieveintheEuropeanUnion,asitstandsforafutureof freedom and security, progress, prosperity and soli-darity. EuropeanUnionmembershipmustbeavailabletoallcountriesoftheEuropeancontinentthatmeettherequirements of democracy, human rights and marketeconomy.Hand in hand with the enlargement must go furtherintegration. Forusthere isnoalternative toEuropeanintegration.
SubsidiarityWe believe in the sovereignty of states which enablesthem to work freely and as good as they can to ensurethe well-being and development of their people and todefendandreinforcethe international legalorder. Thisalsomeans,however,thatstatesmustsharetheirsove-reignty insupranationaland internationalorganisationswheretheycannottakeeffectiveactionindividually.TheEuropeanUnionasadecentralisedcommunityofnationsandpeoples,notasaunitarysuperstate,musttakeintoaccount local, regional, national and European levelsaccordingtotheprincipleofsubsidiarity.
ParticipationItisthecitizensoftheEuropeanUnionwhobytheirsup-portgiveititslegitimation.TheEuropeanUnionrequirestheactiveparticipationofEuropeancitizens. Europe isnot-andcannotbe-theaffairofgovernmentsalone.
/ Basic values and Principles

2007 will always be a special year for YEPP as theorganization celebrated it’s 10th Anniversary. Foundedin1997 inBrusselsunder the leadershipofMr.FredrikReinfeldt, current Prime Minister of Sweden, YEPPfelt honored to be able to celebrate this anniversary inSweden,inthepresenceofthePrimeMinister.Init’s10yearsYEPPhasdevelopedintothelargestyouthpolitical organization in Europe. Apart from being activewithinallthestructuresoftheEPPandtheEPP-EDGroupwithin the European Parliament, YEPP is committed in alargenumberofotherinternationalforawhereyouthpolicyhasacentral role.Beside thepoliticalwork,wearealsokeen to note the close political and personal friendshipsandpartnershipswhichhavebeendeveloped.
It was a big honour for YEPP to be hosted for the VIYEPP Congress by the Full Members Young ChristianDemocrats (KDU) and the Young Moderates (MUF). Ourtopicwas‘AgendaSettinginEurope’.TheCongresstookplaceinStockholmfrom10-13May2007.
ThewelcomedinnerwashostedbyMrs.GunillaCarlsson,Ministerfor InternationalDevelopmentCooperationandformerEPPVice-President,whostressedtheimportanceofconstructiveEuropeaneffortstofightglobalpoverty.
Mr.FredrikReinfeldt,PrimeMinisterofSwedenwelcomedmore than 200 young delegates from all over Europe.Prime Minister Reinfeldt presented the efforts of the

occupy the citizens of our countries with these issuesthatgreatlyaffectallEuropeansandEuropeasawhole.YEPPwill introducepoliticalstandsonEuropeanUnionpolicies concerning youth issues such as the formationof a new employment strategy, while aiming to formconcretepoliticalpositionsonhighpolitics issues(NewEuropean Constitutional Pact, Migration Policies, NewNeighborhoodpolicy, integratedDefensePolicy)aswellasothertasksthatmayoccuraskeypolicyissuesinthenearfuture.
The congress dinner and the celebration of the 10thanniversary took place in Solna, where the delegateswerereceivedbythehosts,presidentsEllaBohlin(KDU)andNiklasWykman(MUF).
Theeventwasverysuccessful.10yearsofexperience,10yearsof learningandevolution,10yearsofnetworking,10 years of passion for youth politics and EU policy ingeneral … we are now more than ever ready for theupcomingyears:theFutureisours,theFutureisYEPP!
Swedishgovernmentintermsofjobcreation,enhancingopportunities for young people in society and creatingan environment where entrepreneurship is thriving.Furthermore,heemphasizedthegovernment’sambitiontobeinthecoreoftheEuropeanUnion.Jakob Forssmed, State Secretary, gave a presentationon the work of the four party centre-right Alliance forSweden.Furthermore,Mr.WilfriedMartens,PresidentoftheEuropeanPeoplesPartyhonoreduswithhispresenceand by his speech at the event. The participants werealsoaddressedbyMr.MatsOdell,MinisterforFinancialMarkets, who gave a speech on how to revitalize theLisbonStrategy,andproposedstepsforEuropetotakeinordertobecometheworld’smostcompetitiveregion.Erik
Zsiga,ProgramDirectorforTimbro/TheFreeEnterpriseFoundation ellaborated on dynamics which Westernleaders could learn from politicians in New Europe.Havingjustreleasedhisbook“GoodbyeEasternEurope“,he described his experiences of pro-reform sentimentandoptimismamongpoliticalleadersinNewEurope.
On 12 May, the Congress was officially opened in theRiksdag (Second Chamber of the Swedish Parliament).Besides electing a new board, the Congress adopted anewpoliticalprogrammeforYEPP,‘Tomorrow’sAnswersStart Today’. Mr. Ioannis Smyrlis, President of YEPPat his speech stated the main goals of the new electedBoard. The prior aim for YEPP is to form a completearsenal of political positions for the major issues that

19Whilefacingtheincreasingradicalism,ourGroupisconvincedthatinterreligiousandinterculturaldialogueshouldremain-morethanever-apriority.
Inordertohavethematuritytoopenuptoothers,wemustknowourselves.ThatiswhytheEPP-EDGroupstronglyengagesitselfindefendingEuropeanvalues,inotherwordsthoseofrespectconcerninghumannatureanddignity,toleranceanddialogue,andfreedomofpersonalopinionandspeech.Theseareequallyyourvalues,andyourengagementatYEPPistheproofofyourdedication.
Europecertainlyneedscommittedpeoplelikeyou,whostandupforgoodvalues,whoopenuptoothers,aredynamic,multilinguistic,andwhoshowastrongbeliefintheEuropeanstructure.
Iamaskingyoutocontinueinthatway,andwouldliketocongratulateyouonyouractionsandvigour.Europeneedsyou.

WilfriedMartens2007wasacrucialyearfortheEuropeanUnion.AfterthepoliticalidentitycrisisresultingfromthenegativereferendainFranceandTheNetherlandsontheConstitutionalTreaty,Europewaslook-ingwithskepticismtothefuture.ThecitizensquestionedwhethertheEuropeanUnionismerelyaneconomicagreement,oristheEuropeanUnionapoliticalstructuremovingtowardsfurtherinte-gration?ThesearethekeyquestionstobedealtwithbyeveryEuropeanpolitician.
TheEPP,thelargestEuropeanpoliticalparty,hadaclearvisionofEuropesinceitsfoundationandhasleadthewaytakingthedrivingseatinthestepstonedecisionsduringitsyounghistory.Mostrecentlywewerethemostinstrumentalpartyinthecrucialdecisionsonourcurrency,inthe
ConventionandontheLisbonTreaty.Today’sEuropeanleadersmustcontinueourstrifeandfacethechallengesinsolidarityandwithintegrityandshouldrelentlesslyfosterthefurtherdevelopmentandintegrationofourUnion.AtpresentweallneedtoengageourselvesinordertoconcludetheTreaty’sratificationsuccessfullyandtofocusonthecampaignfortheEuropeanelectionsbecauseitisourdutytoleadtheEuropeanUnionofthefuture.
2007wastheyearthatYEPPelectedanewBoardwiththemandatetopreparethenextcampaignfortheEuropeanElectionsofJune2009.ThenewlyelectedPresidentYannisK.SmyrlisincludedinYEPP’sagendathemostimportanttopicsregardingthefutureofEuropeanditsYouth.ThesearealsotopicsofEPP’scomingCongressManifest.Amongstthemthemostimportantarethechallengesofclimatechangeanddemographicshift.Yourendeavourstoworkoutthenecessarypoliciesformotivatingthecitizensandthefuturegenerationswillbecrucial.
YEPP’sfocusonthesedemonstratesitsresponsibleattitude.ThereforetheEPPisconfidentthatYEPPwillsucceedinitsgoalsandIlookforwardtoyourstrongparticipationintheworkingorgansoftheEPPandespeciallyinthepreparationofourcampaignfortheEuropeanElections.

Intimesofglobalizationtheculturalandpoliticalexchangebecomesmoreandmoreimportant.Itisthewaytomutualrespectandunderstanding.Thisexchangedoesnottakeplacejustbetweeninstitutionsandsocialgroupsbuthastorootinpersonalencountersandrelationships.YEPPisarolemodelforframeworksandplatformsweneedmoretobringtogetheryoungpeoplefromalloverEurope.
Intheyear2007youfocusedonclimatechangeanddemographics.YourproposalsonhowtofacethesechallengeshelptourgetheEuropeanPeople’sPartytobemoreproactiveintheseregards.ByparticipatinginsuchpoliticalconscienceoftheyoungEuropeangenerationandshowsitsawarenessforsocialresponsibility.FurthermoreYEPPnotonlyrealizedafinancialandstatutoryreformbutalsoadoptedanewpoliticalprogramwhichcontainsitsvisionsandideasofasus-tainableEuropeforthegenerationsoftomorrow.
IwouldliketoencourageyourChairmanandallotherYEPPmemberstocontinuethesuccessfulworkofthepasttenyears.ThesuccesshasafundamentweasEuropeanPeople’sPartyrelyon:TheChristianandmoralvaluesbetweennations,unconditionedhumandignity,theruleoflawandthepromotionofdemocracy.Thusknowingwherewearecom-ingfromandwhatweareworkingforwewillfaceanotherdecadeofgreatdevelopmentforEurope,fortheEuropeanyouthandfortheYouthoftheEuropeanPeople’sParty.

Ifthere’sonetesttoEuropeaneffortsitshouldbewhethertheycontributepeace.WhileearliergenerationshadwarsandrivalriesreconciledthroughEuropeanintegration,deep-rootedconflictsstillpersistinsomeregions.AmongthesewefindtheWesternBalkans.ButhereYEPPwithourlocalmembersandpartnershavebiggerdreams.
Onebluestarwasrightfromthebeginningin1997beenYEPP’slogo.In2007wegaveitagraphicalbrush-upforthe10thanniversary.IhopeitcontinuestoinspirethosebiggerdreamsneededtoshapetheEuropewewant.HereIreturntoanotherachievementsofYEPPin2007.Wedevelopedandadoptedanewpoliticalprogramtitled“Tomorrowsanswersstartstoday”.TheEuropeanElectionsin2009aretobepreparedforbymakingsuretheEPPformulatesandadoptsasolidActionProgramforthenextEuropeanParliament(2009-2014).Thisdrawsawiderperspectivetoouractivities.
YEPPisprovidedawindowofopportunitywithitspresenceandroleintheEPP.Mycalltoyouistocontinuetodreambig.ThatiswhatYEPPisfor;biggerdreamsforEurope.

DuringtheVICongressofYEPPthattookplaceinMay2007,YEPPadoptedanewPoliticalProgram.Thisdocu-mentwastheresultofseveralmonthsofworkofitsmembersduringvariousworkinggroups.

ConsideringthemultilateralapproachtoclimatechangeadoptedbyMemberStates,theEUmustcontinue“constantdialogue”withthosedevelopednationswhocontinuetorefrainfromratifyingtheKyotoProtocolinordertoachieveacommonglobalconsensusandpart-nershipinthismostimportantofissues.Developingcountriesalsohaveresponsibilitiestoundertaketheircontributiontoreducingtherateofglobalwarming-inthisregardtheuseof“greendiplo-macy”bytheEUandotherdevelopedcountriesisakeystrategywhichmustbeemployed.Thelinkingofeconomiccooperationanddevelopmentcooperationtoglobalclimatechangeobjectivesmustbethewaytoachieveglobalobjectivesonclimatechange.
The Strategy Going ForwardWemustfocusclearlyonthetargetsbeingsetforGHGemissionsreductionsoverthenextfiftyyears.YEPPiscommittedtothefullrealisationofthefollowingtargets:> overallemissionreductionsforallindustrialised

Theneedtocombattheproblemswith“carbonleak-ages”inherentintheETSsystem.
Incentivisingenvironmentaltechnologies.
TheneedforgreaterinterdepartmentalcooperationwithinEuropeanpublicpolicyinachievingclimatechangeobjectives-“sothat...industrialpolicyandtransport,agriculture,researchanddevelopmentandotherinitiativesarebettercoordinatedwithclimatechangetargets.
NotingthesignificanceofthedecisionbytheEuropean
CouncilofMinisterstoincludestatisticsonaviationemissionswithinthereductiontargetsafter2011.Consideringtheexponentialexpansionofair-travelinEurope,YEPPcallsonimmediateactiontobetakentoreducecarbonemissionsdrasticallyfromthisformoftransportation.Unlessimmediateactionistakenonthispoint,progressmadeinotherareasofemissionsreduc-tionswillbelessmeaningful.
Energy and Climate ChangeAsdevelopednationsourrelianceonelectricityandotherformsofenergyisinextricablylinkedwithouremissionsproblems.YEPPcallsfortheurgentdeploy-mentofrenewableenergyandenvironmentallyfriendlytechnologies.
Investmentinthemostmodernformsofelectricitytransmissionaswellasinnewelectricitygridsmustbeapriorityintheobjectivetoachievegreaterenergyefficiency.
Tariffsonenergyefficientproductsmustalsoberemoved.YEPPalsorecognisestheindividualresponsibilityofallcitizenstobeconsciousoftheircontributionasconsum-erstocarbonemissionsandenergyefficiency.Acitizen-rywhichisconsciousofthegravityofenvironmentallyunfriendlyenergymustbepreparedtopayapremiumforrenewableenergy.
TheYouthoftheCroatianDemocraticUnion(MHDZ),YEPPfullmember,hostedtheYEPPSeminararoundthetopicofClimateChangeinZagreb,Croatia,6-9September2007.YEPPhadthehonourtohaveMr.IvoSanader,PrimeMinisterofCroatiaandtheHDZPresidentaddressedtheseminarwithanopeningspeech.ThePrimeMinisterreportedonthepoliticalsit-uationinCroatiaasitmovestowardsEuro-Atlanticinte-gration.Speakingaboutclimatechange,Mr.Sanaderemphasisedtheneedofimplementingcomprehensivemeasurestoaddressthechallengeofglobalwarmingandconcludedthatitcanonlybedonethroughinterna-tionalcooperationatthegloballevel.

Intheevening,thegoodbyedinnerwasheldinascenicrestaurantnearLjubljana,wheretheparticipantscouldchoosefromavarietyoftypicalSloveniandishes.ThedinnerwasattendedbyMr.LojzePeterle,MEPandVice-PresidentoftheEPP,whowelcomedeveryonetoSloveniaandtogetherwiththehosts,taughtthepartici-pantstodancesomeSloveniantraditionaldances!

Ourpoliticalfamilyhasbeentacklingtheseissuesforsometimealready,eitherthroughpoliciesofournationalgovernments,ourpartymanifestos,throughtheEPP,theEPP-EDgroupintheEuropeanParliamentorvariouseventsatanexpertlevel.Weareawarehowimportantitistotacklethempromptlyandefficiently,ifwearetocontinuetoliveinanareaofpeace,prosperityandsolidarity.WethereforeinvitedtheEPPtobeevenmoreproactiveinthisregardandagainurgeitsmem-berstoactnationallyinfavourofsuchpolicies,whichaimtoimprovethedemographicsituationinEurope.
TheYEPPseminaronDemographywasorganized6th-9thDecember2007inLjubljana,Sloveniaandwasattendedby73representativesyoungpoliticians.ItwasorganizedjointlybythreeyouthorganizationsofSlovenianmembersoftheEuropeanPeople´sParty(SDS(SlovenianDemocraticParty),NSi(NewSlovenia)andSLS(SlovenianPeople´sParty))-SDM(SlovenianDemocraticYouth),MSi(YoungSlovenia)andNGSLS(NewGeneration),allthreebeingfullmembersofYEPP.
Thefirsteveningoftheseminar,awelcomedinnerreceptionforparticipantswashostedbyMrs.LjudmilaNovak,MEP.TheconferencewasofficiallyopenedonFridaymorningbythepresidentofYEPPMr.Smyrlis,andthepresidentsofthethreehostingyouthorganiza-tions-Mr.RobertIlc(MSi),Mr.NikolajOblak(SDM)andMr.RokRavnikar(NGSLS).Afterwardstheconferencecontinuedwiththepresenta-tionofProfessorMrs.JanaBezen_ek,whointroducedthetopic.Shestressedthatitiscrucialforoursocie-tiestoestablishsuchconditions,whichwillencour-ageyoungfamiliestohavechildren,ifwewishtoturnaroundthenegativedemographictrendsinEurope.
Aftertheintroductionanddiscussion,theparticipantswereadressedbyMr.JanezPodobnik,MinisteroftheEnvironmentandSpatialPlanningandVicePresidentoftheSlovenianPeople’sParty(SLS)andMr.Primo_Pirc,theDirectoroftheSlovenianHousingFund.Theyfocusedmainlyonthoseaspectsofdemography,whichareinfluencedbyspatialplanning(housingforyoungfamilies,...).MinisterPodobnikstressedinparticularcertainincentivesthathavebeenputinplaceforyoung
families.ThegoalofthegovernementhousingpolicyinSloveniaistoenablehousingsecurityforaswideacir-cleofSloveniancitiziensaspossible.
OnFridayafternoon,thepanelistswereMrs.MarjetaCotman,theMinisterofLabour,FamilyandSocialAffairsandMr.DavorDominku_,DirectorGeneraloftheDirectorateforSocialAffairsattheMinistryofLabour,FamilyandSocialAffairs.MinisterCotmanstressedtheimportanceofthechoosentopic,especiallyfortheyounggeneration,whichwillhavetodealwiththecon-sequencesofdemographicchangesinEurope.ShealsopointedoutcertainprioritiesthatSloveniawilldealwithinthisregard,alsoduringtheSlovenianEUPresidencyinthefirsthalfof2008.Mr.Dominku_furtherexplainedsomeexamplesofSlovenia´seffortstostopthenegativedemographictrend,pointingoutthesuccessfulreduc-tionofyouthunemployment,whichcontributestobettersocialsecurityandcanconsequentlyalsocontributetoabetterdemographictrend.
Afterthepresentation,conclusionsofthedayweremadeandtheparticipantsinvitedtoasightseeingtourofthecave“Postojnskajama”.Afterthetour,theYEPPBoardreturnedtoLjubljanafortheirscheduledmeet-ing,whiletheotherparticipantsenjoyedatypicaldinnerintheStanjelcastleintheKarstregion.
OnSaturdaymorning,thereweremeetingsofYEPPworkinggroups,whereparticipantsdiscussedthedraftworkingpaperondemographyandtheproposedresolu-tions.

DuringtheirstayinCyprus,theparticipantshadtheopportunitytoenjoythebeautifulweatherandthebeach,aswellasthetraditionalfoodanddrinksandthesummerynightlifeofLimassol
TheSummerSchooloftheYouthoftheEuropeanPeople’sParty(YEPP),tookplacebetweenthe27thofJuneandthe1stofJuly2007,inthecityofLimassolinCyprus.53participants,fromdifferentEuropeancountries,attendedtheevent,whichwashostedbyYEPP’sfullmember,theYouthoftheDemocraticRally(NE.DI.SY).Theeventwasbasedattheseafronthotel,KanikaPantheon.
Thetopicofthesummerschoolwas:“EuropeanNeighbourhoodPolicy.TheCaseoftheMiddleEast”.Itisbeyonddispute,thatseveralproblems,whichtheEUisfacedwith,(illegalimmigration,racism,xenophobia),arerelatedwiththelonglastingdisputesintheMiddleEast.IntheframeworkoftheYEPPSummerSchool,the
participants,discussedmeasures,whichcouldleadtoacomprehensiveEuropeanpolicyforthebloodstainedMiddleEast.
Cyprus,isthenearestmember-stateoftheEuropeanUniontotheMiddleEasternregion,andforthisreason,Cyprus,wastheidealplacetohostaYEPPsummerschoolwiththisburningtopic.

Inthebeginningof2007YEPPcontinuedhereffortsoftheworkthatstartedin2006.Wehaveconcludedafinancialreform,thatwasnecessaryforguaranteeingthefutureofYEPP,aswellasaStatutoryreformwhichwasneeded.Furthermoretheneedforanewpoliticalprogrammewasunderlined.Theworkwasdoneindifferentworkinggroupsthattookplaceduringtheseminars.TheconclusionswhereapprovedandconcludedduringtheCongressinStockholminMay2007.
WorkingGrouponPoliticalAffairsWorkingGroupI,chairedbyFirstVice-PresidentRobertGolanskiandVice-PresidentJeroenVandenBerghe,focusedontheRomeManifestooftheEPP,theYEPPseminarworkingpapersandtheresolutions.Itwasalsotheforumwherethenextpoliticalprogramwasprepared.BasedonthevaluesandprinciplesallYEPPmemberorganizationsshare,buttailoredtotheexpectationsoffuturepoliticalgenerations.Thedocumentinvigoratedthepoliticaldebatebetweenthememberorganizations,butwillalsosetthepoliticalframeworkfortheupcomingYEPPBoard2007-2009.
WorkingGrouponFinancialReformThedifficulteconomicsituationofYEPPurgedtheorganizationtoundergoathoroughfinancialreform.Thestrongestcontributingfactorstothedifficultieswereanincreasedlevelofactivityandtheriseoftheamountofmembers.
WorkinggroupontheStatutoryReformThisWorkingGroupwaschairedbyvice-presidentD.CermakandDeputySecretaryGeneralH.vanRossum.Thewor-kinggroupfocusedontheprocesstoadjusttheYEPPstatutesfromthecurrentsituationandbeofserviceforthefuture.YEPPrecognisedthatthroughthegrowthoftheorganisationcertainadjustmentsinthestatuteshadtobemade.ThegoaltoreachistoestablishastatutoryreformthatcanservethefunctioningofYEPPintheupcomingyears.
AftertheSummerof2007thenewboardintroducedtwonewpermanentworkinggroups.
WorkingGrouponIntergenerationalJusticeYEPPspoliticalprogramhasintroducedourhighinterestonreformingEurope’ssocietyandeconomyandtohavetherightandconvincinganswersnotonlytothefellowsofourgeneration.Demographicchange,withcontinuallylowerbirthrates,isleadingtoaSocialSecuritysystemwheretheneedsoftheoldergenerationmustbemetbyanever-smallergroupofwageearners.Atthesametimetheburdenoftaxesandrepaymentofstatedebtarefallingoneverfewershoulders.TheaimoftheWorkingGrouponIntergenerationalJusticewhichischairedbyThomasSchneider,FirstVicePresident,andLaurentSchouteten,VicePresident,istotakedemographicchangeandintergenerationaljusticeasaspecialcon-cernofourwork.Weseeintergenerationaljusticeandsustainabilitynotonlyasprinciplesofenvironmentalpolicy,thatisofcourseamainpoint,butalsoaspartofsocialandfinancialpolicy
YEPPwasdealingwithmajordossiersin2007.DuringthecouncilmeetingsinBruges(Belgium)andRotterdam(TheNetherlands),allYEPPMembersthereforedecidedtogatheroncemoreforpreparatoryworkaheadoftheYEPPCongressthattookfrom10-13MayinStockholm,Sweden.
Thisdayconsistedofseveralworkshops.TheaimwastofinalizethestatutoryreformandthediscussionsonthedraftnewYEPPPoliticalProgramtookplace.Adraftversionofthepoliticalprogramwassentoutbeforethemeetinginordertoreceiveinadvanceamendments.
