The Silverbowl Lining

Every year is different, but this one is special. HBR and HASC have come together once

again to celebrate safety in a way that no one else does, and it has been an honor for Xybera to have produced the event. This is by far the most ambitious Safety Excellence event to date. Here are some interesting facts about the production.

This year’s sports oriented theme takes place inside a futuristic industrial warehouse space featuring a central element (the shirka) that hangs from the center of the room. It resembles a spaceship with four mechanical arms with monitors attached to it. The arms extend as they rotate to display the finalists’ categories.

A floating catwalk leads to the Silverbowl sign under the shirka, connecting the main stage and the data room, which is in the back. Monitor cluster machines hover about the room, ready to reveal the bronze category awards when the virtual camera pans towards them.

The 3D model was custom built in Tegucigalpa, Kiev and Punjab under the supervision of Adrian Guerra whom we share with Dreamworks. The scenes were rendered in Cologne, Germany on a 6000 core supercomputer. It took three

months to model the scenes and over one week to render.

Director Cesar Hernandez captured the chroma key overlays in our Downtown Houston studio, where, for the last four weeks, audit team leaders have been rapping about the audit process in front of green screens.

Audio was recorded digitally in our offshore music studio. The music was arranged, composed and performed by our in-house audio engineer, Majo Morales and his team, who gathered inspiration from various football themed soundtracks.

All the music and sound effects were recorded in Dolby Pro Logic using five audio channels to produce a cinematic experience which

will be reproduced in the venue using strategically placed speakers throughout the room.

The graphic design team, led by XXV veteran Jhosselin Mejia, artfully crafted the beer bottle labels used in the commercials. She’s also responsible for the event web site (http://xxv.ownerandcontractor.

com), the Owner and Contractor magazine and the category videos.

Five Locstatt programmers developed the Silverbowl mobile application which can be viewed from any iPhone or Android device at: http://silverbowl.mobi.

The Silverbowl iPad challenge (http://360.silverbowl.mobi) is a virtual tradeshow with a booth for each of the finalists. It was designed by E-Binder programmer Johny Amador.

Over 30 people were involved in the technical production of this year’s Houston Safety Excellence awards. It is by far the most ambitious Safety Excellence production to date. We just hope you have as much fun watching it as we did producing it. Enjoy.

it’s not just 15 minutes of fame that you’d see in a media event or for a Hollywood star touting a new movie. It’s even greater than that: their

short-lived fame has lasted for 25 years. That’s right, this year the Houston Business Roundtable Safety Excellence Award Program is celebrating the Silver Anniversary-25 years of saving and preserving the lives of industrial workers.

Even the HBR leaders of the day in 1987 did not envision that the process would last. Regardless, they gave birth to a movement; one that the naysayers said was just a ‘flash in the pan’, something that could not be sustained. Surely there were false starts, mistakes made and with some disappointments, but in retrospect, thousands of workers can thank the forefathers for their diligence, perseverance and vision.

What they didThe HBR leaders wanted to determine which contractor employers were the best of the best. In 1987 many of the Greater Houston construction employers were at or near the BLS national averages for worker injury. For every 100 workers the constructors of that day were having 14.7 recordable injuries. That was 14.7% of the workers! In those days it was pretty much accepted that for construction work, a company was just going to sustain injury.

By seeking the best safety records among Houston area constructors, little did the HBR realize, but they were empowering and equipping contractors to be better than average; to overcome the ‘small’ mentality that workers are just going to be injured. With the zero injury thinking of today, the old mentality seems preposterous. It is our timeIn the 1987 safety award season, one contractor: Win-way, of Freeport came away with the grand award trophy. They accomplished nearly 4 million hours without a lost work day injury. Everybody wondered: “How did they do that”? Over time in the Houston/Gulf Coast area, having zero lost time injuries became common place. The new target was eliminating all recordable injury.

With the advent of the safety awards program, the HBR process of nominating, evaluating and auditing the best category nominees, the foundation of something great was set in place. It wasn’t like a landslide initially because the fledgling process took time and within a few years the process gained national prominence. The grand

winners in Houston were also winning the National Business Roundtable Safety awards. Ultimately, the Construction Users Roundtable took over the process and still today, Houston safety winners are the nation’s safety winners.

Destiny at our doorstepsIt takes just a little rocket science to figure out that one day the contractors in the chemical and petrochemical manufacturing facilities in the Houston area will be nominated because they reached zero injury on their projects. Then the next major accomplishment is that contractors will reach zero injury for their corporations for a whole year. Then wouldn’t it be expected that a company could go many years with no recordable injuries? After all, the definition of zero injury is not that a company will never have another injury; it’s that a company does not want another injury and will do whatever it takes to prevent the next one. Companies nowadays are going for long periods of time without recordable injury. With zero injury, companies are reaping the rewards of returns on investments in training, efficiency in productivity and greater morale among the workers. Who would have dreamed that safety could be a profit center and that EMR’s could be reduced so low? The answer is, the visionaries of the Houston Business Roundtable.

What changed?In a nutshell, the thing that changed was ‘change’. Corporate mindsets have changed. Since the competition for project work has become so keen, prudent construction executives know that zero injury is the only way to go to be cost effective. No longer can a company have the belief that injury just happens. On the contrary, injury does not happen, it is caused. And the one root cause of injury has been discovered. For the faint of heart and the conspiracy believers, here it is: The root cause of all injury is at-risk behavior. And it is not always on the part of the task worker. Management also makes at-risk decisions and behaviors. When at-risk action is eliminated, so is injury.

It is with the prevention mentality that the awards process has become such a great accomplishment. It has turned an industry thought process to one where most believe that a manufacturing facility and construction employers do not have inherent rights to harm people or to allow harm to come to people. Knowing this, we are becoming the industry that

we were destined to be: one where the hard work of the past is producing the rewards for today. Although workers are enjoying better lives at work and at home, we still have some things to accomplish. When we no longer need the first aid kit, you’ll know we’ve reached the next plateau.

This year marks the 25th anniversary of the Houston Business Roundtable Contractor Safety Excellence Awards Program. To be

more accurate, it is the 25th anniversary of a very unique process of recognizing the outstanding efforts of industrial contractor companies that provide services and resources to our many petrochemical, refining and energy production sites in the Greater Houston area. These companies and their owner clients have compiled consistent, impressive performance standards that illustrate our industry’s total commitment to providing the safest and healthiest work environments for all employees.

One important feature that makes this program so unique is the well established partnership between HBR and The Houston Area Safety Council. HBR created the Houston Area Safety Council in the early 90’s. HASC is now the largest safety council in the U.S. and provides over 600,000 units of safety training a year. Most Owners and Contractors use HASC as their primary source of basic safety orientation and for site-specific training. HASC has developed over 1,000 different training modules and testing programs and continues to enhance and add to their curriculum.

For the past four years, HASC has invested heavily in the HBR Contractor Safety Excellence Awards Program by equipping and assigning staff from the Houston Area Safety Council (HASC) to accompany field audit teams to capture video footage of contractors working in the field, as well as

interviews with contractor and owner employees. Video clips from these audits are then compiled into an impressive program that has become an integral and very popular feature, as attendees get to view the material during the annual awards banquet. The very special awards banquet program is led by the very capable and talented Amanda A. Allred, Vice President of HASC, who currently serves as the program’s Mistress of Ceremonies.

We are eagerly anticipating this 25th anniversary Contractor Safety Excellence Awards celebration and we congratulate all of the participating contractor companies. We also express our sincere thanks to the many contractor and owner volunteers that have made this program a very unique and successful endeavor over the years, and we look forward to even greater achievements in workplace safety in the years to come.

For more than a century, Ohmstede has been one of the most trusted names in American manufacturing. German immigrant August Ohmstede founded the company in 1905 as a small auto repair and job shop in Beaumont, Texas.

Discovery of oil at Spindletop in 1904 placed Beaumont at the epicenter of the East Texas oil boom. Ohmstede quickly adapted by offering metal fabrication services to the fledgling, but rapidly growing, oil industry. The result was the extraordinary expansion of Ohmstede’s business. Mentor RECOGNITION

It seems only fitting that a SuperBowl themed evening include at least one reference to the great Vince Lombardi.

Lombardi was quoted as saying, “Success is like anything worthwhile. It has a price. You have to pay the price to win and you have to pay the price to get to the point where success is possible. Most important, you must pay the price to stay there.”

So what, exactly, is the price of winning a Houston Safety Excellence Award? It’s pretty steep, I must warn you.

First of all, you must be committed. You have to be in it to win it. Translation: You must prepare. You must be willing to admit that you don’t have all the answers. You must take advantage of the tools provided.

Being named ‘The Best of the Best’ in your category is no simple task. You are competing against the safest contractors in the country and perhaps the world, so how do you get a leg up on the competition? You utilize the services of your mentor.

Mentors are seasoned professionals at Safety Excellence. They are individuals from the previous year’s slate of winners that have been generously donated to assist this year’s contenders.

In February, the mentors conducted a group session to educate and inspire our finalists. Many of these pros were sought out for their individual counsel, often asked to review programs and best practices and provide feedback.

In addition to assisting finalists prepare for their field audits, Safety Excellence awards winners co-captain audit teams and are required to share their best practices in an annual seminar devoted to contractor safety. The winners of the XXV SilverBowl will give away their secrets at the TCC/ACIT Symposium on June 5th at Moody Gardens.

Codifying OSHA’s Voluntary Protection Program (VPP)

History of VPP:The U.S. Department of Labor’s Occupational

Safety and Health Administration (OSHA) created Voluntary

Protection Programs (VPP) as an experimental program in 1979. Originating and piloted in California, it quickly became evident that the program was effective and beneficial by improving safety performance. Three short years later in 1982, OSHA formally announced the VPP and approved the first site. The intent of the program was to partner with businesses to manage workers’ safety and health while promoting effective worksite-based safety and health programs. Through the development of this program management, labor and OSHA established a worksite cooperative relationship by implementing comprehensive safety and health management systems. VPP’s value emanated from its emphasis on the continual identification and elimination of hazards beyond what was required by the OSHA’s regulatory standards.

Current programs participating in VPP were challenged to become proactive. Then all of a sudden, OSHA wasn’t the bad guy. In fact, companies were willfully inviting OSHA into their facilities, opening their books and asking for feedback. Processes and programs weren’t implemented and adhered to because it was required; compliance was simply because organizations believed in the program. At this point, VPP had shown evidence of being beneficial. In fact, through time, VPP participants achieved, on average, injury rates 52 percent lower than other companies in their industry.

Growth and Savings:Since the inception of VPP, it has grown to more than 2,500 worksites with an estimated one million employees. Furthermore, 82 percent of VPP worksites have fewer than 500 employees and 44 percent have fewer than 100 employees. The number of sites continues to rise as industries become more involved. The cost of VPP is more than recouped by the savings it generates. VPP costs federal taxpayers an estimated $3.125 million on an annual basis. In 2007, the private sector VPP participants saved more than $300 million by avoiding injuries. That same year the federal agency VPP participants saved the government more than $59 million dollars. As a result of VPP, the Department of Defense has stated that they have estimated savings of $73,000 and $8.8 million per site. Consequently, by worksites and organizations demonstrating the VPP level of commitment, it has allowed OSHA to focus its resources and attention on areas most needed.

Obtaining VPP:To qualify for VPP a facility must have the following four VPP elements:

1.Management Leadership and Employee Involvement2. Worksite Analysis3. Hazard Prevention and Control4. Safety and Health Training

Levels of Recognition:VPP is composed of three different programs:1. STAR- recognizes sites that have distinguished themselves with the highest level of safety and health excellence;2. MERIT- recognizes sites that have good safety and health programs, but must take additional steps to reach STAR quality;3. STAR DEMONSTRATION- recognizes worksites that have STAR quality safety and health programs, but require demonstration and/or testing of experimental approaches that differ from STAR requirements.

Solidifying VPP: Due to the uncertainty of the current and future administrations, action is needed to codify VPP. The VPP has never been authorized in law and was even proposed to be cut from the fiscal year 2011 budget. Although the current administration has not proposed the cut for the fiscal year 2012 budget, the prognosis is unknown and needs to be solidified. House Bill 1511 and Senate Bill S.807 Voluntary Protection Program Act (VPPA) was introduced on April 13, 2011. The bill is cosponsored by Senator Michael B. Enzi (WY) and Representative Thomas E. Petri (WI-6). Other Representatives and Senators

have showed their support from all over the nation, including House Representative Gene Green (TX-29). Understanding the criticalness of endorsing the VPPA, this legislation would put the program on a more solid foundation and would strengthen the program going forward by allocating the necessary funds to support the program.

Commitment:Recently, various organizations that are members of the Houston Business Roundtable showed their support by advocating on behalf of codifying a successful workplace Safety Program - VPPA. VPPPA National Board Members, Buddy Tucker (The Mundy Company) and Richard McConnell (Austin Industrial) along with HASC Board Member/HBR Safety and Health Committee Member Russell Klinegardner (The Brock Group) and HBR’s former Health and Safety Committee Chairperson and current Committee Member Larry McElroy (The Brock Group), showed their support by advocating codification of VPP House Bill H.R. 1511/Senate Bill S.807.

Benefits and Improvements:Similar to the HBR, VPP has shown to improve safety performance and shares the same principles by demonstrating a safety based worksite. Implementing sound programs and executing a high level of commitment towards a safety culture free of accidents and injuries is what both VPP and HBR share in common. VPP continues to improve participating worksites as they progress through implementing best practices that strive towards an incident-free workplace. A collaborative commitment, working together with organizations like HBR, HASC and VPP, will help us achieve not only a safer workforce, but a better tomorrow.

Graphics TeamHave you ever tried to get 110 people’s photographs and then completely remove the background? Or better yet, tried to find their company logos to add to their photos? I didn’t think so - and I don’t recommend it. And that’s the easy stuff...

Our Graphics Team, led by Jhosselin Mejia of Xybera, has done the impossible this year! We have a beautiful commemorative magazine, an amazing website, 3D metallic logos, and an insane virtual set designed by Adrian Guerra, Samantha Hernandez, and Johny Amador!

Humble BeginningsWith more than 1,100 different courses in our curriculum today, it is difficult to imagine a time when the Houston Area Safety Council (HASC) did not exist. After several explosions along the Houston Ship Channel in the late 1980’s, there was a desperate need for a better way to train and educate workers in the petrochemical industry; and thus was born the Houston Area Safety Council.

Created as a 501(c)(3) non-profit association in 1990, HASC was the vision of a small group of owners from the Houston Business Roundtable (HBR). The initial purpose for HASC was to offer one generic, instructor-led safety course, Basic Safety, to educate new workers to the hazards and regulations of the industry. Basic Safety was taught by industry volunteers in the first Houston Area Safety Council location on Center Street in Deer Park, Texas. The efforts were initially focused on the ship channel and assisting owners in direct proximity. The small 800 square-foot facility housed only two employees, including Luis Aguilar, now President & CEO, and serviced four Owner and 70 Contractor companies.

The industry was quickly sold on the HASC safety training process; including more specialized courses in site- and company-specific training. The Houston Area Safety Council’s first site-specific training courses were for ChevronPhillips, Lubrizol and ExxonMobil and in 1994, HASC was swamped with trainees completing over 150,000 units of training. As the training needs increased, so did the need to track and verify data and records. As an objective third-party, HASC was now the solution to cost and time savings for Owners and Contactors.

Somewhere In the MiddleWith Aguilar’s vision and noticeably safer work environments, word quickly spread that the Houston Area Safety Council was the obvious solution to the industry’s safety training needs. Over the next several years, HASC grew beyond the capabilities of the modest Center Street office space. At this point, serving over 100 Owner and 800 Contractor companies, the Houston Area Safety Council was ready to expand to what seemed like a massive 45,000 square feet of training space to serve the industry just a few blocks from Center Street at the corner of Georgia Avenue and West 13th Street.

The demand for training was vastly growing in the direction of computer-based courses to standardize the training process and allow for self-paced progress. The new Deer Park lab housed 140 computers to train 50 site-specific courses and a handful of generic titles.

HASC: Past, Present & Future

A Few Years LaterIn the early 2000’s the Houston Area Safety Council progressed with an updated mission as an innovative leader of building safer workplaces by improving the quality and integrity of the workforce. Expanding the computer lab to 420 workstations assisted with the ever-growing need for training to accommodate the 400 courses then in the HASC curriculum.

Working closely with HBR, the Houston Area Safety Council recognized the need to create value-added services to better accommodate the industry, including substance abuse and background screening consortiums, contractor prequalification and gate entry requirement validation.

At the request of a taskforce of Owner groups, HASC with HBR launched the revolutionary North American Substance Abuse Program (NASAP) in 2004 and later the North American Back Ground Screening Consortium (NABSC) to emphasize the importance of having a safe and substance abuse-free workforce.

Today, as one of the largest substance abuse consortiums in North America, one of the key benefits of NASAP is the delivery of a consistent, comprehensive and standardized testing protocol that is applied uniformly to contractors. By utilizing NASAP, a single database managed by HASC and fed by multiple providers, substance abuse status will follow employees as they change employers and worksites while maintaining the confidentiality of test results.

With the goal to decrease the number of safety and security-related incidents, NABSC was modeled after the widely successful NASAP. The North American Background Screening Consortium facilitates a standardized screening package that will allow entry into multiple owner sites with the use of only one background screen, thus reducing costs for contractor companies. HASC created a software program that will link the background screening providers to provide owner companies the ability to manage site-security access requirements while still maintaining the confidentiality of the

search results.

Soon realizing that both contractor and owner companies needed a simple, concise and cost-effective system for work qualification and document management, HASC partnered with HBR to develop an industry solution in the Contractor Prequalification Database, better known simply as PQF. In an effort to provide the most current technology available, the standardized, web-based form has been updated and revised multiple times since the 2004 launch to better accommodate the industry’s requests and needs.

PQF is used by thousands of Contractor companies throughout the industry to provide a thorough description of their services and qualifications, while at the same time several hundred Owners use this information to determine if contractors meet the requirements for jobs at their sites.

The Growth ContinuesDedicated to producing the most competent workforce in the world, Houston Area Safety

Council was becoming the one-stop shop for safety training and industry solutions. In completing a record-breaking year with over 300,000 units of training in multiple languages in 2005, HASC opened the 10,000 square foot NASA-Annex location to accommodate the extraordinary amount of training needs.

Additionally, HASC members demanded occupational health services including pulmonary function (PFT) and respirator (FIT) testing at both HASC locations, not to mention baseline and annual audiograms for assistance in compliance with the OSHA Occupational Noise Exposure Standard, 1910.95.

Expanding to serve NASA’s Johnson’s Space Center and outside Houston to areas such as El Paso, St. Croix and Trinidad & Tobago and beyond, the Houston Area Safety Council now has many hundreds of computer workstations worldwide. With a continued commitment to the integrity of data, and in an effort to improve the efficiency and reliability of the recordkeeping process, HASC located all of its servers, and therefore all training records and course data, to a secure data center at an off-site location protecting all information from natural and man-made disasters.

Constantly working to meet the needs of the industry and our members, requests for hands-on courses, such as Scaffold Competent Person and scenario-based Supervisor 101 training for new or potential supervisors helped shape our ever-changing library of courses. Now offering over 1,100 different courses and various occupational health services, HASC is currently serving over 360 Owners, 2,000 Contractor Members, and 9,000 Contractor Non-Members annually.

The Future for HASCThe Houston Area Safety Council has moved at a rapid pace for 22 years to create innovative solutions for the petrochemical and space industries, and as history shows, this is only just the beginning.

At the request of members, HASC will be launching a Compliance Management System (CMS) in Fall 2012. This unique program will enhance the value of current HASC services and training data, allowing contract companies to easily manage employee rosters.

Contractor companies will have the ability to customize and set-up unique requirements for each job site and craft level to track compliance. The tool will show 60-day, 30-day and non-compliant windows to accommodate scheduling. The secure and private HASC CMS will link with the Houston Area Safety Council’s database to pull all current training history for employees and will include a myriad of future add-ons, including online registration.

In addition to the new CMS, the Houston Area Safety Council is partnering with Gloucester County

College to launch Food Industry Training. At the request of food companies and manufactures, HASC will soon offer over twenty food safety courses in three languages as part of a Learning Management System (LMS) for companies in the food industry.

To accommodate the unprecedented growth, the Houston Area Safety Council will break ground on phase one of a new campus to better serve industry. The 67,000 square foot multi-building campus will be located at the corner of Center Street and Spencer Highway in Pasadena, Texas - taking HASC back to the same street of inception back in 1990.

The new HASC training facility will have 800 parking spots, house nearly 600 computers in two multi-media labs, and a separate NCCER lab and library for self-paced study of NCCER curriculum. Additionally, members will enjoy seven instructor-led classrooms for additional hands-on training and an auditorium to seat 250 guests in stadium style seating to be used by the industry for meetings and events. The Houston Area Safety Council’s new facility is scheduled for a Summer 2013 grand opening.
