ENERGY
Investment priorities for 2014-2020
(as presented in the approved Operational Programmes)
31 March 2015 Yanna Nikou
Unit for the Co-ordination of NSRF Projects (Energy Sector)
Ministry of Reconstruction of Production, Environment and Energy
National Strategic Framework for energy sector
Energy Road Map
Energy efficiency in buildings (certification, specific measures for public buildings,
smart meters, promoting RES / EE / cogeneration, ESCOs, training, etc.)
Electricity (transmission network, new regulatory framework for RES)
Natural gas (TAP, expansion of distribution network, expansion in new sectors)
Hydrocarbons (research)
NREAP (target 20% in 2020)
Regulatory and fiscal initiatives
RES in all sectors (agriculture, industry, buildings)
National Plan for Energy Efficiency
Main areas for intervention: transport, services, buildings
Funding sources in the new Programming Period 2014-2020
Funds for energy projects
13 Regional Operational Programmes

system for natural gas
Tools: grants
RES - CHP
Financial support to RES and/or CHP projects
Tools: loans, guarantees, grants, etc.
Energy efficiency measures
Projects:
Energy efficiency in households
Energy efficiency in public buildings
Energy efficiency in private buildings (e.g. Office buildings, hotels, warehouses,
malls, hypermarkets, etc.)
Energy efficiency in the tertiary sector / SMEs (e.g. energy management systems,
upgrading production systems, etc.)
Grants and/or Fund providing incentives to carry out interventions (replacement of doors/windows -
frames/glazing- and installation of shading systems, installation of heat insulation on a
building shell including the terrace/roof and pilotis area, upgrading of the heating and hot
water supply systems), aimed at improving the buildings’ energy efficiency, while at the
same time contributing to the achievement of Greece’s energy and environmental targets.
RES / CHP projects
Projects:
Loans and/or guarantees to RES and CHP businesses, focusing on biomass,
geothermal energy and production of electricity and heating through RES
Energy transmission and distribution projects
Major projects for next programming period:
Smart meters (pilot project telemetering system / installation of smart meters to all
electrical energy consumption points in Greece -7.200.000 meters-, with the aim to
balance demand and supply of electrical energy, as well as allow the development of
new market mechanisms, e,g. differentiate prices among time zones)
Upgrading transmission and distribution system for natural gas (M/R stations,
compressors, information systems, etc. AP)
Interconnection of Cyclades islands to mainland transmission system (Syros, Paros,
Naxos, Mykonos), thus increasing the security of supply and reducing the production
cost
Interconnection of Crete to mainland transmission system (PCI), allowing the
exploitation of the RES potential of the island
