Design, Supply and Installation of a Unified Communications System

SLU-CARCIP-ICB-G-UCS 01-14

THIS Invitation for Bids seeks to procure an enterprise level Unified Communications (UC) Solution to be supplied, installed and configured at eight sites in Castries where key Government Offices are located. The system must be expandable / scalable to include all other offices of the Government of Saint Lucia at other locations both within and outside the island. This must include but is not restricted to all embassies and consulate offices in other friendly countries.

The solution shall deliver people-centric user and administrative experiences while supporting the full range of collaboration services including video, voice, Instant

Messaging (IM) and presence, messaging and mobility on any third-party devices.

This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on March 15, 2013.

Saint Lucia has received a credit from the International Development Association toward the cost of the Caribbean Regional Communications Infrastructure Program (CARCIP), and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: SLU-CARCIP-ICB-G-UCS 01-14.

The Ministry of the Public Service, Information and Broadcasting serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for a Unified Communications (UC) Solution to be supplied, installed and configured at eight sites in Castries where key Government Offices are located (This procurement activity includes supply of equipment, installation, training and technical support).

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, and is open to all Bidders eligible as defined in these Guidelines,5 that meet the following minimum qualification criteria:

Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

Minimum average annual turnover of US$1,200,000.00 for the past two (2) years

If the bidder is a Joint Venture (JV), all members should jointly meet this requirement and the member in charge should have not less than 70% of the required average annual turnover.

Technical Experience of theSupplier

The Bidder must have successfully completed at least one (1) contract involving the supply, deployment and installation of IP Based telecommunications systems of similar functionality / technical characteristics and scope (ie. The supply of 600 IP Telephony devices installed /deployed at least at five (5) separate sites, including the provision of training and technical support).

If the bidder is a Joint Venture (JV), all members should jointly meet the above requirement and the member in charge should have at least one successfully completed similar contract during the last three years.

Interested eligible Bidders may obtain further information from the Project Coordination Unit, and inspect the bidding documents at the address given below (*) from November 3, 2014 from 0900 hours (9:00am) to 1500 hours (3:00 pm) daily from Monday to Friday. A pre-bid meeting which potential bidders may attend will be held on November 18, 2014.

A complete set of the Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the Project Coordination Unit, and upon payment of a nonrefundable fee of Eastern Caribbean two hundred dollars (XCD200.00). The method of payment will be by certified cheque, or Bank transfer to Bank of Saint Lucia (Account # 901329789, Swift Code: bosllclc) payable to the Caribbean Regional Communications Infrastructure Project. The Bidding Documents will be sent by courier to interested bidders from abroad.

Bids shall be delivered to the address below (**) on or before December 17, 2014 at 12:00 noon. (1200 hours) and shall be valid for a period of 105 days after bid submission. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below (***) on December 17, 2014, at 2:00 p.m. 1400 hours. HER Majesty the QUEEN has approved the observation of REMEMBRANCE DAY on Sunday, 9 November, 2014 as a National Day of Remembrance for those who lost their lives in the World Wars of 1914 -1918 and 1939 -1945.

Remembrance Day will be observed in Saint Lucia in the following manner:

At 8:57 a.m. Her Excellency the Governor General will arrive at Derek Walcott Square.

At 8:59 a.m. the Last Post will be sounded.

Two (2) minutes of silence will be observed at the War Memorial on Derek Walcott Square at 9:00 a.m.

Her Excellency the Governor General will give a brief address followed by a short National Service during which prayers will be said by His Grace Archbishop Robert Rivas, Archdeacon Randolph Evelyn and the Reverend Philbert Delaney. The Act of Remembrance will be recited by the Ex-Servicemen League. Her Excellency the Governor General will lay a wreath at the foot of the memorial on behalf of the State.

TENDER FOR THE SUPPLY OF REFINED SUGAR TO THE GOVERNMENT OF SAINT LUCIA

THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Refined Cane Sugar, for the period January 2015 to December 2015.

PRODUCTION DESCRIPTION

Refined Cane Sugar shall be classified as white, refined crystallise sucrose/saccharose product from sugar cane.

QUANTITY

Two thousand and ninety-three point five (2,093.5) metric tons to be shipped over a twelve (12) months period or as long as quantities last, as agreed between the contracting parties.

QUALITY

The Refined Cane Sugar shall be in keeping with the specifications stated below:

Maximum limits for heavy metals:

Insoluble matter shall not exceed: (a) 10 ppm (mg/kg)

The following physical requirements shall be met:

Not more than 4% by weight of grains shall be retained on US Standard No. 20 sieves and not more than 8 % shall pass through US Standard No. 100 sieve.

The finished product shall not contain lumps larger than 1.27 cm (1/2 in) in their greatest diameter that cannot be broken on light finger pressure.

Refined Cane Sugar shall be free from extraneous foreign matter.

FOOD ADDITIVES Sulphur dioxide shall not exceed lSppm (15 mg/kg)

TASTE AND ODOUR

The Refined Cane Sugar shall be free from objectionable taste or odour.

SEDIMENTATION

The Refined Cane Sugar in solution shall be free from any sign of sedimentation.

MICROBIOLOGICAL REQUIREMENTS

When tested according to approved or official methods the following requirements shall be met: Mesophilic bacteria shall not be more than 100 CFU/10g sugar;

Yeast shall not be more than 10 CFU/I0g sugar; and

Mould shall not be more than 10 CFU/I0g sugar.

PACKAGING AND LABELLING REQUIREMENTS Packaging Only packaging materials which are. not likely to impair the organoleptic or chemical characteristics of the product or make them harmful to health may be used. The materials used for packaging and the contents should be mutually compatible

Labelling Labelling on each packages of refine Sugar shall be in the English Language, clearly and prominently displayed, and readily legible under customary conditions of purchase and use. The information carried on the label shall include the following: The name of the food, Any brand name or trade name The name of the manufacturer or of the person controlling the brand name or trade name, together with an adequate postal address The name of the country origin The net contents of each package when packed in terms of units of mass in grams (g) or kilograms (Kg), (which may also be shown in avoirdupois pounds and ounces)using Arabic numerals The batch number, date of manufacture, together with expiry date or best before date of minimum durability Handling and Storage instructions

PESTICIDE RESIDUES The Refined Cane Sugar shall comply with those maximum limits established by the Codex Alimentarius Commission for these commodities.

GENERAL ORGANOLEPTIC AND HEALTH

CHARACTERISTICS The product shall be prepared and handled in accordance with the appropriate sections of the Codex Alimentarius Commission, CAC/RCP 1 - 1969 General Principles of Food Hygiene (Adopted 1969, Amendment 1999, Revision 1997 and 2003).

TRANSPORTATION The Refined Cane Sugar shall be shipped containerized in vessels suitable for transporting foodstuffs for human consumption.

QUALITY ASSURANCE It is required that White Sugar be produced in accordance with the compulsory standard for White Sugar (SLNS 25: 1996).

Each shipment shall be accompanied by at least one of the following:

Certificate of Compliance Test report for Batch(s) shipped Test report must be issued by an accredited third party laboratory Test report shall include results for parameters identified in sections 2, 3 and 6 Suppliers Declaration

WEIGHT The weight shall not be less than 25 1bs but shall not exceed 110 1bs.

INSURANCE A copy of insurance certificate must be submitted with each shipment for settlement of lawful claims.
