REGION DIGESTYST Announces Casino Expansion

PICKSTOWN — The Yankton Sioux Tribe is holding a groundbreak-ing ceremony next week for a major expansion project at Fort RandallCasino.
The ceremony begins at 6 p.m. Monday at the casino. A receptionis set to follow the groundbreaking, which is open to the public.
The casino is located 10 miles west of Wagner or three miles eastof Pickstown, along Highway 46.
Back To School Breakfast Will Be SundayThe public is invited to the 13th annual Back to School Breakfast at
8 a.m.-1 p.m. Sunday, Aug. 29, at the Knights of Columbus Hall at 2700Broadway, Yankton.
Proceeds from this breakfast benefit Yankton’s Sacred HeartSchool. The annual breakfast is coordinated by Friends of SacredHeart School. The 2010 Back to School Breakfast co-chairpersons areMelissa Sundleaf and Sandi Smith.

S.D. Receives Grant To Review Health RatesPIERRE — South Dakota has received a grant from the U.S.
Department of Health and Human Services to assist the state inreviewing health insurance rates and improving consumer access torate information, Gov. Mike Rounds has announced.
The $1 million grant is designed for use over a three-year period,but the state has no intention of using the full amount, the governorsaid.
“We applied for $585,198 in grant money, and that is all we plan tospend,” Rounds said. “I am not interested in wasting federal funds justbecause those funds are available.”
The South Dakota Division of Insurance already carefully reviewshealth insurance rate filings, but the federal grant will be used to con-tract for actuarial services that will provide more comprehensivereviews of rate-increase requests, the governor said.
The grant will also be used to develop a website where consumerscan find information about health insurance rates that have beenreviewed by the state Division of Insurance.
“South Dakotans will benefit from this federal grant because it pro-vides for enhanced protection against unjustified rate increases andalso improves access to health insurance rate information,” Roundssaid.
