WELCOME & INTRODUCTION
The Opening Worship was led by the Reverend Alister Hendery.
The President, the Right Reverend Andrew Hedge declared Synod open and welcomed all members.
New members of Synod were invited to stand and be acknowledged.
The President read the “In Memoriam” list and invited members to pause for a moment of silent
reflection.

PRESIDENTIAL ADDRESS
Greetings and peace to you all in the name of God, Father, Son and Holy Spirit.
A warm welcome to you all as we gather together beneath Mt Tauhara and alongside Lake Taupo for
the first session of the 63rd Synod of the Anglican Diocese of Waiapu. The Diocese of Waiapu was
established on 27th September in 1858, 160 years ago, which is something we will acknowledge as we
gather for our meal this evening. Our geography reaches from Omokoroa - north of Tauranga, and
follows the eastern coastline of the North Island to Cape Turnagain south east of Woodville. The
western border of the diocese is marked by the Kaimai-Mamaku ranges then around the Western
aspect of Lake Taupo to the summits of the mountains of the Central Plateau, Tongariro, Ngaruahoe,
Ruapehu and then across to the Kaweka and Ruahine ranges, traveling south along the ranges to the
Manawatu Gorge and across to the eastern coastline at Cape Turnagain.
The diversity of our geography is marked in three distinct regions from the Bay of Plenty, around
Eastland and throughout Hawke’s Bay. The geography provides a rich history of missionary
endeavour, land, ocean and river, and cultural depth that is unique in Aotearoa/New Zealand. The
population is spread across vast areas of mountainous terrain, fertile agricultural valleys and small
cities pocketed between clusters of rural communities. This is Waiapu and we are the Anglican
people of this diocese.
Leadership
Last year I shared with you some discussions I had been having around the diocese and invited you to
participate with me by considering how we think of ourselves as a church. This was about recognizing
what we do as a church alongside the skills we have developed and express through the action of the
mission of the church. The purpose of that exercise was about helping us as a diocese to recognize
the gifts that we have within us, and to consider how they might be best deployed for the work of
the mission of the church. The specific framework of the exercise was the redeployment of the
diocesan and social services administration and finance teams as an aspect of keeping our focus on
delivering the mission of the church to Waiapu.
The Shared Services Team, as it is now known, has been in place for nearly a year and is delivering
financial, administration, human resources, health and safety, IT and other services to the parishes
and social service centres, as well as a small number of external trusts. Working together under the
one umbrella of the Diocese of Waiapu there have been tremendous steps forward in terms of the
working relationships across this team, significantly disestablishing artificial silos that have been in
place for many years, and setting the ground work for future collaboration across a widening scope
of services. The future development of the shared services team model will see enhanced
relationships at collegial, professional and diocesan levels. The early days of development for this
team have involved a few unexpected and not insignificant delays as systems between the old teams
are aligned and new platforms developed across IT and finance in particular, to suit the needs of the
diocese today. I’m grateful for the work of Colleen Kaye as Diocesan Registrar in leading the Shared
Services Team through this new beginning and for the commitment shown by all the team involved
to develop the potential of the team for the benefit of the church, diocese, social services and the
external trusts we serve.
A secondary element to the exercise of last year’s charge was to highlight the changing environment
that we live in as a church today, and in particular to lift the lid on how we think about the skills we
need as a church to face the challenges of today. Over the course of the past two years my team has
been working with me to build scaffolding to develop leadership in the diocese for the needs of
today. In 2016 the Tikanga Pakeha Ministry Council identified two important themes for all pakeha
dioceses to focus on for education; Discipleship and Leadership. These themes have been at the core
of the delivery of training for both clergy and laity across the diocese for the past 2-3 years. Integral
to this has been a focus on developing the leader, as well as developing the leadership skills needed

for the church of today. In particular for clergy we have looked at the importance of developing
resilience, what it means in the context of crisis and what are the practical steps that we can take as
individuals to enhance our own sense of resolve and bounce. Sitting alongside this focus has also
been the reality that we have named for ourselves in various ways that we recognize that the church
of today is not the church for which most clergy have been trained, nor is it the church in which most
laity have been nurtured. That we live in a context of a world that is rapidly changing, in which the
church has been removed as an influencer across most spheres in society, should not come as a
surprise to anyone here today. I have spoken in the past at Regional Conferences about the reality of
the crisis that the church faces in this moment. A moment that is perhaps the burden of this
generation, or decade, no one knows for certain how long this will last, but a crisis it is no less. The
work of the church in recognizing this crisis is not to get stalled, frozen or stale in the midst of
uncertainty and challenge, but is instead to be composed in the face of challenge and uncertainty,
with the mission at its core, willing to adapt and find new ways of being in the strength of God’s
mission. I will speak about this more at clergy conference this year, but I want to take a moment to
lead into a small taster of where we are headed for you all today.
Tod Bolsinger, author of Canoeing the Mountains, parallels the expedition of the early 19th Century
by Lewis and Clark from St Louis in central USA to find a pathway to the Pacific Ocean on the west
coast of America. President Jefferson had established Lewis and Clark in their mission, soon after the
Louisiana Purchase and during a time of great change and pressure for settler exploration and
development to the west. The two accomplished military men gathered their expeditionary force
and set out on what would become a five year mission to find the west coast. They began their
journey by canoeing up the Missouri River, which eventually (long story short) brought them to the
source of the river, high in the Rocky Mountains. In a place that was rough, jagged, remote, snow
covered and with not much use for canoes, Lewis and Clark had to make a decision. Looking back
east to where they had come from they saw the rolling plains of a land they had known and a
landscape that had delivered them to this point of crisis. Looking west in the direction of their
mission they saw snow capped rocky mountains, a landscape for which the canoes that had set them
out on their journey were not going to be of much use anymore. The moment of crisis was this …
Would they return to President Jefferson and say we tried our best but we cannot complete the
mission? … or … Would they hold on to the mission and find new ways of completing what was set
before them, despite the uncertainty of what that future held?
Bolsinger describes the church, not just Waiapu, or Anglicans in Aotearoa, NZ and Polynesia, but
broadly the church, as being in a very similar place as Lewis and Clarke on that mountain. As a
church we have been given a mission … to proclaim, to nurture, to seek justice, to serve humanity
and to care for creation … that hasn’t changed. However from where we stand all of our past looks
very different to the place where we are now. The influence of the church in shaping laws, politics,
economics, and education has by and large dissipated remarkably from what we have known in the
past three centuries or more. We know at an anecdotal level that our local faith communities and
parishes look very different this year, to how they did 30 years ago, 50 years ago and more. Our
future, much like Lewis and Clark experienced, is going to look not much like our past.
The question is … do we carry on with the mission, or say it is all done here? I hope that with me,
you will want to hold on to the mission that we have been given by Jesus, which remains and will
remain at our core, and look seriously at how we prepare ourselves to adapt into the uncertainty of
the future that lays ahead of us. This is the focus of the work we have begun and the work we will
continue to develop for the coming years, to develop the skills, attitude and approaches we need to
be adaptable in this new environment. We cannot avoid looking at the future squarely in the face
anymore … the fat in our system has been used up and is no longer available for us.
What I have found most encouraging about this work ahead of us is the thought that the mission
does not change, i.e. proclaim the gospel, nurture believers, work for justice in society, serve and
care for neighbour, and care for creation. We know this mission well. It is in our very being. We

need to embrace this and let it be our guide as we learn to let go of the things that would hold us
back from adapting into this new landscape ahead of us.
WASSTB/ACW
Anglican Care Waiapu and its governance body WASSTB have continued the developmental work
that was discussed last year at synod and I look forward to hearing from the Chair, John Palairet, and
CEO, Lucy Laitinen later today as they present their report. It was very good to have the involvement
of Lucy and her regional teams during the Regional Conferences this year as part of the work of ACW
to look at the development of their strategic direction. The work of ACW is an important element of
how the mission of the church is activated in the diocese and I’m pleased with what I have seen in
the way that current service delivery is being reviewed and new opportunities and models of service
considered.
ACPNG
Our partner relationship with the Anglican Church in Papua New Guinea has continued with the
ongoing support offered through the Anglican Missions Board. This time last year, Hugh McBain and I
had just returned from the enthronement of the Most Rev’d Allan Migi, Archbishop of ACPNG. The
Diocese of Rockhampton in Australia and the Diocese of Norwich in England are also partners with
ACPNG and together we held a combined partners meeting in Lae following the service. At the
beginning of this year I was able to arrange a visit to England for the installation of Bp Helen-Anne
Hartley in Ripon with the 50th anniversary celebration of Norwich’s partnership with ACPNG. These
relationships extend beyond just those involved in the mission networks and the bishops to the
dioceses as a whole. I would like to see a greater spread of understanding of ACPNG develop
through Waiapu, as I’m conscious that we hold this relationship on behalf of our province. Next year
there are plans for a mission partners meeting to be held in PNG and I intend to take a small group
with me to this meeting to visit several of the dioceses in PNG. The kinds of skills that we can assist
with supporting in PNG include finance, administration, education and perhaps social services. I look
forward to this relationship developing in years to come and welcome Margaret Poynton to Synod
today from NZCMS, who along with the Rev’d Robert Kereopa, Anglican Missions Board CEO, will
address later in the day.
GSTHW 2018
In the course of this year we have received the outcome of the decisions of the General Synod/te
Hinota Whanui, held in New Plymouth in May. Of significance for this diocese is the decision by the
synod to endorse the apology to Nga Iwi o Tauranga Moana. This apology recognizes the history of
our predecessors involved in the CMS purchase and relinquishment of land known as the Te Papa
block, essentially forming the CBD of Tauranga City today.

Formal apology to Ngati Tapu and Ngaitamarawaho of Tauranga Moana

That this General Synod / Te Hīnota Whānui 2018:
1. Apologises to Nga Iwi o Tauranga Moana, whanui tonu, for the yielding and loss of the Te Papa
mission lands and commits to continue to pray for a final and mutually agreeable settlement to
the Tauranga Moana land case before the Waitangi Tribunal; and,
2. Notes that a parcel of land in Tauranga Moana of approximately 1300 acres known as the “Te
Papa Block,” is the subject of concern for the Otamataha Trust representing Ngati Tapu and
Ngaitamarawaho; and,

3. Receives the report “Naboth’s Vineyard: Towards reconciliation in Tauranga Moana,”
researched and presented by Dr Alistair Reese, which details the concerns regarding the
disposal of this land by the Church Missionary Society Central Lands Board to the colonial
government in 1866. (See Synod papers) The lands were transferred “ka tuku, ka hoko” in 1838
by the then Church Missionary Society Central Land Board in Tauranga under the care and
oversight of Archdeacon Alfred Brown to be held in Trust for Mana Whenua. The land was held
and deployed for many years in line with the hapu’s intention. These Te Papa lands were finally
and reluctantly yielded by the Church Missionary Society Central Land Board to the Crown
under great pressure from the colonial government and following many expressions of concern,
in exchange for one-fifth of the surveyed sections of land; and,
4. Is of the opinion that the pressure placed by the colonial government on the Church Missionary
Society Central Land Board to yield the Te Papa Block for sale in March 1866 was undue and
inappropriate. This process meant that the cultural and moral obligation described in clause 7
was not met by the then Church Missionary Society Central Land Board; and,
5. Is of the opinion that the pressure on the Church Missionary Society Central Land Board to yield
the Te Papa Mission lands constitutes a breach of the Treaty of Waitangi/te Tiriti o
Waitangi principles in terms of the Crown’s obligations regarding partnership, protection and
participation of Maori gifted /sold land for particular purposes, as well as a breach of local
Maori rangatiratanga of Maori land sold in good faith for a particular purpose, and held in
Trust by a recipient body for that purpose only, namely the then Church Missionary Society
Central Land Board; and,
6. Is affirming of the Waitangi Tribunal hearing of the Tauranga Moana land case as a whole
noting the public support of the tribunal hearing process in September of 1987 by the Right
Reverend Peter Atkins, the then Bishop of Waiapu; and,
7. That the General Synod/Te Hīnota Whānui acknowledges the moral force of the report of the Bicultural Commission of the Anglican Church on the Treaty of Waitangi, Te Ripoata o te
Komihana mo te Kaupapa Tikanga Rua mo te Tiriti o Waitangi 1986, where in Appendix 1, page
44, there is included the article by Chief Judge E.T.J. Durie “The Maori understanding of a gift
compared to the law of charities.” Chief Judge Durie states that there is no necessary difference
between sale and gift in terms of Māori understanding of land passing from them to others.
There is to be a continuing relationship between the donor and donee either way. There is a
greater duty to the donor than to others, and the acknowledgement of the donor’s interest.
The General Synod/Te Hīnota Whānui considers that these principles apply in full to the Tauranga mission lands of Te Papa, where consultation with hapu over the story of the land
and it’s respective sales and use, is right and proper, with a view to seeking restorative and
reconciliatory outcomes; and,
8. Affirms the actions in 1997 of the Most Reverend Te Whakahuihui Vercoe as Pīhopa o
Aotearoa, in partnership with the Right Reverend George Connor, Bishop in the Bay of Plenty of
the Diocese of Waiapu, and Mr Don Shaw of the Tauranga Moana Māori pastorate, in facilitating the return of a smaller parcel of the remaining Church Missionary Society land to
the Tauranga Moana Otamataha Trust, being the appropriate trust to receive these particular
tribal assets, representing the Ngati Tapu and Ngaitamarawaho peoples of Tauranga Moana;
and,
9. Affirms the request of Archbishop Philip Richardson on behalf of the Primates in asking
Archbishop Emeritus David Moxon to liaise on their behalf with appropriate Anglican parties
and the Otamataha Trust to seek to achieve a measure of restorative action and reconciliation
relating to the Te Papa land loss. Noting that the Anglican parties include the Bishop of
Waiapu, te Pīhopa o Te Manawa o Te Wheke and the National Director of the NZ Church

Missionary Society (NZCMS) Trust Board, recognising that today’s NZCMS Trust Board is not
legally related to the nineteenth century Church Missionary Society Central Land Board; and,
10. Asks the Archbishop of the New Zealand Dioceses and te Pīhopa o Aotearoa to report progress of the interested parties as noted, to the Standing Committee of General Synod/Te Hīnota Whānui; and,
11. Empowers the Standing Committee of General Synod/Te Hīnota Whānui to support and endorse any actions needed and any applications made to church entities, trusts or donors in
the restorative justice process involved above as the committee sees fit.

The apology was well supported by the synod and initially received by some representative members
of the Otamataha Trust. It was a privilege to stand and speak in support of this motion alongside
Archbishop Philip Richardson who moved the motion. On 1 December this year, at a location still to
be decided, the apology will be formally presented in Tauranga to Nga Iwi o Tauranga Moana. I
encourage those of you who are able to make yourselves available on that day to travel to Tauranga
to mark this historic moment in the life of the church. There will also be a public meeting on Monday
12 November at 7pm in Baycourt in Tauranga to help provide an opportunity for the local community
to hear more about the apology and the history behind the decision of synod. Speakers at this
meeting will include members of Nga Iwi o Tauranga Moana, the Otamataha Trust and Archbishop
David Moxon. I will be there along with others from the church and I would welcome your
attendance if you’re local to Tauranga.
At the synod the report of the Motion 29 working group was discussed and two motions were passed
in relation to the deliberations of the report. Motion 7 enacted the recommendations of the report
and Motion 22 acknowledged the political limitations in place by the national states of the Pacific
Islands which would make the enactment of Motion 7 impossible for Tikanga Pasefika. I have spoken
at length on the outcomes of Motion 7 at regional meetings across Waiapu since the synod in May,
and have attended some meetings in parishes to discuss this further when requested. The outcome
of Motion 7 enables the church to openly support and be hospitable in a new way to the LGBTQI
community by way of offering a blessing to same gender couples in a civil union or marriage.
Alongside this development for the church we will also see the formation of Christian Communities,
which will provide a network for parishes to join and from which to draw advocacy and support for
their theological position on the issue of the interpretation of scripture. I look forward to working
with parishes, clergy and laity as the provisions in Motion 7 are embedded in the life of the church.
Acknowledgements
I want to begin my acknowledgements this year by recognizing the members of Standing Committee,
several of whom are stepping aside from their roles due to retirements and their choice to pursue
other aspects of ministry. One of the formative meetings that this Standing Committee held was over
the course of two days here in Taupo where we addressed our normal business but also, and
significantly, spent time looking at the diocese from a strategic perspective. I was very pleased with
the level of engagement that arose out of that meeting as I think it fueled our conversations for the
past year. This Standing Committee has shifted its focus toward the higher level of thinking about
strategy and I look forward to the completion of the work that has begun under their watch. It is
important that the next Standing Committee are able to pick up this work and maintain some of the
momentum that has been created over the past two years. The Shared Services Team under
Colleen’s direction has ably supported Standing Committee and we are particularly grateful to
Finance Manager Tracey O’Shaughnessy for the regular commentary on the finances of the diocese.
Over the past four years Tracey has helped Standing Committee to refine a useful financial review of
the standing of each parish in terms of financial health, identifying potential areas of risk.

I appreciate the efforts of all those members of Standing Committee who have stepped aside this
year and those who have offered themselves afresh for the task for the next two years.
The relationships between the Waiapu Board of Diocesan Trustees, the Waiapu Social Services Trust
Board and Standing Committee have also been worthy of note in the past two years as each of these
governance bodies have engaged with one another at different times. It is my hope that the progress
that we have made in these relationships with more regular reporting and a growing understanding
of the responsibilities and roles of each board will continue to develop, strengthening the overall
governance structures of the diocese.
The Waiapu Board of Diocesan Trustees has taken significant steps this past year to honour their
responsibilities as the Board of Proprietors of St Matthew’s School, Hastings. St Matthew’s School is
a small integrated state school with Anglican special character, set in the grounds of St Matthew’s
Church and alongside the Waiapu Kids ECE in Hastings. This school is unique in the diocese of
Waiapu and is unusual as an Anglican integrated school serving a lower-decile community with a
disproportionately high number of students with specific learning needs. The principal, Tim
Anderson, and his staff have been acknowledged in two reviews of the school this year; a special
character review and a review by the Education Review Office. The school is acknowledged as
providing a quality level of education in a caring environment, framed by the teachings of Christ and
open to participation by the wider community. The Board of Proprietors have made three new
appointments to the school board, myself, Colleen Kaye, the Rev’d Alistair Hendery. These
appointments have been made to ensure a closer alignment of the work of the school board with the
Board of Proprietors and improve communication and understanding of roles and responsibilities
between the two boards. We are beginning to see the fruits of that relationship in very concrete
terms as the future maintenance needs of the school are addressed. I appreciate the work of both of
these boards in their support of the school and endorse them for your prayerful support in the
coming years.
I am pleased to report that the WASSTB and the Standing Committee have come to a common
understanding of the requirements of WASSTB to report to Standing Committee and Synod. This has
led to two presentations by WASSTB to Standing Committee this year and fruitful conversations that
have followed. I look forward to the furtherance of this relationship in the future.
We have addressed many issues that were left untended for several years in the diocese, regularizing
discrepancies along the way. I feel as though we are getting to a point where the balance of tending
to historic issues is now beginning to swing towards being able to address the issues of the present
for the future. Of course we are never entirely free of the past, but the first four years of episcopal
ministry for me in Waiapu has felt as though most of what I’ve been addressing has been historic. As
I said last year, ‘bear with me as we make our way through this season and the results of the actions
that are taken, because they are done for a purpose not just for the sake of their own.’
I’m pleased to be able to acknowledge that the parish of CHB has completed stage 1 of the
refurbishment of St Mary’s Church in Waipukurau following closure of the church in April 2014 due
to earthquake strengthening issues. This was the first church in the diocese to be closed following
heightened concerns after the Christchurch earthquakes. It has been a long and detailed process to
get to re-opening the church, and I was delighted to share in that celebration recently. The final
stage of refurbishment will see the tower strengthened. Several churches in the diocese are also
facing similar issues at different levels of concern. St Augustine’s, Napier South, is another church
that is undergoing review having been closed for worship since 2015. The sadness of these situations
is how complex they can become and the related sense of distress this brings to a community who
are naturally attached to the church as a place of worship. The Standing Committee is committed to
working with parishes to address these issues and have the Bishop’s Leadership Team at their
disposal to assist with some of the related work. Napier South parish have requested the Standing
Committee to take control of the process for reviewing possible alternatives for the future of

St Augustine’s church, which is a considerable piece of work underway, which the new Standing
Committee will need to address.
I’d like to acknowledge with thanks the time and effort of all of our Wardens, Vestry Members and
Ministry Team Members, and Board Members across the Diocese. The work that you all contribute
to the life of the church is essential for upholding the life of parishes within Waiapu. I acknowledge
your commitment, time and talents with my thanks.
I’d like to acknowledge my leadership team: Colleen, Adrienne, Stephen, David, and Deborah, Lucy as
CEO of ACW and Jenny as Vicar General. Together they have worked tirelessly for the good of this
Diocese over the past year. I am blessed to have such a group of people to call on to assist me in my
ministry as Bishop.
Today as we gather I would like to acknowledge that in this year we will mark the retirement of the
Rev’d Bryan Carey, Vicar of Havelock North. Bryan and Rosemary came to Waiapu from Waikato five
years ago and at the end of this year after Christmas, Bryan will retire as Vicar. Bryan, there will be
opportunities for more farewells and thanksgiving in Havelock North later this year at your farewell,
but I want to acknowledge your retirement in this Synod as well.
Also today we acknowledge the pending retirements of the Rev’ds Adrienne and Arthur Bruce, who
also came to Waiapu from Waikato - but quite some time ago now. Adrienne and Arthur have served
the church and diocese extensively in parish and regional roles from being Vicars in Dannevirke and
Mt Maunganui, to the regional role for Adrienne, missioner role for Arthur in Papamoa and further
work in Opotiki and Otumoetai in more recent years. Arthur and Adrienne’s ministry in our diocese
will be marked on two separate occasions later this year when we farewell Adrienne from her

The President moved confirmation of the following Statutes passed by General Synod:
Statute 733
The Endings of Collects Amendment Statute, 2018
Whereas, the General Synod/Te Hīnota Whānui adopted resolutions to strengthen the Trinitarian endings for collects and it is desirable to provide suitable forms, and
Whereas, General Synod/Te Hīnota Whānui 2016 passed Statute 724 providing for some alterative collect endings to replace those on page 549 of A New Zealand Prayer Book He Karakia Mihinare o
Aotearoa, and
Whereas, the Common Life Liturgical Commission received feedback in the Assent process that the
current collect endings were still valued and deserved to be retained alongside alternative provisions,
and
Whereas, the current collect endings, as revised, and the proposed collect endings have all been
translated into Te Reo Māori, and
Whereas, the Common Life Liturgical Commission propose that Statute 724 not be Confirmed, but be
replaced with the following provision,
The General Synod/te Hīnota Whānui enacts as follows:
1. Title. The title of this Statute is The Endings of Collects Amendment Statute, 2018.
2. Purpose. To strengthen the Trinitarian endings for collects by providing suitable forms, but
also to retain some gender-inclusive endings.
3. The provisions on page 549 of A New Zealand Prayer Book He Karakia Mihinare o Aotearoa

contained in clause 3 of Statute 711, namely:
‘“Authorised Services” includes (a) Formularies, (b) Experimental uses as authorised by the
1928 Act, and (c) other services authorised under Title G Canon XIV,’ and
Whereas the Common Life Liturgical Commission has sought a translation of this provision into Te
Reo Māori, to amend page ‘xv’ of The Constitution/Te Pouhere,
The General Synod/te Hīnota Whānui enacts as follows:
1. Title. The Title of this Statute is ‘The Constitution/Te Pouhere (Authorised Services – Te Reo
Māori) Amendment Statute, 2018’
2. Purpose. To amend Part G of the Constitution/Te Pouhere to define ‘authorised services’ in
the Constitution and Code of Canons in Te Reo Māori.
3. Constitutional Amendment:
Part G, Clause 2 of the Constitution/Te Pouhere is amended on page xv by the addition, at
the end of the clause, following the words ‘tenei karangatanga.’, the words,
‘“Kō ngā tikanga karakia” arā tētahi o ēnei e whai ake nei: (a) Kō ngā Ōhākī, me (b) Kō ētahi karakia e whakamanangia ana e te Ture Whakamana i te Hāhi o Ingarangi, 1928, me (c) Kō ētahi atu karakia e whakamanangia ana e Te Wahanga G Ture XIV o ngā Ture o te Hīnota Whānui.’

Whereas, General Synod/Te Hīnota Whānui in 2016 carried Motion 29 asking the Primates to establish a working group to consider possible structural arrangements within the Church to
safeguard both theological convictions concerning the blessing of same gender relationships; and
Whereas, that working group in its final report made a number of recommendations including
amendments to the declaration of adherence and submission required by the Constitution/Te
Pouhere; and
Whereas, General Synod/Te Hīnota Whānui considers it desirable to implement the recommendations of that working group including amendments to the declaration of adherence and
submission required by the Constitution/Te Pouhere
The General Synod/te Hīnota Whānui enacts as follows:
1. Title. The Title of this Statute is ‘The Constitution/Te Pouhere Amendment Statute, 2018’
2. Purpose. To amend clause 15 of Part C of the Constitution/Te Pouhere to repeal and replace
the existing form of declaration of adherence and submission
3. Constitutional Amendment:
Part C, Clause 15 of the Constitution/Te Pouhere is amended by the deletion of everything
after the words "DECLARATION OF ADHERENCE AND SUBMISSION TO THE ANGLICAN
CHURCH IN AOTEAROA, NEW ZEALAND AND POLYNESIA" and their replacement with:
I, A.B. DO DECLARE that I will give all due obedience to the Constitution/Te Pouhere and the
Code of Canons of the Anglican Church in Aotearoa New Zealand and Polynesia and to the
decisions and judgments of those holding authority under the Constitution/Te Pouhere and
the Code of Canons including all regulations which may be made pursuant to the
Constitution/Te Pouhere and the Code of Canons.

COMMENTARY TO 2019 FINANCIAL YEAR BUDGET
Like the 2018 budget, the 2019 version continues our desire for a steady ship to return a
modest surplus, thereby enabling us to continue to build reserves. There are no significant
increases or decreases in any area when compared to the 2018 revised budget.
This budget projects a surplus of $120,007, compared to the 2018 revised budgeted surplus
of $106,677, and is a significant improvement to our 2017 actuals of $38,302.
When comparing the numbers in this budget to the 2018 original budget presented to Synod
last year you will notice a significant increase in both Revenue and Expenditure. This has
arisen due to the creation of the Shared Services Team under the Diocese in late 2017. This
team has been contracted to deliver financial, administration and human resource services to
Waiapu Anglican Social Services Trust Board, trading as Anglican Care Waiapu, and as such all
expenses to run these functions are now included in the Diocesan Administration expenses,
with the on-charging of these to ACW included in the Administration Centre revenue.
The following detail is a breakdown of the budget.
Parish Funded Activities
Parish Assessments are scheduled to increase a modest 1%, (or $5,258 on the 2018
projection).The budgets for both Parish Sustentation and Ministry Support are budgeted to
increase by 2% to cover the anticipated increase in Stipend costs included in this year’s
budget.
Investment Income
Interest rates are expected to decrease down to 2.25% as we start to feel the effects of the
global downturn and this will see the returns on our investments decrease, however, GDF
revenue is anticipated to be higher than the 2018 budget (up $51,165) as the building costs
are no longer dragging this down, and although interest rates continue to drop, the amount
invested is higher than last year.
Ministry Education
It is anticipated funding from St John’s will continue for both Ministry Education and the
seeding of the Community of St Aidan’s as the same levels as received in 2018.
Diocesan Administration Centre
Revenue from the administration function of the Diocese reflects additional work undertaken
by the shared services team, which is then on-charged to other entities.
Diocesan Missions
These budgets remain at the same level as 2018.

Ministry Education
Training continues to be well supported by St John’s, and this enables our Ministry Educator
to deliver the high quality work we have seen in 2018. An increase of $6,934 is budgeted in
2019.
General Diocesan Expenditure
Audit fees each year have continued to climb, with the actuals in 2018 coming in at $6,000
over budget. 2019 will see us tendering our audit, and require new auditors to spend longer
in their first year. The 2019 budget has been set at $29,000. All other costs are on par with
the 2018 budget.
Koru Ministry
2019 is a status quo budget for this area of the Diocese with only modest increases on a few
expenses. They will continue with a full time Leader and .5 FTE Events Co-Ordinator to
support the Leaders role.
Diocesan Administration Centre
Expenditure in this area have risen slightly as we incur additional costs, mainly in the
computer and office operating costs, which are a result of the creation of the shared services
team. These costs are on top of those included in the 2018 budget. Overall, the
administration centre is a self-funding operation, and additionally will contribute $132,760 to
the Diocesan surplus in 2019.
Parish Support
Increases in expenses for these areas are covered by the increased revenue mentioned
above. The allocation of the Ministry Support costs will be reviewed to ensure a fair and
equitable share is charged to parishes.
New Ordained Placement Fund
The 2019 budget includes support to parishes for 2 curates, one in Gisborne and the other at
Riverslea. These will be funded from the accumulated interest earnt on the capital put aside
for this purpose, without touching the capital in this year. 2020 will see this change.

the WBDT Church conservation Fund.

5. Gate Pa Parish - Upgrading the kitchen facilities at St George’s Church, Gate Pa, at an approximate cost of $55,131.00.

7. Cathedral Parish: The placement of a Mural made during the 50th
Anniversary celebrations attached to an existing oak
coat stand in the foyer. The estimated cost is no more than $200 and will be paid for by Cathedral funds.

8. Central Hawkes Bay Parish: A seismic retrofit to at least 34% NBS for Saint Mary’s Church building, Waipukurau. The
estimated cost is $252,526 plus GST for the main church and $115,565 plus GST for the tower. The cost will be paid
for by donations and grants.

9. Otumoetai Parish: The installation of a Fujitsu Heat Pump/Air Conditioning Unit in the office of St John Church,
Otumoetai. The cost of $2,570 will be paid for by budgeted maintenance funds.

10. Waipaoa Parish: Placement of battery operated exit signs in the St Luke’s Waerenga-a-hika Church. The signs to be
placed above the doors between the church vestibule and outside; and between the vestibule and the church. There
is no charge for the signs as it was paid for as part of the Earthquake strengthening work done in 2012.

closer to the congregation for better sound projection. This is on a trial basis from late July to late September 2018.

Note: The Reverend Jo Crosse attends Standing Committee meetings as the General
Synod Standing Committee member for the Diocese, with the right to speak, but not

MEETINGS
Meetings were held on 26 October 2017, 7 December 2017, 21-22 February 2018,
19 April 2018, 14 June 2018 and 9 August 2018. The February two day strategic
meeting was held in Taupo, and other meetings were all held in the Napier
Boardroom with the use of the Video Conferencing facility for those not based in
Napier.
PARISH FINANCES
The Finance Manager has continued reporting directly to Standing Committee and
this has been beneficial in increasing the financial literacy and awareness of Standing
Committee to the financial issues being faced by parishes. The Finance Manager
has designed the reports to Standing Committee particularly in respect of the Parish
Accounts, so that Parishes in financial difficulty come to the attention of Standing
Committee as early as possible so they can work with the Registrar and others to
provide support to those parishes.
SHARED SERVICES TEAM
Further to my Charge at last year’s Synod where I explained the Shared Services
Team (SST) concept, I can now report that the SST is up and running well.
The SST is headed by Colleen Kaye, Diocesan Registrar and the team works across
the board for both the diocese and Anglican Care Waiapu as follows:

The team provides Finance, HR and Health & Safety, Administrative, and IT services
to all of these entities. The team currently sends out over 50 sets of monthly
financials to parishes, services and the school, and is the paymaster for 6 payrolls.
EARTHQUAKE PRONE BUILDINGS
Standing Committee, in conjunction with the Waiapu Board of Diocesan Trustees,
have been working through the following projects with parishes:
• We reported last year that the community of St Mary’s Waipukurau had been
fundraising furiously to fund the cost of strengthening the church. We are
pleased to advise that St Mary’s was able to hold it’s official opening on
15 August 2018. The building looks magnificent (and strong). The community
really rallied together and donations from individuals, trusts and grants made
it all possible.
• We also reported last year that St John’s Church in Dannevirke was
undergoing a re-roofing and strengthening project. It too has been
completed.

Waiapu Board of Diocesan Trustees
Annual Report - 2018
The primary role of the Board is to act as the investment arm of the Anglican Church in
the Diocese of Waiapu. This year it has been ‘business as usual’ for the Board.
The board can report as follows:
• We welcomed Maui Tangohau to the Board – Maui joined the Board in April this
year and has been a welcome addition. Maui is the Vicar General of Te
Pihopatanga o Te Tairawhiti. Maui also sits on other boards so brings a wealth of
“board” experience to WBDT.
• We said farewell to Garth Laing from the Board – Garth retired from his seat on
the Board in May, after being a valued WBDT Trustee since May 2009. Garth was
not only an able contributor to the discussions about financial investments; he
contributed valuable real estate valuation and management expertise that
assisted considerably with the board’s property portfolio.
• St Matthew’s School Special Character Report - The special character report on
St Matthew’s school in Hastings rated it very highly. The board commissioned
property maintenance reports on the school buildings, which it is discussing with
the School Board of Trustees. Bishop Andrew and Colleen Kaye are the Board’s
representatives on the School Board of Trustees.
The Board has declared the following rates of interest for payments on deposits made
with the Board for the year ending 31 March 2018:

The board have committeed to maintaining the rate of distribution to the Income Fund
investors at 2.75% to 31 March 2019.
The value of the units in the permanent fund remained the same at $2.30 as at 31 March

As at 31 March 2018 the Board manages $22 million of investments in the income fund
and $68 million of investments in the permanent fund. The Board also manages (on
behalf of the diocese) commercial property and cash investments for the Hawkes Bay
Trust.

Waiapu Bishopric Endowment Trust
Annual Report - 2018
The aim of this trust is to support the activity of the Bishop of Waiapu.
This has been another active year for Bishop Andrew, with trips abroad as well as
endeavouring to travel to all parts of the Diocese. Of note:
• Bishop Andrew went to the UK at the beginning of this year to spend time in
Norwich to celebrate the 50th anniversary of the church’s relationship with
Papua New Guinea and to attend a one day Social Justice conference, and
then on to Leeds to attend Bishop Helen Ann’s installation.
• He visited Tonga in February to support Bishop ‘Afa, the new Bishop of
Tonga, and then onto Fiji to attend the Oceania Primates fono.
Overall the Bishopric Endowments Trust’s financial situation is stable; however the
Trust will need increasing financial support from the Diocese in years to come to
sustain this activity. The Trustees will also seek other avenues of fundraising to
increase the equity of the Trust.

Anglican Care Waiapu – 2018
Chair’s report
Anglican Care Waiapu has seen a lot of change as an organisation over the last year with the sale of
our retirement villages and rest homes and our last remaining home-based service for the elderly
and chronically ill, Careforce. Funds from the sales are earmarked for social service delivery in the
diocese. This strong capital base puts us in a fortunate position to be able to consider the future for
ACW with optimism.
As a result of our move out of residential and home-based care, we are in the process of undergoing
a strategic review. It is clear from strategy work undertaken by the management team this year that
the environment is changing around us and we must rapidly reposition the organization to identify
and pursue opportunities to meet the needs of our communities. The Board participated in a
strategy workshop in July and will oversee further detailed strategy work in the coming months, with
final approval of a new strategy expected by the end of the year for implementation in 2019.
The past year has seen a considerable effort to strengthen our people, our systems, and our
relationships within the diocese and other organisations. ACW has been able to apply much needed
capital into many of our services by upgrading our resources, and has increased investment into
training and support for our people. The Board established a Risk and Audit Committee, chaired by
board member Christine Scott, to better help the organization understand and manage
organisational risks.
In the coming year, we will be considering the composition of the Board with Bishop Andrew and
Standing Committee to make sure we are fit for purpose to meet the challenges of the modern
social services environment. I would like to thank my fellow board members for their commitment
and continued support to ACW.

CEO’s report
The last year has been an exciting time of change and opportunity for the organization. My
leadership team’s focus has been two-pronged: investment in our organizational foundations
alongside building our understanding of the wider social services landscape and future opportunities
for Anglican Care Waiapu. We have also looked to strengthen our relationship with parishes.
Investment in the organisational foundations has included:
• The development of a risk management framework and risk register, overseen by the Risk
and Audit Committee;
• The development of a social work practice framework and appointment of an internal social
work practice lead to oversee the quality of our social work and counselling practice;
• The development of a new child protection policy in line with the Vulnerable Children’s Act;

• Work on the replacement of our IT platform work to replace out of date IT systems,
including the financial system;
• The introduction of a centralized two-person fundraising team to streamline our fundraising
applications and tracking and increase philanthropic funding into the organisation;
• Improved budgeting processes and financial literacy;
• Capital improvements in our properties and the purchase of new resources for our early
childhood centres;
• The purchase of five new vans to replace aging vehicles in the fleet;
• The identification of the most urgent training needs for our staff; and
• A review of all our properties and their maintenance requirements over the next five years.
In November we entered into an arrangement with the diocese for the provision of ‘’shared
services’’. This means that ACW’s finance, human resources, IT, health and safety, and
administrative needs are met by a team based in Napier and led by Diocesan Registrar, Colleen Kaye.
In the last year we exited Peria House in Opotoki, transferring our shares to our partner in the joint
venture, the Opotoki Old People’s Society. We also made the difficult decision to sell Careforce, our
home-based service for the elderly and chronically ill in the Tararua District. This decision came in
response to the MidCentral District Health Board putting the home-based contract up for tender.
While we had an excellent reputation and were in a solid financial position, our analysis showed that
the service would not remain financially viable. This reflects a general trend in the home-based
sector towards fewer, larger players who can make their models viable due to their larger volumes.
The changes within Anglican Care Waiapu, shifts in the social services sector more broadly, and the
growing complexity and types of need within Waiapu require us to reposition ourselves for the
future. For this reason, we are undertaking a strategic review to understand the wider environment,
the quality and impact of our existing services, and opportunities for growth. Key to this is
understanding the needs of our parishes and their communities better. I particularly valued the
opportunity to present and lead workshops, with members of my team, at the three regional
conferences earlier this year.
While all of the changes in the last year have been disruptive for many of our staff, there is a general
sense of positivity about the future direction. In April we gathered all our service managers and
Napier office staff together in Havelock North to contribute to the development of a new strategic
direction, receive training, and to reflect on where and who we are as an organisation. What has
been clear to me is how disconnected many of our services have been from each other. Unless we
act as one organisation, while respecting the rich history of our services, we will quickly become
irrelevant as a social service agency, which means we will not have the impact we wish to have in
our community.
It has been a privilege to get to know the organisation’s staff and volunteers, our parishes, and the
wider Waiapu community. The quality of our social service delivery rests entirely on the quality of
our people. The best policies, systems, and processes are meaningless without passionate,
empathetic, and well trained staff and volunteers with clear direction and the skills to make a
difference in people’s lives. Our staff and volunteers work in demanding environments with
challenging clients and I am constantly struck by their grace, patience, and steadfast commitment to
transforming lives.

Koru Ministry Leader Report - 2018
Koru Ministry Leader Role: On the 28th July 2017 I was installed as Koru Ministry Leader in
Waiapu. My role changed from Diocesan Youth Ministry Facilitator to a role that has a
wider focus with children, families and youth ministries. The shift in focus has created
opportunity to support existing ministries and work along parishes to explore new ministries
for children, families and youth and in particular to create a more intergenerational
approach to ministry.
Messy Church (MC): We now have 13 Messy Churches in Waiapu. I am so encouraged by
the enthusiasm and energy of the many Messy Church leaders and volunteers supporting
this. A good number of Waiapu leaders attended the MC National Conference in Wellington
in February. Unfortunately I couldn’t attend due to an unexpected hospital stay but did
attend the National MC Meeting that followed with Messy Church founder from the UK,
Lucy Moore. We discussed a new way forward for Messy Church in NZ with the imminent
resignation of Rev Debbie Smith as the NZ Messy Church advisor in April 2018. At this stage
I am one of 3 Regional Co-ordinators supporting Messy Church in NZ. We hope to find more
in other areas to share the load.
Cluster Meetings: In both Hawkes Bay and Bay of Plenty (BOP) I am holding cluster group
meetings for leaders of MC. These are well attended and helpful in sharing ideas, offering
support, training, resource sharing and supporting those new to running Messy Church.
Anyone interested in learning more about MC are welcome to attend. I’m hoping to do
something similar in Eastland.
Messy Church Workshop: I ran a Messy Church workshop in Wairoa in November last year
with a small group from both Tikanga Maori and Tikanga Pakeha who were keen to explore
Messy Church.
Godly Play Rev Julie Guest and I attended a 3 day Godly Play Core Training in Auckland in
July. While we may have the certificates it will take time and patience for us to learn the
stories and build up the equipment to develop Godly Play in Waiapu. Many of the materials
are handcrafted – if you would like to help with resources and have a gift in woodwork, arts
or crafts we would love to hear from you. We hope to share our learnings and resources
with you as we do this. As founder Jerome W. Berryman says: “In Godly Play, the invitation
is given not for play in general but for play with the language of God and God’s people; our
sacred stories, parables, liturgical actions and silences…..”
Leadership Training for Youth (LT4Youth)– Faith Project
We have a small group of young people and mentors working together on LT4Youth. This is
a 2 year programme for young people working through the Anglican 5 Marks of Mission
alongside a mentor and with the support of their parish and wider diocese. The Hawkes Bay
Cycle Camp was an opportunity to explore LT4Youth further and in particular the marks of
Faith Formation, Serving others and Care of Creation. A big thankyou to Robyn Hocking who
did much of the organising, to Bishop Andrew for riding with our young people through rain,
hail and sunshine, and especially to the mentors and parents for their support. Other
smaller LT4Youth gatherings have been held through the year. I encourage all parishes to
think about LT4Youth as a way to support and mentor young people in your communities.

LT4Youth is going National! Over the years there has been interest from other NZ dioceses’
in LT4Youth and as a result a reprinting and re-designing has occurred. This has also
resulted in a new name to sit alongside LT4Youth – and so the ‘Faith Project’ has been born.
In time the Faith Project will also be able to be accessed online on the Anglican Youth
‘Resourced’ Website: www.aym.org.nz
40 Years of Top Parish: Next year, 29-31 March 2019 Top Parish will be celebrating 40 years
in Waiapu. Top Parish continues to go well with teams attending from both Waiapu
parishes and Tikanga Maori, including Hukarere and Te Aute Schools. If you have never
been to Top Parish why not come along and for a taste of what Top Parish offers.
Events-co-ordinator – Jaina Vallabh was appointed to a 20 hr per week position in
December to assist as Events Co-ordinator with a particular focus on Top Parish and other
Koru Ministry events in Waiapu.
Safe Here – Safe Here Training and support continues in Waiapu with all parishes expected
to be familiar with and implementing Safe Here Guidelines and procedures. This is an
ongoing piece of work involving training and education to be Safe Here Parishes and a Safe
Here Diocese.

Ministry Educator Report - 2018
Clergy and lay training
Clergy and lay training remain as key priorities. In addition to three clergy training circuits
each year I organised the 2017 Clergy Conference ‘Leading Church, Being Disciples’ held in
Gisborne. Lay Learning Days, open to all lay people, are held twice a year in each region and
focus on foundational issues which can make a difference to people whatever licence or
particular ministry they have. This is in addition to seminars and other training opportunities
provided in several parishes, on a variety of topics. I also get the opportunity to visit
parishes to preside, preach, or speak to a local group. I continue to produce a newsletter 3-4
times a year as a means of keeping in touch with people and parishes throughout the
diocese. Diocesan Ministry Committee meets as needed to focus on particular projects.
Discernment Process
We have now completed two cycles of the Discernment Process, which Waiapu runs in
common with the dioceses of Auckland and Waikato-Taranaki. The process culminates in
the residential discernment event held at Vaughan Park in Auckland, where candidates and
Bishop’s Ministry Advisers from Waiapu join those from the two other dioceses. If
discerned with a call to ordained ministry a person becomes a ‘candidate in training’: the
discernment continues throughout the training until a point may be reached when the
person is ready to be ordained. There are currently three candidates in training (two at this
stage within the diocese and one at St John’s College), and at the time of writing it was
anticipated that two other candidates (one from the 2017 discernment round and one from
St John’s College) would be ordained to the transitional diaconate.
Anglican Studies Programme
2018 has again seen new students studying for the Diploma of Christian Studies (an NZQA–
registered qualification) through the Anglican Studies Programme. The Diploma also counts
as the first year of a BTheol degree through Otago, Laidlaw or Carey. The programme allows
us to provide theological education for lay people, for the recently ordained, and for
ordination candidates in training. The residential weekends are usually held around the
Taupo area. In addition to this St John’s now offers a ‘Flexilearn’ option which is largely
online, and a number of Waiapu students have been taking this year’s Flexilearn paper.
Diocesan Theologian
The Diocesan Theologian, the Rev’d Dr Howard Pilgrim continues to be a resource for the
Diocese of Waiapu. This year we have worked together on a number of projects, including a
series of Lenten and Easter studies.
Diocesan Library
The Diocesan Library is located in the Anglican Centre, Napier – complete with armchairs to
sit in while you read. I am happy to bring a book of books with me when visiting parishes,
and to take requests and send books to people. I remain grateful to those who have
donated books to the library.

Overseas Mission Report 2018
Mission Giving
The target of $195,000 for 2017 was agreed to at Synod 2016. 95% of this target was met
which was a great result. At Synod 2017 it was decided that the target should remain at
$195,000 for 2018 and latest reports show that we are currently running at around 95% of
target so far this year. Once again this is a very good result achieved through the generosity
of all parishes involved. Thanks are due to the people in the parishes who make this happen.
Waiapu Anglican World Mission Council
Council members are as follows: Bishop Andrew Hedge, Rev Bryan Carey, Rev Rosemary
Carey, Rev Stephen Donald, Mrs Meg Dawson, Mr Neil Eagles, Dr Paul Hendy, Mr Hugh
McBain, Mrs Diane Sorenson, Mrs Shelley Vette and Mr Peter Williamson.
Tikanga Pakeha Missions Council
Hugh McBain and Shelley Vette (AAW Representative) have attended the video conferences
and face to face meetings of the Council which keeps us up to date with what AMB and the
other New Zealand Dioceses are doing with regard to Overseas Mission.
Anglican Church of Papua New Guinea
Financial support for ACPNG has continued through the Henry and William Williams
Memorial Trust (a private Trust based in the Diocese). The appointment of Margaret
Poynton as Executive Assistant to the Archbishop of ACPNG has been most helpful to
overseas supporters. Bishop Andrew hopes to lead a small team that would offer training
assistance at Newton Theological College by making visits on a regular basis, possibly every
two years.
Diocese of Polynesia
Land issues concerning the Waiapu project at Vunivau Basoga are still not resolved. This
situation has now reached a stage where there need to be discussions with Archbishop
Winston with regard to looking at an alternative project.
Anderson Trust
Income from this Trust has supported the nursing school at Murgwanza Hospital, Diocese of
Kagera, Tanzania since 2008. The WBDT has been asked to provide some funding for two
hospitals in ACPNG. Funds can only be used for training for medical mission. Some thought
is being given to the possibility of widening the terms of the Anderson Trust.

Waiapu Diocesan Archives - 2018
In 2018 our Waiapu Archives celebrated returning to “life as normal”, after a year-long
disruption while our “home” in the Cathedral Tower was being made asbestos proof. When
it came to the daunting task of unpacking the entire archives, we were happily able to
realign shelving and to make the space available to us even more work and user friendly.
In July Judith Bright, the Kinder Archivist who deals with the NZ Anglican Church’s Archives,
including St John’s College, visited us. To celebrate that we asked the Dean to bless our
room and alterations, and invited friends to join us - from the diocese, the Napier Museum
and Library, and volunteers who have helped us.
Judith also spent time with Jillian King (the Diocesan Office wisely retains her services as
their link with the Archives) and with Murray Mills (a former bishop who cares for the
Archives room on a voluntary basis), to advise us on issues facing Waiapu, and to alert us to
new developments in dealing with records. Judith also met with Diocesan Office and Social
Services staff to keep them familiar with what records it is necessary to keep, and how best
to store and preserve them. She particularly drew our attention to the 2016 General Synod
Guidelines on Archives, and we trust over the coming year these will be circulated and acted
on by all ministry units and committees.
Routinely, whatever the state of our rooms, Jillian King has carefully handled, week by week,
requests for information from both church and community. There are the family, parish and
rohe queries for information on baptisms, marriages, deaths, and church involvement. With
some church buildings and rohe reaching significant dates (like 150 years on) there is a
search for any reliable details. With the structural changes to our ministry units, and to our
social services, the re-use of their assets requires detailed earlier financial and property
information. Assisting Napier Museum with their display of the life and ministry of Canon
Webb and his family, in Ormondville at the end of the nineteenth century, was one of the
happier moments.
Once again we remind all ministry units, all diocesan and regional and social services
committees and organisations, and all individuals in ministry in the diocese, of the
importance and obligation of keeping good records, and housing them safely. If you have
any concerns, especially with changes in personal or organisational life, do not hesitate to
contact the Archives for advice. Jillian King, via the Diocesan Office, is your point of

The Association of Anglican Women - 2018
I have the pleasure of presenting my Annual Report to Synod 2018. As the Waiapu
Diocesan Executive Committee was in recess last year, I was approached to take on the role
of President from Elaine Woods. Bishop Andrew had posed questions to AAW Members
and Loan Members on the role and structure of AAW in the Waiapu Diocese.
Rev’d Deborah Broome presided at a meeting on September 2, 2017 at West Shore Napier,
where these questions were discussed. It was decided that that one member would replace
the Regional Committees. A commissioning was also held. I was elected (President), Elaine
Wood (Past President and Circle Convenor), Jan Reisima (Secretary), Gillian Dowd
(Treasurer), and Shelley Vette (Overseas and Outreach). We were unable to elect a Social
Concerns Representative and Elaine Wood agreed to take on the role in the interim.
The Waiapu Diocese Synod was held in Havelock North on September 23-24, 2017. I
attended as an observer. On October 7-9 I attended a Provincial Executive Meeting in
Wellington. An AGM was also held at St Pauls Cathedral. At a Waiapu Diocesan Executive
meeting on February 15 2018 we discussed how to sensitively handle the closing of the
Regional Committees.
This year I attended a Provincial Executive Meeting on March 17, 2018. Planning for the
Triennial Conference to be held at Scots College Wellington October 5-8, 2018 was a
priority. I am pleased to report the AAW membership for the 13 AAW Parishes in the
Waiapu Diocese: Financial Members 246, and Lone Members 11. It was sad to receive
notification of the resignation of two AAW groups, St Marys in Waipukurau and St Andrews
in Taupo. Lone Membership was offered.
Our AGM was held on April 28-29, 2018 at St Luke’s in Havelock North. The elected
Members of the Waiapu Diocesan Committee were: Cynthia Prince (President), Jan Reisima
(Secretary), Helen Blow (Treasurer), Shelley Vette (Overseas and Outreach), Social Concerns
(Wendy Probert), and Circle Representative (Elaine Wood) with Maryanne Horsefield. One
representative for each of the three regions were: Kay Brabender (Hawke’s Bay), Catharine
White (Eastland) and the Bay of Plenty representative to be confirmed by Elaine Wood. Two
Synod Representatives are Cynthia Prince, Catharine White and Elaine Wood (alternative).
At the conclusion of the AGM Rev’d Deborah Broome commissioned Rev’d Dorothy Brooker
as our AAW Chaplain and presented her with the AAW Stole. Our Guest Speaker was Lucy
Laitenen, CEO Anglican Care/Waiapu. The Executive Committee Commissioning Service led
by Rev’d Deborah Broome began with a Parade of Banners. The Committee met briefly
afterwards. Catharine White offered to Host the next AGM in Gisborne on April 27-28 2019.
At our Waiapu Diocesan Meeting on June 2, Elaine Wood offered to host two Bay of Plenty
Regional Gatherings and these will be held at St Georges, Gate Pa, Tauranga (August 29) and
St John the Baptist at Te Puke (August 30) I look forward to attending with Rev’d Dorothy
Brooker, Shelley Vette and Wendy Probert.

Hereworth School Trust Board - 2018
Hereworth School is a vibrant, busy community with our boys continuing to be fully engaged
in a myriad of healthy and life-changing experiences. We aspire to provide the very best
education across the core elements of a well-rounded education, namely intellectual,
spiritual, physical and social endeavours.
The culture within the School is supportive and caring with the expected rigours of a boys’
community with its balance of the finer touches alongside the rough and tumble. The School
remains Christ-centred by its values and behavioural expectations.
Roll
Currently, enrolments are 197 boys with 39 boarders. This enrolment presents a consistent
level and we are focused on raising this over time.
Staff
During the first term of 2018, the Board received the resignation of the Headmaster, Mr
Steve Fiet, effective the end of the term. The Board appointed its two Deputies, Kate Field
and Deb Richardson as Acting Headmaster for the first five weeks of Term 2 until the arrival
of Mr Willy Kersten, recently retired Headmaster of Rathkeale College in the Wairarapa.
This arrangement has worked seamlessly and the School community has remarked upon
how well such a time of change and transition has progressed. Of course, the staff is always
impacted by such transitional times and their collective response has been admirable. Their
support of one another and the boys is remarkable.
The Board has engaged a search firm to look for the next Headmaster with the intention of
the person beginning Term 1 2019.
Strategic Plan
The Strategic Plan for 2017-2021 continues to be the focus. The major Strategic imperatives
are: Creating a new learning framework; creating a deeper connection with the community;
developing and nurturing staff; and adding new revenue streams to the School.
The School celebrated the academic value-added results for 2017, which were publicised at
the end of the year. These results for each boy revealed the noteworthy improvement.
Being able to use data to show the academic progress reflects the focus of the Strategic Plan
and also conveys the importance of the learning and teaching process to the School.
The Board determined to restructure the Junior School and the Boarding House from the
commencement of this year. The monitoring of the success of these changes remains a
priority for the Board.
From the Master Plan, the School Board commissioned a feasibility study for three key areas
being considered, namely the refurbishment of the Hall to facilitate the performing arts, the
possible construction of a gymnasium and improvements to the road system as both a
health and safety measure and efficiency of traffic flow issue. This is due in August 2018.

The commitment of the wider School community is strong and the contribution by the
parents to the broader life of Hereworth, financially and otherwise through the Parents’
Association. This year the Parents’ Association biennial Gala raised record funds and created
a strong sense of collectivity around the School both in the lead-up and on the day. The
extraordinary efforts of the parents and many Old Boys to this event was special.
Governance
At the end of their term in the first half of 2018 four Board members left the Board, Kate
Vautier as a parent representative, Anna Drury and Jeremy Absolom as Old Boy
representatives and Cam McLeay as a Diocesan representative. The new Board members
replacing them are Gareth Biggs and Vic Ellingham as Old Boy representatives, Elaine White
as a parent representative and Lucy Dobbs as a Diocesan representative. The Board has
worked intentionally to ensure we have a skills-based Board as in contemporary governance
this serves our community best.

The Mission to Seafarers Report to Synod - 2018
The Hawkes Bay Seafarers Welfare Society, which operates a centre near the entrance to the Port of
Napier, is an inter-demonational venture supported by The Mission to Seafarers (Anglican), Apostleship
of the Sea (Roman Catholic) and the International Sailors’ Society (Presbyterian and Methodist). The
centre is manned by a team of volunteers from various congregations.
Background
“Founded in 1856, today’s Mission to Seafarers offers emergency assistance, practical support, and a
friendly welcome to crews in 260 ports around the world. Whether caring for victims of piracy or
providing a lifeline to those abandoned in foreign ports, we are there for the globe’s 1.5 million
merchant seafarers of all ranks, nationalities and beliefs.” (Mission to Seafarers website)
Fifteen of our twenty Napier volunteers staff our centre. 688 ships called at the rapidly growing Port of
Napier in the last financial year, moving 4.8 million tonnes of cargo. From these ships’ crews, almost
2,000 seafarers visited our centre, during their increasingly short time in port. Ideally, we would like 30
volunteers to comfortably staff the centre from 6.30 till 9.30 pm each day.
Centre Visitors
From July 2014 to June 2015 there were 3198 visitors to the centre
From July 2015 to June 2016 there were 1921 visitors
From July 2016 to June 2017 there were 1585 visitors
From July 2017 to June 2018 there were 1931 visitors
These figures reflect the changing face of shipping – larger ships with fewer crew, shorter stays in port,
and less opportunity for shore leave. The increase in the 2017/18 year arose principally through
increases in timber exports. Previously, contacting families required the provision of telephones and
phone cards. Now, communication is generally provided on board by ship or port wifi. However,
visitors still often use the Centre’s wifi to link to families via skype.
Finances
Being staffed entirely by volunteers and supported by the Port Company and Napier City Council in non-
monetary ways, the Centre is able to minimise its costs. Insurance, electricity and other unavoidable
expenses amount to about $5,000. Visitors provide about $4,000, principally through currency
exchange. To date, we have been able to cover our out-goings thanks to the support of a small number
of community and church groups. However, funding is becoming a significant challenge.
Other support
As a community project, Woodford House students produced gift parcels to be handed out last
Christmas.
The Rotary Club of Ahuriri Sunrise and All Saints parish Taradale organise Christmas parcels and gifts for
seafarers on ships in port on that day. In honour of Richard’s service to the club, the club has continued
to provide parcels – in association with Gail Spence.

Mission to Seafarers - United Seafarers Mission
Port of Tauranga Report - 2018
We are an Ecumenical Seafarers Mission including Anglican (Mission to Seafarers),
Roman Catholic (Apostleship of the Sea), Galilee (Non Denominational), as Founding
Missions, and Central Baptist Church, Tauranga.
Our sole focus is the welfare and wellbeing of the Seafarers and their families.
This past year has been a very successful year for USM with the following Statistics
available: -
Ship visits: 121 Seafarers visiting our centre: 16,312!
Hospital / prison visits: 4 ‘Seafarers rights’ cases: 5
Value of phone voucher sales: $4,825.00 Phone Vouchers (Landline): 255
Minibus Kms travelled: 40,430 Minibus Passengers carried: 10,897!
Nett increase in number of Volunteers: +3 Increase in numbers of Ship Visitors: +4.
Minibus Destinations: Bayfair, Mauao, Tauranga CBD, Papamoa, Hobbiton, McLaren Falls, etc
USM has worked diligently with the Port to successfully gain an increase in our lease
agreement, and improving our working relationship to our mutual advantage. Our
operation is now more professional and accountable, and health and safety has become
a high priority at the Port of Tauranga, for all volunteers. This has meant significant
improvement in recruitment and quality of the training of our 70+ volunteers.
What’s gone really well? We were one of the six finalists worldwide ISWAN “Seafarer
Centre of the Year 2018”. At a recent award ceremony in Auckland sponsored by
Techsoup (a Software supplier), Jeff Law our IT system developer was honoured as “IT
Volunteer of the Year”. It has been a joy for us to welcome Rev’d Matthew Best as
principal MTS Chaplain (I am now his assistant), and Deacon John Limrick as the AOS
Chaplain. Matthew will be part-stipended, which will enable him to be more available
to the Seafarers, and the Mission.
Our Ship Visiting has been disappointingly low, but this will improve with our new
recruits of Ship visitors, and active Chaplains. MTS and AOS have been intentionally
working together nationally and internationally. In the past year we held a joint training
event and Conference, with volunteers, Chaplains and representatives from Australia
and the Pacific. These events will continue every 2 years, with our Regional Directors in
regular and supportive contact, and net working with the regions and sharing resources,
in between times.
We hold monthly services/luncheon events which are well attended and help
strengthen our ecumenical relationships and understanding.

As the largest and busiest Port in New Zealand, we would greatly appreciate support
from all the local Anglican Churches in Tauranga and surrounding areas. Thank you to
Holy Trinity and St. George’s, for their significant help.
The sole purpose of Sea Sunday is to remind our congregations and communities of our
work, and to pray for, and celebrate, this very important ministry to Sea Farers.
Matthew and I, as Chaplains, would welcome an opportunity to speak to your
congregations on Sea Sunday, and suggest ways in which you can help us. We can
reasonably expect up to 17,000 Seafarers through our centre in the next year, and your
help as a volunteer offering hospitality, ship visiting or driving, would be wonderful. We
invite you come and join us in this unique way of revealing the ‘unconditional love of
Christ to others’. Knowing Jesus and making Jesus Known. Our hopes and plans for the
next year? “More of the same”.

Waiapu Anglican Cursillo - 2018
Anglican Cursillo belongs to a world-wide movement to nourish and deepen our Christian
spirituality. A lay-led organisation, Cursillo grows Christ-centred leaders. As twenty-first
century Christians, we are to walk closely with Christ, be Christ’s disciples, and do Christ’s
work in the world in the everyday parts of our lives.
Since the change of leadership early 2017, Waiapu Anglican Cursillo is steered by a six-
person Secretariat, reporting bi-annually to the New Zealand Anglican Cursillo Council, our
enabling body serving five dioceses: Wellington, Waikato-Taranaki, Waiapu, Christchurch &
Dunedin.
Opportunities to gather as a Christian community after the Three Day Cursillo are small
‘group reunions’ which meet regularly, providing mutual support and spiritual accountability. These small groups gather at combined events at an Ultreya every 2 months,
alternating between Hawkes Bay and Bay of Plenty. Cursillistas and those curious about
Cursillo are welcomed to enjoy a day of worship, song, testimony & fellowship.
2018/19 - An enthusiastic team of Cursillistas led by Betty Atkinson have been training to
run a Three Day Cursillo, a short course in Christian living for both men and women on
27 – 30 September 2018 in Papamoa, Bay of Plenty. A follow up day on Saturday on
November 3, providing a day of deeper understanding of the Cursillo Movement followed by
an opportunity for veteran Cursillistas to welcome new Cursillistas.
Christina Thomas will lead the next 3 Day Cursillo planned for 19-22 September 2019 at
Riverbend Christian Camp, Havelock North
For those who haven’t yet encountered Cursillo, we encourage you to consider how it might
become an effective discipleship tool in your region.
Looking forward, whilst Cursillo is in good heart, many challenges face the movement.
These include: effectively reaching younger church members; connecting 3-Day Cursillo
event participants with ongoing support activities to sustain them; overcoming barriers to
Cursillo being introduced in Eastland, Rotorua and Taupo and the challenges of distance and
geography within our Diocese.
Cursillo equips Christians to face the challenge of what it means to be disciples in a world
that today is often opposed to Christianity and its message,

Chaplaincy NZ Police - 2018
This is my 18th year as Chaplain for the Bay of Plenty Police District with responsibility for
stations in Tauranga, Te Puke, Papamoa, Katikati and Police District Headquarters in
Rotorua.
I am now finishing my second year of a three year Contract as National Co-ordinating
Chaplain working out of Police National Headquarters in Wellington and remain chair of the
NZ Police Chaplains’ Advisory Council.
In Waiapu we have 3 Anglican chaplains and in the whole of New Zealand we now have 13,
following the death during the year of a Wellington Chaplain. Of these 2 are from Tikanga
Maori. There are 6 vacancies throughout the country, albeit in different stations from where
we had vacancies in 2017!
Restructuring has continued with the changes that this brings to personnel and the
unsettling effect on staff. There also seems to have been a lot of serious sickness and
unpleasant diagnoses to cope with. Injuries sustained in the course of duty appear to have
become the norm and have a significant impact on police personnel generally as well as the
individuals concerned. Chaplains are relied on more and more in such circumstances and it
is rewarding to be involved.
Added to all this, the usual ministry of pastoral care, baptisms, weddings and funerals
continues, as do the annual Civic Services on Anzac Day, Police Remembrance Services and
other formal police events. This year, as NZP Chaplain, I have been invited to take a special
Civic Memorial Service on Remembrance Day (Nov 11th).
I remain aware of the trust and confidence awarded to NZP Chaplains as they minister
around the country. In addition, particularly noticeable has been the feeling of being part of
the very close ‘family’ that is ‘police’.
Fire & Emergency NZ Chaplaincy
I retain my position as FENZ Chaplain for Region 2 and being Chaplain is something I value.
FENZ personnel have, like their NZP colleagues, had some serious illness and the resulting
absences to cope with. Road crashes have featured highly in their work and the effect has
been far reaching – particularly in cases of multiple fatalaties and where children are
involved. It is very humbling to be part of this ministry and to be welcomed so warmly at all
the stations.

Tauranga Hospital Chaplaincy Service – 2018
I am pleased to present my fifth report to Synod on the Tauranga Hospital Chaplaincy
Service. This will be the last time for me, as I leave at the end of August to take on a new
role in the Diocese of Carlisle in England. It has been a year of substantial development, of
the chaplaincy team and our roles in the hospital. Tauranga Hospital Chaplaincy continues
to grow, and we are encouraged and supported by the Bay of Plenty DHB, the hospital staff
and the local churches.
There are three paid chaplains: Shelley Gilmore and I are full-time ecumenical chaplains, and
Leanne Brooks is our part-time Roman Catholic chaplain. We also have a lot of support from
Voluntary Chaplaincy Assistants (VCAs), Roman Catholic parish visitors and from the various
local churches that take turns to help bring patients to the Sunday Communion service.
Local clergy also support their parishioners in the hospital in liaison with our team.
Last year we commissioned ten new VCAs at a special service in June. After training our
VCAs visit the wards in a probationary capacity for the balance of the first year and are
commissioned at that point. Clearly they make a very big commitment and we a blessed to
have 22 VCAs on ‘active service’.
We continue to enjoy the encouragement and oversight of our Local Support Group. This
year John Binns stepped down from the chair. The Rev John Douglas has taken over the
role.
We have been able to step up the work we do in various staff and external training and
development groups to encourage a greater understanding of, and engagement with the
spiritual care and support of our community.
The Inter Church Council for Hospital Chaplaincy (ICHC), based in Wellington administers
and manages hospital chaplaincy on behalf of the member churches in a contractual
relationship with the Ministry of Health, and is the employing body for ecumenical
chaplains.
We are happy to receive referrals from parish teams for parishioners in hospital, meet with
any church visitors/ministers when visiting in the hospital, and to speak or preach locally to
spread the word about Hospital Chaplaincy.

My five years as a chaplain have been challenging and rewarding, and I am grateful for the
support and encouragement of the Bishop, clergy and people of the Bay of Plenty and the

Gisborne Hospital Chaplaincy Report 2018
Chaplaincy Team
What a wonderful blessing it has been for Gisborne chaplaincy to have a locum chaplain to cover the
hospital when the chaplain is on leave. Furthermore, we now have two locum chaplains (one
employed and one voluntary) plus seven voluntary chaplaincy assistants and six voluntary chapel
assistants. Our chaplaincy team continues to hear amazing testimonies from patients, families,
visitors, and staff after chaplaincy visits and after attending the Sunday chapel services.
Chaplaincy Committee
A new committee is being formed to support Gisborne chaplaincy. The Local Chaplaincy Committee
or (LCC) members will be from the Church community, District Health Board, and Hospital staff.
Staff Visits from the Interchurch Council for Hospital Chaplains( ICHC)
Last year hospital staff and the chaplaincy team welcomed Rev. Barbara Walker (Midlands & Hawkes
Bay ICHC Regional Chaplain) to Hauora Tairawhiti and this year, it was wonderful to have (ICHC)
National Manager Rev. Tim Pratt and Strategic Partnership Manager Anna Northcott visit us.
Government Inquiry Panel for Mental Health & Addictions
Hauora Tairawhiti recently welcomed the Government Inquiry Panel for Mental Health &
Addictions. The powhiri (welcome ceremony) was closed with prayer and hymns by the chaplain.
The inquiry panel spent the day listening to what is working, what is not working, and what needs to
change to improve the mental health and addiction services in Tairawhiti.
Hospital Chapel - Te Whare Karakia o Te Hepara Pai - The Chapel of the Good Shepherd
Patients who can see the chapel’s freshly painted A-frame roof from their wards have commented
that they feel spiritually comforted from being near the chapel. Recently, chaplaincy members had
the privilege of meeting one of the builders who worked on the chapel roof trusses when the chapel
was built in the late 70’s early 80’s. One of the highlights every month for the Hospital chapel is that
all new Hospital staff are welcomed to Hauora Tairawhiti in our beautiful chapel.
Spiritual Healthcare & Funding
Following the centralization of chaplaincy finances, Gisborne chaplaincy received news that the
National organization for Hospital Chaplains (ICHC) needed to restructure. This meant the
disestablishment of chaplaincy positions across the country which included Gisborne Hospital
chaplain and locum chaplain who to this day, are hindered by this predicament. In the face of this
disheartening news, the chaplain, locum chaplain, and chaplaincy team have prayerfully continued
to provide pastoral and spiritual care, hopeful that there will be a very good outcome.
It goes without saying, that the provision of spiritual healthcare to hospitals by chaplains and the
chaplaincy team, should be more highly valued and significantly supported financially because
pastoral and spiritual care is vitally important for the holistic health and wellbeing of patients their
whanau (family), staff, visitors and the hospital environment.
The Gisborne chaplaincy team is always very grateful for the ongoing financial commitment of the
Diocese of Waiapu – thank you for helping to ensure that God’s work through chaplaincy in Gisborne

Hawke’s Bay Fallen Soldiers’ Memorial Hospital Chaplaincy Service - 2018
Seek peace and pursue it.

Where is the calm for us? When we are tossed about on the waves of uncertainty- where is the
calm? Peace of mind is so often like a butterfly. It flits into our field of view in all its beauty. It flits
out again. We register its existence: but we are faced with the indigestible meal of our own
problems.
Over the last 10 years either Barbara or Pelly has presented their Hawke’s Bay chaplaincy report at
the yearly Synod gatherings all over the Diocese. This year, unfortunately we won’t be attending
synod as we will both be attending the New Zealand Health Care Chaplains Association conference
in Christchurch. Our prayers will be with you all as you gather in Taupo. May the Holy Spirit guide
you all in the discussions and decisions that will be made.
Inter Church Council for Hospital Chaplaincy (ICHC)
Guided by the ICHC Board, Rev Tim Pratt with input from the ICHC senior leadership team, is
continuing the new direction for ICHC. This has included strengthening their relationships with the
DHBs, putting in place a number of policies for the chaplaincy teams, the appointment of four
Regional Chaplains who are part of that SLT and the appointment of Lead Chaplains at each of the
DHBs.
In November 2017 Barbara was appointed into the role of Lead Chaplain at HBDHB and also into
the role of Regional Chaplain for the ICHC Midlands area. This area covers the same area as the
Waiapu Diocese. Barbara is the link person for the chaplaincy teams in Rotorua, Taupo,
Whakatane, Tauranga, Gisborne and Hawkes Bay. This new role provides a conduit between ICHC‘s
Chaplains and the National Office. The position will develop consistency of pastoral service in
hospitals across the country, build a shared culture across the region by recruiting/evaluating, team
building, overseeing training and coaching of the ICHC chaplains within the region. It involves some
travel but also lots of email and phone call support to the chaplains and their teams working in this
area.
HB Hospital Chaplaincy Services reaching out into the community.
We are very grateful for the funding we get from a number of local trusts, and recently the funding
which we have received from the Hastings District Council and the Wairoa Council. Although we
are based at the hospital, chaplaincy services flow out into the community and over the past year
we have been involved in the blessing of Napier Health Centre, the Blessings of the Hawke’s Bay
Chapel and Crematorium in Hastings, the blessings of planes at Skyline Aviation Centre at the
Airport and blessings of the St John ambulances.
The Chaplaincy Team facilitated the ANZAC service.
At this year’s Anzac Day we acknowledged that it was 90 years since the Hawke’s Bay Fallen
Soldiers’ Memorial Hospital was officially opened on Anzac Day 1928. Our guest speaker this year
was Councillor Geraldine Travers who shared her personal account of Anzac in a very moving way.

The Chaplaincy Team.
This year has brought retirement for one of our longstanding Volunteer Chaplaincy Assistants, Jim
Pentelow, a Hastings Civic Awards for VCA Jillian Frizzell and ordination into the Diaconate for VCA
Peter Williamson. Amongst our VCA team we have three people from St Luke’s Havelock - Pauline
Erickson, Eila Shearer and Rachel Coxhead. We appreciate the support and help that all our seven
VCAs provide to the chaplains and the patients in the hospital. We were able to facilitate another
VCA training program this year and we currently have two trainee VCAs getting some ward visiting
experience, having completed their theory component of the VCA training course.
Chaplains. With Barbara’s new role we will be advertising for a new FTE chaplain to join our
chaplaincy team in the near future. Barbara will work .5 FTE as the Lead Chaplain and .5 FTE as the
Regional Chaplain. We are grateful to Rev Margaret Hall and Jenny Macqueen who, along with
Pelly, have provided locum cover when needed.
Waiapu Diocese.
A big thank you to Bishop Andrew and the Waiapu Diocese who continue to support our service
both financially and pastorally. We are also very grateful to the Anglican Parishes in Hawkes Bay
along with Hukarere College and Woodford House who support us by providing people to assist us
with bringing the patients from the wards to the Sunday Services, to the parishes that send us
donations from their Op shops, and all who support our Cake Cup week.
The cup cake weeks starts on the 24th September - please contact the Chaplain’s office if you can
help , by baking, buying, helping on the stall.
Local Hospital Chaplaincy Support Committee.
We are grateful for the support we continue to receive from our Local Support Committee, led by
Colleen Kaye as our Chair, with Tracey O’Shaughnessy, our Treasurer, and representatives from a
number of denominations and the DHB staff. ICHC is working in partnership with Local Support
Committees as they move from a role of financial and employment accountability to one of support
for the chaplains and fundraising. The new group will be call the LCC (Local Chaplaincy Committee)
HBDHB
We are grateful to the HBDHB who have increased their financial support of the chaplaincy service
over the last year and to all the HBDHB staff who continue to support us in a variety of ways.

Rotorua Hospital Chaplaincy Report - 2018
The Chaplaincy Team at Rotorua Hospital has made 20,733 visits in the last 12 months,
including contacts with patients, family and staff.
We currently have 12 volunteers, and two trainees who are currently being mentored on the
Wards with members from our volunteer team, who have been here for quite some time.
We have had one team member decide that it was time to retire, one moved out of town to be
with family, and another has found that she was too busy with family and her work to be able
to continue, and still another found it necessary to get full time work. We were therefore
thrilled to be able to commission three other new volunteers, at a very special service in March,
and we now have a lady and a man currently being mentored on the wards. We have no doubt
that they will stay on.
There is a wonderful spirit of community amongst the team, which is evident when we meet
once a month for our team meetings, which consist of lunch and on going professional
development. We only had one Regional Chaplaincy Meeting this past year, which is a real
pity, as they are a wonderful time for people to mix and mingle with other Chaplaincy teams
from other hospitals. We did, however, have a wonderful two night retreat at The Sisters of
St Joseph in Auckland. The spiritual direction and the physical location offer physical and
spiritual refreshment to our team, and is a way of saying thank you to them.
One team member completed a Diploma in Christian Ministries (internship) Chaplaincy with
merit, and we are very proud of her.
We continue to hold a service in the Chapel every Sunday, which has been greatly supported by
the local churches, who assist with collecting patients, sitting with them, and taking them back
to their rooms after the service. We also provide bed side communions and sacramental
services as required.
Last Christmas, the Chaplaincy Department, together with Hospital staff, enjoyed an evening of
caroling with patients, and handing out of teddy bears. We also initiated the Ward Decorating
Competition, which promotes a friendly rivalry around the staff of the hospital. Both of these
are annual events.
I would like to once again express my appreciation to the Diocese of Waiapu for their continued
support of Chaplaincy which enables us to minister to the people in our Community.

Whakatane Hospital Chaplain’s Report - 2018
Tena koutou katoa / Warm greetings to you all.
Hope things are well with you all as we begin to exit the colder/wet weather.
No longer are there bibles in the patient lockers and on occasion, patients request a bible.
We do have a supply of bibles but none in Te Reo Maori. Therefore, I contacted James
Williamson from the Bible Society requesting Bibles in both English & Maori which have
arrived. My plan was to supply each bedside with a bible, but first I checked to see why
there were none there already. The answer from Cheryl Shearer was: “We are an
ecumenical service therefore bibles for all faiths would need to be supplied and that
wouldn’t work”. However, we now have bibles in both languages that are there when
requested. I have sent a most appreciated message to James.
It was agreed at a LSP committee that a power point slide show on Chaplaincy in our DHB
would be a good idea to raise awareness of what we do in our role as Chaplain’s; as well it
could encourage funding. The PowerPoint has been completed and we have begun to
present it to several of our local churches / Rest Homes.
Our recent nurses’ strike left an odd, even eerie feeling about the place. Though staff was
few they were managed well. Pete Chandler, Chief Operating Officer stated ‘Our aim is to
keep everyone safe from harm, patients and staff alike’. There was also a Staff Helpline or
email available if anyone needed.
Due to my health I have found it difficult at times to cope. After I spoke with Barbara &
ICHC, Peter and Sandra Feilding our hospital representative, and my Doctor it was decided I
could reduce my days down to 2 days a week. Therefore Peter is now doing 3 days a week.
Peter and I both attended Rev Sam Held’s farewell in the Tauranga DHB.

Carter House Aged Care Facility Report - 2018
Despite all the changes over the past year or so: changes in ownership, change of manager, and
the changes of staff, the residents at Carter House feel that they are well cared for. Indeed, this
is what they want to “Thank God” for firstly each week in the prayers at our Eucharist. It is a
privilege to share in their thanksgivings and their Intercessions on a weekly basis. These weekly
service of the Eucharist are a delight to participate in and preside at, sharing as one family of
God in this place.
However, most of my role is to just ‘Be’:
• Be the listening ear when they worry about their funeral arrangements, or their family,
or about just getting old
• Be the cheerful smile they encounter
• Be the hands that help them sit down or push their chair into the lounge for church
• Be the bearer of a Holding Cross for them to keep when they are struggling with living or
wonder whether God has forgotten them
• Be the one who laughs with them as they admire their freshly painted nails
• Be the person who blesses the kitchen when the staff are feeling ‘spooked’ or overly
stressed
• Be the one who is a neutral contact for staff to confide in
• Be the one who checks in weekly with the manager
• Be the one who brings the love of God each week through the Eucharist
• Be the one who blesses their room after their death
A new aspect to my role here at Carter House is to chair the monthly Rest Home Residents’
meeting where the residents can air their gripes or concerns, and propose their ideas for change
or improvement. From these meetings came a new resident ‘Inky’ a donated jet black rescue
cat who is making herself at home in the Rest Home and Hospital Wings, allowing the residents
to enjoy the company of a pet once more.
On a personal note the care and love I received from both residents and staff following the
death of my ‘mum’ late last year is a testament to the sense of family that is embedded in the
life of Carter House.
It is with joy and a real knowledge that this is all God’s work that I present this report to Synod.

Hodgson House Chaplaincy Report – 2018
Living in Community
The Bible calls us to love one another, our friends, our enemies, our church and our
community. Sometimes it’s not always easy but we’re made to live together in fellowship –
to help one another, to bear each other’s burdens and to encourage those around us to
keep going. “Be completely humble and gentle; be patient, bearing with one another in
love. Make every effort to keep the unity of the Spirit through the bond of peace.”
Ephesians 4:2-3
At the Hodgson House complex the residents live in community. It’s a small community
made up of 64 residents in the rest home, hospital/palliative care area, and 33 village
residents in the independent unit complex. There are two communities within a
community living at different levels of needs and independence.
For church services, and at other special times in the year, these two communities join.
This was evident at the mid-winter Christmas party. The residents from both parts of the
complex all enjoying spending time together, listening to the entertainers, celebrating a Mid
Winter Christmas meal and afternoon tea. The sense of community was evident to me as I
joined in these celebrations. As the Chaplain at Hodgson House for the past 18 months I
feel that I am an accepted part of this special community.
Since Christmas there has not been a permanent manager in the facility. It was good to
welcome the new Manager, Marion Garfitt, at the beginning of July. It has been an
unsettling period of changes for both residents and staff.
The Friday service and Sunday Church Services, are usually very well attended. I am called
upon to do room blessings. I also led a presentation to staff about ‘Spirituality and Dying’. I
have good support from staff who will contact me if a resident is unwell, dying, or in need of
prayer. I spend time with families who are supporting each other as a loved family member
is dying.
I appreciate the support I have had from other denominations in Tauranga involved in the
Friday ecumenical services and I am grateful for the loyal support given from St John’s
church volunteers and musicians and other musicians from other Churches who assist on
Fridays and Sundays.

Woodford House School Report - 2018
I am now well into my second year as chaplain at Woodford House. We began this year with a new
school crest, which for the first time includes the outline of our chapel’s rose window. This in itself is
significant as, this year we celebrate 90 years of our chapel’s foundation and of the installation of our
beautiful East window. We also committed to our new school vision of ‘Home to Excellence’. Each
student created their own personal pledge and displayed these on coloured rose shapes around the
school.
Mission and discipleship continue to be a central feature of chaplaincy. In August, six girls were baptized
and in October seven girls were confirmed. We are currently running an Alpha course in the lunchtime
as well as ‘Soul space’ (an opportunity for non-threatening exploration of Christian contemplation) and
also a Philosophy and Theology club.
We hold two weekly chapels and three Sunday chapels for all girls, with one midweek evening chapel
and an early morning chapel once a term. At Friday chapel, each home room takes it in turn to prepare
and lead the service. This term we have focused on each homeroom’s pledges; these have included
themes such as ‘Stronger together’, ‘Dance on!’, ‘We are family’. I have been impressed by the
creativity and spiritual depth of the liturgies and reflections the girls have designed and delivered.
Our link with the parish church of St Luke’s is very important to us. Fifteen girls volunteered to assist
with the church fair in March and several others regularly assist with the monthly ‘Messy Church’ there.
We are committed to further strengthening the three tikanga partnerships within and beyond our
school community. In August we hosted a student-led conference between Woodford House, Te Aute
and Hukarere schools. Students explored the history of each of these schools and this culminated in
entertaining dramatizations of each story. The day concluded with a special chapel service focusing on
‘What we each bring to the table’- inspired by Rublev’s icon and the Vogel’s advert! In November we
gratefully received and blessed our school korowai - beautifully produced by a parent and member of
our local iwi. During a special service, it was proudly worn for the first time by our Principal in chapel.
We continue to support the Hospital Chapel in Hastings every few weeks, in sending a small team of girls
to assist with bringing patients to the Sunday chapel service there. Girls also participated in a joint
school service day, along with Lindisfarne and Iona schools, in Hawke’s Bay, helping out at Hohepa, Cape
Kidnappers, the Waiapu House retirement village, and at various low decile primary schools in the area.
A particular highlight of the school year was the presentation of 150 Christmas boxes, lovingly filled by
each girl, to local groups, including Waiapu House, The Seafarers’ Centre, Hastings’ Hospital and the
Heretaunga women’s Centre. Girls have participated in the global ‘Dress a girl’ campaign by sewing
beautiful dresses for children in the developing world. Seven girls participated in a ‘Shave for a cure’
fundraiser for Breast cancer care. In addition we sent over 100 pairs of pyjamas to needy children as
part of the ‘Jammies for June’ project.
In July we underwent our Special Character Review led by Rev Dr Anne van Gend of the Anglican
Schools’ Office. This was very positive and inspiring and we look forward to further developing our
school’s unique character and Christian ethos as we head towards the celebration of our 125th
anniversary in 2019.

Hereworth School Chaplain’s Report - 2018
The end of Term Three at Hereworth school marks the completion of my first year as Chaplain of the
school. Starting my role at Hereworth at the beginning of Term Four in 2017, I was afforded a chance
to see how the school functioned and how I might be able to add to its life and develop its spiritual
cornerstone. I am thankful to the work of Rev. Rosemary Carey who preceded me at Hereworth for
her work in beginning that development.
The first area I have sought to develop at Hereworth School has been the Religious Education
Curriculum. Having served in Parish Ministry and held special responsibility for the exercise of
ministry to Children and Young People I was very aware that many young people, even those within
our Anglican School system, do not know the basic story of the bible. As such, a priority for the early
years of RE at Hereworth has become the exploration of the story of Scripture, particularly through a
focus on the great characters and heroes of the bible. This focus extends from year 0 to year 5, and
becomes progressively more thematic, ending with a study of the five great acts of the Bible -
Creation, Fall, Israel, Redemption, and New Creation. As the boys progress to Year 6 they complete a
year of thematic comparative religion in which the understandings of Creation, Human Beings, Evil
and Spiritual Practices of Christianity, Buddhism, Islam, Hinduism and Zoroastrianism are studied for
convergence and divergence. Finally in Years 7 and 8 a focus is placed on the understanding of
Anglican Sacramental practice, as well as developing the philosophical comprehension of our boys
through the Middle Years Theology Programme produced by the Anglican School’s Network.
Alongside this, an intentional area of development has been the worship life of the school, across
syndicate, school and family services. Family services, in particular, have been a focus, with a desire
to have the services led as much as possible by the boys of the school. This has meant the training of
some as worship leaders, the engagement of many in the production of video and personal
reflections on themes and the promotion of personal testimony where possible.
Looking to the future, I hope to develop a service-oriented programme within the school that would
see the boys offer their time, either after school or in weekends, to promote the work of local
charities. I have begun discussions with several groups that, we hope, may see Hereworth boy’s
offering their services in the near future. This is an important part of growing the boys and school
community in its motto - Non Nobis Solum - not for ourselves alone.
With this focus on the growth of the spiritual cornerstone of the school, it is necessary to also
comment on its own life and the spirit the school is in at this time. The past eight months have been
challenging for the community of Hereworth School. With the departure of the Headmaster, Steve
Fiet at the end of Term One and the arrival of Willy Kersten as Interim Headmaster toward the
middle of Term Two, there is, understandably, a sense of flux and transition. While that reality can
cause discomfort, it is also one that carries hopefulness for what the future can bring to Hereworth
School. As has been commented in the past by Reverend Rosemary, Hereworth is not a monument
left by the past to stand only as a sign of what once was. Instead, it is a living, breathing organism
that will always be changing in small and large ways. The staff, boys and leadership of the school
know the history they walk in and hold that as a guide, not a permanent mould for what the school
will always look like. As a school, we ask your continued prayers for the community of Hereworth
School and your encouragement of those who are and who may become members of it as we
continue to walk into the future God has planned.

Waiapu House Lifecare Chaplaincy Report - 2018
It is almost 18 months since the sale of Waiapu House to Heritage Lifecare took place and a
few changes have taken place during this time. The building has had a lot of maintenance
and there have been a lot of staff changes.
I relish my position as chaplain within the walls of Waiapu House Lifecare. I seem to be very
accepted by the residents and staff who welcome me at all times. I generally only complete
10 hours a week, but often do more; with a wide variety of spiritual and personal needs. I
am lucky to be able to get involved in activities with the residents, and each Wednesday
lunch time say a Grace before dinner sitting at a different table each week.
There is a magnificent John Scott chapel in the complex called ‘The Good Shepherd Chapel.”
There is a Morning Eucharist held on a Wednesday and a Morning Worship held each 2nd
and 4th Sunday morning. Due to a larger number of people attending services in bed-chairs
and wheelchairs, a front pew seat has been removed this year.
My position now is separate to the Lifecare staffing. I am blessed to be under the ministry
team at St Luke’s Havelock North, and the Waiapu Diocese. I have a team of helpers from
St Luke’s that assist residents to come to chapel on a Wednesday and some who do the
daily reading and chalice serving.
I was invited to do a Staff Training at the end of 2017, on “Spirituality & Dying” which was
quite a challenge to prepare and present. It was well received by staff & management.
I am extremely privileged to be a part of the residents lives and to be able to support and
comfort family members when required. After the death of a resident I have the task of
cleansing their room, refreshing the space for new life. I place a butterfly at the entrance
door when completed as a sign for this to take place.
I do enjoy such a varied and diverse position which give opportunities to keep God alive in
all aspects of people’s lives.

Chairman’s Report for 2017 The School is blessed to have many dedicated staff across all facets of our daily life. It is a pleasure to acknowledge the generous work of the Headmaster and staff in being the essence for growth and development for the boys. For your impact on the boys and the wider Hereworth community, we remain most grateful. We say farewell to some staff today and sadly under circumstances beyond their control. We thank you and wish you all the best in the next chapter of your life. In particular, I would like to highlight our Matron Trish and Heather in the laundry who have both given 27 years of sterling service to the boys in the boarding house. Thank you, Trish, for the direct impact you have had on many boys and their families. As a Board, we are striving to reach a level of performance which clearly sets us apart. We know we have yet to arrive but the journey is our focus. Parental feedback is helpful and makes it clear what we need to address. Thank you, mums and dads, for helping us with your feedback. It is not all good but we respect your candour and value the opportunity to address the issues. The Board is excited about the academic data presented to us by the Headmaster in our December Board meeting. For some time, concern has been expressed about our academic performance not being extraordinary. Well, we have seen the value added improvements this year relative to each individual boy and his performance relative to the national data which is frankly outstanding. We have asked this to be shared with the community. For such remarkable academic achievement, the Board thanks the Headmaster, Deb Richardson as Deputy Head responsible for academics and teaching staff for what you have done this year. Growing, vibrant communities move at a healthy pace and the changes are not always understood. Change will keep occurring at Hereworth as we have some distance to travel to be the boutique school performing at the very top level. Areas, where we plan to change, are our academic performance where this year’s outcomes need to be the norm, relationships need to be constantly worked on, and we have a current Master Plan, Strategic Plan and now a maintenance schedule which has all had professional and community input and are priorities for the Board. The Gymnasium, Performing Arts refurbishment and traffic system are currently undergoing a feasibility study which is due to be completed in June next year. At that point, we will have the building plans to offer our wider community for their financial support. We are investing a quarter of a million dollars into delayed maintenance work and new furniture in the classrooms – both are long overdue and much of this will be completed and purchased by the end of Term One next year. The Master Plan identified that 116 Te Mata Road would prove helpful in future years as a property acquisition. We have since purchased it and sold 114 Te Mata Road to achieve that purpose. Our School footprint has the capacity to educate 270 students which have never been achieved; the Board aspires to do this as we approach our 100 years in 2027. For this to happen we have to be top shelf in every regard so there is much work to be done. The Hawke’s Bay economy is booming and we need to capitalise on this. The boys have achieved remarkably well in their studies as individuals, they have achieved excellent sporting results in teams, the singing in the School is a delight and the Choir is a treat, the production of Oliver was out of this world and what is most important, we think the boys of 2017 are good young men who are respectful, honest and maintain the dignity of all with whom they come into contact. Possessing such qualities will always position them well and they will find life opens up a pathway for them if they are a person of quality character.

1. Reporting Entity
Hereworth School Trust Board is a Charitable Trust incorporated under the Charitable Trusts Act 1957, and is a Charity registered under the Charities Act 2005 and is domiciled and operates in New Zealand. The relevant legislation governing Hereworth School Trust Board’s operations includes the Education Act 1989.
Hereworth School Trust Board’s primary objective is to provide a preparatory school for boys. Hereworth School Trust Board does not operate to make a financial return.
Hereworth School Trust Board has designated itself as a public benefit entity (PBE) for financial reporting purposes.

2. Basis of Preparation
The financial statements have been prepared on a going concern basis, and the accounting policies have been applied consistently throughout the year.
a) Statement of compliance
The financial statements of Hereworth School Trust Board have been prepared in accordance with the requirements of the Charities Act 2005, which includes the requirement to comply with generally accepted accounting practice in New Zealand (NZ GAAP).
The financial statements have been prepared in accordance with Tier 2 PBE Standards. Hereworth School Trust Board qualify for Tier 2 reporting as it does not have public accountability, and it is not large as defined by PBE IPSAS 1 Paragraph 38. The consolidated financial statements have been prepared on the historical cost basis except for the following material items in the statement of financial position, which are measured at fair value:

c) Presentation currency and rounding
The financial statements are presented in New Zealand dollars, rounded to the nearest dollar.

There are no standards that have been issued that have not been adopted by Hereworth School Trust Board
3. Use of Judgments and Estimates
The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the application of accounting policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from those estimates.
Estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimates are revised and in any future periods affected.
Critical accounting estimates and assumptions
In preparing these financial statements, Hereworth School Trust Board has made estimates and assumptions concerning the future. These estimates and assumptions may differ from the subsequent actual results. Estimates and assumptions are continually evaluated and are based on historical experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are:

4. Significant Accounting Policies
Significant accounting policies are included in the notes to which they relate. Significant accounting policies that do not relate to a specific note are outlined below.
Foreign currency transactions
Foreign currency transactions (including those subject to forward foreign exchange contracts) are translated into NZ (the functional currency) using the Average exchange rates for the month of which the transactions occurred. Foreign exchange gains and losses resulting from the settlement of such transactions and from the translation at year-end exchange rates of monetary assets and liabilities denominated in foreign currencies are recognised in the surplus or deficit.
Goods and services tax
Items in the financial statements of the parent company are presented exclusive of GST, except for receivables and payables, which are presented on a GST-inclusive basis. Where GST is not recoverable as input tax, it is recognised as part of the related asset or expense.
The net amount of GST recoverable from, or payable to, the IRD is included as part of receivables or payables in the statement of financial position.
The net GST paid to or received from, the IRD, including the GST relating to investing and financing activities, is classified as a net operating cash flow in the statement of cash flows.
Commitments and contingencies are disclosed exclusive of GST.
Income tax
Hereworth School Trust Board is a registered charity and consequently is exempt from the payment of income tax. Accordingly, no provision has been made for income tax.
Leases
Classification and treatment
Leases in terms of which the Group assumes substantially all the risks and rewards of ownership are classified as finance leases.
Determining whether an arrangement contains a lease
At the inception of an arrangement, the Group determines whether such an arrangement is or contains a lease. This will be the case if the following two criteria are met:
1. The fulfilment of the arrangement is dependent on the use of a specific asset or assets, and
2. The arrangement contains a right to use the asset(s).
At inception or on a reassessment of the arrangement, the Group separates payments and other consideration required by such an arrangement into those for the lease and those for other elements on the basis of their relative fair values. If the Group concludes with a finance lease that it is impracticable to separate the payments reliably, then an asset and a liability are recognised at an amount equal to fair value of the underlying asset. Subsequently, the liability is reduced as payments are made and an imputed finance cost on the liability is recognised using the Group’s incremental borrowing rate.

6. Revenue
Accounting policy
The specific accounting policies for significant revenue items are explained below:

Revenue is recognised when the amount of revenue can be measured reliably and it is probable that economic benefits will flow to the Group, and measured at the fair value of the consideration received or receivable. The following specific recognition criteria in relation to the Group’s revenue streams must also be met before revenue is recognised.
Revenue from exchange transactions
School Fees
School Fees are invoiced monthly for the months that the school is operating. The revenue for these fees is recognised in the financial year in which the fees are dervied and the service is provided.
Sale of Goods
Revenue from the sale of goods in the course of ordinary activities is measured at the fair value of the consideration received or receivable, net of returns, trade discounts and volume rebates.
Revenue is recognised when the significant risks and rewards of ownership have been transferred to the customer, recovery of the consideration is probable, the associated costs and the possible return of goods can be estimated reliably, there is no continuing management involvement with the goods, and the amount of revenue can be measured reliably.
Other grants received
Grants are recognised as revenue when they become receivable unless there is an obligation in substance to return the funds if conditions of the grant are not met. If there is such an obligation, the grants are initially recorded as grants received in advance and recognised as revenue when conditions of the grant are satisfied.
Donated assets
Where a physical asset is gifted to or acquired by Hereworth School Trust Board for nil consideration or at a subsidised cost, the asset is recognised at fair value. The difference between the consideration provided and fair value of the asset is recognised as revenue. The fair value of donated assets is determined as follows:
· For new assets, fair value is usually determined by reference to the retail price of the same or similar assets at the time the asset was received.
· For used assets, fair value is usually determined by reference to market information for assets of a similar type, condition, and age.
Donated services
Certain operations of Hereworth School Trust Board are reliant on services provided by volunteers. Volunteer services received are not recognised as revenue or expenditure by Hereworth School Trust Board.
Interest revenue
Interest revenue is recognised by accruing on a time proportion basis the interest due on the investment.
Rental revenue
Lease receipts are recognised as revenue on a straight-line basis over the lease term.
Sale of publications
Sales of publications are recognised as revenue when the product is sold to the customer.
Provision of services
Services provided to third parties on commercial terms are recognised as revenue in proportion to the stage of completion at balance date.
Revenue from non-exchange transactions
Non-exchange transactions are those where the Group receives an inflow of resources (i.e. cash and other tangible or intangible items) but provides no (or nominal) direct consideration in return. With the exception of services-in-kind, inflows of resources from non-exchange transactions are only recognised as assets where both of the following criteria are met

a) It is probable that the associated future economic benefit or service potential will flow to the entity, and
b) Fair value is reliably measurable.
Inflows of resources from non-exchange transactions that are recognised as assets are recognised as non-exchange revenue, to the extent that a liability is not recognised with respect to the same inflow.
Liabilities are recognised in relation to inflows of resources from non-exchange transactions when there is a resulting present obligation as a result of the non-exchange transactions, where both:
· It is probable that an outflow of resources embodying future economic benefit or service potential will be required to settle the obligation, and
· The amount of the obligation can be reliably estimated.
The following specific recognition criteria in relation to the Group’s non-exchange transaction revenue streams must also be met before revenue is recognised
Grants, Donations, Legacies and Bequests
The recognition of non-exchange revenue from grants, donations, legacies and bequests depends on the nature of any stipulations attached to the inflow of resources received, and whether this creates a liability (i.e. present obligation) rather than the recognition of revenue.
Stipulations that are “conditions” specifically require the Group to return the inflow of resources received if they are not utilised in the way stipulated, resulting in the recognition of a non-exchange liability that is subsequently recognised as non-exchange revenue as and when the “conditions” are satisfied. Stipulations that are “restrictions” do not specifically require the Group to return the inflow of resources received if they are not utilised in the way stipulated, and therefore do not result in the recognition of a non-exchange liability, which results in the immediate recognition of non-exchange revenue.
Critical judgments in applying accounting policies Other grants received
Hereworth School Trust Board must exercise judgement when recognising grant revenue to determine when conditions of the grant contract have been satisfied. In the 2017 year, no such grants were received. (2016 Nil).

13. Inventories
Accounting policy
Inventories are held for distribution or for use in the provision of goods and services. The measurement of inventories depends on whether the inventories are held for commercial or non- commercial (distribution at no charge or for a nominal charge) distribution or use. Inventories are measured as follows:
· Commercial: measured at the lower of cost and net realisable value.
· Non-commercial: measured at cost, adjusted for any loss of service potential.
Cost is allocated using the first in, first out (FIFO) method, which assumes the items of inventory that were purchased first are distributed or used first.
Inventories acquired through non-exchange transactions are measured at fair value at the date of acquisition. Any write-down from cost to net realisable value or for the loss of service potential is recognised in surplus or deficit in the period of the write-down.

14. Investments
Accounting policy Bank term deposits
Bank term deposits are initially measured at the amount invested. Interest is subsequently accrued and added to the investment balance.
Equity investments
Equity investments are designated at fair value through other comprehensive revenue and expense, which are initially measured at fair value plus transaction costs.
They are subsequently measured at their fair value with gains and losses recognised in other comprehensive revenue and expense, except for impairment losses, which are recognised in the surplus or deficit.
The fair value for these investments are determined with reference to quoted prices in active markets, for identical assets
When sold, the cumulative gain or loss previously recognised in other comprehensive revenue and expense is transferred to the surplus or deficit.
A significant or prolonged decline in the fair value of the investment below its cost is considered objective evidence of impairment. If impairment evidence exists, the cumulative loss recognised in other comprehensive revenue and expense is transferred from equity to the surplus or deficit.
Impairment losses on equity investments recognised in the surplus or deficit are not reversed through the surplus or deficit.

Accounting policy
Property, plant, and equipment consists of five asset classes, which are measured as follows:
· Land, at cost
· Buildings, at cost less accumulated depreciation.
· Buildings fit out, at cost less accumulated depreciation.
· Site improvements, at cost less accumulated depreciation and impairment losses.
· Plant & equipment, at cost less accumulated depreciation and impairment losses.
· Computer equipment, at cost less accumulated depreciation and impairment losses.
· Motor vehicles, at cost less accumulated depreciation and impairment losses.
Recognition and measurement
Items of property plant and equipment are initially measured at cost, except those acquired through non-exchange transactions which are instead measured at fair value as their deemed cost at initial recognition.
Heritage assets with no future economic benefit or service potential other than their heritage value are not recognised in the statement of financial position.
All of the Group’s items of property plant and equipment are subsequently measured in accordance with the cost model.
Cost includes expenditure that is directly attributable to the acquisition of the asset. The cost of self-constructed assets includes the following:
• The cost of materials and direct labour • Costs directly attributable to bringing the assets to a working condition for their intended use • When the Group has an obligation to remove the asset or restore the site, an estimate of the costs of dismantling and
removing the items and restoring the site on which they are located, and • Capitalised borrowing costs.
Purchased software that is integral to the functionality of the related equipment is capitalised as part of that equipment.
When parts of an item of property, plant and equipment have different useful lives, they are accounted for as separate items (major components) of property, plant and equipment.
Any gain or loss on disposal of an item of property, plant and equipment (calculated as the difference between the net proceeds from disposal and the carrying amount of the item) is recognised in surplus or deficit.

Depreciation
For property, plant and equipment, depreciation is based on the cost of an asset less its residual value. Significant components of individual assets that have a useful life that is different from the remainder of those assets, those components are depreciated separately.
Depreciation is recognised in surplus or deficit on a straight-line basis over the estimated useful lives of each component of an item of property, plant and equipment. Leased assets are depreciated over the shorter of the lease term and their useful lives unless it is reasonably certain that the Group will obtain ownership by the end of the lease term. Land is not depreciated. Assets under construction are not subject to depreciation.

16. Intangible Assets
Recognition and measurement
Intangible assets are initially measured at cost, except for Intangible assets acquired through non-exchange transactions (measured at fair value), and goodwill (measured in accordance with business combination accounting).
All of the Group’s intangible assets are subsequently measured in accordance with the cost model, being cost (or fair value for items acquired through non-exchange transactions) less accumulated amortisation and impairment, except for the following items which are not amortised and instead tested for impairment:

Intangible assets with indefinite useful lives, or not yet available for use. The Group has no intangible assets with indefinite useful lives.
Cost includes expenditure that is directly attributable to the acquisition of the asset. The cost of self-constructed intangible assets includes the following:

Subsequent expenditure
Subsequent expenditure is capitalised only when it increases the future economic benefits embodied in the specific asset to which it relates. All other expenditure, including expenditure on internally generated goodwill and brands, is recognised in surplus or deficit as incurred.
Amortisation
Amortisation is recognised in surplus or deficit on a straight-line basis over the estimated useful lives of each amortisable intangible asset.
Amortisation methods, useful lives and residual values are reviewed at each reporting date and adjusted if appropriate.

17. Investment Property
Investment property is property held either to earn rental income or for capital appreciation or for both, but not for sale in the ordinary course of business, use in the production or supply of goods or services or for administrative purposes.
Recognition and measurement
Investment property is initially measured at cost, except those acquired through non-exchange transactions which are instead measured at fair value as their deemed cost at initial recognition.
Cost includes expenditure that is directly attributable to the acquisition of the investment property. The cost of self-constructed investment property includes the cost of materials and direct labour, any other costs directly attributable to bringing the investment property to a working condition for their intended use and capitalised borrowing costs. Investment properties continue to be measured at cost in subsequent years.
Any gain or loss on disposal of an investment property (calculated as the difference between the net proceeds from disposal and the carrying amount of the item) is recognised in surplus or deficit.
Reclassifications
When an investment property that was previously classified as property, plant and equipment is sold, any related amount included in the revaluation reserve is transferred to retained earnings. When the use of an investment property changes to owner-occupied, such that it results in a reclassification to property, plant and equipment, the property’s fair value at the date of reclassification becomes its cost for subsequent accounting.
As both investment property and Property Plant and Equipment classes of asset are valued at cost there is no change to the cost of the asset or any movements through net surplus or equity.

Write-downs of the asset are recognised in the surplus or deficit. Any increases in fair value (less costs to sell) are recognised in the surplus or deficit up to the level of any impairment losses that have previously been recognised.

19. Payables
Accounting policy
Short-term payables are recorded at their face value.
Income in advance is recognised where amounts billed are in excess of the amounts recognised as revenue.
Critical accounting estimates and assumptions
The value of income in advance is affected by the assessment of the value of audit fee revenue for engagements open at balance date, which is a significant area where such judgements, estimations, and assumptions are made. This involves estimating the stage of completion of each engagement based on the value of work completed at balance date and the expected work to complete the engagement. A different assessment of the outcome on an engagement may result in a different value being determined for revenue and also a different carrying value for income in advance or work in progress.

24. Operating Leases
Accounting Policy
Leases that are not finance leases are classified as operating leases.
Operating leases are not recognised in the Group’s statement of financial position. Payments made under operating leases are recognised in surplus or deficit on a straight-line basis over the term of the lease. Lease incentives received are recognised as an integral part of the total lease expense, over the term of the lease.
An operating lease is a lease that does not transfer substantially all the risks and rewards incidental to ownership of an asset to the lessee. 27. Events after Balance Date
On the 12th of January 2018 Hereworth School Trust Board purchased the residential property at 116 Te Mata Road for $730,000. During February 2018 Hereworth School Board extended its borrowing with BNZ, taking the total to $450,000 as a term loan while reducing the overdraft limit to $150,000.
