Present were Devin Deile and Perry Turner. Also present was Sabrina Hornung of the Ashley Tribune. The Pledge of Allegiance was recited by all. Alfred Schumacher was asked to attend the meeting. The Com- missioner wanted to give him his retirement gift for 31 years of service. The agenda was reviewed. Devin Deile moved to approve the agenda as presented, Perry Turner seconded. Motion car- ried. The minutes of the last meet- ing were read. Perry Turner moved to approve said minutes, Devin Deile seconded. Motion carried. Todd Dohn met with the Board in regards to purchasing some property that the county owns in Zeeland, North Dakota. They are parcels #09111000 and 09112000. Mr. Dohn offered $50.00 for Parcel $09111000 and $25.00 for Parcel #09112000 and he will be paying $1,000.00 of the back special assessments of the City of Zee- land. After some discussion, Devin Deile moved to accept this offer and to cancel all of the out- standing property taxes on these parcels, Perry Turner seconded. Motion carried. Mr. Doh will also be paying the $40.00 recording fee. The Community Service Ad- ministration Agreement with the Jamestown Community Cor- rec- tions and Mcintosh County for the community service pro- gram was reviewed. Perry Turner moved to sign said con- tract, Devin Deile seconded. Mo- tion carried. Carol Fey, County Recorder/Clerk of Court, met with the Board. On her budget, the salary for Deanne Bertsch was not calculated right. Deanne's month increase six- month probationary period ends in February, 2021, and she was slated to get a $50.00/month in- crease. The $40.00/month in- crease was calculated into the budget but the six-month in- crease was not. The Board asked Mrs. Fey how Mrs. Bertsch is working out and Mrs. Fey stated that she is working out wonderful. After some dis- cussion, Devin Deile moved to give the $50.00/month increase and the $40.00/month increase to Deanne and to adjust the Recorder/Clerk of Court budget according. This would be an ap- proximate increase of 740.00 on the budget. Perry Turner sec- onded. Motion carried. Election of Chairman and Vice Chairman was held. In the rotation, Devin Deile would be up to be the Chairman. Com- missioner Deile stated that he is not ready to take on the Chair- man spot as he would like to continue learning more about the commission process so therefore, Devin Deile moved to nominate Neil Meidinger as Chairman, Perry Turner sec- onded. Motion carried. Neil Mei- dinger elected as Chairman. Neil Meidinger nominated Devin Deile for Vice Chairman. Perry Turner seconded. Motion car- ried. Devin Deile election Vice Chairman. Chris Opsahl, Hiqhway Su- perintendent met with the Board on the following matters: Charles Puhlmann met with the Board about a culvert west of Marvin Hoffman's in a low spot. He says it is plugged and the culvert is old. Chris talked to Delbert Es- zlinger and Mr. Es- zlinger stated that is area is de- signed for the water to run over the road. Chris will talk to Mr. Eszlinger again. Chris stated that he helped the Sheriff's Department move a semi and trailer. Chris is still waiting on bids for equipment. Chris stated he would like to hold off on hiring someone to replace Myron Met- tler right now being the winter weather isn't too bad right now. Devin Deile stated that his dad is willing to help out the county if needecl. The billing from Alden Lautt for graveling the road going into the Mildred Entzi residence was reviewed. Mr. Lautt did not get any permission of any of the commissioners for this work. After some discussion, Perry Turner moved to pay $120.00 of this bill, basing the gravel cost on what the county pays. Devin Deile seconded. Motion carried. The total bill was $170.00. This is the one and only time this will be done. Anyone needs to ask for the commissioner's ap- proval before any work will be paid for. The Lake Hoskins road was discussed. James Goettle asked if he would be able to drive on it because he is going to do some work for the Park Dis- trict. Currently it is signed for "cars and pickups" only. Chris is okay with removing those signs. Larry Schauer attending the meeting to discuss a section line. Mr. Schauer had James Goettle build up a section line. Mr. Schauer would like the county to pay part of the bill. Total bill was $2,685.00. Perry Turner stated that on section lines, dog trails, etc., the county does not spend money on these. If we did, that is all the county would be doing. Devin Deile feels that with 800 miles of roads, and not enough money for those roads, he has a hard time doing section lines. Mr. Schauer asked if it could at least get bladed. Neil Meidinger and Devin DElile stated they would be okay with it being bladed once a year. After some discussion, Devin Deile moved to not pay any of the bill but would allow once a year blading on that sec- tion line, Perry Turner seconded. Motion carried. 88th St. was discussed. Ot- tertail Power wants it fixed. It is a county road. The first part of the road, the county could do something but once you get over the hill, it becomes a lake. A tem- porary ea.sement to go around the lake was discussed. If Otter- tail Power is in favor of getting the paperwork together for tem- porary easements. we would be willing to sit down to see who does what. This was the consen- sus of the commis- sion. Perry Turner will call Otter- tail Power. Shawn Keller wants to fix a sec- tion line and he presented a pe- tition to the Board as follows: This petition is for placing sized and crushed rock on 57th Ave SE. 179' roughly off the center of 86th St. !:IE. the rock bed would consist of roughly 6-8 inches thick and approximately 71 ' long. This is to help with getting my crop land farmed on south SE1/2 of section 16 which this route I have already invested a great deal of money and is the only passible route in and out. This 57th St. runs down in be- tween Section 16 and 15. Thank you Shawn Keller. Mr. Keller did not have per- mission to place the product the first time. Devin Deile moved to allow Mr. Keller to do the im- provements on the section line. Perry Turner seconded. Motion carried. Auditor, Gina Ketterling, found some right of way ease- ments for the road on the south side of Green Lake. Chris told patrons that the county will blade the road. Jason Manlove of Kadr- mas, Lee & Jackson met with the Board, He presented the County Acceptance Letter for the chip seal project on County Highway 55. Perry Turner moved to sign said letter, Devin Deile seconded. Motion carried. Starting January 1, the Road Crew will be using sheets to track loads of gravel andwe will be making up sheets for motor graders. Perry Turner asked how the graders are doing in the eastern part of the county. Chris stated he is keeping an eye on it. Devin Deile moved to approve it as presented, Perry Turner sec- onded. Motion carried. Hiring someone for the road crew was discussed. Perry Turner has taken a few phone calls regarding this and has taken a different view. Commis- sioner Turner stated that there is a topography change from the west to the east in this county and he stated that there were approximately 15 people that were planning to attend this meeting today. They feel that the county is not taking care of the roads on the east side of the county. Comrnlsslorisr Turner also feels that one of the appli- cants has the skills and was a previous employee. Devin Deile stated that the Board gave the hiring duties to the Highway Su- perintendent and it should be his choice. Neil Meidinger feels that we can wait because the winter isn't that bad yet. Chris Opsahl, Highway Superintendent, has done his own research and it not ready to hire at this time. Mr. Op- sahl also wanted to clarity that the employee that stated he couldn't get his work done be- cause he was doing someone else's work, was not true and he provided paperwork to prove it. Chris would like to keep running the ad for now. The county funds were re- viewed. There are two funds that are in the red. Unorganized Road and Highway Tax. The Au- ditor, Gina Ketterling recom- mends the following transfers be made: Transfer from Co. General to Unorganized Road. $290,000.00 Transfer from Co. order by Chairman, Neil Mei-dinger. Present were PerryTurner, Devin Deile and ChrisOpsahl, Highway Superintend-ent. The Pledge of Allegiancewas recited by all.

The agenda was reviewed.Devin Deile moved to approve itas presented, Perry Turner sec-onded. Motion carried.

Hiring someone for theroad crew was discussed. PerryTurner has taken a few phonecalls regarding this and hastaken a different view. Commis-sioner Turner stated that there isa topography change from thewest to the east in this countyand he stated that there wereapproximately 15 people thatwere planning to attend thismeeting today. They feel that thecounty is not taking care of theroads on the east side of thecounty. Comrnlsslorisr Turneralso feels that one of the appli-cants has the skills and was aprevious employee. Devin Deilestated that the Board gave thehiring duties to the Highway Su-perintendent and it should be hischoice. Neil Meidinger feels thatwe can wait because the winterisn't that bad yet. Chris Opsahl,Highway Superintendent, hasdone his own research and it notready to hire at this time. Mr. Op-sahl also wanted to clarity thatthe employee that stated hecouldn't get his work done be-cause he was doing someoneelse's work, was not true and heprovided paperwork to prove it.Chris would like to keep runningthe ad for now.

The county funds were re-viewed. There are two funds thatare in the red. UnorganizedRoad and Highway Tax. The Au-ditor, Gina Ketterling recom-mends the following transfers bemade:Transfer from Co. The City of Vehturia plansto submit a Community Develop-ment Block Grant (CDBG) appli-cation to the State of NorthDakota, Division of CommunityServices (DCS). CDBG fundsare intended to provide decenthousing, suitable living environ-ments and economic opportuni-ties, principally for vflry low andlow income persons,through re-habilitation and preservation,economic/job development andpublic facilities improvements.The application being consid-ered would request $24,200 forthe road repair project. It is esti-mated that approximately 100%of the funds would benefit verylow and low income persons.Permanent involuntary displace-ment of neiqhborhood personsor businesses is not anticipated.Should it later become neces-sary to consider such displace-ment, alternativas will be exam-ined to minimize the.dis- place-ment.
