PREAMBLE
The regional police commissions has becomeestablished according to the revisedproclamation No 151/2014 to create apreferable Police that ensuring theobservance of the Federal and Regionalconstitution and laws enacted in accordancewith the constitution. It has become necessaryto issue the regulation to execute thisproclamation.
This regulation is issued by the Regionalexecutive council pursuant to Article 31article 1of the revised Southern Nations,Nationalities and Peoples Regional StatePolice commission EstablishmentProclamation No 151/2014

PART ONE
GENERAL
1. Short Title
This Regulation may be citied as the "
Southern Nations, Nationalities and People’s
Regional state Police officers Administrations
Regulation No 121/2014.”
2. Definition
With out prejudice to the definition of No
151/2014 of the proclamation in this Regulation
unless the content otherwise:
1. “Directive or Department” Means the zonal
and Hawassa city Police department or
special woreda, sub city and city
administrative police department respectively
2. “Civil servant” Means a civil servant that
could be hired by civil servant proclamation
to work within police institution
permanently;
3. “Congregation” Means Head of the police
institution congregation;
4. “Temporary Employee” Means an employee
who is hired temporarily in the permanent
position in the case of compelling
circumstances or the nature of inconsistent
activities with in the institution.

1. አጭር ርዕስ፤
ይህ ደንብ “የደቡብ ብሔሮች፣ብሔረሰቦችናሕዝቦች ክልል መንግስት የፖሊስ አባላትመተዳደሪያ ደንብ ቁጥር ፻÷í/፪ሺó” ተብሎሊጠቀስ ይችላል፡፡
2.ትርጓሜ፤
በአዋጅ ቁጥር ÿú1/፪ሺ6 የተሰጠው ትርጉምእንደተጠበቀ ሆኖ በዚህ ደንብ ውስጥ የቃሉአገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በቀር፤
í. #መምሪያ ወይም ጽ/ቤት; ማለት እንደቅደምተከተሉ የዞንና የሀዋሳ ከተማ ፖሊስመምሪያ ወይም የልዩ ወረዳ፣የወረዳ፣የክፍለከተማና የከተማ አስተዳደር ፖሊስ ጽ/ቤትነዉ፡፡
î. #ሲቪል ሰራተኛ; ማለት በሲቪል ሰርቪስ አዋጅ
ተቀጥሮ በፖሊስ ተቋማት ዉስጥ በቋሚነትየሚሰራ ሲቪል ሰራተኛ ነዉ፡፡
ï. #የጋራ ጉባኤ; ማለት የፖሊስ ተቋማትኃላፊዎች የጋራ ጉባኤ ነዉ፡፡
ð. #ጊዜያዊ ሰራተኛ; ማለት በተቋሙ ዉስጥየዘላቂነት ባህሪ በሌለዉ ስራዎች ወይምሁኔታዎች ሲያስገድዱ በቋሚ የስራ መደብላይ በጊዜያዊነት ተቀጥሮ የሚሰራ ሰራተኛነዉ፡፡

5. “Core process” means a core process that the
selected activity shall be performed within the
police institutions
6. “Medical institutions” means the federalpolice commission referral Hospital or thePolice institutions health center or other policetreatment providing.
7. “Employment Injury” means an employment
dujury or an employment disease.
8. “The Police rank” means the sequence and
naming or rank from constable up to
commissioner General”
9. “Promotion Rank” means powers and duties to
be given for police to promote the rank next to
his present rank.
10. “Promotion of position” means the police
guidance powers and duties to lead, administer
and control one working department.
11. “Aggrivance committee” means committee
that gives decision through investigation on
complaints presented by the members.
12. “Head of the institution” means Head of the
Police institution.
13. “Fundamental Police Training” Means a
training given by Police college to to be given
initial rank of the beginner rank level.
14. “Police science Training” means a Police
guidance training given by Police college to
be given initial rank of the middle rank or
Higher rank level.
ñ. #የስራ ሂደት; ማለት በፖሊስ ተቋማት ዉስጥተለይቶ የተሰጠን ስራ የሚከናወንበትየስራ ሂደት ነዉ፡፡
ò. #የህክምና ተቋም; ማለት የፌደራል ፖሊስኮሚሽን ሪፈራል ሆስፒታል ወይም የፖሊስተቋማቱ ጤና ጣቢያ ወይም ሌሎች የፖሊስህክምና መስጫ ነው፡፡
ó. #በስራ ላይ የሚደርስ ጉዳት; ማለት በስራ ላይየሚደርስ አደጋ ወይም በስራ ምክንያትየሚመጣ በሽታ ነዉ፡፡
ô. #የፖሊስ ማዕረግ; ማለት ከኮንስታብል እስከኮሚሽነር ጄነራል ድረስ ያለ የማዕረግተዋረድና ስያሜ ነው፡፡
õ. #የማዕረግ ዕድገት; ማለት አንድ የፖሊስአባል ከያዘው ማዕረግ ወደ ቀጣዩ የማዕረግደረጃ ከፍ ለማድረግ የሚሰጥ የፖሊስነትሥልጣንና ኃላፊነት ነው፡፡
ö. #የኃላፊነት ዕድገት; ማለት አንድን የሥራክፍል ለመምራት፣ለማስተዳደርናለመቆጣጠር የሚሰጥ የፖሊስ አመራርነትስልጣንና ኃላፊነት ነው፡፡
öí. #ቅሬታ ሰሚ ኮሚቴ; ማለት በአባላትየሚቀርቡ ቅሬታዎችን መርምሮ ዉሳኔየሚሰጥ ኮሚቴ ነዉ፡፡
öî. #የተቋሙ የበላይ ኃላፊ; ማለት የፖሊስተቋም ኃላፊ ነው፡፡
öï. #መሰረታዊ የፖሊስ ስልጠና; ማለትየጀማሪ ማዕረግ ዕርከን መነሻ ማዕረግለመስጠት በፖሊስ ኮሌጅ የሚሰጥ ስልጠናነዉ፡፡
öð. #የፖሊስ ሳይንስ ስልጠና; ማለት የመካከለኛማዕረግ ወይም የከፍተኛ ማዕረግ ዕርከንመነሻ ማዕረግ ለመስጠት በፖሊስ ኮሌጅለፖሊስ አመራርነት የሚሰጥ ስልጠናነዉ፡፡

öò. #ከፍተኛ የማዕረግ ዕርከን; ማለት ከዋናኢንስፔክተር እስከ ምክትል ኮሚሽነር ያለዉየማዕረግ ዕርከን ነዉ፡፡
öó. #መካከለኛ የማዕረግ ዕርከን; ማለት ከረዳትኢንስፔክተር እስከ ኢንስፔክተር ያለዉ የማዕረግዕርከን ነዉ፡፡
öô. #ጀማሪ የማዕረግ ዕርከን; ማለት ከኮንስታብልእስከ ዋና ሳጂን ያለዉ የማዕረግ ዕርከን ነዉ፡፡
öõ. #ካምፕ; ማለት የኮሚሽኑ እዉቅና ያለዉ ሆኖየፖሊስን ተልዕኮ ለማሳካት በብርጌድ ወይምበሻለቃ ወይም በሻምበል ወይም በጋንታ እናበቲም ተደራጅቶ የሚገኙ የፖሊስ አባላትየሚኖሩበት ካምፕ ነዉ፡፡
÷. #ግዳጅ ቦታ; ማለት የፀጥታ ችግር ወይምየተፈጥሮ አደጋ በመከሰቱ ምክንያት ችግሩንእንዲቆጣጠሩ የፖሊስ አባላት የሚሰማሩበትስፍራ ነዉ፡፡
÷í. #የመቆያ ጊዜ; ማለት አንድ የፖሊስ አባል ወደቀጣዩ የማዕረግ ደረጃ ከመሸጋገሩ በፊትበያዘው የማዕረግ ደረጃ በግልጽ የሚታወቅአጥጋቢ ውጤት እያስመዘገበ የሚቆይበትየጊዜ ርዝማኔ ነው፡፡
ï. የተፈጻሚነት ወሰን
ይህ ደንብ ከኮንስታብል እስከ ኮሚሽነር ማዕረግባላቸዉ የደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦችክልል መንግስት ፖሊስ አባላት ላይ ተፈጻሚይሆናል፤
ð. የፆታ አገላለጽ
በዚህ ደንብ በወንድ ጾታ የተገለጸው የሴት ፆታንምይመለከታል፡፡
15. “strategic rank level” means a rank level
from commissioner up to commissioner
General.
16. “Higher Rank level” means a rank level from
chief Inspector up to deputy commissioner.
17. “Middle Rank level” means a rank level from
assistance inspector up to Inspector.
18. “Beginner Rank level” means a rank level
from constable up to chief sergant.
19. “Camp” means housing camp known by thecommission to be used to fulfill the policemission by organized police members atbrigade or shaleka or captain or Ganta andTeam
20. “Duty place” means a place where the police
officer are distributed due to the occurrence
of security problem or natural disaster in
order to control the problem.
21. “Period of stay” means length of period that
a police officer may stay by registering
satisfactory performance clearly before to be
transferred to the next rank promotion.
3) Scope of Application
This Regulation Shall be applicable to southern
nations nationalities and Peoples regional state
police officer ranking from constable upto
commissioner.
4) Expression of Gender
Any expression in masculine gender in cludes
the feminine.

PART TWO
RECRUITMENT, TRAINING AND
ASSIGNMENT
5. Recruitment
1. Any person willing to be the police professionand who:
a) is an Ethiopian citizen;
b) is loyal and abide by to the federal and regional
Constitution;
c) believes in the equality of nations, nationalitiesand peoples;
d) believes in the equality of religions
e) has good ethical conduct;
f) is not married and does not have a child;
g) is not less than 18 and more than 25 years of age;
h) is not a member of any political organization;
i) has completed at least tenth grade;
j) has the physical fitness and health required to be
a police officer;
k) has no criminal record;
l) passes the entrance exam; may be recruited as
police officer.
2. Without prejudice to sub-article (1) of this
Article, the Commission may issue directive on
selection criteria for various police professions.
3. Without prejudice to sub-article (1) (i) of this
Article, the commission shall amend education
level in special way to implement selected
mission.
ክፍል ሁለት
ስለፖሊስ ምልመላ፣ሥልጠናና ምደባ
ñ. ምልመላ
í. ፖሊስ ለመሆን ፍላጎት ያለዉ ማንኛዉም ሰዉ፡-
ሀ. ዜግነት ኢትዮጵያዊ የሆነ፣
ለ. ለፌዴራልና ለክልሉ ሕገ-መንግስትታማኝና ተገዥ፣
ሐ. በብሔሮች፣ ብሔረሰቦችና ሕዝቦችእኩልነት የሚያምን፣
መ. በሐይማኖቶች እኩልነት የሚያምን፣
ሠ. መልካም ሥነ-ምግባር ያለው፣
ረ. ያላገባና ልጅ ያልወለደ፣
ሰ. ዕድሜዉ ከ18 ዓመት ያላነሰ እና ከ25ዓመት ያልበለጠ፣
ሸ. የማናቸውም የፖለቲካ ድርጅት አባልያልሆነ፣
ቀ. ቢያንስ የ10ኛ ክፍል ትምህርቱንያጠናቀቀ፣
በ. ለፖሊስነት የሚያበቃ አካላዊ ብቃትናየተሟላ ጤንነት ያለው፣
ተ. የወንጀል ቅጣት ሪከርድ የሌለበት፣
ቸ. የሚሰጠውን የመግቢያ ፈተናዎች ያለፈመሆን አለበት፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገዉ
እንደተጠበቀ ሆኖ ኮሚሽኑ ለተለያዩ የፖሊስ ሙያ
ስልጠናዎች የመመልመያ መስፈርቶችን መመሪያ
ሊያወጣ ይችላል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) (ቀ) ላይየተደነገገዉ እንደተጠበቀ ሆኖ ኮሚሽኑእንዳስፈላጊነቱ የተለየ ተልዕኮ ለማስፈፀም ሲልበልዩ ሁኔታ ¾ƒUI`ƒ Å[Íዉን ሊያሻሽልËLM::

4. The police selection promotion andimplementation Shall be implemented based onthe implementation Directive prepared byregional police college.
5. Without prejudice to the provisions of sub-article(1) of this Article, recruitment of police officersshall take into account the fair representation ofnations, nationalities, peoples as well as womenand the special condition of places which areprimitive in development: its implementationshall be decided by directive.
6. The commission shall give special support to the
women and inborn of places that are primitive in
development to be the member of the police.
6. Basic Police Education and Training
1) Every police recruit or police member shall takebasic police education and training and passexamination before being employed as a policeofficer.
2) Every police officer shall be beneficiary of educationopportunity to be facilitated on or off job educationby the commission when be pass throughcompetition.
3) Without prejudice to the sub article (2) of this
Article, a police officer who has received on jub
education or training shall give equal period of
service of his education or training period or a police
officer who has received of job education or training
shall serve double period of service of his education
or training period.
4) According to the commission plan of educational
opportunity, It shall be decided for any police officer
to learn with in and out side the country.
ð. ¾þK=e UMSL Teq¨mÁ“ ›ðíìU uደቡብፖሊስ ኮሌጅ በሚዘጋጀዉ የአፈፃፀም መመሪያመሰረት }ðíT> ÃJ“M:፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውእንደተጠበቀ ሆኖ ለፖሊስነት የሚደረገውምልመላ የብሔሮች ብሔረሰቦችና ሕዝቦችሚዛናዊ ተዋጽኦ እንዲሁም የሴቶችንና በልማትኋላ ቀር የሆኑ አካባቢዎች ልዩ ሁኔታ ከግምትውስጥ ያስገባ መሆን አለበት፤ አፈጻጸሙበመመሪያ ይወሰናል፡፡
ò. ኮሚሽኑ ሴቶችና በልማት ኋላ ቀር አካባቢተወላጆች የፖሊe አባል እንዲሆኑ ልዩ ድጋፍይሰጣል፡፡
ò. ትምህርትና ሥልጠና

î. ማንኛውም የፖሊስ አባል በሥራ ላይ ወይምውጭ ሆኖ በኮሚሽኑ በሚመቻች የትምህርትዕድል ተወዳድሮ ካለፈ ተጠቃሚ ይሆናል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ ንዑስ አንቀጽ î.
የተደነገገው እንደተጠበቀ ሆኖ አንድ ሠልጣኝስልጠናዉን እንዳጠናቀቀ በመደበኛ ስራ ላይሆኖ የተከታተለዉ ትምህርት ወይም ስልጠናየወሰደዉን ጊዜ ያህል ወይም ከመደበኛ ስራውጭ ሆኖ የተከታተለዉ ትምህርት ወይምስልጠና የወሰደዉን ጊዜ እጥፍ የማገልገልግዴታ አለበት፡፡

5) Any police officer shall be given on job training
which qualifies for the duty he is assigned for.
6) Any trainee of the debub Police college during at
training season
a) Shall be obliged to attend at training program to
be assigned
b) Shall respect the directive of the college to be
administered
c) Shall be administered by the police college
directive from starting day up to the end of the
training, his right shall be also respected in this
directive.
7) A police officer who has been thought by the
commission with in any colleges or universities out
side the debub police college shall have got the
permission from the commission to terminate, change
or extend the assigned training field.
8) Every police recruit or nominee of police officer shall
take basic or police science education and training
and pass examination before being employed as a
police officer.
9) The Commission shall provide any police recruit or
Candidate of police officer participating in training
with:
a) food, lodging, training uniform, stationeries and
pocket money;
b) necessary medical treatment in case of illness or
accident;
c) free legal service through the assignment of itslawyer or the hiring of the service of an advocatein the case of any liability that may arise inconnection with his practical training.
ñ. ማንኛውም የፖሊስ አባል በተመደበበት ሥራላይ ብቁ የሚያደርገው የሥራ ላይ ሥልጠናይሰጠዋል፡፡
፮. ማንኛውም የደቡብ ፖሊስ ኮሌጅ ሰልጣኝበስልጠና ወቅት፡-
ሀ. በሚመደብለት የስልጠና ፕሮግራምየመሳተፍ ግዴታ አለበት፡፡
ለ. የሚ}ÇÅ`uትን የ¢K?Ì” መመሪያማክበር አለበት፡፡
ሐ. ወደ TcMÖ— ŸÑvuƒ k” ËUa
eMÖ“¬” Ú`f ˆeŸ=¨× É[euþK=e u¢K?Ì SS]Á
Ã}ÇÅ^M፤Sw„‡U u²=G< መመሪያßu\KqM::
፯. ከደቡብ ፖሊስ ኮሌጅ ዉጪ በሌሎችማንኛዉም ኮሌጆችና ዩንቨርሲቲዎች ኮሚሽኑየሚያስተምረዉ የፖሊስ አባል የተመደበበትንየስልጠና መስክ ለማቋረጥ፣ለመቀየር ወይምለማራዘም ሲፈልግ የኮሚሽኑን ፍቃድማግኘት አለበት፡፡
ô. በስልጠና ላይ የሚገኝ ማንኛዉም ምልምልፖሊስ ወይም ለፖሊስነት የታጨ ዕጩመኮንን በፖሊስ አባልነት ከመቀጠሩ በፊትመሰረታዊ ወይም የፖሊስ ሳይንስትምህርትና ስልጠና መዉሰድና የሚሰጠዉንፈተና ማለፍ አለበት፡፡
፱. በስልጠና ላይ የሚገኝ ማንኛዉም ምልምልፖሊስ ወይም ለፖሊስነት የታጨ ዕጩመኮንን፡-
ሀ) ምግብ፣መኝታ፣የስልጠና አልባሳት፣የጽህፈት መሳሪያና የኪስ ገንዘብይሰጠዋል፣
ለ) ለሚደርስበት ህመም ወይም አደጋአስፈላጊዉን የሕክምና አገልግሎትያገኛል፣
ሐ) በስልጠና ወቅት የተግባር ልምምድ ላይለሚደርስበት የወንጀል ተጠያቂነት የራሱንየህግ ባለሙያ በመመደብ ወይም ጠበቃበመቅጠር ነፃ የጥብቅና አገልግሎት ያገኛል፡፡

10) Every nominee officer or police officer who has
joined to take short term training at debub police
college
a) Shall be provided food, lodging, stationeries,
salary, and training uniforms if necessary.
b) Shall pay the necessary expense of cost sharing
c) Shall be provided medical treatment and legal
service according to the provision of this
regulation to be given the services.
11) Every Police recruit or nominee of police officer who
has resigned after having completed his training,
before having completed his period of compulsory
service shall pay back the cost of the training
expensed by the college according the provision of
the sub article (9) of this article.
7. Oath
1. Any police member who has completed basic or
police science training shall, before commencing
his duty, take the following oath:
"I …………. solemnly swear that I shall pledge
to respect and protect the Constitution of the
Federal and Region, other laws of the country
and government policies; not to disclose to any
unauthorized person matters classified as
confidential
by law or practice; to prevent crime diligently
and serve the public with impartiality, honesty
and integrity.”
2. The oath, after duly signed by the police member,
shall be filed in his personal file.
፲. ማንኛዉም ለዕጩ መኮንንነት ወይም ለአጭር ጊዜስልጠና ደቡብ ፖሊስ ኮሌጅ የሚገባ የፖሊስአባል፡-
ሀ) ምግብ፣ መኝታ፣ የጽህፈት መሳሪያ፣ደመወዝ፣ እንዳስፈላጊነቱ የስልጠናአልባሳት ይሰጠዋል፣
ለ) የሚፈለግበትን የወጪ መጋራት ክፍያይፈጽማል፣
ሐ) በዚህ ደንብ ለማንኛዉም የፖሊስ አባልየህክምና ወይም የህግ አገልግሎትለመስጠት በተደነገገዉ መሰረትአገልግሎቱን እንዲያገኝ ይደረጋል፡፡
ö፩. ማንኛዉም ምልምል ፖሊስ ወይም ለፖሊስነትየታጨ ዕጩ መኮንን ስልጠናዉን አጠናቆከተመረቀ በçላ የግዴታ አገልግሎት ጊዜዉከማለቁ በፊት የሚለቅ ከሆነ በዚህ አንቀጽንዑስ አንቀጽ ፱ በተደነገገው መሠረትበስልጠና ወቅት ኮሌጁ ያወጣው የስልጠናወጪ እንዲከፍል ይደረጋል፣
ó. ቃለ-መሐላ
í. ማንኛውም የፖሊስ አባል መሠረታዊ ወይምየፖሊስ ሳይንስ ስልጠና እንዳጠናቀቀ ሥራከመጀመሩ በፊት ሚከተለውን ቃለ መሀላይፈጽማል፡፡

8. Employment Contract
1. A new employee of police member shall be
considered as a police officer or his service shall
be counted after he has completed basic or police
science training, taken an oath and has signed
employment contract.
2. A police officer who has signed employmentcontract shall have the obligation to serve forseven years .
3. A police officer who has resigned before havingcompleted his seven years compulsory serviceshall pay back the portion of the cost of histraining corresponding to the remaining balanceof the compulsory service period.
9. Assignment
1. Assignment of any police officer shall take intoaccount:a) the human resource plan ;
b) the level of education, knowledge and skill
the duty requires;
c) performance evaluation results
d) service years
e) the rank, and
f) ethics of the police officer.
2. A police officer shall have the obligation to
accept any assignment of duty with in the
regional police institutions where necessary.
3. In accordance with sub article (2) of this article,
the receiver institution shall cover the full
transportation cost of a police officer, his family
and his belongings while moving from one
place to another due to an assignment or transfer.
4. The officer shall cover the full transportation cost
while transfer due to the requisite of the officer.
ô. ቅጥር
í. አዲስ ተቀጣሪ የፖሊስ አባል በአባልነትየሚመዘገበዉ ወይም አገልግሎቱ መቆጠርየሚጀምረው መሠረታዊ ወይም የፖሊስሳይንስ ሥልጠና ጨርሶ ቃለ መሐላበመፈጸም የቅጥር ዉል ከፈረመበት ቀንጀምሮ ይሆናል፡፡
î. በፖሊስ አባልነት የሚቀጠር ሰው ሰባት ዓመትየማገልገል ግዴታ አለበት፤
ï. የሰባት ዓመት የአገልግሎት ግዴታውንሳያጠናቅቅ ሥራ የሚለቅ አባል በስልጠናውወቅት የወጣውን ወጪ አገልግሎትያልሰጠበት ጊዜ ታስቦ የመክፈል ግዴታአለበት፡፡
õ. ምደባ
í. ማንኛውም የፖሊስ አባል ምደባ የሚፈፀመው፡-
ሀ) የሰው ሀይል ዕቅድን፣
ለ) ሥራው የሚጠይቀውን የትምህርትደረጃ ዕውቀትና ክህሎት፣
ሐ) የሥራ አፈጻጸም ውጤት፣
መ) የአገልግሎት ዘመን፣
ሠ) የያዘው ማዕረግ እና
ረ) ሥነ-ምግባሩን መሠረት በማድረግይሆናል፡፡
î. ማንኛውም የፖሊስ አባል እንደአስፈላጊነቱበክልል ባሉ የፖሊስ ተቋማት የስራ ምደባሲሰጠዉ የመስራት ግዴታ አለበት፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) msrT
ìN¼ˆM የፖሊስ አባል በምደባ ወይምዝዉዉር ምክንያት ከአንድ ቦታ ወደ ሌላ ቦታሲጓጓዝ የአባሉ፣ የቤተሰቡና የጓዝ ማንሻ እናየትራንስፖርት ሙሉ ወጪ በተቀባዩ ተቋምይሸፈናል፡፡
ð. በአባል ጥያቄ የሚደረግ ዝዉዉር የመጓጓዣሙሉ ወጪ በአባሉ በራሱ ይሸፈናል፡፡

10. Recruitment, Assignment and Transfer
1. Recruitment of any police officer shall be executed
by the regional police Commission.
2. The assignment or transfer of a police officerholding a higher rank from one sector of theCommission to another shall be implemented by theCommissioner General, Director of the college,Head of zonal or Hawassa city, or special woredapolice.
3. The transfer of a police from federal and othersregion to the region or from the region to federal orothers regions shall be decided through the federalpolice commission on the giver and acceptoragreement.
4. The transfer of a police officer holding from higher
up to junior level shall be decided by department of
the giver and acceptor agreement.
5. Notwithstanding the provisions of sub- article (3) and
(4) of this Article, the transfer where necessary, shall be
executed by commissioner General or Deputy
commissioner General decision without replacement.
6. Internal assignment or transfer from middle upto junior ranker step of working post with inthe institutions of the region shall be executedby Human resource management supportivecore processes found at every level.
7. Any Assignment or transfer to be givenaccording to the sub article (7) of this articlemay not be removed from Assignment ortransferred without the knowledge of theassigning body unless the Assignment shouldbe given after the sub article (1) of this articlehave executed,
ö. ቅጠር፣ ምደባና ዝውውር
í. የማንኛውም ፖሊስ አባል ቅጥር በክልሉፖሊስ ኮሚሽን ይፈፀማል፡፡
î. ከፍተኛ ማዕረግ ያለው ፖሊስ ከአንድ የስራክፍል ወደ ሌላ የስራ ክፍል ለመመደብወይም ለማዛወር የሚቻለው በኮሚሽነርጄነራል፤ በኮሌጅ ዳይሬክተር፣ በዞን ወይምበሀዋሳ ከተማ ወይም በልዩ ወረዳ ፖሊስኃላፊዉ ይፈፀማል፡፡
ï. ከፌዴራልና ከሌሎች ክልል ወደ ክልላችንወይም ከክልላችን ወደ ፌዴራል ወይም ወደሌሎች ክልሎች የሚደረግ የፖሊስ ዝዉዉርበሰጪና በተቀባይ ክፍሎች ስምምነትበፌዴራል ፖሊስ ኮሚሽን በኩል ይፈፀማል፡፡
ð. ከከፍተኛ እስከ ጀማሪ ማዕረግ ያለው የፖሊስአባል በክልሉ ባሉ ተቋማት መካከል የሚደረግዝዉዉር በሰጪና በተቀባይ ክፍሎች ስምምነትይፈፀማል፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (ï) እና (ð) ላይየተጠቀሰዉ ቢኖርም በስራዉ አስፈላጊነትከታመነ በኮሚሽነር ጄነራል ወይም በምክትልኮሚሽነር ጄነራል ውሳኔ ያለምትክ ዝውውርሊፈፀም ይችላል፡፡
ò. ከመካከለኛ እስከ ጀማሪ ማዕረግተኛ እርከንድረስ በክልሉ ባሉ ተቋማት የሚደረግ የዉስጥየስራ ምደባ ወይም ዝዉዉር በየደረጃዉበሚገኙ የሰዉ ሀብት ስራ አመራር ደጋፊየስራ ሂደቶች ይፈፀማል፡፡
ó. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተገለፀዉከተፈፀመ በኋላ የሚሰጥ ምደባ ካልሆነበስተቀር ማንኛዉም በዚህ አንቀጽ ንዑስአንቀጽ (ò) መሰረት የተሰጠ ምደባ ወይምዝውውር የመዳቢው አካል እውቅና ሳይኖርማንሳት ወይም ማዛወር አይቻልም፡፡

8. Every police officer shall be obliged to serve
at least one year of performance evaluation
period in his assigned place in order to be
transferred from one place to another.
9. Notwithstanding the provisions of sub article(8) of this Article, performance evaluationperiod, where necessary, shall be shortenedto 6 months by the given organs of authorityto execute transfer at every level in thisarticle.
11. Transfer or Acting Assignment
1. Any member of police shall be worked by
transferring from place to place within the
region.
2. The police institution, whenever necessary,
may transfer any police officer to another
similar position of an equal grade and salary
or from one place of work to another place
of work within the institution.
3. The transfer shall be executed bycompetition when the officers want to workin the vacant place that to be coveredthrough internal transfer according to subarticle (1) of this article.
4. Notwithstanding the provisions of sub-article (1) of this Article, the others policeinstitutions except kebele and may, in thecase of compelling circumstances,assign a police officer to equivalent positionand level in acting capacity for not more thansix months without increment and decrementof salary.
5. Where it is proved by a medical certificatethat the place of work a police officerassigned is not suitable because of his healthproblem:

õ. በዚህ አንቀጽ ንዑስ አንቀጽ (ô) ላይየተጠቀሰዉ ቢኖርም በዚህ አንቀጽ በየደረጃዉዝዉዉር ለመፈፀም ኃላፊነት በተሰጣቸዉአካላት አስፈላጊነቱ ሲታመንበት በስድስት ወርየስራ አፈፃፀም የምዘና ጊዜን ማሳጠርይቻላል፡፡
öí. በዝውውር ወይም በተጠባባቂነትስለመመደብ
í. ማንኛውም የፖሊስ አባል በክልሉ ውስጥ ከቦታወደ ቦታ ተዘዋውሮ ሊሰራ ይችላል፡፡
î. በፖሊስ ተቋማት ለስራው አስፈላጊ ሆኖ ሲገኝየፖሊስ አባሉን በተቋሙ ውስጥ በተመሳሳይየስራ ደረጃ እና ደመወዝ በአንድ የሥራመደብ እኩል ደረጃ ወዳለው ሌላ ተመሳሳይየስራ መደብ ወይም ከአንድ የስራ ቦታ ወደሌላ የስራ ቦታ በማዛወር ሊያሰራ ይችላል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሠረትበውስጥ ዝውውር ሊሟላ በሚችል ክፍትየሥራ ቦታ ላይ መስራት የሚፈልጉ አባሎችሲኖሩ ዝውውሩ በውድድር ይፈፀማል፡፡
ð. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውቢኖርም ከቀበሌ በስተቀር ሌሎች የፖሊስተቋማት ሁኔታዎች ሲያስገድዱ ሥራውእንዳይበደል የአንድ ፖሊስ አባል ደመወዝሳይጨመርና ሳይቀነስ በሚመጥነው ደረጃናኃላፊነት ከስድስት ወር ላልበለጠ ጊዜበተጠባባቂነት ማሠራት ይቻላል፡፡
ñ. ማንኛውም የፖሊስ አባል በጤና መታወክምክንያት በያዘው የስራ ቦታ ሊሠራ አለመቻሉበሕክምና ማስረጃ ሲረጋገጥ፡-

a) he shall be assigned to another availablevacant place of work with the same grade;
b) shall be transferred to agreeable place ofwork to a member where a vacantposition of the same grade is notavailable ; provided, however, that if he isnot willing to work , his service shall beterminated.
6. Where every Head of police is absent from
work due to various reason, he may delegate
to a subordinate, who is next to him by
seniority, for not more than three months.
7. Where a Head of police who has delegated asubordinate in accordance of sub-article (6) ofthis Article absents himself for more thanthree months, the delegation may be extendedand allow the delegated officer to get benefitsresulting from the position of the head.
8. Where a position of a police officer iscancelled, he shall be transferred to a positionof similar grade available in the institution or,where there is no a position of similar grade,he shall be transferred to a vacant positionwithout reducing his salary; provided,however, that where he is not willing to betransferred, he shall be discharged byrespecting his benefit according to thisregulation.
9. It shall not be allowed to assign a police
officer in acting capacity or delegation for
more than six months,

ò. ማንኛውም ኃላፊ በተለያየ ምክንያት በስራገበታው ላይ የማይኖር ከሆነ ከሶስት ወርላልበለጠ ጊዜ የሥልጣን ውክልና ሊሰጥይችላል፣ውክልና የሚሰጠውም ከወካዩ ቀጥሎወደታች በኃላፊነት ቀደምትነት ላለው ኃላፊይሆናል፡፡
ó. በዚህ አንቀጽ ንዑስ አንቀጽ (ò) መሰረትየስልጣን ዉክልና የሰጠዉ ኃላፊ ወደ ስራዉሳይመለስ ከሦስት ወር በላይ የቆዬ ከሆነየተሰጠዉን ዉክልና በማራዘም የኃላፊነትቦታዉ ሊያስገኝ የሚችለዉን ክፍያ ተወካዩእንዲያገኝ ይደረጋል፡፡
ô. የአንድ ፖሊስ አባል የሥራ ቦታ የታጠፈእንደሆነ በተቋሙ ውስጥ ተመሳሳይ ደረጃ ወደአለው የሥራ ቦታ ተዛውሮ ይሠራል፣ሆኖምተመሳሳይ ቦታ የማይገኝ ከሆነ ደመወዙሳይቀነስ ክፍት በሆነ የሥራ ቦታይመደባል፣ፈቃደኛ ካልሆነ በዚህ ደንብመሠረት ሊያገኝ የሚችለው ጥቅም ተከብሮለትይሰናበታል፡፡
õ. አንድን ፖሊስ ከስድስት ወር በላይ በውክልናወይም በተጠባባቂነት ማሰራት አይቻልም፡፡

PART THREE
Administration of Civil Servants
12. Civil servants
1. The institution shall recruits and administersthe civil servants according to the civilservant proclamation, regulation anddirectives through selection of activities to beworked by the civil servant.
2. Recruitment of the permanent or temporaryemployees shall be authorized by theinstitutions human resource managementsupportive core process with in the region.
3. Any civil servant shall have the duty to
respect the institution programs, procedures
and directives.
13. Recruitment of Temporary Employee
The institution can recruit temporarily when
it shall be sure not to get police professional
or civil servant at promotion in rank, transfer
or permanent recruitment.
PART FOUR
PROMOTION IN RANK AND ASSIGNMENT TO
POSITION
14. Objective
The objective of promotion in rank or assignment toa position shall be:
1. to staff the Commission with the necessary
demands of man power at all ranks and
positions; and
2. to motivate police officers and thereby
improve performance of the Commission.

ï. ማንኛውም ሲቪል ሠራተኛ የተቋሙፕሮግራሞች፣ አሠራሮችና መመሪያዎችየማክበር ግዴታ አለበት፡፡
öï. ጊዜያዊ ሠራተኛ ስለመቅጠር
ተቋሙ ክፍት በሆኑ የሥራ መደቦች በደረጃዕድገት፣ በዝውውር ወይም በቋሚ ቅጥር የፖሊስባለሙያ ወይም ሲቪል ሠራተኛ ለማግኘትአለመቻሉን ሲያረጋግጥ በጊዜያዊነት ቅጥርሊፈጽም ይችላል፡፡

የዕድገት ወይም የኃላፊነት ቦታ ምደባ ዓላማ፡-
í. ኮሚሽኑ በየማዕረጉና የኃላፊነት ደረጃዉየሚያስፈልገዉን የሰዉ ኃይል ፍላጎትለማሟላት ወይም
î. የፖሊስ አባላትን በማበረታታት የኮሚሽኑንየስራ አፈፃፀም ለማሻሻል ይሆናል፡፡

í. ማንኛውም የፖሊስ አባል ዕድገትንየሚያስከለክሉ ሁኔታዎች ከሌሉ በስተቀርበዚህ ደንብ መሰረት የማዕረግ ቆይታ ጊዜሲያጠናቅቅ እና በስራ አፈፃፀሙ አጥጋቢዉጤት ሲያስመዘግብ የማዕረግ ዕድገትያገኛል፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውእንደተጠበቀ ሆኖ፡-
ሀ/ ከምክትል ሳጂን እስከ ዋና ሳጂን ድረስያሉት ማዕረጎች የሚሰጡት በውድድርይሆናል፡፡
ለ/ ከዋና ሳጂን ወደ ረዳት ኢንስፔክተር፣ከኢንስፔክተር ወደ ዋና ኢንስፔክተርእና ከኮማንደር ወደ ረዳት ኮሚሽነርየሚደረጉ የማዕረግ ዕድገቶች የሚሰጡትበውድድር፣ በፈተና እና በስልጠናይሆናል፡፡
ï. ማንኛዉም የፖሊስ አባል የማዕረግ ዕድገትማግኘት የሚችለዉ ከያዘዉ ማዕረግ ቀጥሎያለዉን ማዕረግ ነዉ፡፡
ð. የማንኛዉም የፖሊስ አባል የማዕረግ ዕድገትወይም የዕርከን ጭማሪ የቆይታ ጊዜየሚያዘው አባሉ በፖሊስ ተቋም ውስጥበሰጠው አገልግሎት ነዉ፡፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (í) እና (ï)ድንጋጌዎች ቢኖሩትም፡-
ሀ/ የፖሊስ አባል የላቀ ጀብዱ ወይም የስራዉጤት ሲያስመዘግብ ወይም ልዩየፈጠራ ስራ ሲሰራ የተፋጠነ የማዕረግዕድገት ሊሰጠዉ ይችላል፡፡
ለ/ አገልግሎቱ ሁለት ዓመትና ከዚያ በላይየሆነ ተጨማሪ የማወዳደሪያ መስፈርቱንየሚያሟላና የመምረጫ ፈተናዉንየሚያልፍ በማንኛዉም ጀማሪ የማዕረግዕርከን ላይ የሚገኝ የፖሊስ አባልለረዳት ኢንስፔክተርነት ማዕረግመወዳደር ይችላል፡፡
15. Promotion in Rank
1. Any police officer shall, unless subjected to
prohibitive conditions, be eligible for rank
promotion if the period of stay stipulated in
the regulation here to is completed and he has
registered satisfactory performance.
2. Without prejudice to sub-article (1) of this
Article, promotion shall be acquired through:
a) competition with respect to the ranks from
Deputy Sergeant to Chief Sergeant;
b) Competition, examination and training
with respect to the ranks from Chief
Sergeant to Assistant Inspector, from
Inspector to Chief Inspector and from
Commander to Assistant Commissioner.
3. A police officer shall be promoted to a rank
next to his present rank.
4. Any police officer period of stay at the
promotion in rank or increment of level shall
be recorded by the police officer service
providing within the institution.
5. Notwithstanding the provisions of sub-article
(1) and (3) of this Article:
a) any police officer who has registeredoutstanding achievement of heroism orperformance or exceptional creativity maybe entitled to accelerated promotion;
b) a police officer holding any initial rankmay compete for the rank of AssistantInspector if he has two and above serviceyears, meets the additional eligibilitycriteria and passes the selection exam.

ò. በዚህ ደንብ አንቀጽ ፳፪ ንዑስ አንቀጽ ፩የተደነገገው የማዕረግ ቆይታ ጊዜ ቢኖርምለረዳት ኢንስፔክተርነት የሚወጣውንየማወዳደሪያ መስፈርትና የኮሌጅ የመግቢያፈተና መመዘኛ የሚያሟላ ማንኛውም አባልመወዳደር ይችላል፤ ሆኖም የዋና ሳጂንማዕረግ ይዘው ለሚወዳደሩ አባላት ግንቅድሚያ ይሰጣቸዋል፡፡
ó. በዚህ አንቀጽ በንዑስ አንቀጽ ñ (l) መሠረትበውድድሩ ተመሳሳይ ውጤትና ብቃትያላቸው የፖሊስ አባላት ሲኖሩ ለመለየት ልዩድጋፍ ከሚሹ ዞኖች ወይም ከአርብቶ አደርማህበረሰብ ለመጡ ወይም ለሴት የፖሊስአባል ቅድሚያ ይሰጣል፡፡
ô. ማንኛውም የፖሊስ አባል ከፖሊስ ሥራ ጋርግንኙነት ባላቸው መስኮች ዕውቅና ካላቸውየትምህርት ወይም ማሰልጠኛ ተቋምየተመረቀ መሆኑ የማዕረግ ዕድገትአያሰጠዉም፣ሆኖም ለማዕረግ ዕድገትዉድድር የተወሰነ ነጥብ ሊያሰጠዉ ይችላል፡፡
õ. የማዕረግ ዕድገት ማግኘት ብቻዉን የኃላፊነትቦታ ላያሰጥ ይችላል፡፡
ö. የማዕረግ ዕድገት ወይም የዕርከን ጭማሪበዓመቱ ጥር ወይም ሐምሌ ወር ይሰጣል፡፡

6. Notwithstanding the provisions of period of
stay at sub article (1) of Article (22) of this
article, any officer shall compete for the rank
of Assistant inspector if he meets the
eligibility criteria and entrance exam of the
college but it shall be given priority to Head
sergeant holder competent.
7. where police officers score equal result andcompetency in the competition according toArticle 5(b) of this Article, Preference shallbe given to police officer from zones orpastoral community or to female policeoffice to select the final candidate.
8. The fact that a police officer has graduatedfrom an accredited educational or traininginstitution in any field related to policeservice may not entitle him to rankpromotion; provided, however, that certainpoints may be given to it when he competesfor promotion.
9. Promotion in rank may not entitle toassignment to a position;
10. promotion in rank or increment of level Shallbe given at the annual month of January orJuly.
11. The regional police commission humanResource management supportive coreprocess shall present to the regional policecommission commissioner general throughinvestigating the information of the policeofficer to be decided and given the promotionin rank to the officer. The detail directiveshall be issued on the giving of rankpromotion.
16. Revocation of Rank
Any approved rank shall:
1. obtained on the basis of fraudulent evidence
or

ï. የዚህ አንቀጽ ንዑስ አንቀጽ (í) እና (î)ድንጋጌ እንደተጠበቀ ሆኖ በተገኘዉ የማዕረግዕድገት የተፈፀመ ክፍያ ካለ ታስቦ ገንዘቡንእንዲመልስ ይደረጋል፡፡
ð. ማንኛዉም የፖሊስ አባል የማዕረግ ዕድገትእንዲያገኝ ሆን ብሎ ህግን በመተላለፍ የረዳየሥራ ኃላፊ ወይም አወዳዳሪ በዲሲፕሊንእንዳስፈላጊነቱ በወንጀል ተጠያቂ ይሆናል፡፡
öó. የኃላፊነት ቦታ ምደባ
ማንኛውም የፖሊስ አባል፡-
í. በተለያዩ መስፈርቶች ተወዳድሮ በኃላፊነት ቦታተመድቦ እንዲሰራ ሊደረግ ይችላል፡፡
î. ተቀራራቢ ብቃት ባላቸዉ አባላት መካከልበዕጩነት የቀረበች ሴት የፖሊስ አባልቅድሚያ ይሰጣታል፡፡
ï. ማንኛዉም የፖሊስ አባል ለኃላፊነት ቦታመወዳደር የሚችለዉ ከያዘዉ ኃላፊነት ቦታአንድ ደረጃ ከፍ ብሎ ላለዉ የኃላፊነት ቦታብቻ ነዉ፣ ሆኖም የተለየ ሙያዊ ብቃትእንዳለዉ ሲረጋገጥና የተቋሙ ማኔጅመንትሲፈቅድ ከያዘዉ የኃላፊነት ቦታ በሁለት ደረጃከፍ ላለዉ የኃላፊነት ቦታ ሊወዳደር ይችላል፡፡
ð. የኃላፊነት ቦታ ምደባ የሚሰጠው ለቦታውተፈላጊውን የትምህርት ደረጃ፣ የሥራአፈጻጸም ብቃት፣ መልካም ሥነ-ምግባር፣የአገልግሎት ዘመን አሟልቶ እንዳስፈላጊነቱምየተዘጋጀዉን ፈተና ሲያልፍ ይሆናል፡፡
ñ. የኃላፊነት ደመወዝ በሚያስከፍል ቦታ ተመድቦሲሰራ የኃላፊነት ደመወዝ የሚከፈለው ሲሆንከኃላፊነቱ ሲነሳ የኃላፊነት ደመወዙምይቋረጣል፡፡
2. Granted in contravention of the law shall be
revoked at any time.
3. Notwithstanding the provision of sub article(1) of this article, If there is a payment on thebasis of promotion in rank it shall berefunded by calculating the money

17. Assignment to a Position
Any police officer:
1. Shall be assigned to a Head position through
competition of deferent regiments
2. Preference shall be given to female officer
who compete as a candidate with officers of
having an equivalent competence
3. Any police officer may compete only for aposition one step higher than the position heholds; provided, however, that he may beallowed to compete for a two steps higherposition where it is authorized by theManagement of the institution on the basis ofhis proven exceptional professionalcompetence.
4. Assignment to a position shall be granted if acandidate meets the educational qualification,performance level, ethical behavior andperiod of service and passes the examinationoffered as may be necessary.
5. Without prejudice to decision given in
disciplinary charge, revocation to any
promotion shall be decided by the body
having the power to approve such promotion
according to this article, in case of incorrect
happening at the time of promotion in rank.

በኮሚሽነር ጄነራል ይፀድቃል፡፡
ï. ከምክትል ኢንስፔክተር እስከ ኢንስፔክተርያለዉ የማዕረግ ዕድገት በኮሚሽኑ የሰው ሀብትስራ አመራር ደጋፊ የስራ ሂደት አቅራቢነትበምክትል ኮሚሽነር ጄነራል ይፀድቃል፡፡
ð. ከረዳት ሳጅን እስከ ዋና ሳጅን ያለዉ የማዕረግዕድገት በኮሚሽኑ የሰው ሀብት ስራ አመራርደጋፊ የስራ ሂደት ኃላፊ ይፀድቃል፡፡
ñ. በዲሲፕሊን ክስ የሚሰጥ ውሳኔ እንደተጠበቀሆኖ ማንኛዉም የማዕረግ ዕድገት በተፈቀደበትወቅት በተፈጠረ ስህተት የመሰረዝ ውሳኔየሚሰጠዉ በዚህ አንቀጽ መሠረት የማዕረግዕድገቱን ለማጽደቅ ስልጣን በተሰጠዉ አካልይሆናል፡፡
6. Assignment to a position may not entitle topromotion in rank; provided, however, that itshall be considered as one factor in competingfor promotion in rank.
7. Where police officers compete as candidatesassignment to a position score equal results,preference shall be given on the basis ofseniority; Where not possible to differentiatewith in this, preference shall be given to policeofficers from regions and pastoral communitiesentitled to affirmative support and to femalepolice officers to select the final candidate.
18. Power to Approve and RevokePromotion in Rank1. A promotion in rank of Commissioner or
deputy Commissioner or AssistantCommissioner shall be approved by the Chief-Executive of the region upon therecommendation of the Commissioner General.
2. A promotion in rank from chief Inspector up toCommander shall be approved by theCommissioner General upon the recommendation of the commission human resourcemanagement supportive processes.
3. A promotion in rank from deputy Inspector upto Inspector shall be approved by the DeputyCommissioner General upon therecommendation of the commission humanresource management supportive processes.
4. A promotion in rank from Assistant Sergeantup chief Sergeant to shall be approved by thecommission human resource managementsupportive processes.
5. Notwithstanding the decision given indisciplinary charge, revocation of anypromotion shall be decided by the body havingthe power to approve such promotionaccording to this article, in case of incorrecthappening at time of promotion in rank.

ሀ) የዞን ወይም የሀዋሳ ከተማ ወይም የልዩወረዳ ፖሊስ ኃላፊ ከፖሊስ መኮንኖችመካከል ብቃት ያለዉ በዞን፣ በሀዋሳከተማ እና በልዩ ወረዳ ዋና አስተዳዳሪወይም በሀዋሳ ከተማ ከንቲባ ይመደባል፡፡

19. Assignment and Nomination to aposition
1. At commission
It shall be performed according to the revisedcommission Establishment proclamation No151/2014 sub article (1) of Article (11) and subarticle 2(a and b) of Article 13.
2. At zone or Hawassa city or special woreda
a) The Zonal or Hawassa city or specialworeda police Head who havecompetence among the police officersshall be assigned by chief Administratorof the zone, Hawassa city and specialworeda or Mayer of the Hawassa city.
b) The zonal or Hawassa city or specialworeda police core process coordinatorwho have competence among the policeofficers shall be assigned by zonal,Hawassa city and special woreda policeHead.
3. At woreda or city Administration or sub
city
a) The woreda or city administration or subcity police Head who have competenceamong the police officer shall beassigned by chief administrator of thezone or special woreda or by Hawassacity police management committee uponthe submission of the zone, Hawassa cityor special woreda police Head.
b) The woreda or city Administration or sub

ማንኛውም የፖሊስ አባል፡-
í. በዚህ ደንብ አንቀጽ (û) መሠረት በዲሲፒሊንተከሶ ክሱ በሂደት ላይ የሚገኝ ወይምየዲሲፕሊን ቅጣት የተወሰነበት አባል ቅጣቱበይርጋ ቀሪ ካልሆነ ወይም ከይርጋ ጊዜውቀድሞ ካልተሰረዘለት ወይም ካልተሻሻለለት፣
î. አገልግሎቱ በዚህ ደንብ መሰረት የሚራዘምለትካልሆነ በስተቀር ጡረታ ለመውጣት አንድዓመት ወይም ከዚያ በታች የቀረዉ፣
ï. በማንኛውም ዓይነት የወንጀል ድርጊት ተከሶሥልጣን ባለው ፍርድ ቤት የተቀጣ ወይምየተፈረደበት ቅጣቱን ወይም ፍርዱን ፈጽሞወደ ስራ ከተመለሰበት ጊዜ ጀምሮ ሁለትዓመት ያልሞላዉ፡፡
ð. ሕጋዊ ሥልጣን ባለው አካል የቅጣት ውሳኔሊያሰጥበት በሚችል ጥፋት ተጠርጥሮበምርመራ ወይም በክስ ሂደት ላይ ያለ የፖሊስአባል ለማዕረግ ዕድገት ወይም ለኃላፊነት ቦታምደባ መወዳደር አይችልም፡፡

4. Demotion of Position
The demotion of the Police officer having aposition according to this article shall bedecided by the body having the power toassign such position according to thisregulation.
20. Conditions Prohibiting Promotion andAssignment to PositionsA police officer may not be eligible tocompete for promotion in rank or assignmentto positions where:
1. according to article(60) of this regulation he
was subjected to a disciplinary penalty in
accordance with this Regulation and the
record period has not barred by limitation; or
2. he has one or less than one year to retireunless his service is extended in accordancewith this Regulation;
3. He was convicted and sentenced by acompetent court of law for commission of acrime, and two years have not lapsedcompletion of the year & returned back towork;
4. he was subjected to a disciplinary penalty in
accordance with this Regulation and the
record period has not barred by limitation; or

÷ð. ስለደመወዝ ክፊያ አፈጻፀም
í. ማንኛውም የፖሊስ አባል፡-
ሀ. ለተመደበበት ሥራ በመንግስት የተወሰነየወር ደመወዝ ይከፈለዋል፣
ለ. የደመወዝ ክፍያ የሚደረገው በየወሩመጨረሻ ነው፡፡
î. የተለየ ሁኔታ ካላጋጠመ በስተቀር ደመወዝበሥራ ቀንና በሥራ ቦታ ወይም ተቋሙበሚወስነው ሌላ ቦታ ይከፈላል፡፡
ï. በሕግ ወይም በሌላ አኳኋን ካልተወሰነ በስተቀርደመወዝ የሚከፈለው በቀጥታ ለአባሉ ወይምአባሉ በጽሁፍ ለወከለው ሰው ብቻ ነው፡፡
ð. የክልሉ ፋይናንስና ኢኮኖሚ ልማት ቢሮለመንግስት ሰራተኞች የደመወዝ ብድርአከፋፈል ወይም አመላለስ ያወጣው መመሪያበፖሊስ አባLትም ላይ ተፈጻሚ ይሆናል፡፡
፳ñ. ስለደመወዝ ጭማሪ
í. የስራ አፈጻጸም ምዘና ውጤቱ አጥጋቢና ከዚያበላይ የሆነ የፖሊስ አባላ በያዘው ማዕረግበየሁለት ዓመቱ የዕርከን ጭማሪ ያገኛል፡፡
2. Every police member shall cover his present
rank period of stay in every rank decided in
the above table before attending to the
competition.
23. Rank Insignia
Each police officer shall wear a rank insignia
with his uniform indicating his being a police
officer and the level of his rank.
PART FIVE
Salary and Various Allowances
24. Payment of salary
1. Any police officer shall be
a) paid monthly salary to the assigned work by
the government;
b) paid his salary at the end of every month.
2. Unless the situation dictates otherwise, salaryshall be paid on working day and at the place ofwork or other place that shall be decided by theinstitution.
3. Unless decided by the law or other condition,salary shall be paid to a police officer in personor to a person delegated by him through writing .
4. directive of salary credit payment or return for

implemented on the member of the police.
25. Salary Increment
1) A police officer whose performance evaluation
result is satisfactory or above shall be entitled to
rank increment every two years in his present
rank.

፳ò. የደመወዝ ክፍያ ስለመያዝና መቀነስ
í. የማንኛውም የፖሊስ አባል ደመወዝ፡-
ሀ) በሕግ ወይም በፍርድ ቤት ትዕዛዝመሠረት ካልሆነ ወይም አባሉ በጽሁፍካልተስማማ በስተቀር ሊቀነስ ወይምበዕዳ ሊያዝ ወይም ሊቻቻል አይችልም፡፡
2) A police officer whose performance evaluationresult is satisfactory, high or above shall beentitled to rank increment in accordance with hisperformance. The details shall be decided by thedirectives.
3) A police officer whose performance evaluation
result is unsatisfactory may not be entitled to
salary increment.
4) Any higher official assigned to a higher position
where the position salary not exceeds the present
rank of ceiling salary shall be entitled to get the
two year regular step salary.
5) A police officer assigned to a higher position
shall be entitled to get the base salary of the new
position; provided, however, that where the
existing salary exceeds or is equal to the base
salary of his new position, he shall be entitled to
get a one step salary increment.
6) a police officer shall be entitle to get the next step
salary of the older salary that he get before the
new salary where the older salary exceeds or is
equal to the base salary of his new rank of
promotion. However; that, he shall not be
prohibited from the next step by counting this
step increment as regular step.
26. Attachment and Deduction of Salary
1) The salary of any police officer may
a) not be deducted, attached or set off except in
accordance with the law, the order of a court
or the written agreement of the police officer.

î. ለማንኛውም የፖሊስ አባል የሚሰጠው አበልበፋይናንስ የአበል አከፋፈል መመሪያ መሰረትይሆናል፡፡
ï. ተቋሙ የቀለብና የመጓጓዣ አበል አስፈላጊበሆነበት ጊዜ ክፍያ ይፈጽማል፡፡

b) The total amount of money that may bededucted from the monthly salary of a policeofficer may not exceed one-third of his netsalary in any case.
c) be suspended if he is absent for 21 days fromhis work until he get decision. His salaryshall be payable without interest if his reasonof absence is convincing.
2. If any police officer have short term credit fromthe institution or long term credit from Finance,the institution whom he is transferred shall sendto the former institution by deducting based onthe given information from the formerinstitution.
27. Various Allowances and SpecialPayment1. The allowances shall be paid to any member of
the police when it is necessary to perform the
commission work properly.
2. The allowances given to any member of the
police shall be in accordance with the allowance
directive of the finance.
3. The institution shall pay the ration and transport
allowance when it is necessary.
4. The special force police officer shall be
supported in special ration on the basis of
working behavior and living condition.
5. where the medical service to be provided to any
police officer is beyond the capacity of the
police institutions medical department and
decided by professional to transfer to federal
police Referral Hospital, its total transport and
allowance cost shall be paid.

î. በደንብ ልብስ ወይም በትጥቅ ላይ ስለሚያርፉዓርማዎች ዓይነትና ቀለማት ክልሉንናተቋሙን ገላጭ ሆኖ ኮሚሽኑ በሚያወጣውመመሪያ ይወሰናል፡፡
ï. ልዩ ተልዕኮ ለመፈፀም በኮሚሽኑ የሚቋቋሙየስራ ክፍሎች የደንብ ልብስና ትጥቅ ዓይነትናቀለማት ኮሚሽኑ በሚያወጣዉ መመሪያይወሰናል፡፡
፳õ. ትጥቅና የደንብ ልብስ ዕደላ
í. ኮሚሽኑ ለሥራው አስፈላጊ የሆኑ የደንብልብስና ትጥቅ ያቀርባል፡፡
î. ማንኛውም የፖሊስ አባል ስለሚያገኘው የደንብልብስና ትጥቅ በኮሚሽኑ በሚወጣ መመሪያይወሰናል፡፡
ø. የዓርማው ይዘት
የኮሚሽኑ ዓርማ ለህግ ተገዥነትን፣ ሕግአስከባሪነትና የሕዝብ አገልጋይነትንየሚያንጸባርቅ ይሆናል፡፡
øí. የዓርማና ባጅ አጠቃቀም
í. የኮሚሽኑ ዓርማ በፖሊስ መታወቂያ ካርድ፣በመለዮ፣ በደንብ ልብስ ወይም በፖሊስተሽከርካሪ ወይም በፖሊስ ተቋማት እናኮሚሽኑ በሚወስነው ሌሎች ቦታዎች ላይሊደረግ ይችላል፡፡
î. ማንኛውም የፖሊስ አባል ማንነቱና የሥራድርሻውን የሚገልጽ ባጅ ይኖረዋል፡፡
ï. ልዩ ልዩ የሥራ ክፍሎች እንደሥራ ፀባያቸውከኮሚሽኑ ዓርማ በተጨማሪ የራሳቸውመለያ ዓርማ ሊኖራቸው ይችላል፡፡
PART SIXUNIFORM, EQUIPMENT, EMBLEM ANDIDENTITY CARD
28. Uniform and Equipment
1. The commission shall have the uniform for duty
and ceremony.
2. The type of emblem and color of uniform or
equipment to be issued that express the region and
institutions shall be determined by directive to be
issued by the commission.
3. The uniform and equipment of working
department to be established to perform special
mission shall be decided on the directive to be
issued by the commission.
29. Provide of Equipment and Uniform
1. The commission shall provide the necessary
uniform and equipment
2. The uniform and equipment to be gained by any
police member shall be determined by directive
to be issued by the commission.
30. Content of the Emblem
The Commission shall have emblem signifying
the respect for law, enforcing law and
serving the people.
31. Use of Emblem and Badge
1. The emblem of the Commission may be used onpolice officers' identity cards, caps,uniform , or police vehicles or police institution,and on any other place determined by theCommission.
2. Each police officer shall be issued with a badge
which describe his role.
3. Other Sectors of the Commission may, in addition
to the emblem of the Commission,
have their own emblems depending on the nature
of the services they provide.

î. የፖሊስ አባል መታወቂያ ካርድ የክልሉ ፖሊስዓርማ፣ የአባሉ ፎቶግራፍ፣ ሙሉ ስም፣ማዕረግ፣ መልኩ፣ ቁመቱ፣ የደም ዓይነትእና መለያ ቁጥር ይይዛል፡፡
ï. ማንኛውም የፖሊስ አባል
ሀ) ሕግ ሲያስከብር የመታወቂያ ካርዱንበፍጥነት ሊያገኝ በሚችልበት ቦታማስቀመጥና ማሳየት ይኖርበታል፡፡
l) ከሌሎች ተለይቶ የሚታወቅበት መለያቁጥር ይኖረዋል፣ ቁጥሩም በዩኒፎርሙላይ በግልጽ በሚታይ ሁኔታ በደረቱበግራ በኩል ይደረጋል፡፡
ክፍል ሰባት
የሥራ ሰዓትና ልዩ ልዩ ፈቃዶች
øï. መደበኛ የሥራ ሰዓት
í. የፖሊስ አገልግሎት በቀን 24 ሰዓት፣በሳምንት 7 ቀናት፣ በወር 30 ቀናት እናበዓመት 365/6 ቀናት ያለማቋረጥ ይሰጣል፡፡
î. የማንኛውም የፖሊስ አባል መደበኛ የሥራሰዓት በቀን ስምንት ሰዓት ይሆናል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ î የተደነገገውእንደተጠበቀ ሆኖ ሁኔታዎች ሲያስገድዱአባሉ የትርፍ ሰዓት ሥራ እንዲሰራ በተቋሙሲታዘዝ የመሥራት ግዴታ አለበት፡፡
4. The type of emblem color shall enable to identify
the police by the society.
32. Identification Number and IdentityCard1. Any police officer shall have an identity card
issued and prepared by the Commission that
express the regional police member .
2. The identity card of a police officer shall containthe emblem of the regional police andthe photograph, full name, department,responsibility, rank, blood type and theidentification number of the police officer.
3. Any police officer shall
a) put in an easily place to get and show his
identity card while enforcing the law.
b) have known identification number that
differentiate from others ;the identification
number of a police officer shall be affixed
conspicuously on the upper front left side of
his uniform.
PART SEVENWORKING HOURS AND VARIOUS
LEAVES33. Regular Working Hours
1. The police service of the Commission shall bedelivered 24 hours a day, seven days in aweek, 30 day in a month and 365/6 in a yearincluding holidays, without interruption.
2. The regular working hours of a police officer shall
be eight hours a day
3. Notwithstanding sub-article (2) of this Article, , he
may have an obligation to work over-time when
situation compels to be ordered by the institution

í. የዓመት ዕረፍት ፈቃድ የሚሰጠው የፖሊስአባሉ ለተወሰነ ጊዜ በማረፍ አገልግሎቱንበታደሰ መንፈስ እንዲቀጥል ለማስቻል ነው፡፡
î. ማንኛዉም አዲስ የተቀጠረ የፖሊስ አባልአስራ አንድ ወር አገልግሎት ከመስጠቱበፊት የዓመት ዕረፍት ፍቃድ የማግኘትመብት የለዉም፡፡
ï. የዓመት ዕረፍት ፈቃድ በገንዘብ አይለወጥም፡፡
øñ. የዓመት ዕረፍት ፈቃድ ቀናት
í. አንድ ዓመት ያገለገለ የፖሊስ አባል ሃያየሥራ ቀናት የዓመት ዕረፍት ፈቃድ ያገኛል፤
î. ከአንድ ዓመት በላይ ያገለገለ የፖሊስ አባልለእያንዳንዱ ተጨማሪ ዓመት አንድ የሥራቀን እየታከለበት የዓመት ዕረፍት ፈቃድይሰጠዋል፡፡ ሆኖም የሚሰጠው የአንድ ዓመትየዕረፍት ፈቃድ ከሠላሳ የሥራ ቀናትመብለጥ የለበትም፤
ï. ማንኛዉም የፖሊስ አባል ቀደም ሲል በሌላየመንግስት መሥሪያ ቤት የሰጠውአገልግሎት ለዚህ አንቀጽ ንዑስ አንቀጽ (î)አፈጻጸም የሚታሰብ ይሆናል፡፡
øò. የዓመት ዕረፍት ፈቃድ አሰጣጥ
í. የዓመት ዕረፍት ፈቃድ በተቋሙ ዕቅድ ላይተመስርቶ የአባሉን ፍላጎት በማመዛዘንበሚዘጋጅ መርሀ ግብር መሠረት በበጀትዓመቱ ውስጥ ይሰጣል፡፡
î. አንድ የፖሊስ አባል የዓመት ፍቃድ ሲሰጠዉየአንድ ወር ደመወዙን በቅድሚያ ሊወስድይችላል፡፡
4. A police officer who has worked over-time shall
be granted compensatory time off.
5. Notwithstanding sub-article (3) of this Article,
the Commission may issue directive on payment
of over-time for certain duties.
34. Principles of Annual Leave
1. The purpose of annual leave is to enable a police
officer to get rest and resume service with
renewed strength.
2. A fresh recruit may not be entitled to annual
leave before serving for 11 months.
3. There may be no payment in lieu of annual
leave.
35. Duration of Annual Leave
1. A police officer who has served for one yearshall be entitled to 20 working days of annualleave.
2. A police officer who has served for more thanone year shall be entitled to one working dayadditional leave for each year of service;provided, however, that the total number of daysof annual leave may not exceed thirty workingdays.
3. A service rendered in another government office
shall be considered for computation of leave in
accordance with this Article.
36. Manner of Granting Annual Leave
1. Annual leave shall be granted within the budgetyear in accordance with a schedule prepared onthe basis of the plan of the institution by takinginto account of the preference of the policeofficer.
2. A police officer shall be entitled to advance
payment of his monthly salary at the time of
taking his annual leave.

ï. የፖሊስ አባሉ የዓመት ፈቃድ ተከፋፍሎእንዲሰጠው ሲጠይቅ የቅርብ ኃላፊዉከተስማማ ተከፋፍሎ ሊወስድ ይችላል፡፡
ð. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሰረትየዓመት ፍቃድ ወስዶ የበጀት ዓመቱከመጠናቀቁ በፊት አገልግሎቱን በፍቃዱያቋረጠ የፖሊስ አባል አገልግሎትያልሰጠበት ጊዜ ታስቦ በፍቃድ ላይ እያለየተከፈለዉን ደመወዝ ይመልሳል፡፡
øó. የዓመት ዕረፍት ፈቃድ ስለማስተላለፍ
í. በስራ አስገዳጅነት ለፖሊስ አባሉ የዓመትዕረፍት ፈቃድ በበጀት ዓመቱ መስጠትካልተቻለ የቅርብ ኃላፊው ለሚቀጥለውየበጀት ዓመት ሊያስተላልፈው ይችላል፡፡
î. የፖሊስ አባሉ ያልተጠቀመበት የዓመትዕረፍት ፈቃድ በሶስተኛው በጀት ዓመትይሰጠዋል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) የተደነገገውቢኖርም የተቋሙ የበላይ ኃላፊ የዓመትፈቃድ ላልተወሰነ ጊዜ እንዳይሰጥ ሊያደርግይችላል፡፡
ð. በሥራው አስገዳጅነት በፈቃድ ላይ ያለ የፖሊስአባል ፈቃዱን አቋርጦ እንዲመለስ ማድረግይቻላል፡፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (ð) መሠረትበኮሚሽኑ ፍላጎት ፈቃዱን አቋርጦ ወደ ስራየተመለሰ የፖሊስ አባል የመጓጓዣና የውሎአበል ይከፈለዋል፡፡
øô. ስላልተወሰደ የዓመት እረፍት ፈቃድ
í. የዚህ ደንብ አንቀጽ (øï) ንዑስ አንቀጽ (ð.)ድንጋጌ ቢኖርም የፖሊስ አባሉ አገልግሎትበማቋረጡ ምክንያት ያልተወሰደ የዓመትእረፍት ፍቃድ ወይም በዚህ ደንብ አንቀጽ(øò) ንዑስ አንቀጽ (í) መሰረት ተላልፎየነበረ የዓመት እረፍት ፈቃድ በሦስተኛዉየበጀት ዓመት ካልተሰጠው እና ኮሚሽኑካመነበት የስራ ቀኖቹ ታስበዉ በገንዘብእንዲለወጥ ይደረጋል፡፡
3. Annual leave may be granted on a piece meal
basis if the police officer requests and his
immediate supervisor agrees
4. A police officer who has taken annual leave inaccordance with sub-article (1) of this Articleand who has resigned before the end of thebudget year shall be liable to pay back the salaryreceived while on leave in proportion to the
period not served.
37. Postponement of Annual Leave
1. Where it is not possible to grant annual leavewithin the same budget year due to compellingcircumstances, the immediate supervisor of apolice officer may postpone the annual leave forthe next budget years.
2. the accumulated annual leave shall be granted to
the police officer within the third budget year.
3. Notwithstanding sub-article (2) of this Article,
the higher official of the institution may
suspend the granting of annual leave for un
limited period.
4. A police officer who is on annual leave may be
re-called to duty if the situation compels to do
so.
5. A police officer who is re-called to duty pursuant
to sub-article (4) of this Article shall be
paid for his transport expenses and per-diem.
38. Unused Annual Leave
1. Notwithstanding the provision of sub-article (4)
of Article 33 of this Regulation, payment shall,
on the basis of calculating only the working days,
be effected in lieu of unused annual leave
due to termination of service or annual leave
postponed in accordance with sub-article (1) of
Article 36 of this Regulation and that cannot to
be granted in the third budget year if it is
believed by the commission.

í. ነፍሰ ጡር የሆነች የፖሊስ አባል፡-
ሀ. ከእርግዝናዋ ጋር በተያያዘ ምርመራለማድረግ ሀኪም በሚያዘው መሠረትደመወዝ የሚከፈልበት ፈቃድይሰጣታል፡፡
ለ. ከመውለዷ በፊት ዕረፍት እንድታደርግሐኪም ካዘዘ ደመወዝ የሚከፈልበትዕረፍት ይሰጣታል፡፡
î. መውለጃዋ ሲደርስ እወልዳለሁ ብላከገመተችበት ቀን በፊት ሰላሳ ተከታታይ ቀናትየቅድመ ወሊድ ፈቃድ እንዲሁም ከወሊድበኋላ ከወለደችበት ቀን ጀምሮ ስልሳ ተከታታይቀናት የወሊድ ፈቃድ ከደመወዝ ጋርይሰጣታል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) መሰረትየፖሊስ አባሏ የተሰጣት የቅድመ ወሊድ ፈቃድከማለቁ በፊት ከወለደች ያልተጠቀመችበትንቀሪ የቅድመ ወሊድ ፈቃድ ከወለደች በኋላእንድትጠቀም ይደረጋል፡፡
ð. የወሰደችው ቅድመወሊድ ፈቃድ ሲያልቅያልወለደች እንደሆነ እስከ ምትወልድበት ቀንድረስ ባሉት የሥራ ቀናት የምትቆይበትዕረፍት በበጀት ዓመቱ ካላት የዓመት ዕረፍትፈቃድ ወይም በበጀት ዓመቱ የዓመት ዕረፍትፈቃድ የሌላት እንደሆነ ከሚቀጥለው የበጀትዓመት የዕረፍት ፈቃዷን መውሰድ ትችላለች፡፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (î) የተወሰነውንየወሊድ ፈቃድ ከጨረሰች በኋላ ብትታመምናተጨማሪ ፈቃድ የሚያስፈልጋት መሆኑበሐኪም ከተረጋገጠ በዚህ ደንብ አንቀጽ (ù)በተደነገገው መሠረት በሕመም ፈቃድመውሰድ ትችላለች፡፡
2. Sub-article (1) of this Article may not apply to a
police officer who is transferred to another
government office; provided, however, that the
unused annual leave shall be transferred to the
said government office.
39. Maternity Leave
1. A pregnant police officer shall be entitled :
a) to paid leave for medical examination in
relation to her pregnancy as recommended
by a physician;
b) for rest before delivery if recommended
by a physician.
2. A pregnant police officer shall be entitled to a
period of 30 consecutive days of prenatal leave
with pay preceding the presumed date of her
confinement and a period of 60 consecutive days
of maternity leave after her confinement.
3. If the pregnant police officer delivers before thecompletion of prenatal leave which is granted inaccordance with sub-article (2) of this Article, theunused prenatal leave will be granted afterher confinement.
4. If the pregnant police officer does not deliver on
the presumed date, the leave days subsequently
taken before her confinement shall be replaced
by the annual leave she is entitled to within the
budget year or that of the following budget year
if no annual leave is left within the budget year.
5. The police officer shall be entitled, whererecommended by a physician, to sick leave inaccordance with Article 40 of this Regulation ifshe becomes sick after completion of hermaternity leave provided under sub-article (2) ofthis Article.

ò. የፖሊስ አባሉ የትዳር ጓደኛው ስትወልድባለቤቱን ለመንከባከብ ደመወዝ የሚከፈልበትአምስት የሥራ ቀን ፈቃድ ይሰጠዋል፡፡
ù. የሕመም ፈቃድ
í. ማንኛውም የፖሊስ አባል በሕመም ምክንያትሥራ መስራት ያልቻለ እንደሆነ በሐኪምማስረጃ ሲደገፍ የህመም ፈቃድ ይሰጠዋል፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሠረትለፖሊስ አባሉ የሚሰጥ የሕመም ፈቃድበተከታታይ ወይም በተለያየ ጊዜ ቢወሰድምሕመሙ ከደረሰበት የመጀመሪያ ቀን አንስቶባለው የአሥራ ሁለት ወር ጊዜ ውስጥከስምንት ወር ወይም በአራት ዓመት ውስጥከአስራ ሁለት ወር መብለጥ የለበትም፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) መሰረትየሚሰጥ የሕመም ፈቃድ ለመጀመሪያዎቹስድስት ወራት ከሙሉ ደመወዝ ጋር እናለሚቀጥሉት ሁለት ወራት ከግማሽ ደመወዝጋር ይሆናል፡፡
ð. በዚህ አንቀጽ ንዑስ አንቀጽ (î) የተመለከተዉየጊዜ ገደብ የኤች.አይ.ቪ /ኤድስ ቫይረስበደማቸዉ ዉስጥ ባለባቸዉ የፖሊስ አባላትላይ ተፈፃሚ አይሆንም፡፡
ñ. ማንኛውም የፖሊስ አባል ሲታመም ከአቅምበላይ የሆነ ምክንያት ካላጋጠመው በስተቀርበተቻለ ፍጥነት መታመሙን ለቅርብ ኃላፊዉማሳወቅ አለበት፡፡
ùí. በሥራ ላይ በሚደርስ ጉዳት ምክንያትስለሚሰጥ ፈቃድ
í. በሥራ ምክንያት ጉዳት የደረሰበት የፖሊስአባል ከጉዳቱ ድኖ ወደ ስራው እስኪመለስወይም በጉዳቱ ምክንያት ለዘለቄታውመሥራት ያልቻለ መሆኑ በሕክምና ማስረጃእስኪረጋገጥ የሕመም ፈቃድ ከሙሉደመወዝ ጋር ይሰጠዋል፡፡
6. A police officer shall be entitled to a paternity
leave with pay for five working days at the time
of the delivery of his wife.
40. Sick Leave
1. Any police officer shall be entitled to sick leave,
when recommended by a physician,
where he is unable to work due to sickness.
2. The duration of sick leave to be granted to apolice officer in accordance with sub-article (1)of this Article may not exceed eight month within twelve month or twelve month with infour years, whether counted consecutively orintermittently starting from the first day ofsickness.
3. Sick leave to be granted in accordance with sub-
article (2) of this Article shall be with full
pay for the first six months and with half pay for
the next two months.
4. The time limit provided under sub-article (2) of
this Article may not apply to HIV/AIDS
positive police officers.
5. Where a police officer is absent from duty due to
sickness, he shall, as soon as possible, notify
to his immediate supervisor unless prevented by
force majeure.
41. Leave Due to Employment Injury
1. A police officer who has sustained an
employment injury shall be entitled to injury
leave with pay until he recovers to resume work
or until it is medically certified that he is
permanently disabled.

î. በጉዳት ፈቃድ ላይ ያለ የፖሊስ አባል፡-
ሀ) ለህክምና ምርመራ ለመቅረብ እምቢተኛከሆነ ወይም ቸል ያለ እንደሆነ ወይምበማናቸዉም ሁኔታ ሆነ ብሎምርመራዉን ያደናቀፈ ወይም ያለበቂምክንያት ያጓተተ እንደሆነ፣
ለ) ከጉዳት የሚድንበትን ጊዜ ለማዘግየትበማሰብ ህክምናዉን በተገቢዉ መንገድያልተከታተለ እንደሆነ፣ ወይም
ሐ) በፌዴራል ወይም በክልሉ ፖሊስ ኮሚሽንየሚወጣዉን የህክምና መመሪያ የተላለፈእንደሆነ በፈቃድ ላይ ሆኖ የሚያገኘዉየደመወዝ ክፍያ ይታገዳል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) መሰረትለደመወዝ ክፍያ መታገድ ምክንያት የሆኑሁኔታዎች እንደተወገዱ ክፍያዉ እንደገናይቀጥላል፣ ሆኖም እገዳዉ ፀንቶ ለቆየበትጊዜ ያልተከፈለዉን ክፍያ ማግኘትአይችልም፡፡
ð. የዚህ አንቀጽ ድንጋጌዎች ለምልምል የፖሊስሰልጣኝም ተፈፃሚነት ይኖራቸዋል፡፡
ùî. ለግል ጉዳይ የሚሰጥ ፈቃድ
í. ማንኛውም የፖሊስ አባል ትዳር ሲመሰርትለጉዞ የሚያስፈልገዉን የመሄጃና የመመለሻቀናትን ሳይጨምር አምስት የሥራ ቀናትየጋብቻ ፈቃድ ከደመወዝ ጋር ይሰጠዋል፡፡
î. ማንኛውም የፖሊስ አባል ትዳር ጓደኛ፣ተወላጅ፣ ወላጅ ወይም እስከ ሁለተኛ ደረጃየሚቆጠር የሥጋ ወይም የጋብቻ ዘመድየሞተበት እንደሆነ ለጉዞ የመሄጃና የመመለሻቀናት ሳይጨምር ደመወዝ ሚከፈልበትየሶስት ተከታታይ የስራ ቀናት የሐዘን ፈቃድይሰጠዋል፡፡
ï. ማንኛዉም የፖሊስ አባል መደበኛ ስራዉ ላይሆኖ በትርፍ ጊዜዉ ለሚማረዉ ትምህርትከትምህርት ተቋሙ በሚያቀርበዉ ማስረጃመሰረት ፈተና የሚወስድበት ጊዜ ከደመወዝጋር ፈቃድ ይሰጠዋል፡፡
2. A police officer, who is on injury leave, may besuspended from receiving payment where he:
a) refuses or neglects to submit himself to medical
examination or in any way intentionally obstructs
or unnecessarily delays such examination;
b) does not follow-up his medical treatment
properly to intentionally retard his recovery;
or
c) violates the medical directive issued by the
federal or regional Commission.
3. As soon as the circumstances that occasioned the
suspension pursuant to sub-article (2) of this
Article ceases, the payment shall recommence;
provided, however, that there may be no
entitlement to back-pay for the period of
suspension.
4. The provisions of this Article shall also be
applicable to a recruit police trainee.
42. Leave for Personal Matters
1. Any police officer shall be entitled to fiveworking days leave with pay when he celebrateshis marriage excluding his going and returningday .
2. Any police officer shall be entitled to mourning
leave with pay for three consecutive days
excluding his going and returning travel day in
the event of the death of his spouse, descendant,
ascendant or any other relative up to the second
degree by consanguinity or affinity .
3. Any police officer who seats for examination in
relation to his part time education shall be
granted exam leave with pay, upon production
of evidence from the institution where he
attends.

ùð. ያለደመወዝ ስለሚሰጥ ልዩ ፈቃድ
ማንኛዉም የፖሊስ አባል በቂ ምክንያት ሲያቀርብናየመስሪያ ቤቱን ጥቅም የማይጎዳ ሲሆን በስራሂደቱ ኃላፊ ሲፈቀድለት ደመወዝ የማይከፈልበትልዩ ፈቃድ ሊሰጠዉ ይችላል፡፡ አፈፃፀሙበመመሪያ ይወሰናል፡፡
ክፍል ስምንት
ስለህክምና እና ማህበራዊ አገልግሎቶች
ùñ. የህክምና አገልግሎት
í. ማንኛውም የፖሊስ አባል፣ ሕጋዊ ሚስትወይም ባል፣ ሃያ አንድ ዓመት ያልሞላቸውልጆች ወይም የጉዲፈቻ ልጅ ነጻ የህክምናአግልግሎት ያገኛሉ፡፡
î. በጡረታ ወይም በቦርድ ወይም በክብርየተሰናበተ የፖሊስ አባል፣ ሕጋዊ ሚስትወይም ባል፣ ሃያ አንድ ዓመት ያልሞላቸውልጆች ወይም የጉዲፈቻ ልጅ ነጻ የህክምናአገልግሎት ያገኛሉ፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተጠቀሰውቢኖርም በጥፋት ከሥራ የተሰናበተ ወይምበራሱ ውሳኔ የለቀቀ የፖሊስ አባል የሕክምናአገልግሎት ተጠቃሚ አይሆንም፡፡
ð. የፖሊስ አባሉ ከ21 ዓመት በላይ የሆነ ልጅ፣አባት፣ እናት፣ እህት፣ ወንድም በክፍያየሕክምና አገልግሎት እንዲያገኙ ይደረጋል፡፡
43. Special Leave with Pay
Any police officer shall be entitled to specialleave with pay where:
1. he is summoned by a court of law or any othercompetent authority, for the time utilized for thatpurpose; or
2. he attends education offered at home or abroad
according to the Commission's plan.
44. Special Leave without Pay
Any police officer may be granted special leave
without pay upon production of sufficient grounds if
such leave does not adversely affect the interests of the
office and when he get permission from work

PART EIGHT
MEDICAL AND SOCIAL SERVICE
45. Medical Service
1. Any police officer shall have the privilege toget free medical service for himself, legalwife or husband, children or adopted childhaving not more than 21 year age.
2. Any police officer that shall terminated dueto retirement or Board or Honor have theprivilege to get free medical service forhimself, legal wife or husband, children oradopted child having not more than 21 yearage.
3. with out prejudice to the sub article (1)of thisarticle, the police officer shall not beneficiaryof medical service if his termination is due todismissal on ground of offence orresignation.
4. paid medical services shall be provided to thechildren having more than 21 years old age,father, mother, sisters and brothers of thepolice officer

ó. ማንኛዉም የፖሊስ አባል የአካል ጉዳትበፌዴራል ፖሊስ ሪፈራል ሆስፒታል ህክምናቦርድ ሲወሰን ተቀባይነት ይኖረዋል፡፡
ùò. የመኖሪያ ቤትና የትራንስፖርትአቅርቦት
í. የፖሊስ ተቋማት አቅም በፈቀደ መጠን የፖሊስአባላት የትራንስፖርት አገልግሎት እንዲያገኙጥረት ያደረጋሉ፡፡
î. የቤት እጥረትና የዋጋ ንረት ባለባቸዉ ከተሞችለሚመደቡ የፖሊስ አባላት ተቋማቱከሚመለከታቸዉ አካላት ጋር በመነጋገርአባላት የመኖሪያ ቤት እንዲያገኙ ጥረትያደርጋሉ፡፡
ï. በሥራ ባህሪያቸው ምክንያት በካምፕ የሚኖሩየፖሊስ አባላት መኖሪያ ካምፕ፣ የውኃናየመብራት አገልግሎት በነጻ ያገኛሉ፡፡
ð. የማንኛዉም የፖሊስ አባል አገልግሎት ሲቋረጥየመኖሪያ ቤት፣ የዉሃና የመብራትአገልግሎቶች ይቋረጣሉ፡፡
ñ. በዚህ አንቀጽ ንዑስ አንቀጽ (ï) ytglፀዉቢኖርም የፖሊስ አባሉ አገልግሎትየተቋረጠዉ፡-
ሀ) በግዳጅ ላይ በመሰዋቱ ወይም በግዳጅ ቦታየደረሰበት ሁኔታ ያልታወቀ ከሆነ እስከሁለት ዓመት፣
ለ) በጡረታ ምክንያት ከሆነ እስከ አንድዓመት፣ ወይም
5. Where the medical service to be provided to apolice officer legal wife or husband, childrenor adopted child having not more than 21 yearage, is beyond the capacity , the commissionshall offer free medical service at the federalpolice referral hospital
6. paid medical services shall be provided to the
community. Its implementation shall be
decided by directive.
7. Any police officer physical injury shall be
acceptable if it is decided by the Medical
Board of the Federal Police Referral Hospital.
46. Housing and Transport Services
1. The police institutions shall provide transport
services to police officers to the extent possible.
2. the institution shall strive to provide housing to
police officer who have been assigned in the city
where there is shortage of house and inflation
3. Police officers who have to be stationed at campsdue to the nature of their duties shall beprovided, free of charge, with dwelling camp andthe supply of water and electricity.
4. The provision of housing, supply of water and
electricity to a police officer shall cease
following termination of his service
5. Notwithstanding sub-article (3) of this Article,the police officer or his family, as the case maybe, shall be entitle to such benefits up to:a) two years after termination of his service due
to his sacrifice on duty or……… ;
b) one year after termination of his service due to
retirement; or

ሐ) በማንኛዉም ሌላ ምክንያት ከሆነ እስከአንድ ወር የፖሊስ አባሉ ወይም ቤተሰቡእነዚህን አገልግሎቶች የማግኘት መብትይጠበቅላቸዋል፡፡
ùó. የቀብር ሥነ-ስርዓት አገልግሎት
í. ማንኛውም የፖሊስ አባል ከሥራ በመጣ ጉዳትየሞተ እንደሆነ ለቀብር ሥነ-ሥርዓትማስፈጸሚያ የሚውል ወጪ በተቋሙይሸፈናል፣ እንዲሁም የቀብር ስነ ስርዓቱእንደማዕረግ ደረጃዉ በፖሊሳዊ የክብር የቀብርስነ ስርዓት ይፈፀማል፡፡
î. የዚህ አንቀጽ ንዑስ አንቀጽ (í) ዲንጋጌእንደተጠበቀ ሆኖ ከፍተኛ ማዕረግ ያለዉየፖሊስ አባል ከሞተ ቀብሩ በፖሊሳዊ የቀብርሥነ-ሥርዓት ይፈፀማል፡፡
ï. ተቋሙ የሟችን የአሟሟት ሁኔታ፣ የሐኪምወይም የጤና ሙያተኛ ውሳኔ፣ የቀብር ቦታቀንና ምልክቱን ያካተተ የተሟላ ሪፖርትለሚመለከተው የሥራ ክፍል በወቅቱ መላክአለበት፡፡
ð. በስልጠና ላይ እያለ ህይወቱ ያለፈ ሰልጣኝዝርዝር ሁኔታ በኮሌጁ አሰራር ደንብ መሰረትይፈፀማል፡፡ የቀብር ሥነ-ሥርዓትንበተመለከተ ዝርዝር አፈጻጸሙ በመመሪያይወሰናል፡፡
ክፍል ዘጠኝየፖሊስ አባላት ሥነ ምግባርና የኃይል
አጠቃቀምùô. የሥነ-ምግባር መርሆዎች
ማንኛውም የፖሊስ አባል፡-
í. በተሰጠዉ ስልጣንና ኃላፊነት መስረት፡-
ሀ) በብሄሮች፣ ብሄረሰቦች እና ሕዝቦች መካከልበዘር፣ በፆታ፣በሃይማኖት፣ በቋንቋ፣በቀለም፣በፖለቲካዊ አመለካከት፣በሀብት፣በትውልድ ወይም በሌላ ማንኛዉም ምክንያትአድልዎ ሳያደርግ ሕጋዊ መብታቸውንየማክበር እና የማስከበር፣
c) one month after termination of his service
due to any other reason.
47. Funeral Service
1) Where a police officer dies as a result of
employment injury, the funeral expense shall be
covered by the Commission; and the funeral
ceremony shall be conducted with honor
depending on his police rank.
2) Without prejudice to the provisions of sub-
article(1) of this Article the funeral ceremony of
a senior police officer shall be conducted with
honor.
3) The institution shall submit the report including
the departed event of dying, decision of the
doctor or wealth professional, funeral place day
and symbol
4) The detail of Trainee death condition during at
training time shall be executed based on the
college working regulation.Feneral ceremony
shall be decided by directive .
PART NINE
ETHICS AND USE OF FORCE OF POLICE
OFFICERS
48. Ethical Principles
Every police officer shall :
1. in accordance with the powers andresponsibilities given to him:
a) respect and protect the rights of nations,
nationalities and peoples without discrimination
on the account of race, gender, religion,
language, color, political outlook, wealth, birth
or any other ground;

ለ) ህገ-መንግቱን፣ኢትዮጵያ የተቀበለቻቸውንዓለም አቀፍ የሰብአዊ መብትኮንቬንሽኖች እና ሌሎች ህጎችን የማክበርእና የማስከበር፣
ሐ) ማንኛውንም ዓይነት የወንጀል ድርጊትበጽናት የመከላከል እና ራሱም ከወንጀልድርጊት መራቅ አለበት፡፡
î. ስራዉን በማስተዋል፣በትህትና፣በታጋሽነት እናበከፍተኛ ጥንቃቄ የማከናወን፣
ï. መልካም ስነ ምግባርን የሚያጓድሉ አካባቢዎችአለማዘወተር፣ የራሱን እና የተቋሙን ክብርየመጠበቅ፣
ð. የሥራ ሰዓት በማክበር ለሌሎች አርአያየመሆን፡፡
ñ. አግባብነት ባለው ሕግ የተደነገገው እንደተጠበቀሆኖ የሀገርንና የሕዝብን ደህንነት የሚመለከቱመረጃዎችን ምስጢርነት የመጠበቅ፡፡
ò. ሥልጣን ባለው ኃላፊ በአግባቡ ከታዘዘ ወይምከስራዉ ባህሪ አንፃር ጉዳዩን እንዲያውቀውየሚገባው ሰው ካልሆነ በስተቀር የፖሊስንየሥራ እንቅስቃሴ፣ ስምሪት፣ ትጥቅናተመሳሳይ መረጃዎችን ለማይመለከተዉ ሰዉአለመግለጽ፡፡
ó. ከሥራው ጋር በተያዘ ምክንያት ለሰጠው ወይምለሚሰጠው አገልግሎት ስጦታ፣ ወይም ሌላጥቅም በቀጥታ ወይም በተዘዋዋሪ መንገድከባለጉዳይ ወይም ከሌላ ማንኛውም አካል ላይአለመቀበል፡፡
ô. በአማላጅ አለመሥራት ወይም ራሱምበአማላጅነት አለመቅረብ፡፡
õ. የማይገባውን ጥቅም ለማግኘት ወይምለማስገኘት ሥልጣኑንና ክብሩን መሳሪያበማድረግ አለመጠቀም፡፡
ö. ከራሱ ወይም ከዘመዱ ወይም ከወዳጁ ጥቅምጋር የተያያዘና ከሥራ ኃላፊነቱ ጋር ግጭትየሚፈጥርበት ጉዳይ ሲያጋጥመው ለኃላፊውበጽሁፍ ማሳወቅ እና የጥቅም ግጭቱንለማስወገድ ከኃላፊዉ በሚሰጠዉ መመሪያስራዉን የማከናወን፡፡
b) respect and protect the Constitution and
international human right conventions ratified by
Ethiopia and other laws;
c) resolutely combat all criminal activities and
refrain from involving in such activities.
2. discharge his duties with consideration, modesty,
patience and great care;
3. avoid frequenting indecent places and preserve
his personal and institutional reputations;
4. be a role model in respecting working hours;
5. without prejudice to the provision of the relevantlaw, observe the secrecy of classified informationrelating to the security of the country and thepeople;
6. refrain from disclosing information concerningthe operations, deployment, and equipment ofthe police and any other similar policeinformation to any person except authorized bythe competent official or the person should haveaccess to such information because of the natureof his duty;
7. refrain from taking a present or any other benefit
directly or indirectly from any person
for the service he has delivered or expected to
deliver in relation to his duties;
8. avoid working under being lobbied by others, and
refrain from lobbying others;
9. refrain from using his authority and honor to
secure undue advantage for himself or for others;
10. inform in writing to his superior any conflict of
his interest or that of a person related to him by
consanguinity or affinity with his responsibility;
and discharge his responsibilities in a manner
that could avoid the conflict of interest when so
directed by his superior;

öí. በዚህ አንቀጽ ንዑስ አንቀጽ (ö) የተደነገገውሁኔታ ሲያጋጥም ጉዳዩ የተገለፀለት ኃላፊየጥቅም ግጭቱን ለማስወገድ በሚያስችልመልክ ሥራው እንዲከናወን የማድረግ፡፡
öî. የተመደበበትን መደበኛ ሥራ ዕውቀትናችሎታውን ሙሉ በሙሉ በመጠቀምየመፈጸም፡፡
öï. በወንጀል ሕግ የተደነገገው እንደተጠበቀ ሆኖከኃላፊ የሚሰጠውን ማንኛውንም ሕጋዊትዕዛዝ የመፈጸም፡፡
öð. እርስ በእርስ የመከባበር፡፡
öñ. የሚመለከተዉ የበላይ ኃላፊ ሳይፈቀድማንኛዉንም ዓይነት መዋጮያለማሰባሰብ፣
ùõ. የኃይል አጠቃቀም
í. ማንኛዉም የፖሊስ አባል ኃላፊነቱንበሚወጣበት ጊዜ ግልጽ ተቃዉሞካጋጠመዉና ሌሎች አማራጮች ሲያጣተመጣጣኝ የሆነ ኃይል ሊጠቀም ይችላል፡፡
î. ማንኛዉም የፖሊስ አባል በዚህ አንቀጽ ንዑስአንቀጽ (í) መሰረት የጦር መሳሪያ ሊጠቀምየሚችለዉ፡-
ሀ) በራሱ ወይም የሌላ ሰው ሞት ወይምከፍተኛ የአካል ጉዳት ከሚያደርስ ጥቃትለመከላከል፤
ለ) በማምለጥ ላይ ያለ አደገኛ የወንጀል ተጠርጣሪበህግ ቁጥጥር ስር ለማዋል ወይም ከእስርበማምለጥ ላይ ያለን ተጠርጣሪ ወይምፍርደኛ ለማስቆም ከጦር መሳሪያ ዉጪ ያሉሌሎች እርምጃዎች በቂ ሆነዉ ሳይገኙ ሲቀሩብቻ ነዉ፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (î) መሰረትየጦር መሳሪያ የተጠቀመ የፖሊስ አባል፡-
ሀ) ጉዳት የደረሰበት ሰዉ አስቸኳይ የህክምናእርዳታ እንዲያገኝ ማድረግ፣
ለ) ስለተፈጠረዉ ሁኔታ ለሚመለከተዉየበላይ ኃላፊ ወዲያዉኑ ሪፖርት ማድረግአለበት፡፡
11. The informed superior official shall per formal to
resolve confect of interest when the condition in
the sub article (10) of this article of the provision
happened
12. perform his duties to the best of his knowledge
and ability;
13. Notwithstanding the provision of the crime law
execute any lawful order given to him by his
superior;
14. respect each other;
15. refrain from collecting any contribution in the
absence of authorization by the appropriate
higher official.
49. Use of Force
1. A police officer may use proportionate force
when faced with clear resistance in discharging
his duties and where other options are not
available.
2. A police officer may use firearms pursuant to
sub-article (1) of this Article only where other
measures short of firearms are insufficient to:
a) protect his own life or the life of others from
death or from grave bodily injury;
b) apprehend a dangerous criminal suspect or to
restrain a suspect or convicted prisoner from
escaping.
3. A police officer who has used firearms pursuant
to sub-article (2) of this Article shall:
a) help the injured person to get emergency
medical treatment;
b) forthwith submit a report of the incident to
the concerned higher official.

í. ማንኛውም የፖሊስ አባል ስለንብረት አያያዝናአጠቃቀም በመንግስት የወጡ ሕጎችእንደተጠበቁ ሆነው የተሰጠውን የመንግስትሃብትና ንብረት በአግባቡ የመጠበቅ፣ በቁጠባናበእንክብካቤ የመጠቀም እና ለተመደበለትዓላማ ብቻ የማዋል ግዴታ አለበት፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውእንደተጠበቀ ሆኖ በየደረጃው ያለ አመራርየንብረት አያያዝና አጠባበቅ ሁኔታንየመከታተልና የመቆጣጠር ግዴታ አለበት፡፡
úî. በዕዳ የመጠየቅ ግዴታ
í. ማንኛውም የፖሊስ አባል ለሥራው ማከናወኛየተሰጡት ሃብትና ንብረት በአግባቡ የመያዝግዴታ አለበት፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ í ytdnggW
ANdtebq ÒÑ ìN¼WM Íl^Sየተሰጡት ሃብትና ንብረት ላይ በሚያደርሰውጥፋት ወይም ጉዳት በዕዳ ተጠያቂ የሚሆነውጥፋቱ ወይም ጉዳቱ የደረሰው ሆን ተብሎወይም በቸልተኝነት የፈፀመው እንደሆነ ነው፡፡
úï. ሌላ ሥራ ስለ መሥራት
í. ማንኛውም የፖሊስ አባል ለተቋሙየሚሰጠውን አገልግሎት የሚያጓድል ወይምበማናቸውም አኳኋን ከሥራዉ ጋር የሚቃረንወይም ከፖሊስነት ክብሩና ተግባሩ ጋርየማይጣጣም ማንኛውንም ሌላ ሥራመሥራት የለበትም፡፡
PART TEN
DUTIES
50. FANDAMENTAL DUTIES
Any police officer shall be obliged to the
constitution, the government polices, the
commission proclamation, Regulation and
directives to know, to be known, to respect, to be
respected, to execute to and be executed.
51.Handling and Use of Property
1. with out prejudice to the handling and use ofproperty laws issued by the government, anypolice officer shall have the duty to properlyhandle government resources assigned to him todischarge his duties and use them only for theirintended purposes.
2. Without prejudice to the provision of sub article
(1)of this Article, any level management shall
have the duty to follow up and supervise the
handling and use of resources.
52. liability of credit
1. Any police officer shall have the duty to bindle
the resource and property assigned to him to
discharge his duties.
2. With out prejudice to the provision of sub article(1) of this Article, a police officer shall be liablefor the damage or loss of resources assigned tohim to discharge his duties if the damage or theloss has resulted from his intentional or negligentact.
53. Engagement in Another Work
1. Any police officer may not engage in any other
work which may impair his service or be
in conflict or inconsistent with his professional
duties.

í. ማንኛውም የፖሊስ አባል ከኤች አይቪ ኤድስምርመራ በስተቀር ከስራው ጋር በተያያዘበበቂ ምክንያት የሕክምና ምርመራእንዲያደርግ በተቋሙ ሲጠየቅ ለምርመራየመቅረብ ግዴታ አለበት፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሠረትለሚደረገው የሕክምና ምርመራየሚያስፈልገው ወጪ በተቋሙ ይሸፈናል፡፡
úñ. ስለደንብ ልብስ
í. ማንኛውም የፖሊስ አባል፡-
ሀ) በስራ ላይ በሚሆንበት ወቅት ንጽህናዉየተጠበቀ የደንብ ልብሱን አሟልቶየመልበስና በደንብ ልብሱ ላይ የተፈቀደለትንየማዕረግ ምልክት የማድረግ፣
ለ) በስራ ምድቡ ምክንያት የደንብ ልብስየማይለብስ ከሆነ በምትኩ የተሰጠዉን ልብስየመልበስ ግዴታ አለበት፡፡
î. ማንኛዉም የፖሊስ አባል የተሰጠውን የደንብልብስና ትጥቅ ለሌላ ሰው ማዋስ፣ መሸጥናበስጦታ መስጠት አይችልም፡፡
ï. ማንኛዉም የፖሊስ አባል የደንብ ልብሱንሲለብስ ከጋብቻ ቀለበት ዉጪ ጌጣ ጌጥማድረግ የለበትም፡፡
úò. በእንክብካቤ መያዝ ስለሚገባቸዉ ሰዎች
ማንኛውም የፖሊስ አባል ህጻናትን ወይም ሴቶችንወይም አረጋውያን እና የአካል ጉዳተኞችንስሜታቸው በማይነካ ሁኔታ በእንክብካቤ የመያዝግዴታ አለበት፡፡
2. Without prejudice to the provision of sub article
(1)of this Article, a police officer may, after
informing the Commission, engage in another
work during his leisure time.
54. Submission for Medical Examination
1. Any police officer shall, except for HIV/AIDS
test, submit himself for medical examination
when required by the institution for good cause
related to his duties.
2. The cost of medical examination to be carried out
in accordance with sub-article (1) of this Article
shall be covered by the institution.
55. Uniform
1. Any police officer shall:
a) wear his clean and complete uniform while
on duty and put his rank insignia on the
uniform; or
b) wear clothes provided as a replacement if
not required to wear uniform due to his
position of assignment.
2. Any police officer may not lend, sell and give as
a gift his uniform to other persons.
3. Any police officer may not wear jewelry, except
marriage ring, with his uniform.
56. Persons to be Treated with Care
Any police officer shall have the duty to treat
children or women or senior citizens and disabled
persons with care not to affect their feelings.

ማንኛውም የፖሊስ አባል በፈጸመው የዲሲፕሊንጥፋት ተፀጽቶ ለወደፊቱ ታርሞ ብቁ የፖሊስአባል እንዲሆን ማስቻል ወይም የማይታረም ሆኖሲገኝ ከፖሊስ አባልነት ማሰናበት ነው፡፡
úõ. ቀላል የዲሲፕሊን ጥፋቶች
ከሚከተሉት ድርጊቶች አንዱን የፈፀመ የፖሊስአባል በቀላል የዲሲፕሊን ጥፋት ተጠያቂይሆናል፡-
í. የደንብ ልብስ ከነማዕረግ ምልክቱ አሟልቶአለመልበስ ወይም ባጅ ወይም የመለያ ቁጥርአለማድረግ፣
î. በማዕረግ ለሚበልጠዉ የፖሊስ አባል ሰላምታአለመስጠት፤
ï. ከስሩ ያሉ አባላትን ማንቋሸሽና ማሸማቀቅ፤
ð. የበላይ ኃላፊዉን አለማክበር፣ ማንጓጠጥወይም ማስፈራራት፤
ñ. በሥራ ቦታ ተገኝቶ ወደ ስራ አለመሰማራት፤
ò. በሥራ ሰዓት ተሰብስቦ ማውራት፤
ó. የፖሊስ አባል የዲሲፒሊን ጉድለት መፈፀሙንእያወቀ ለሚመለከተው ክፍል አለማሳወቅ፤

57. Liability
Any police officer shall be liable for the damages
caused as a result of his decision or action in
violation of the law.
PART ELEVENDISCIPLINARY MEASURES AND
GRIEVANCE PROCEDURE58. Objectives of Disciplinary Penalties
The objectives of disciplinary penalties shall be torehabilitate a delinquent police officer when he canlearn from his mistakes and become dependablepolice officer or to discharge him if he becomesrecalcitrant.
59. Simple Disciplinary Offences
A police officer who has committed any of the
following shall be guilty of simple disciplinary
offence:
1. failure to wear complete uniform with the insignia
of rank, badge or identification number;
2. failure to salute a police officer higher than his rank;
3. demoralize or harass subordinates;
4. failure to give due respect to, tease or intimidate a
superior;
5. not to be on duty while being in the work place;
6. chat in a group during working hours;
7. failure to notify a breach of discipline by a policeofficer to the appropriate unit while being aware ofthe offence;
8. failure to keep his personal hygiene;
9. being present at an indecent place while wearing hisuniform;
10. firing arms by negligent handling;
11. being absent from duty for not more than seven
consecutive days without good cause or permission;

í. በቀላል የዲሲፕሊን ጥፋት ከሁለት ጊዜ በላይበመደጋገም ፈጽሞ መቀጣት፣
î. ትዕዛዝ ባለማክበር ወይም በመለገም ወይምበቸልተኝነት ወይም የአሠራር ሥነ-ሥርዓትን በመጣስ በሥራ ላይ በደልማድረስ፤
ï. የአባላትን የስራ አንድነት በሚያናጋእንቅስቃሴ መሳተፍ፤
ð. ሥራ እንዳይሰራ ሆን ብሎ ማወክ ወይምከሚያውኩት ጋር መተባበር፤
ñ. በተከታታይ ከሰባት ቀን በላይ ያለበቂምክንያት ከሥራ መቅረት፤
ò. በሥራ ቦታ ፀብ መጫር ወይም መደባደብ፤
ó. በልማዳዊ ስካር ወይም በአደንዛዥ ዕፅ ሱስበመመረዝ ስራን መበደል፣
ô. በስራ ቦታ ወይም ከስራ ቦታ ውጪ ለሕዝብሞራል ተቃራኒ የሆነ ድርጊት መፈጸም፤
õ. የሀሰት የሐኪም ፈቃድ መዉሰድ፤

12. tardiness or leaving office early;
13. mistreat customers through procrastination;
14. failure to discharge ones responsibility to takedisciplinary measure or institute disciplinarycharge;
15. committing any other offence of similar gravity
with the offences specified under thisArticle.
60. Grave Disciplinary Offences
A police officer who has committed any of the
following shall be guilty of grave disciplinary
offence:
1. repeatedly committing a simple disciplinary
offence more than two times;
2. undermining one's duty by being disobedient,
negligent or tardy or by non-observance of
working procedures;
3. participating in activities which destabilize the
unity of police officers;
4. deliberately obstructing work or collaborating with
others in committing such offence;
5. being absent from work without good cause for
more than seven consecutive days;
6. instigating or involving in physical violence at theplace of work;
7. neglecting one's duty by being alcoholic or drugaddict;
8. committing acts contrary to public morality in
working place or elsewhere;
9. producing false sick leave;
10. giving statement to mass media on the affairs of theinstitution without any authorization from theappropriate body;
11. preaching religion, playing religious songs or
teachings or posting religious pictures at the place
of work;

12. refusing to submit oneself to medical examination
relating to work, with the exception of HIV/AIDS;
13. obstructing court proceedings by failing to observe
any court order or abandoning a guard post;
14. giving or lending uniform, emblem, identity card,
badge or weapon to a person not entitled;
15. mishandling or missing a weapon one is armedwith;
16. intimidating colleagues, superiors or civilians by
using weapons;
17. inflicting bodily injury, death or property damage
by a bullet fired from negligently mishandled
firearm;
18. disregarding violation of laws and failure to
discharge one's duties;
19. failure to assist a police officer injured on duty or
pick up the body of sacrificed police officer,
where there is possibility to do so without exposing
oneself to danger;
20. committing an act of human right contravention or
performing an act or rendering a decision contrary
to the Constitution;
21. disappearing from duty ;
22. committing sexual harassment in working place or
elsewhere;
23. accepting, giving or soliciting a bribe;
24. to commit theft, breach of trust or fraudulent acts in
the working place or elsewhere;
25. intentionally or negligently causing damage on the
property of the institution;

øî. በዚህ አንቀጽ ከተዘረዘሩት ጋር ተመሳሳይክብደት ያለዉ ሌላ የዲሲፕሊን ጥፋት መፈጸም፡፡
ûí. የቀላል ዲሲኘሊን ቅጣት
í. ማንኛዉም የፖሊስ አባል በዚህ ደንብ በአንቀጽ(úõ) ከንዑስ አንቀጽ (í) እስከ (ö)ከተደነገጉት ጥፋቶች አንዱን ወይምተመሳሳዩን ለመጀመሪያ ጊዜ የፈፀመእንደሆነ የቃል ማስጠንቀቂያ ይሰጠዋል፡፡
î. ማንኛዉም የፖሊስ አባል፡-
ሀ) በዚህ አንቀጽ በንዑስ አንቀጽ (í)መሰረት ከተቀጣ በኋላ በድጋሚበተጠቀሰዉ ገደብ ዉስጥ ካሉትጥፋቶች አንዱን ወይም ተመሳሳዩንየፈፀመ እንደሆነ፣
ለ) በዚሁ ደንብ አንቀጽ (úõ) ከንዑስ አንቀጽ(öí) እስከ (öð) ከተደነገጉት ጥፋቶችአንዱን ወይም ተመሳሳዩን ለመጀመሪያጊዜ የፈፀመ እንደሆነ የጽሁፍማስጠንቀቂያ ይሰጠዋል፡፡
26. abusing one's power;
27. disclosing classified information;
28. hiding, transferring to any other person, forging,
destroying or damaging documents of the
institution or a customer;
29. submitting false credential or certificate of
experience during or after employment;
30. committing or attempting to commit fraudulent
acts by using the documents, chque, stamps, titers
printed header documents and forms containing
the emblem of the Commission or identity cards;
31. becoming a member of any political party or
participating in campaigning for or against a
political party;
32. committing any other offence of similar gravity
with the offences specified under this Article.
61. Simple Disciplinary Penalties
1. Any police officer who commits any of the
offences specified from sub-article (1) to (10) of
Article 59 of this Regulation or any other similar
offence for the first time shall be subject
to oral reprimand.
2. Any police officer who commits:
a) the same offence for the second time after
being penalized pursuant to sub-article (1) of
this Article; or
b) any of the offences specified from sub article
(11) to (14) of Article 57 of this
Regulation or any other similar offence for
the first time shall be subjected to written
warning.

ሀ) በዚህ አንቀጽ በንዑስ አንቀጽ (í) መሰረትከተቀጣ በኋላ በድጋሚ በተጠቀሰዉ ገደብዉስጥ ካሉት ጥፋቶች አንዱን ወይምተመሳሳዩን የፈፀመ እንደሆነ፣
ለ) በዚህ ደንብ በአንቀጽ (û) ከንዑስ አንቀጽ(öï) እስከ (öõ) ከተደነገጉት ጥፋቶችአንዱን ወይም ሌላ ተመሳሳይ ጥፋትለመጀመሪያ ጊዜ የፈፀመ እንደሆነ፣የዲሲፒሊን ክስ ቀርቦበት ጥፋተኛ ሆኖ ሲገኝእስከ ሁለት ዓመታት ለሚደርስ ጊዜየሚቆይ አንድ ደረጃ ከማዕረግ እናከደመወዝ ዝቅ እንዲል ወይምበኮንስታብል ደረጃ የሚገኝ ከሆነ የማዕረግዕድገት መቆያ ጊዜዉ እስከ ሁለት ዓመትለሚደርስ ጊዜ እንዲዘገኝ በማድረግይቀጣል፡፡
ï. ማንኛዉም የፖሊስ አባል፡-
ሀ) በዚህ አንቀጽ በንዑስ አንቀጽ (î) መሰረትከተቀጣ በኋላ በድጋሚ በተጠቀሰዉገደብ ዉስጥ ካሉት ጥፋቶች አንዱንወይም ተመሳሳዩን የፈፀመ እንደሆነ፣
ለ) በዚህ ደንብ በአንቀጽ (û) ከንዑስ አንቀጽ(÷) እስከ (øí) ከተደነገጉት ጥፋቶችአንዱን ወይም ሌላ ተመሳሳይ ጥፋትለመጀመሪያ ጊዜ የፈፀመ እንደሆነ፣የዲሲፒሊን ክስ ቀርቦበት ጥፋተኛ ሆኖ ሲገኝከስራ እንዲሰናበት ይደረጋል፡፡
62. Rigorous Disciplinary Penalties
1. Any police officer who commits any of the
offences specified from sub-article (1) to (12)
of Article 60 of this Regulation or any other similar
offence for the first time and found guilty upon
conducting disciplinary proceedings shall be
subject to a fine up to one month salary;
2. Any police officer who commits:
a) the same offence for the second time after
being penalized pursuant to sub-article (1) of
this Article; or
b) any of the offences specified from subarticle
(13) to (19) of Article 60 of this Regulation or
any other similar offence for the first time; and
found guilty upon conducting disciplinary
proceedings shall be subject to one step
demotion in rank and salary for a period
extending up to two years or if he is a
constable, postponement of his promotion for a
period extending up to two years.
3. Any police officer who commits:
a) the same offence for the second time after
being penalized pursuant to sub-article (2) of
this Article; or
b) any of the offences specified from sub article
(20) to (31) of Article 60 of this Regulation or
any other similar offence for the first time; and
found guilty upon conducting disciplinary
proceedings shall be subject to dismissal.

í. ማንኛውም የፖሊስ አባል የገባውንየአገልግሎት ግዴታ ውል ሳያጠናቅቅናየፖሊስነት መታወቂያና ማዕረግ፣ የጦርመሳሪያ፣ የደንብ ልብስ፣ አርማ እና ሌሎችንብረቶችን ሳይመልስ ከሥራው ከ21 ቀንበላይ ካሳለፈ በዚህ ደንብ በአንቀጽ ûð
ንዑስ አንቀጽ ñ በተገለፀዉ መሰረትየቀረበትን ምክንያት የሚገልጽ አሳማኝማስረጃ ካላቀረበ በዲሲፒሊን ክስ የሚሰጠዉዉሳኔ እንደተጠበቀ ሆኖ ከሥራው ላይእንደጠፋ ተቆጥሮ በወንጀል እናበፍትሐብሔር ሕግ ይጠየቃል፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውእንደተጠበቀ ሆኖ ከስራዉ ላይ የጠፋየፖሊስ አባል በራሱ ፈቃድ ውሉን ያቋረጠበመሆኑ በፍርድ ቤት ታስሮ ቢቆይ ወይምበዋስ ቢለቀቅ ደመወዝ አይከፈለውም፡፡
ï. ከስራ ላይ በመጥፋቱ ፍርድ ቤቱ የቅጣትዉሳኔ ከሰጠ በማንኛዉም ጊዜ ወደ ስራዉመመለስ አይችልም፡፡
ûð. የዲሲፕሊን እርምጃ አወሳሰድ
í. በማንኛውም ፖሊስ ላይ የዲሲፕሊን ቅጣትከመወሰዱ በፊት ፈጸመ የተባለውንየዲሲፕሊን ጉድለት በጽሁፍ እንዲያውቀውተደርጎ ራሱን የመከላከል ዕድል Ãሰጠዋል፡፡
î. በቃል የሚሰጥ ማስጠንቀቂያ በክስ ማቅረቢያናመወሰኝ ቅጽ ላይ ተገልፆ በተጠያቂዉ አባልተፈርሞ በግል ማህደሩ እንዲቀመጥይደረጋል፣
4. A police officer who has been demoted in
accordance with sub-article (2) of this Article
shall be restituted to his previous rank and salary
upon completion of the penalty period.
63.Disappearance from work orDissertation1. Any police officer who resign before having
completed his compulsory service contract and
leave from his work for more than 21 day by not
returning his police id card and rank, weapons
uniform, emblem and others properties without
prejudice to the decision on the disciplinary charge
stated in the sub article (5) of Article (64) of this
regulation unless he present his Absent of
explanation, be shall be criminally and in civil case
liable.
2. With out prejudice to the provision of sub article
(1) of this article, a Police officer who leave from
his work may terminate his contract in his will and
his salary shall not be payable whether he is under
arrest at the court or release on bail.
3. He shall not be returned to work at any time if thecourt gives decision up on the disappearance of hiswork.
64. Taking Disciplinary Measures
1. Any police officer accused of grave disciplinary
offence shall be served with a disciplinary
charge stating the particulars of the offence and
shall be given sufficient opportunity to defend
himself.
2. The oral warning shall be informed in accusation
and derision form and signed by accused officer to
be put in his personal file

ó. የፖሊስ አባሉ ከሥራ የማሰናበት ወይምከማዕረግ ወይም ከደመወዝ ዝቅ የማድረግውሳኔ ከተሰጠዉ ዉሳኔዉ በኮሚሽኑኮሚሽነር ጀነራል መጽደቅ ይኖርበታል፤ውሳኔውም መጨረሻ ይሆናል፡፡
ô. በከባድ ዲሲፒሊን ክስ የዉሳኔ አሰጣጥ ሂደትላይ የህግ ስህተት አለበት ተብሎ ቅሬታከቀረበ በክልሉ ፖሊስ ቅሬታ ሰሚ ኮሚቴይታያል፡፡
õ. የዲሲፕሊን ቅጣት የማንኛውም ፍርድ ቤትውሳኔ ሳይጠብቅ ወይም ሳይከተል ሊወሰንይችላል፡፡
ûñ. ከሥራ ስለማገድ
í. አንድን የፖሊስ አባል ከሥራ አግዶ ማቆየትየሚቻለው፡-
ሀ) ከተጠረጠረበት ጉዳይ ጋር አግባብነትያላቸውን ማስረጃዎች በማበላሸት፣በመደበቅ ወይም በማጥፋት ምርመራውንያሰናክላል፣ ወይም
3. The rigorous disciplinary penalties shall beexamined and decided by the authority of theregion, zone, Hawassa city, police college andspecial woreda police Human resourcemanagement supportive core process. Its detailimplementation shall be decided by directive.
4. A disciplinary measure against a police officer
who is found guilty of a simple disciplinary
offence shall be taken by the immediate
supervisor of the police officer
5. A police who is absent for more than 21 days
shall be counted rogation of his work after
noticing 3 times advertizing staying for 5 days.
6. Degrading of rank or salary or termination
decision shall be submitted to the regional police
commission appeal committee whether the
appeal is present or not.
7. The decision of termination or degrading of rank
or salary given to the police officer shall be
approved by the commission commissioner
General. The decision shall be final.
8. Appeal on the error of laws during at rigorous
disciplinary penalties shall be seen by the
regional Appeal committee.
9. Disciplinary penalty may be imposed irrespective
of any court proceeding or decision.
65. Suspension from Duty
1. A police officer may be suspended from duty
where it is presumed that:
a) he could obstruct the investigation he
suspected of by damaging, hiding or
destroying evidences relevant to the case; or

ሐ) ከተከሰሰበት ጥፋት ክብደት አንጻር የሌሎችአባላትን ወይም ሠራተኞችን ሞራልየሚነካ ወይም ተገልጋዩ ሕብረተሰብበተቋሙ ላይ ያለውን እምነት ያዛባልወይም
መ) ተፈፀመ የተባለው ጥፋት ከሥራያስወግዳል ተብሎ ሲገመት ነው፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሠረትአንድን የፖሊስ አባል ከስራና ደመወዝ አግዶማቆየት የሚቻለዉ ከሁለት ወር ለማይበልጥጊዜ ይሆናል፡፡
ï. አንድ የፖሊስ አባል ከስራ ሲታገድ የታገደበት
ምክንያትና ዕግዱ የሚቆይበት ጊዜ በጽሁፍ
ይገለጽለታል፤ ወይም አድራሻ ባለመታወቁ
ወይም በሌላ ምክንያት የማገጃ ትዕዛዝ
ለአባሉ መስጠት ካልተቻለ ትዕዛዙ ተመድቦ
በሚሠራበት ክፍል ማስታወቂያ ሠሌዳ ላይ
ተለጥፎ ለአስር ተከታታይ ቀናት እንዲቆይ
ይደረጋል፡፡
ð. የፖሊስ አባሉ በተከሰሰበት ጥፋት ምክንያትከሥራ እንዲሰናበት ካልተወሰነበት በስተቀርበእግድ ወቅት ሳይከፈለው የቀረው ደመወዝያለወለድ ይከፈለዋል፡፡
ûò. የማገድ ሥልጣን
አንድ የፖሊስ አባል በወንጀል ተጠርጥሮ ወይምየዲሲፕሊን ጥፋት ፈጽሞ ከስራና ከደመወዝታግዶ ጉዳዩ እንዲጣራ በኮሚሽኑ ኮሚiነርጀነራሉ፣ በደቡብ ፖሊስ ኮሌጅ በዋናዳይረክተሩ፣በዞኑ ወይም uሀዋሳ Ÿ}T þK=e
uSU]Á¬ ኃLò፣በልዩ ወረዳ ፖሊስ በጽህፈትቤቱ ኃLò አባሉ ከስራዉ ታግዶ እንዲቆይይደረጋል፡፡
b) could cause additional damage on the
services or property of the institution;
c) the offence is of such a nature that it would
affect the reputation of other police officers
or erode the trust that the public had on the
institution ; or
d) the offence could lead to dismissal.
2. The suspension of a police officer and thewithholding of his salary pursuant to sub article(1) of this Article may last for a period notexceeding two months.
3. Where a police officer is suspended from duty he
shall be served with a suspension letter stating
the grounds and duration of his suspension or the
order shall be posted on the notice board of his
assigning department for ten consecutive days if
the address may not be known or other reason
when it shall not be possible to give the
suspension order to the member .
4. Unless a decision of dismissal is rendered against
an accused police officer, the salary withheld at
the time of suspension shall be paid to him
without interest.
66. Power to Suspend
A police officer who is suspected in crime or
made disciplinary charge shall be suspected by
the commission commissioner General, chief
Director of the southern police college , Head of
the zone or Hawassa city police directive, Head
of special woreda police office by suspension and
with holding of his salary for examination.

î. በኮሚሽኑ በከሳሽም ሆነ በተከሳሽ የሚቀርብማንኛዉም የከባድ ዲሲፒሊን ዉሳኔÃÓvኞችን ወይም ከµ”' ከሀዋሳ ከተማ፣ከደቡብ ፖሊስ ኮሌጅና ከM¿ ¨[Ç ፖሊስየሚቀርቡ የስንብት ወይም ከማዕረግ ወይምከደመወዝ ዝቅ የማድረግ ዉሳኔ ይግባኞችንበኮሚሽኑ ምክትል ኮሚሽነር ጄነራልሰብሳቢነት ከተለያዩ የሥራ ሂደቶችናክፍሎች አንዲት ሴት የፖሊስ አባልየምትገኝበት 5 አባላት ላሉት የሚቋቋምኮሚቴ ይግባኝ ሊቀርብ ይችላል፡፡ዝርዝርአፈፃፀሙ በመመሪያ ይወሰናል፡፡
ï. የስንብት ወይም ከማዕረግ ወይም ከደመወዝዝቅ የማድረግ ዉሳኔ በስተቀር የሚቀርቡሌሎች ይግባኞችን በዞን፣ በሀዋሳ ከተማናበልዩ ወረዳ ፖሊስ አዛዥ ወይም በፖሊስኮሌጅ ዋና ዳይሬክተር ሰብሳቢነት ከተለያዩየሥራ ሂደቶች አንዲት ሴት የፖሊስ አባልየምትገኝበት 5 አባላት ላሉት የሚቋቋምኮሚቴ ይግባኝ ሊቀርብ ይችላል፡፡ ውሣኔውምየመጨረሻ ይሆናል፡፡
ð. ማንኛዉም የከባድ ዲሲፕሊን ክስ ዉሳኔየተሰጠዉ የፖሊስ አባል ዉሳኔዉ በደረሰዉበአስራ አምስት ቀን ዉስጥ ይግባኝ ማቅረብይችላል፡፡
ûô. ስለይርጋ ጊዜ
í. ቀላል የዲሲፕሊን ቅጣት የሚያስከትል ጥፋትየፈፀመ የፖሊስ አባል የፈፀመው ጥፋትከታወቀበት ቀን ጀምሮ እስከ ስድስት ወርባለዉ ጊዜ ዉስጥ ካልተቀጣ በዲሲፕሊንጥፋት ተጠያቂ አይሆንም፡፡
67.Right of Appeal
1. A police officer against whom a simple
disciplinary penalty is imposed may, if he is
aggrieved by the decision, appeal to the next
higher official with in the 7 days. A police officer
dissatisfied with the decision made on appeal may
again appeal to the next official in the hierarchy;
and the decision at this level shall be final.
2. Any appeal on the decision of rigorous
disciplinary either by accused or accused of the
commission or any appeal on the decision of
termination or degrading from rank or salary by
police of the zone, Hawassa city, Debub police
college and special woreda shall be submitted to
the committee to be established having the Deputy
Commissioner General as Chair person and five
members from various working processes and
department including one female officer.
3. any appeal ,except on the decision of termination
or degrading from rank or salary ,by police shall
be submitted to the committee to be established
having the Head of of the zone, Hawassa city, and
special woreda police or Head Dirctor of police
college as Chair person and five members from
various working processes and department
including one female officer.
4. Any appeal under this Article shall be lodged
within fifteen days as of the date of receipt of the
decision.
68. Period of Limitation
1. A simple disciplinary penalty may not be imposedagainst a police officer, unless such measure istaken within six months from the date thecommission of the offence is known.

ð. በዚህ አንቀጽ የተደነገገው የይርጋ ጊዜ ቢኖርምጥፋት መፈጸሙ ታውቆ ክስ ከተመሠረተ በኋላክሱን ለማጣራት እና የዉሳኔዉን ዉጤትለመግለጽ ለጉዞ የሚወስደውን ጊዜ አይጨምርም፡፡
ñ. በዚህ አንቀጽ የተደነገገዉ የይርጋ ጊዜ ቢኖርምየሚመለከተዉ የፖሊስ ኃላፊ፡-
ሀ) ቀላል የዲሲፒሊን ጥፋት መፈፀሙንባወቀ በአንድ ወር ጊዜ ዉስጥ የቅጣትእርምጃ ካልወሰደ፣
ለ) ከባድ የዲሲፒሊን ጥፋት መፈፀሙንእያወቀ በሦስት ወር ጊዜ ዉስጥየዲሲፒሊን ክስ እንዲመሰረት ካላደረገበዚህ ደንብ አንቀጽ (úõ) ንዑስ አንቀጽ(öð) መሰረት በዲሲፒሊን ተጠያቂይሆናል፡፡
ûõ. የዲሲፒሊን ጥፋት ሪከርድ
አንድ የፖሊስ አባል በዲሲፒሊን ከተቀጣ በኋላቅጣቱ በሪከርድነት ሊጠቀስበት የሚችለዉ፡-
í. ቀላል የዲሲፒሊን ቅጣት ከሆነ ቅጣቱከፀደቀበት ቀን ጀምሮ እስከ አንድ ዓመትድረስ፣
î. ከባድ የዲሲፒሊን ቅጣት ከሆነ ቅጣቱከፀደቀበት ቀን ጀምሮ እስከ ሁለት ዓመትድረስ ይሆናል፡፡
2. No disciplinary charge shall be brought against apolice officer who has committed a gravedisciplinary offence, which also entails criminalliability, unless such charge is brought within thelimitation period of prosecution provided in theCriminal Code for such criminal offence.
3. No disciplinary charge shall be brought against apolice officer who has committed a gravedisciplinary offence, which does not entail criminalliability, unless the disciplinary charge is broughtwithin one year from the date the commission of theoffence is known.
4. Irrespective of the period of limitation under thisarticle, a time to be taken during examining of theoffence and the transportation period to expressdecision results shall not be included while thecharge is instituted after aware of the offence.
5. Any concerned police officer who fails, irrespective
of the period of limitation under this Article, to:
a) impose a disciplinary penalty within one monthfrom the date he is aware of a simpledisciplinary offence;
b) institute a disciplinary charge within three
month from the date he is aware of a grave
disciplinary offence; shall be guilty of a
disciplinary offence under sub-article (14) of
Article 59 of this Regulation
69.Disciplinary Record
A disciplinary penalty imposed on a police officer shall be
cited as a record:
1. up to one year from the date of imposition, if it is a
simple disciplinary penalty; or
2. up to two years from the date of imposition, if it is a
rigorous disciplinary penalty.

î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውእንደተጠበቀ ሆኖ ኮሚሽኑ የተለየ ዉሳኔእስካልተሰጠ ድረስ የመልቀቂያ ጥያቄውእንደተፈቀደ ይቆጠራል፡፡
ï. የሁለት ወር የቅድሚያ ማስጠንቀቂያሳይሰጥ ወይም የሰጠው ማስጠንቀቂያ ጊዜሳያልቅ አገልግሎቱን ያቋረጠ የፖሊስ አባልበወንጀል ሕግ ተጠያቂ ይሆናል፡፡
ð. የመልቀቂያ ጥያቄው የቀረበው የአስቸኳይጊዜ አዋጅ በታወጀበት ወቅትና ሕግንለማስከበር ልዩ ተልዕኮ በተሰጠበት ጊዜውስጥ ከሆነ የአስቸኳይ ጊዜ አዋጁእስከሚነሳ ወይም ልዩ ተልዕኮውእስከሚጠናቀቅ ጊዜ ድረስ የመልቀቂያጥያቄዉ ተቀባይነት አይኖረዉም፣ሆኖምየአስቸኳይ ጊዜ አዋጁ እንደተነሳ ወይም ልዩተልዕኮዉ እንደተጠናቀቀ የሁለት ወርማስጠንቀቂያ ጊዜዉ መቆጠር ይጀምራል፡፡
ñ. የዚህ አንቀጽ ንዑስ አንቀጽ (ï) ድንጋጌእንደተጠበቀ ሆኖ የሰባት ዓመት የግዴታአገልግሎት ዘመኑን ሳያጠናቅቅ በራሱፍቃድ ስራ የሚለቅ የፖሊስ አባልአገልግሎት ያልሰጠበት ጊዜ ታስቦ ለስልጠናየወጣዉን ወጪ የመክፈል ግዴታ አለበት፡፡
ò. ከመደበኛ ስራ ውጪ ሆኖ ትምህርት ወይምሥልጠና ያገኘ የፖሊስ አባል በዚህ ደንብመሰረት ማገልገል ያለበትን ጊዜ ሳያጠናቅቅመልቀቂያ የጠየቀ እንደሆነ አገልግሎትያልሰጠበት ጊዜ ታስቦ ለትምህርት ወይምለስልጠናዉ የወጣውን ወጪ እንዲከፍልይደረጋል፡፡
PART TWELVETERMINATION AND EXTENSION OF
SERVICE70. Resignation of a Police Officer
1. Any police officer may resign after having
completed his seven years compulsory service
and by giving a two-month advance notice in
writing.
2. The resignation shall be deemed to have beenaccepted unless the Commission decides otherwiseon the basis of the provisions of sub article (1) ofthis Article within the notice period.
3. A police officer shall be liable criminally if he
resign before giving a two-month advance notice in
writing or not finished his advance notice.
4. Where the resignation notice is submitted at the
time when a state of emergency has been declared
and he is on special mission, his resignation may
not be accepted until the state of emergency is
lifted or the special mission is completed;
provided, however, that the two months notice
period shall commence to count after the state of
emergency is lifted or the special mission is
completed.
5. Without prejudice to the provisions of sub article(3) of this Article, a police officer who hasresigned before having completed his seven yearscompulsory service shall pay back the portion ofthe cost of his basic police education and trainingcorresponding to the remaining balance of thecompulsory service period.
6. Where a police officer who has received off job
education or training submits notice of resignation
before the completion of the service period
required under this Regulation, he shall pay back
the portion of his education or training cost
corresponding to the remaining balance of the
required service period.

ó. በመደበኛ ስራ ላይ ሆኖ ትምህርት ወይምሥልጠና ያገኘ የፖሊስ አባል በዚህ ደንብመሰረት ማገልገል ያለበትን ጊዜ ሳያጠናቅቅመልቀቂያ የጠየቀ እንደሆነ አገልግሎትያልሰጠበት ጊዜ ታስቦ ለትምህርት ወይምለስልጠናዉ የወጣውን ወጪ ግማሽእንዲከፍል ይደረጋል፡፡
üí. በሕመም ወይም በስራ ላይ በሚደርስጉዳት ምክንያት አገልግሎትን ማቋረጥ
í. ማንኛውም የፖሊስ አባል በህመም ወይምበስራ ላይ በሚደርስ ጉዳት ምክንያትየተሰጠዉ የፍቃድ ጊዜ ካበቃ በኋላ ወደስራዉ መመለስ አለመቻሉ በሀኪሞች ቦርድሲረጋገጥ አገልግሎቱ እንዲቋረጥ ይደረጋል፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገዉእንደተጠበቀ ሆኖ በስራ ላይ የደረሰ ጉዳትካሳ ለመንግስት ሰራተኞች በሚወጡድንጋጌዎች መሰረት ተፈፃሚ ይሆናል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሠረትአገልግሎቱ የተቋረጠ የፖሊስ አባል አግባብባላቸዉ የጡረታ ህግ ድንጋጌዎች መሰረትመብቱ ይጠበቅለታል፡፡
ð. በስራ ላይ የሚደርስ ጉዳት የደረሰበት ምልምልየፖሊስ ሰልጣኝ ሊድን የማይችል ጉዳትየደረሰበት መሆኑ በሀኪሞች ቦርድ ተረጋግጦሲሰናበት በስልጠና ላይ እያለ ይከፈለዉየነበረዉ የአንድ ዓመት የስልጠና አበልናየመጓጓዣ ወጪ ተከፍሎት ይሰናበታል፡፡
üî. በችሎታ ማነስ ምክንያት ከሥራስለማሰናበት
í. ማንኛውም የፖሊስ አባል በተመደበበት ሥራያለውን ዕውቀትና ችሎታ ተጠቅሞ ለመስራትየተቻለውን ጥረት እያደረገ የሥራ አፈጻጸምምዘና ውጤቱ በተከታታይ ለሁለት ዓመትከአማካይ ነጥብ በታች ከሆነ ከሥራእንዲሰናበት ይደረጋል፡፡
7. Where a police officer who has received on jobeducation or training submits notice of resignationbefore the completion of the service periodrequired under this Regulation, he shall pay backhalf of the portion of his education or training costcorresponding to the remaining balance of therequired service period.
71.Termination on Grounds of Illness orEmployment Injury
1. The service of any police officer who is unable, as
confirmed by a medical board, to resume work
after completing his sick or employment injury
leave shall be terminated.
2. Notwithstanding the provision of sub article (1) of
this article, compensation on employment injury
shall be implemented on directive issued to the
government employees.
3. A police officer whose service has been terminated
in accordance with sub-article (1) of this Article
shall be entitled to the benefits provided for under
the relevant provisions of the pension law.
4. Where an employment injury sustained by a recruit
police trainee results in his discharge due to his
permanent incapacity, as certified by medical
board, he shall be entitled to payment of his one
year's training allowance and transport cost.
72. Termination on Grounds of Inefficiency
1. Any police officer whose performance evaluation
of two successive years is belowsatisfactory,
despite exerting all his knowledge and ability to
accomplish his work shall be discharged.

î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገውቢኖርም ቀደም ባሉት ተከታታይ አምስትዓመታት ከፍተኛ የሥራ አፈጻጸም ውጤትሲያገኝ የነበረ የፖሊስ አባል የሥራ አፈጻጸምምዘና ውጤቱ በተከታታይ ለሶስት ዓመታትከአማካይ ነጥብ በታች ካልሆነ በስተቀር ከስራአይሰናበትም፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) ወይም (î)መሠረት አንድን የፖሊስ አባል ከሥራማሰናበት የሚቻለው፡-
ሀ) ለያዘው የሥራ መደብ የሚያስፈልገውንሥልጠና በመስጠት፣
ለ) ከያዘው የሥራ ደረጃ ጋር ተመሳሳይበሆነና ሊሰራው ወደሚችለው ሌላየሥራ መደብ በማዛወር ከአንድ ዓመትለማያንስ ጊዜ እንዲሰራ ተደርጎ ብቃቱንማሻሻል ያልቻለ ከሆነና የአንድ ወርቅድሚያ ማስጠንቀቂያ በመስጠትይሆናል፡
üï. በዲሲፕሊን ምክንያት ከሥራስለማሰናበት
ማንኛውም የፖሊስ አባል አግባብ ባላቸዉ የዚህደንብ ድንጋጌዎች መሰረት በከባድ የዲሲፒሊንጥፋት ተከሶ ከስራ እንዲሰናበት የመጨረሻ ዉሳኔየተሰጠበት እንደሆነ አገልግሎቱ ይቋረጣል፡፡
üð. በዕድሜ ምክንያት አገልግሎትስለማቋረጥ
í. የማንኛውም የፖሊስ አባል አገልግሎትበተሻሻለው የክልሉ ፖሊስ ኮሚሽንማቋቋሚያ አዋጅ አንቀጽ (፳፬) ንዑስአንቀጽ (î) እና በዚህ ደንብ አንቀጽ (üó)መሰረት ካልተራዘመ በስተቀር የመጦሪያዕድሜው ከደረሰበት የመጨረሻ ቀን ጀምሮአገልግሎቱ እንዲቋረጥ ይደረጋል፡፡
î. የፖሊስ አባሉ ጡረታ ከመውጣቱ ከስድስትወር በፊት በጽሁፍ እንዲያውቀውይደረጋል፡፡ የመጨረሻዎቹ ሁለት ወራትከደመወዝ ጋር ፈቃድ ይሰጠዋል፡፡
2. Notwithstanding sub-article (1) of this Article, apolice officer who scored high performanceevaluation results for the last five successive yearmay not be discharged on grounds of inefficiencyunless his performance evaluation result becomesbelow satisfactory for the following threesuccessive years.
3. The termination of service under sub-article (1) or(2) of this Article shall be effected by giving a onemonth advance notice to the police officer wherehe is unable to improve his performance at leastwithin a year after:a) obtaining training required to improve his
skills; or
b) being transferred to another suitable position of
an equivalent grade.
73. Termination on Disciplinary Grounds
The service of any police officer shall be
terminated upon final decision of penalty imposing
dismissal on the ground of disciplinary charge
involving grave disciplinary offence in accordance
with the relevant provisions of this Regulation.
74. Retirement
1. The service of a police officer shall, unless
extended in accordance with sub-article (2) of
Article 24 of the amended regional police
commission establishment Proclamation and
Article 77 of this Regulation, be terminated on the
last day in which he attained the retirement age.
2. A police officer shall be notified of his retirement
in writing six months prior to his retirement and
shall be entitled to paid leave for the last two
months.

í. ማንኛውም የፖሊስ አባል ከሞተበት ቀንጀምሮ አገልግሎቱ ይቋረጣል፤
î. አገልግሎቱ በሞት ምክንያት የተቋረጠየፖሊስ አባል የሞተበት ወር ሙሉደመወዝ ለተመዘገበ የትዳር ጓደኛ ወይምየትዳር ጓደኛ ከሌለዉ ለህጋዊ ወራሾቹይከፈላል፡፡
ï. አግባብ ባለዉ የጡረታ ህግ የተደነገገዉእንደተጠበቀ ሆኖ በሞት የተለዬ የፖሊስአባል የትዳር ጓደኛ ወይም የትዳር ጓደኛከሌለዉ ህጋዊ ወራሾቹ፡-
ሀ) የሞተዉ በግዳጅ ላይ እያለ በመሰዋቱምክንያት ከሆነ የ12 ወር ደመወዙ፣
ለ) የሞተዉ በሌላ ምክንያት ከሆነየሥድስት ወር ደመወዙ በአንድ ጊዜእንዲከፈላቸዉ ይደረጋል፡፡
üò. የሥራ ልምድ ማስረጃ ስለመስጠት
í. ማንኛውም የፖሊስ አባል በስራ ላይ እያለወይም አገልግሎቱ ከተቋረጠ በኋላ የሥራልምድ ማስረጃ ሲጠይቅ ሲያከናውንየነበረውን የሥራ ዓይነት፣የአገልግሎትዘመን፣ ሲከፈለው የነበረውን ደመወዝ እናአሁን የሚገኝበትን ሁኔታ የሚገልጽ የሥራልምድ ማስረጃ ይሰጠዋል፡፡
î. በዚህ አንቀጽ ንዑስ አንቀጽ (í) የተደነገገዉቢኖርም ከስራ በመጥፋት ወይም በክደትከስራ የተሰናበተ አባል ከዕዳ ነፃ ካልሆነየስራ ልምድ ማሳረጃ አይሰጠዉም፡፡
üó. አገልግሎት ስለማራዘም
በተሻሻለው የክልሉ ፖሊስ ኮሚሽን ማቋቋሚያአዋጅ ቁጥር ፻፶í/፪ሺ፮ አንቀጽ ፳፬ ንዑስአንቀጽ (î) መሰረት የአንድን ፖሊስ አባልአገልግሎት ዘመን ከጡረታ ዕድሜ በኋላማራዘም የሚቻለዉ፡-
75. Termination upon Death
1. The service of any police officer shall terminate
upon his death.
2. Where the service of a police officer is terminated
upon his death, the full salary of the month in
which he died shall be paid to his registered spouse
or in the absence of such spouse to his legal heirs.
3. Without prejudice to the provisions of the relevant
pension law, survivors of a deceased police officer
shall be entitled to a lump sum payment of:
a) his 12 months' salary where he has sacrificed
his life while on duty; or
b) his six months' salary where he has died of
other causes.
76. Certificate of Service
1. A police officer shall be provided with a certificate
of service showing the type and duration of his
service, his salary and his recent condition when he
so requests at any time during his service tenure or
after its termination.
2. Without prejudice to the provisions of Subarticle(1) of this article, a police officer who isresigned due to disappearance from work or deserthis certificate of service shall not be given unlesshe is free from credit.
77. Extension of Service
The service of a police officer may be extended
beyond the age of retirement in accordance with
sub article (2) of Article 24 of the amended
regional police commission establishment
Proclamation No.151/2014 where:

ክፍል አስራ ሦስት
ስለተከሰሰ የፖሊስ አባል
üô. ከስራ ጋር በተገናኘ ወንጀል ስለተከሰሰየፖሊስ አባል
ኮሚሽኑ አንድ የፖሊስ አባል በወንጀል የተከሰሰውየስራ ኃላፊነቱን ለመወጣት ሲል በፈፀመውድርጊት ምክንያት መሆኑን ሲያምን፡፡
í. በፍርድ የመጨረሻ ዉሳኔ እስኪሰጥ ድረስየራሱን የህግ ባለሙያ በመመደብ ነፃየጥብቅና አገልግሎት እንዲያገኝ ያደርጋል፣
î. ክርክሩ በሂደት ላይ እያለ የፖሊስ አባሉበተፈለገበት ጊዜ ፍ/ቤት ለማቅረብእንዲችል ዋስ ይሆንለታል፡፡
ï. የዋስ መብቱ ከተከበረለት በሥራው ላይ ሆኖደመወዝ እያገኘ ክርክሩን እንዲያካሂድያደርጋል፡፡
ð. የፍርድ ቤቱ ችሎት ከአምስት ኪሎ ሜትርበላይ የሚርቅ ከሆነ በቀጠሮው ቀንለመቅረብ እንዲችል የመጓጓዣ ወጪናየውሎ አበል ይከፍለዋል፡፡
1. his qualification, knowledge, special skill,
experience and capability is found to be critical to
the Commission;
2. it is ascertained impossible to replace him by
another police officer easily;
3. he is proved medically health for service;
4. he has agreed to the extension of his service; and
5. the extension is approved by the Commissioner
General of the commission.
6. additional requirement shall be decided by
directive.
PART
Accused Police Officer
78. Police Officer Accused of an Offencein relation with duty
Where a police officer is accused of an offence due to
an act committed with a view to discharging his duties,
the Commission shall:
1. provide the police officer with free legal servicethrough the assignment of its lawyer or the hiringof the service of an advocate until the final disposalof the case by the court of law;
2. act as a guarantor to secure the release of the police
officer on bail;
3. place the police officer on his duty and pay his
salary while attending the trial proceedings upon
release on bail;
4. pay transportation cost and per diem to the police
officer to appear before the court, if the court is far
from the working place by more than five
kilometers;

ñ. የዋስ መብቱ ሳይከበርለት ቀርቶ የሚታሰር ከሆነ፡-
ሀ) የመጨረሻ ውሳኔ እስኪሰጥ ድረስደመወዝ ይከፈለዋል፡፡
ለ) በነፃ በመለቀቁ ወይም የወንጀል ክሱበመነሳቱ ከእስር ከተፈታ ወደ ስራይመለሳል፡፡
ሐ) በተከሰሰበት ወንጀል ጥፋተኝነቱተረጋግጦ ከአምስት ዓመት ያልበለጠየእስራት ቅጣት ከተወሰነበት ቅጣቱንከፈፀመ በኃላ በሦስት ወር ጊዜ ዉስጥወደ ስራ ልመለስ ብሎ በጽሁፍ ከጠየቀእና ከፖሊስ ደንብና አሰራር አንጻርታይቶ ኮሚሽኑ ካመነበት ወደ ስራዉይመለሳል፡፡ ሆኖም በእስር ላይየቆየበት ጊዜ ደመወዝ አይከፈለዉም፡፡
መ) በተከሰሰበት ወንጀል ጥፋተኝነቱተረጋግጦ ከአምስት ዓመት በበለጠእስራት እንዲቀጣ የመጨረሻ ዉሳኔየተሰጠበት እንደሆነ ውሳኔውከተሰጠበት ቀን ጀምሮ ከፖሊስ ኃይልይቀነሳል፣ፍርዱን ጨርሶ ቢወጣም ወደስራዉ አይመለስም፡፡
üõ. ከስራው ጋር ባልተገናኘ ወንጀልስለተከሰሰ የፖሊስ አባል
ማንኛውም የፖሊስ አባል በወንጀል የተከሰሰዉየስራ ኃላፊነቱን ከመወጣት ጋር ግንኙነት በሌለውሁኔታ በፈፀመዉ ድርጊት ምክንያት ሲሆን በዚህደንብ መሰረት ሊወሰድበት የሚችለዉ የዲሲፕሊንውሳኔ እንደተጠበቀ ሆኖ፡-
í. በዋስ ከተለቀቀ ሥራው ላይ ሆኖ ደመወዝእያገኘ ክርክሩን እንዲያካሂድ ይደረጋል፣
î. ፖሊስ ምርመራዉን ካጠናቀቀ በçላ ዋስትናሳይከበርለት ቀርቶ ታስሮ እያለ ክርክሩየሚካሄድ ከሆነ ደመወዝ አይከፈለዉም፣
ï. በነፃ በመለቀቁ ወይም የወንጀል ክሱ በመነሳቱከእስር ከተፈታ ወደ ስራዉ ይመለሳል፣
5. if he is denied release on bail;
a) pay the police officer his salary until the final
disposal of the case.
b) place the police officer on his duty where he is
released upon acquittal or withdrawal of the
charge;
c) where the police officer is convicted andsentenced for a period not exceeding fiveyears, allow him to resume his duty afterserving the sentence if he may asks to beresumed with in three month through writingand believed by the commission according tothe police regulation and working condition;provided, however, that unpaid salary duringthe sentence period may not be claimed;
d) where the police officer is convicted and
sentenced, by final court decision, to
imprisonment for a period exceeding five
years, terminate his service as of the date of the
court decision; not allow him to resume his
duty after serving the sentence.
79. Police Officer Accused of an Offencenot in relation with duty
Without prejudice to the disciplinary measures to
be taken in accordance with this Regulation, if any
police officer is accused of an offence due to the
commission of an act not related to the discharging
of his duties:
1. he shall be placed on his duty and paid his salarywhile attending the trial proceedings upon releaseon bail;
2. he may not be entitled to payment of salary if he is
denied release on bail after the investigation of
police is finished;
3. he shall be placed on his duty where he is released
upon acquittal or withdrawal of the charge;

ñ. በተከሰሰበት ወንጀል ጥፋተኛነቱ ተረጋግጦ ከአንድዓመት በበለጠ እስራት እንዲቀጣ የመጨረሻዉሳኔ የተሰጠበት እንደሆነ ዉሳኔዉ ከተሰጠበትቀን ጀምሮ ከፖሊስ ኃይል ይቀነሳል፣ፍርዱንጨርሶ ቢወጣም ወደ ስራዉ አይመለስም፡፡
ክፍል አስራ አራት
የፖሊስ አባላት መረጃ
ý. የግል ማህደር
í. ተቋሙ ስለእያንዳንዱ አባል አግባብነትያላቸውን መረጃዎች የሚይዝ የግል ማህደርማደራጀትና በጥንቃቄ የመያዝ ኃላፊነትአለበት፡፡
î. የፖሊስ አባሉን የተሟላ መረጃ የያዘ የግልማህደር አባሉ በሚገኝበት ተቋም እንዲኖርይደረጋል፡፡ እንደሁም የፖሊስ አባሉ ቅጥር፣ዉል፣ የማዕረግ እድገትና የሹመት መረጃዎችቅጂ በክልሉ ፖሊስ ኮሚሽን ጭምርእንዲደራጅ ይደረጋል፡፡
ï. ማንኛውም የፖሊስ አባል በግል ማህደሩውስጥ የሚገኙትን መረጃዎች የመመልከትወይም ቅጅውን የመውሰድ መብት ይኖረዋል፡፡
ð. ማንኛዉም የፖሊስ አባል የ7 ዓመት የግዴታአገልግሎት ጊዜዉን ጨርሶ የስራ ልምድማስረጃ እንዲሰጠዉ ከጠየቀ የማግኘት መብትአለዉ፡፡
3) he shall be allowed to resume his duty after serving the
sentence where convicted and
sentenced for a period not exceeding one year if he
may asks to be resumed with in one month through
writing and his accused crime is not contradict with
laws and morals and not blacken the institution name
and dignity; provided, however, that unpaid salary
during the sentence period may not be claimed;
4) his service shall be terminated where convicted andsentenced, by final court decision, to imprisonment fora period exceeding one year, as of the date of the courtdecision; not allow him to resume his duty afterserving the sentence.
PART FOURTEEN
RECORDS OF POLICE OFFICERS
80. Personnel Records
1. The institution shall have the responsibility to keep
personnel records containing all relevant
information regarding each police officer.
2. A personnel records containing all relevant
information shall be kept in the institution where
the officer is found. Copy the police officer
recruitment, contractual agreement, rank in
promotion and positional information shall be
organized at regional police commission.
3. A police officer shall have the right to access to all
information contained in his personnel records or
to have a copy thereof.
4. Any police officer shall the right to get certificate
of service when he so requests after he have
finished his seven years service.

ñ. ከሚመለከተዉ የአስተዳደር ሠራተኛ በስተቀርበየተቋሙ በኮሚሽነር ጀነራል ወይምበምክትል ኮሚሽነር ጀነራል ወይም በደቡብፖሊስ ኮሌጅ ዳይሬክተር ወይም በስራ ሂደትባለቤት ወይም በዞን፣በሀዋሳ ከተማ እና በልዩወረዳ የፖሊስ ኃላፊ ሳይፈቀድ የማንኛውንምየፖሊስ አባል የግል ማህደር ማየትአይቻልም፡፡
ò. የፖሊስ አባሉ እንዲያውቀው ያልተደረገ ወይምያልተገለፀለትን ማንኛውንም ዓይነት መረጃበግል ማህደሩ ውስጥ ማስቀመጥ ክልክልነው፡፡
ó. ማንኛዉም የፖሊስ አባል፡-
ሀ) ጋብቻ ወይም ፍቺ ሲፈጽም የጋብቻዉንወይም የፍቺዉን ማስረጃ በወቅቱለክፍሉ በማቅረብ ማሳወቅ አለበት፣
ለ) ልጅ ሲወልድ ወይም ጉዱፈቻ ሲያደርግበወቅቱ ለክፍሉ ማሳወቅ አለበት፡፡
ýí. ስታትስቲካዊ መረጃዎች
í. ኮሚሽኑ፡-
ሀ) የሰው ሀብት መረጃ ቋት ያደራጃል፣
ለ) የሰው ሀብት መረጃ ሥርዓት በወጥነትእንዲተገበር ያደርጋል፡፡

ýî. የሥራ ክንዉን ግምገማ ወይም ምዘናዓላማና አፈጻጸም
í. ዓላማ
የስራ አፈፃፀም ግምገማ ወይም ምዘና የፖሊስአባላት፡-
5. No person except those concerned administrative
staff or permitted by the the institution
commissioner general or deputy commissioner
general or director of southern police college or
head of core process or head of zonal, hawassa city
and special woreda police shall have access to the
personnel records of a police officer.
6. It is prohibited to deposit any records evidence in
the personnel records of a police officer without
his knowledge.
7. Any police officer shall:
a) submit evidence of his marriage or divorce to
his unit when he concludes a marriage or
divorce;
b) notify to his unit the birth or adoption of a
child.
81.Statistical Data
1. The Commission shall:
a) organize human resource data base;
b) implement standardized human resource
information system;
2) collect, compile, analyze statistical data relating to
police officers for appropriate use.
3) the Commission shall have the obligation to submit
human resource information timely to the region
that shall be organized.
82. Evaluation or Assessment Objectiveand Performance
1) objectivePerformance assessment or evaluation of the police
officer shall

ሐ) የወደ ፊት የስራ አፈፃፀማቸዉንእንዲያሻሽሉ የስራ ተነሳሽነታቸዉንየማጎልበት፣
መ) በዉጤት ላይ የተመሰረተ ማትጊያእንዲሰጣቸዉ ለማስቻል፣
ሠ) በተጨባጭ መረጃ ላይ የተመሰረተ ዉሳኔመስጠት ለማስቻል ይሆናል፡፡
î. አፈፃፀም
ሀ) የሥራ አፈጻጸም ግምገማ ወይም ምዘናበግልጽና ሥራው የሚመለከታቸውአካላት እና አባላት በተገኙበት በጋራይከናወናል፡፡
ለ) በትምህርት ላይ የሚገኝ አባል የሚማርበትትምህርት ቤት የሚልከው ሪፖርት እንደግምገማ ወይም ምዘና ሪፖርትይወሰዳል፡፡
ክፍል አስራ አምስት
የፖሊስ ሽልማቶች
ýï. ዓላማ
የሽልማቱ ዓላማ የላቀ ውጤት እንዲመጣእንዲሁም አዳዲስ ግኝቶችና ፈጠራ በተቋሙውስጥ እንዲጎለብት፣ የጎላ አሰተዋጽኦ ያበረከቱናረዥም ጊዜ አገልግሎት የሰጡ የፖሊስ አባላትንበማበረታታት የኮሚሽኑን ተልዕኮ ስኬትለማረጋገጥ ይሆናል፡፡
a) enable to discharge their duties in the required
volume, quality, speed and cost;
b) enable to identify the strength and weakness ofpolice officers and thereby to implementappropriate capacity building programs based onplans;
c) enable to improve their performance by enhancing
their self motivation;
d) enable to provide incentives based on the results;
and
e) enable to make decisions based on tangible
information.
2/ Performance
a) Performance assessment or evaluation shall be
carried out in a transparent manner with the
participation of the concerned bodies and the
police officer.
b) A report sent by an institution in which a police
officer is attending education shall be taken as
performance assessment or evaluation report.
PART FIFETEEN
POLICE AWARDS
83. Objective
The objectives of awarding prizes shall be achieve
high result as well as
to build new innovation and creativities within the
institution ; to ensure
the success of the mission of the Commission
through encouraging police officers with
outstanding achievements and long years of
service.

î. የጀግና ሜዳይ አንደኛ ደረጃ ተሸላሚ የሆነየፖሊስ አባል፡-ሀ) የብር 20 ሺህ የአንድ ጊዜ ክፍያና የ25
በመቶ የደመወዝጭማሪ ይሰጠዋል፣የተሰዋእንደሆነ ለህጋዊ ወራሾቹ ብር 25 ሺህይከፈላል፣
ለ) በደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦችክልል መንግስት ርዕሰ መስተዳድርየተፈረመ የምስክር ወረቀት ይሰጣል፡፡
ï. የጀግንነት ሜዳይ አንደኛ ደረጃ ተሸላሚ የሆነቡድን ወይም የስራ ክፍል ብር 20 ሺህ እናበደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦች ክልልመንግስት ርዕሰ መስተዳድር የተፈረመ የምስክርወረቀት ይሰጣል፡፡ የተሸላሚዉ ቡድን ወይምየስራ ክፍል አባል የሆነ እያንዳንዱ የፖሊስአባልም 25 በመቶ የደመወዝ ጭማሪይሰጠዋል፡፡
84. Types of Police Awards
1. The awards given to the Police by the commissionshall be:a) Medal of Heroism 1st Rank;
b) Medal of Heroism 2nd Rank;
c) Medal of Heroism 3rd Rank;
d) Medal of Distinguished Labour;
e) Medal of Police Service 1st Rank;
f) f)Medal of Police Service 2nd Rank;
g) Medal of Police Service 3rdRank; and
h) Police Service Ribbon.
2) The shape and substance of the awards referred to
in sub-article (1) of this Article shall be determined
by directive
85. Medal of Heroism 1st Rank
1. The Medal of Heroism 1st Rank is an award that may
be bestowed upon a police officer, team or unit that
has, beyond the call of ordinary duty, achieved
unparalleled feats of bravery.
2. A police officer awarded with the Medal of Heroism 1st
Rank shall:
a) be entitled to a lump sum payment of Birr
20,000 and 25% salary increment; where he is
sacrificed his survivors shall be entitled to
payment of Birr 25,000;
b) receive a certificate signed by the Chief-executive of the southern nation nationalitiesand people regional state
3. A team or unit awarded with the Medal of Heroism1st Rank shall be entitled to a lump sum payment ofBirr 20, 000 and a certificate signed by the Chief-executive of the southern nation nationalities andpeople regional state. Every police officer who is amember of such team or unit shall be entitled to a25%salary increment.

î. የጀግና ሜዳይ ሁለተኛ ደረጃ ተሸላሚ የሆነየፖሊስ አባል፡-ሀ) የብር 15 ሺህ የአንድ ጊዜ ክፍያና የ20
በመቶ የደመወዝ ጭማሪይሰጠዋል፣የተሰዋ እንደሆነ ለህጋዊወራሾቹ ብር 20 ሺህ ይከፈላል፣
ለ) በደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦችክልል መንግስት የፖሊስ ኮሚሽንኮሚሽነር ጀነራል የተፈረመ የምስክርወረቀት ይሰጣል፡፡

í. የጀግና ሜዳይ ሦስተኛ ደረጃ የዘወትርፖሊሳዊ ግዳጅ ከሚጠይቀዉ በላይ የሚያኮራጀግንነት ለፈፀመ የፖሊስ አባል፣ቡድንወይም የስራ ክፍል የሚሰጥ ሽልማት ነዉ፡፡
î. የጀግና ሜዳይ ሦስተኛ ደረጃ ተሸላሚ የሆነየፖሊስ አባል፡-
ሀ) የብር 10 ሺህ የአንድ ጊዜ ክፍያና የ15በመቶ የደመወዝ ጭማሪይሰጠዋል፣የተሰዋ እንደሆነ ለህጋዊወራሾቹ ብር 15 ሺህ ይከፈላል፣
ለ) በደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦችክልል መንግስት የፖሊስ ኮሚሽንኮሚሽነር ጀነራል የተፈረመ የምስክርወረቀት ይሰጣል፡፡
86. Medal of Heroism 2nd Rank
1. The Medal of Heroism 2ndRank is an award that
may be bestowed upon a police officer, team or
unit that has, beyond the call of ordinary duty,
achieved very commendable feats of bravery.
2. A police officer awarded with the Medal of
Heroism 2ndRank shall:
a) be entitled to a lump sum payment of Birr 15,000
and 20% salary increment; where he is sacrificed
his survivors shall be entitled to payment of Birr
20,000;
b) receive a certificate signed by the southern nation
nationalities and people regional state
police Commissioner General.
3. A team or unit awarded with the Medal of Heroism
2nd Rank shall be entitled to a lump sum payment
of Birr 15, 000 and a certificate signed
by the southern nation nationalities and people
regional state police Commissioner General. Every
police officer who is a member of such team or
unit shall be entitled to a 20% salary increment.
87.Medal of Heroism 3rd Rank
1. The Medal of Heroism 3rdRank is an award that
may be bestowed upon a police officer, team or
unit that has, beyond the call of ordinary duty,
achieved commendable feats of bravery.
2. A police officer awarded with the Medal ofHeroism 3 Rank shall:a) be entitled to a lump sum payment of Birr
10,000 and 15% salary increment; where he issacrificed his survivors shall be entitled topayment of Birr15,000;
b) receive a certificate signed by the southern nation
nationalities and people regional state police

ሀ) የአንድ ደረጃ የማዕረግ ዕድገትና የ20በመቶ የደመወዝ ጭማሪይሰጠዋል፣ሽልማቱን ሳይቀበል የሞተእንደሆነ ለህጋዊ ወራሾቹ ብር 8 ሺህይከፈላል፡፡
ለ) በደቡብ ብሔሮች ብሔረሰቦችና ሕዝቦችክልል መንግስት የፖሊስ ኮሚሽንኮሚሽነር ጀነራል የተፈረመ የምስክርወረቀት ይሰጣል፡፡

88. Medal of Distinguished Labour
1. The Medal of Distinguished Labour is an awardthat may be bestowed upon a police officer, teamor unit that has, through mental labour, by way ofinvention or in any other field, scoreddistinguished achievement for the success of themission of the Commission.
2. A police officer awarded with the Medal of
Distinguished Labour shall:
a) be entitled to one step promotion in rank
and 20% salary increment; where he dies
prior to receiving the award, his survivors
shall be entitled to payment of Birr 8,000;
b) receive a certificate signed
by the southern nation nationalities and
people regional state police Commissioner
General.
3. A team or unit awarded with the Medal of
Distinguished Labour shall receive a certificate
signed by the southern nation nationalities and
people regional state police Commissioner
General. Every police officer who is a member of
such team or unit shall be entitled to one step
promotion in rank and 20% salary increment .

89. Medal of Police Service 1st Rank
1. The Medal of Police Service 1 Rank is an award
that may be bestowed upon any police officer who
is reputed for his spotless record of conduct and
police discipline and has served as a police officer
for not less than twenty five years.
2. A police officer awarded with the Medal of Police
Service 1st Rank shall be entitled to a lump sum
payment of an amount equivalent to his four
months' salary.
90. Medal of Police Service 2nd
1. The Medal of Police Service 2nd Rank is an awardthat may be bestowed upon any police officer whois reputed for his spotless record of conduct andpolice discipline and has served as a police officerfor not less than twenty years.
2. A police officer awarded with the Medal of Police
Service 2nd Rank shall be entitled to a
lump sum payment of an amount equivalent to his
three months' salary.
91. Medal of Police Service 3rd Rank
1. The Medal of Police Service 3rd Rank is an award
that may be bestowed upon any police officer who
is reputed for his spotless record of conduct and
police discipline and has served as a
police officer for not less than fifteen years.
2. A police officer awarded with the Medal of Police
Service 3rdRank shall be entitled to a lump sum
payment of an amount equivalent to his two
months' salary.

የፖሊስ አገልግሎት ሪቫን ለህገ-መንግስቱ ታማኝበመሆን በፖሊስ አባልነት ለተሰጠ ለእያንዳንዱአስር ዓመት አገልግሎት የሚሰጥ ሽልማት ነዉ፡፡
þï. የሜዳዮችና ሪቫኖች አሰጣጥ ስርዓትናአለባበስ
በዚህ ደንብ የተመለከቱት ሜዳዮችና ሪቫኖችአሰጣጥ ስርዓትና አለባበስ ኮሚሽኑ በሚያወጣዉመመሪያ ይወሰናል፡፡
þð. ሜዳይና ሪቫን መልሶ ስለመዉሰድ
í. ሜዳዩ ወይም ሪቫኑ የተሰጠዉ በሀሰትማስረጃ ላይ ተመስርቶ መሆኑ ሲረጋገጥ፣
î. በህገ-መንግስቱ ወይም ህገ-መንግስታዊስርዓቱ ላይ በሚደረግ ወንጀል፣በክዳት፣በአሸባሪነት፣አደገኛ ዕፅ በማዘዋወር ወይም በሌላተመሳሳይ ወንጀል ተከሶ ጥፋተኛነቱ በፍርድቤት ዉሳኔ ሲረጋገጥ የተሰጠዉ ሜዳይወይም ሪቫን ይወሰድበታል፡፡
þñ. ለሜዳይ ሽልማት የሚያበቃ ስራ ሰርቶስለሞተ የፖሊስ አባል
í. በዚህ ደንብ መሰረት ለሜዳይ ሽልማትየሚያበቃ ስራ ሰርቶ የሞተ የፖሊስ አባልአግባብ ያለዉ ሜዳይ በስሙይመዘገብለታል፡፡
î. ሜዳዩ ለባለቤቱ ይሰጣል፣ባለቤት ከሌለዉለታላቅ ልጁ ይሰጣል፣ልጅ ከሌለዉ አግባብባለዉ የዉርስ ህግ መሰረት ለዉርስባለመብቱ ይሰጣል፡፡
ï. በዚህ አንቀጽ ንዑስ አንቀጽ (í) መሰረትየጀግንነት ሜዳይ በስሙ የተመዘገበለትየተሰዋ የፖሊስ አባል የማዕረግ ዕድገትምተሰጥቶት በስሙ ሊመዘገብለት ይችላል፡፡
92. Ribbon of Police Service
The Ribbon of Police Service shall be awarded toeach police officer of the Commission every tenyears for service given being loyal to theConstitution.
93. Awarding Ceremony and Wearing ofMedals and RibbonsThe awarding ceremony and wearing of Medals
and Ribbons provided under this Regulation
shall be prescribed by directive to be issued by the
Commission
94. Deprivation of Medals and Ribbons
An a wardee of a medal or ribbon shall bedeprived of the medal or ribbon where:
1. it is discovered that the award granted on thebasis of false evidence; or
2. it is discovered that the award granted on the
basis of false evidence; or the a wardee has
been convicted by a court for a crime of
outrage against the Constitution or the
constitutional order, treason, terrorism, drug
trafficking or any other similar crime.
95. Posthumous Award of Medals
1. The appropriate medal shall be registered in the
name of a police officer who dies after having
accomplished a deed which qualifies for the award
of a medal in accordance with this Regulation.
2. The medal shall be given to his spouse; in default
of a spouse, to his eldest descendant; in
default of descendant to his heir under the relevant
law of succession.
3. A posthumous promotion of rank may as well be
registered in the name of a sacrificed police
officer in whose name a Medal of Heroism is

ኮሚሽኑ የፖሊስ አባላት የአካል ብቃትእንቅስቃሴ የሚያደርግበት እና በስፖርታዊዉድድሮች የሚሳተፍበትን ሁኔታ ያመቻቻል፡፡
þõ. ከሕዝብ ጋር ስለሚኖር ግንኙነት
ማንኛዉም የፖሊስ አባል፡-
í. ከማህበረሰቡ ጋር በሚኖረዉ ግንኙነትየማህበረሰቡን ወግ፣ባህል፣እምነት እናማንነት የማክበር፣
î. በህዝባዊ በዓላት አከባበር ላይ የደንብ ልብሱንለብሶ በመገኘት ህግና ስርዓት የማስከበርኃላፊነት ይኖርበታል፡፡

PART SIXTEEN
MISCELLANEOUS PROVISIONS
96. Grievance Handling Procedure
The Commission shall establish grievance
handling procedure to properly address
complaints of police officers; its detail shall
be decided by directive.
97. Group working and PerformanceEvaluationThe Commission shall establish the groupworkings and private performance evaluationworking procedure its detail shall be decidedby directive;
98. Physical Exercise and SportCompetitionThe Commission shall create conditions to
enable police officers to participate in
physical exercises and sport competitions.
99. Relationship with Public
Any police officer shall have the duty to:
1. in his relations with the public, respect
the tradition, culture, beliefs and identity
of the community;
2. in attending public holidays, wear his
uniform and maintain law and order.
3. devise the working procedure that the
public shall be participated in preventing
crime.
100. Prohibition
No police officer of the commission may:
1. inhuman or degrading treatment;

ó. ለምርጫ የሚወዳደር ማንኛዉም ፖለቲካ ድርጅትወይም ሰዉ በመደገፍም ይሁን በመቃወም ቅስቀሳማድረግ ወይም የማንኛዉንም የፖለቲካ ድርጅትዓርማ ወይም ለምርጫ የሚጠቀምበትን ምልክትበማንኛውም ቦታ መያዝ ወይም መጠቀምየተከለከለ ነው፡፡
ÿí. በምርጫ ስለመሳተፍ
í. ማንኛውም የፖሊስ አባል በመንግስትበሚካሄዱ ምርጫዎች የመምረጥ መብትይኖረዋል፤ ሆኖም በምርጫ ውድድርለመሳተፍ የሚፈልግ ከሆነ አግባብ ያላቸዉየዚህ ደንብ ድንጋጌዎች እንደተጠበቁ ሆኖበቅድሚያ ስራዉን መልቀቅ አለበት፡፡
î. በምርጫ ዉድድር ለመሳተፍ ስራዉን የለቀቀየፖሊስ አባል በምርጫዉ ቢያሸንፍምቢሸነፍም ተመልሶ በፖሊስ አባልነትሊቀጠር አይችልም፡፡
ÿî. መመሪያ የማውጣት ስልጣን
ኮሚሽኑ ይህን ደንብ ለማስፈፀም አስፈላጊ የሆኑመመሪያዎችን ሊያወጣ ይችላል፡፡
ÿï. የተሻሩና ተፈፃሚነት የማይኖራቸዉሕጐች
í. የደቡብ ብሔሮች ብሔረሰቦች ሕዝቦች ክልልመንግስት ፖሊስ መተዳደሪያ ደንብ ቁጥር14/96 በዚህ ደንብ ተሽሯል፡፡
2. discriminate on grounds of race, nation,
nationality, color, sex, religion, political, social
origion, property, birth or other status;
3. participate in a strike;
4. conduct or participate in a demonstration;
5. be a member or supporter of any political
organization or oppose any political organization;
6. conduct political agitation openly or covertly;
7. agitate for or against any political organization or
person campaigning for election, or carry or use
in any place the emblem of any political
organization or any sign it uses for election
campaign.
101. Participation in Election
1. Any police officer shall have the right to vote inany election conducted by government; provided,however, that if he intends to compete forelection, he has to resign from his positionsubject to the relevant provisions of thisRegulation.
2. A police officer who has resigned from his
position to compete for election may not be
reemployed as a police officer irrespective of
winning or losing the election.
102. Power to Issue Directive
The Commission may issue directives necessary
for the implementation of this Regulation.
103. Repealed and Inapplicable Laws
1. the southern nation nationalities and people
regional state Police Administration Regulation
No. 14/2003 is hereby repealed.
