This Contract award gave ECM access to the battery
minerals market, which continues to reset the WA
mining landscape.
The project expanded Tianqi’s production capacity to
meet the growing demand for lithium concentrates,
a key material in the manufacture of lithium ion
batteries, which are used in electric vehicles, battery
storage and consumer electronics.
The processing plant is the largest of its kind in the
world and will produce the highest quality battery
grade lithium hydroxide in the market.

and return water pipelines, a raw water pipeline and
port infrastructure to support 22 wmtpa production.
As part of Stage 2 ECM were engaged for the
construction of the 33kV Reticulation
and Underground Services
Scope of Work
The resources are owned by joint venture partners
FMG Magnetite Pty Ltd and Formosa Steel IB Pty Ltd
(Joint Venture), which have established the operating
company IB Operations Pty Ltd (IBO) to develop the
Project.
IBO have successfully completed stage 1 of the
Project by building and operating full scale
developmental plant and a large scale pilot plant at
North Star mine site (Stage 1), to prove new process
to deliver high concentrate magnetite ore at low
operating costs.

plant and infrastructure.
This work ranged across the crushing & screening
circuit, CGP2 process plant and a number of non-
process buildings.
Our E&I scope covered the Heavy Media Separation
(HMS); Wet High Intensity Magnetic Separators
(WHIMS); classification and gravity separation;
filtration; flotation; thickeners; reagents; and final
product stockpile

systems
Supply and installation of LV cables and
communication cables for switchrooms, transfer
stations, conveyors, Shiploaders and for the
associated wharf lighting
Installation of underground HV cabling
Scope of Work
The project expanded the capacity of the facility and
increased the iron ore output from 55 million tonne
per annum (mtpa) to 155mtpa.
The development included outloading and inloading
circuits, new berths, shiploaders, reclaimers, stacker,
train unloaders, conveyor systems, transfer
stations, sample stations, power and control systems
and associated infrastructure.
Prior to the T155 Port Expansion Project, ECM
completed the E&I installation works on Fortescue’s
Point Anderson Port Expansion, Team 45 Project and
the Fortescue Optimisation Project.
T155 ANDERSON POINT
PORT EXPANSION PROJECT
ECM provided multiple electr ica l and
instrumentat ion (E& I) insta l lat ion
packages for var ious phases of Fortescue
Meta ls Group ’s (Fortescue) T155 Port
Expansion Project in Port Hedland ,
Western Austra l ia .
This project established ECM’s presence in the
Sydney market with further WestConnex packages
being tendered.
The award of this contract was the result of a
dedicated tendering effort that required numerous
pricing revisions, and commercial & technical
contract negotiations.
The M4 East Project will extend the existing M4
Motorway by construction of a tunnel comprising of
two three-lane carriageways from the eastern end of
the M4 West Motorway near Homebush Bay Drive to
the City West Link and Parramatta Road at
Haberfield.
PThe WestConnex Project is part of an integrated
transport plan to ease congestion in Sydney by
increasing motorway capacity, bypassing multiple
sets of traffic signals and creating vital links to major
international gateways at Sydney Airport and Port
Botany.
ECM’s scope of work consisted of the installation of
HV reticulation site-wide, and the installation and
testing of cable ladder, LV and equipment in the
eastern end of the tunnel.
WESTCONNEX LV & COMMS
EAST & WEST
ECM was awarded three electr ica l
packages on the WestConnex M4 East
Project in Sydney by CPB Contractors
Samsung John Holland Joint Venture (CSJ) .
22kV high voltage reticulation including trenching
of up to 9kms of HV/LV cable
Installation of six HV and seven LV substations
Installation of control room
Installation of 45,000m of HV cable
Installation of 166,000m of LV cable
Installation of 26,700m of cable ladder
Scope of Work
Fortescue’s early vision included the construction of
a new mining operation at Cloudbreak, 260km south
east of Port Hedland, with the mined ore being
loaded onto the world’s heaviest haul rail system
and transported to Point Anderson, Port Hedland.
With an overall cost of AU$2.3 billion, this project
proved to be the Pilbara region’s most important
infrastructure venture, adding to the economic
growth of the region and establishing Fortescue
as an outstanding performer in iron ore. In 2009,
Fortescue’s optimisation works increased capacity
from 45mta to 55mta.

Installation of earthing and lighting protection
systems
Scope of Work
CEPT was a joint venture between
Kiewit Australia, AMEC Minproc and AGC.
The purpose of the project was to help improve the
efficiency of size separation and remove
contaminate fines, while not impacting the existing
dry-screen process. Now complete, the wet front end
enables the mine to process wetter ore with more
fines than the pre-construction facility could handle.
CLOUDBREAK - WET FRONT
END EPC PROJECT
ECM was awarded the electr ica l and
instrumentat ion (E& I) subcontract for the
C loudbreak Wet Front End EPC project by
the C loudbreak Enhancement Project Team
(CEPT) .
Construction of a new Central Emergency Power
Station (CEPS) and replacement of the equipment
within the existing CEPS to substantially increase
the output capacity
11kV and 22kV power distribution systems
including new kiosk substations and removal of
outdated equipment.
Our scope encompassed a major base power system
upgrade, including:
The project included the upgrade and refurbishment
of key infrastructure and facilities used by military
personnel, Defence civilians, and staff from
government and commercial contract agencies to
meet HMAS Stirling’s operational and support
demands until at least 2030.
The works were consolidated into two electrical work
packages: Electrical Package 1 (EP1), central
emergency power system (CEPS) fitout, covering the
above ground electrical installation; and Electrical
Package 2 (EP2), HV Distribution, covering the below
ground electrical installation.
