Value vs. Impact
• Economic Value– A normative metric– Monetizes the value people place on resources. – Is society better or worse off as the result of a
policy?
• Economic Impacts– A positive metric– Examines the flow of expenditures through a
community.– Who wins and who loses as a result of a policy?

• Value Added– Sales minus costs– Contribution to GDP
• Income– Wages, benefits and income to business owner

Constructing the Model (Aggregate, aggregate,
aggregate)
• Models based on aggregations– Can’t capture every industry
• IMPLAN based on NAICS– NAICS has thousands of industry categories– IMPLAN aggregates that down to 524 sectors, including the
public sector
• Modeler must:– Match appropriate sectors to expenditure categories– Balance ease of use with accuracy
• Decided to include 5 calculator entry categories– Project state– Freshwater/saltwater– 3 expenditure categories
www.GentnerGroup.com
Methodology
• Reviewed past projects• Developed categories
– Administration/Technical Consulting– Construction Materials– Construction Labor
• Freshwater/Saltwater• Results in 6 custom aggregated
industry sectors
www.GentnerGroup.com
Methodology
• Find industries in IMPLAN that match those expenditures
• If it is a composite, aggregate across industries
• Freshwater/Saltwater– Primary difference in materials and labor– Saltwater tends to use the same materials as freshwater
except marine aquaculture products (oysters etc.)– Saltwater tends to use the same labor except it also
uses barges and boats• Reservoir projects, or those projects with a
substantial amount of boat time and/or aquaculture products, should select freshwater

Model Creation
• Model for each state created in IMPLAN
• Sectors aggregated and multipliers created in SAS– Faster– No data entry error
• Multipliers exported to database• Online calculator constructed
