X.S0011 Defined Offline Charging

CDMA: Non-PCC - Offline Charging

Packet data accounting parameters are divided into radio specific parameters and IP network specific parameters

PDSN/Accounting Client merges these parameters to form UDRs and sends them to the RADIUS Server using RADIUS accounting messages

Based on operator policy; IP flow based or service connection based charging supported

RADIUS protocol is used between PDSN/Accounting Client and the RADIUS Server

Similarities: Non-PCC Accounting and PCC Charging

For Online Charging:

Both PCC and non-PCC scenarios support service connection based charging

However, only PCC scenario supports IP flow based charging

For Offline Charging:

Both PCC and non-PCC scenarios support IP flow based charging

Both PCC and non-PCC scenarios support service connection based charging

Most of the charging related information exchanged between the Prepaid Client/Accounting Client/PCEF and the Prepaid Server/Accounting Server is same for PCC and non-PCC scenarios

For PCC scenario, the PCEF may convey charging policy information (such as Charging ID, Charging Key, Service ID) to OCS/OFCS as additional charging information

Charging Rules from PCRF are bound to specific service connection(s)

BBERF/PDSN forwards charging radio-specific charging parameters (as applicable) to the PCEF/HA at specified Events

Method for PCEF subscribing to charging parameters and charging related events to the PCRF and the BBERF discussed in a separate ZTE contribution

Charging information (e.g. AF Charging ID) from AF may be included in CCR message and used as charging correlator in PPS/OCS

Charging key (associated with one or more PCC Rules) combined with Service ID may also be conveyed to OCS

Other Issues for Discussion:

Is PCC based charging supported by default?

Or such information retrieved in subscriber profile from the AAA during access authentication

Some charging information processing, such as Charging ID to Flow Id mapping etc., may need to be done in the AAA (details TBD)

Gy’ and Gz’ interfaces will need enhancements based on the proposed cdma2000 PCC architecture

Enhancements to such interfaces will be driven in relevant 3GPP Working Group(s) based on the solutions adopted in the TSG-X/PDS
