Aware of the emergent dispute involving the proprietorship of the land Reference Nyandarua/
Ol’kalou Salient 117 and 118 (Gichugo Trading Centre) previously reserved as a trading centre,
further aware that the plots have been licensed to the members of the public of the Gichugo
Trading Centre by the defunct Ol’kalou town council. Further aware that the said plots have been
allocated to two individual to the exclusion of the licensees, that is, the members of the public of
Gichugo Trading Centre.
Concerned that the said licensees have developed the area and base their mean of livelihood
here. Further concernedof the disruption of these people’s way of life and further concerned of
the need to resolve the heightening dispute between the former employees and the new
titleholders.

I urge this House do resolve that the ownership of the land be investigated and appropriate action
be taken to establish the proprietorship of the said land and further appropriate measures be put
in place to safeguard the interest of the members of the public who had the land licensed to them.

That aware of the dumping of waste matter at Mihiga Trading Centre which has proposed but
undeveloped sewerage management and disposal unit as no dumping pits nor sewerage beds
have been put in place. Further aware that the matterfrom the dump is flowing to Karau River
and causing serious environmental hazards to the consumers of water from Karau River to
themselves and to their animals.

Concerned of the need to protect the consumers of the water from the Karau River and further
concerned of the need to develop the sewerage and waste disposal units at Mahinga trading
centre;
I urge this House to resolve that the issue of waste disposal and management at the centre to curb
the flow and seepage to Karau River. I further urge that the House restricts further dumping of
waste in the site until such a time as the pits and sewerage beds have been put in place toalleviate
the escalation of further hazards to the people, animals and environment. Thank you Mr. Speaker

Aware that the youths in Nyandarua County compose of 25% of the county population and
aware that 23% of the youths are jobless and have lacked adequate opportunities for jobs and

wealth creation. Concerned of the high level of rampant crime, drug abuse and other social vices
arising fromunemployment of the youths.Further concerned of the need to economically
empower the youth through wealth creation and job opportunities.
I urge this house to ensure that the county policy framework is formulated and implemented
and the bill be published for the purpose to ensure that the youths benefit from county
government projects and a mandatory adequate budgetary allocation to at least five
programmes involving the youths in all ministerial operations .
Understanding that, youth is not devolved. We are very much concerned with empowering the
youths. As the education committee we feel that we need to look at other areas where the youths
can benefit. I urge this house to make sure that a youth policy is fastened. Three to four months
ago we come up with a youth policy. We were intending to have a youth’s bill. Right now we
don’t have the youth policy as it is held up in the executive.
I wish for a situation where the youths will be classified into groups. We classify the youths
according to their talents and interests of an individual. For long we have been classifying the
youths to be those aged18-35years. We have been putting this entire people in one basket. We
have heard of people who have the will to support the youths but they have been saying that we
have them work out there as casual workers. We have involved the youths only in the odd jobs.
We can reclassify the youths and come up with a group of those who have income. I feel that
these youths who have income should be supported to have SACCOs and try to save what they

have. The other group is the educated youths. They have gone to colleges and universities. They
have careers. These are the people who are looking for the jobs. We should make sure that 30%
of the people employed in this county are the youths. The other group is the form four leavers.
My feeling is; this people should be offered managerial skills and create various projects for
them. The other group is the youths in the polytechnics. From the constitution, we understand
that there are various parts of the youth that have been devolved that is the polytechnics and the
sports. The youths centers have not been devolved and they still belong to the national
government.
I feel that for the youths in the polytechnics we can empower them by offering them technical
skills. I would wish to see a situation where we could support the youths and provide them with
law materials. Create some warehouses for the in our County and the product we will have for
them will be sold from the county government. We can have a common warehouse where we
will do all this things. We market them within the county and outside. We can also have
competition within the polytechnics in the county.
The other group is the sport men and women. I am very happy. We had a report from the CEC
education, stating that: we should have the county teams in our county. That is a very good thing.
A very good start because we are going to start afresh to indentify the individuals who have the
talents. Who have the interest for sport and nature them for one or years. These people will go
out there and have competition with other counties. They are going to have a career and a
permanent one in that case.

We have the issue of tenders and I wish it is captured in the youth bill: Where the 30% will be
for the youths and the women. It is important to say in this House even if 30% of the tenders are
being advertised for the youths, we are not sure whether the people who are being advertised to
are the people who are benefiting from it. We find that the people who are rich are the ones who
are coming up with companies and business names, or they take advantage of the youths. They
use another name for the youths and they apply for the tenders. The other thing I would wish this
House would do, we have the sectoral committees: agriculture, education and ICT and we have
the departments in the executive that stands for all this.
I wish to see a situation where we see the relevant department of the executive indentifying five
projects for the youths. They should include them in their budget. It should be mandatory that
every sectoral department indentify five projects for the youths and include it in their budget. If a
ministry like agriculture, cooperative and everything has not included five projects for the
youths. Their budget should not be approved. Why am I saying so? If the youth is not devolved,
how will we be able to empower the youths on the ground.
I would wish to see a situation where in a department like agriculture reach a situation where
they will indentify something like fisheries, bee keeping among others. They have those projects
for the youths before the budget is passed. This way they will be able to identify group and
support them. Then in the next budget they are not to support the same group but they will look
for another specific group and support it.

If we look at the department of education, Understanding that the youths’ centres have not been
devolved, they belong to the national government and we cannot interfere with something that
belongs to the national government. I would wish to see a situation where we can come up with
youth centres and call them the community centers. We can introduce some things like sports
and put them in the education department. In cooperatives, we should have SACCOs for the
youths. In ICT we can create resource centers in every sub county and the youths will have
somewhere they will train on IT. That is my feeling Mr. Speaker sir. I call upon Hon. Ngotho to
second.

Hon. Ngotho: Thank you Mr. Speaker sir, I wish to second the motion that has been moved by
Hon. Nyangati the vice chair ICT and also a member of the committee on education and social
services. I don’t think that I have to say much as she has exploited much about the youths. She
has discussed it in length. Maybe as I second. Let me state that the simplest group to deal with is
the youth and also the most difficult group to deal with is the same, youth. The approach in
which you deal with the youth is what will tell you whether you will walk together or they will
work against you. How do you put them together? That is the basic thing. The most important
thing is that we have to register youth groups. Let youth groups be registered. The groups must
have common interest. There is that tendency during election campaigns where politicians who
want to create a political mileage tend to register youth groups. That is not the way forward. If

there are youths dealing with agriculture, let them get registered. If there are youths who want to
give the cleaning services let them be registered.
Most of the projects in Gatanga constituency formerly lead by Peter Kenneth are done by the
youths. The youths have been empowered. They do not have to beg in the streets for handouts. A
very good example to us is Nakuru County. I think the education committee that is handling the
matters of youths can go and visit Nakuru County. David Gakaria, the current MP has done very
well for the youths; in sports, he has empowered them in activities that are economically viable.
They are the ones who are doing the cleaning of the toilets and planting trees in Nakuru town.
They have sheds where they sell most of the goods. Show them the way and they will follow that
way.
In our CIDP, we had said that in every ward by the end of the last fiscal year must have a
polytechnic. That is not what is on the ground. In as much as we might have a very good policy
as she is asking for, everything depends on implementation. We have no polytechnics especially
in my ward, I don’t have a polytechnic so most of the students, when they finish form four they
have nowhere to go. Most of them are wasted. The wastage rate in Nyandarua County is 80%.
These are children who are not able to join universities. In fact not even universities, any grade
below C+ is what we call wastage in education. This is 80%. We ask ourselves where these
numbers of children go to. We also had bursaries for the county. That is a good path towards
empowering our children, but over one year is gone and nothing much has happened. The
disbursement of even 10% has not been done. We gave them three hundred thousand shillings

per ward. The seven million is still in coffers. Will it be a tendency now that when we come to
the end of this fiscal year we use the funds for the last year? We get students in our offices
asking for bursaries. We need to have a person to know these children are not in school. They
need to be in school.
In the budget from the CEC education, he had suggested a revolving fund. This is a secret to help
these children. We have a revolving fund in the national government. Under fourth schedule, the
youth is not devolved. It is not either in the national government nor the county government. It is
a responsibility of both governments to look after women and youths.
The county fund will go a long way. I can’t talk of the uwezo fund because I am not directly
involved in it. I will talk of what I am involved in. The county government had suggested a
revolving fund. I am not sure but to start with, it was 1.5 million to start with, subject to
confirmation. I think it failed when it went to the budget committee. That was a very important
initiative.
I am saying that youths should not be given handouts. You give them something as a member of
the County Assembly and tell them “I am giving you to start a business.” They will close the
business within a short time. If you give them a loan, they will have the initiative of paying back.
I fit 9s not in form of a loan I am telling you, they will never pay. I have tried in my ward and I
have been left mesmerized. I have started charcoal business for some youths, within one month
they had closed shop. I have started second hand clothes in this Ol’kalou town and within two or

three months they said they had closed shop. They were not selling. This is because you give
them free money. If it is a loan and they are in a group they will take initiative to pay back.
It is needless to say about every department. Planning for the youths is a very important
initiative. In agriculture they can capture green houses, this is a booming business. You give a
group one good dairy breed and you tell them that they give back the calf to you after the mother
sires. Those are the initiatives. Every department must plan for the youth. As the mover has
stated, under industrialization we have the industries. How are we planning for the youths in this
area? In Jua Kali we are giving them a loan to buy motorcycles. Those are the initiatives. This is
a very simple initiative. If they are well implemented, we can do away with the problem of
unemployment.
Job opportunities, as seen here in the assembly, we have set a very good example because we
have employed youths. But, how many have we employed? Not more than fifty. How many are
looking for jobs? Thousands. It means we have a lot of brains out there wasting away. What do
we do to utilize these brains? These are the questions we should be asking ourselves. If we can
capture that, Nyandarua can change its face. On tenders, I have not seen any youth or a woman
being handed a tender by the county government of Nyandarua. Maybe I am not very keen, but I
have not seen. If you can remember, when we were doing the roads, the people who gave their
Lorries were only the aged. A very good example is Mr. Sighn.
You see, when they go to the bank they are told they are not credit worth. If they are in a group
and they have been engaging in activities they can go to the bank and take a loan to buy a tipper.

When we were giving the quarry work, did we give the youths? We have seen the national
government engaging NYS to do the road work. Are we going to engage our youth polytechnics
to do most of the work? For example that table would be done by some students from Ol’kalou
polytechnic. They can do very well in making the table or the chair that Mr. Speaker is seated on.
The gown of the speaker, I am told that the gown of the Speaker of the National Assembly cost
around two million. Can’t we give this work to our polytechnics? They are well trained and they
can make the gown for the speaker and even the uniform of the workers. I saw the tendering for
the uniform of the workers of Nyandarua County. That is something you don’t tender, you give it
a polytechnic. You will empower these people.
Construction of houses: For example as the assembly is being constructed, I would be very proud
to see maybe five students from Leshau Pondo polytechnic being taught how to handle those
equipment.
Being frank, I was listening to the National Assembly chairperson, committee on education, the
lady from Murang’a, she was saying that the youths that we produce are half baked and
employers are having a very tough time with them. They are not equipped, they are half baked
graduates. A good example, I met a graduate of Nyandarua Institute of Science and Technology.
The student had done a diploma in building and construction. When he went to the site, he had to
do manual work because he was told he doesn’t have any know how on the ground. You have to
start as manual worker. The parents have used thousands of Shillings and the child has to start at
zero. He is someone who has gone to class but has to start by carrying stones on his shoulders.

That is how bad it is. If we engage these polytechnics and we start involving these students in
practical work, Nyandarua will be a place to admire.
In sports, and let me first say that we had one of our county schools that has done as proud. It
was in Nanyuki last week and Passenga secondary school took the boys trophy and the girls’
trophy in the provincial games and they are proceeding to the nationals on 3 rd. Some of the
students are from my area. These are talents that befit even the national team of Kenya. What
happens? Because they are not exposed they die out here. There is a young man who used to be
very famous in Ol’kalou town. He used to be called Kantona. He died of a bullet by a solder. Just
because he was walking at night and when he was asked to stop, he ran away. He was one of the
talented men in Ol’kalou he left and no one has risen to his template. He was better than what
you see in Mariga, better than what you see in Oliech he had no high training but he was good.
He died of a bullet from a police. This youngster would have been in Nairobi playing for our
national team and getting exposure outside this locality.
We remember everyone chest stumped when they heard of Kamau Wanjiru. What if we had 10
Kamau Wanjirus? What if we have a Mariga in the national team? What if we had a chase
champion in our county? What if we had someone playing darts in the national team from
Nyandarua? It would be real pride. You can see things that Kamau Wanjiru did in Nyandarua
within that little time that he lived. The money he brought into circulation. The number of people
he helped from the ground. What if we had ten or twenty like them?

There is so much that we have in this county that is not being well done. They say that sports are
a venture that has no returns. I heard one of the CEC say that the education department does not
generate income but it takes. I felt pity. A person who has studied finance in depth, saying that
education does not produce but only absorbs. When you invest in this people, they are human
resource and, they will give back in a little while. If that is the trend, then there is something
wrong.
We don’t have a county choir, simple things. During our Madaraka Day celebrations it is the
former council choir that came out and sang. They prepared within one day and that why you
could see a lot of disharmony. These are simple things that can be done. We should have
gymnastics which can make our ceremonies very colorful.These are simple things. We involve
the youths we keep, them away from drugs. We can talk and talk on how to do these things, but
if the executive is not implementing it amounts to nothing. We will fail, but before we get there
we are supposed to make it work and I call upon the implementation committee to work none
spot. On the alcohol bill, we have not been told whether it has been signed though fourteen days
are lapsing. If it has been signed it should start working.
We have heard that they have not started placements of the positions of directors and the county
board, we should see as a legislature that it has started working but not just another bill that is
well done. We went all the way for public participation, but as it stays we will be dusting it after
several months. I wish we don’t get there. I second the able motion by Hon. Rebbecah Nyangati.

Speaker: Yes, member for Shamata.
Hon. Gachari: Thank you very much Mr. Speaker sir. I rise to support the motion on the
youths. This is the right time for the motion to come to the Assembly. I have to say like the
former prime minister who is used of saying that if it’s not now, it is right now. Most of the
youths in our county are struggling. We are getting money from our government. We are
collecting taxes from the people in Nyandarua County. However, when we get to the spending of
money, we are told that there is no money for what we have planned. This language of not
having money in our county, I really don’t understand where it come from. We are getting
money like other counties.
We can use that money to encourage our youths and even help them get employment. There is a
time I met a young orphan in my area. I paid his fees. Now he is working in Nairobi. He is
helping the others in his family. We can use our resources and definitely we can help our youths
in this county.
On the issue of the polytechnics, unless we equip them we can’t say we have polytechnics. They
are there and most of the children regard them as if they are for those that have not gone to
school. They think they are for those who have not gone up to form four.As the government of
Nyandarua we need to equip these polytechnics. This morning I enjoyed very much when I heard
Kiambu county government announcing in the radio that the Korean government, through their
ambassador, was in Kiambu trying to work out how they will help the youths of Kiambu. The

governor and the Korea government agreed to empower the youths of Kiambu. We need to have
more exposure. We need to go beyond this county. We get donors for the sake of our people.
I stand here to say that this should not be a motion but actually a bill. In order to make the county
work, if there is no money, let them go and look for donors in India or anywhere else.They will
encourage us to help our people. Let them go out. If we don’t have enough resources in our
county let us borrow from other counties.
We don’t have to seat here and wait for our children to be street children who will be taking the
gum in the street, I support the motion. Thank you Mr. Speaker Sir.

Hon. Nancy: Thank you Mr. Speaker sir. I rise to support the motion. The youths form the basis
for future development of any society. It is important for the youths to be empowered. If they are
not empowered there is a problem both socially and economically. We know the youths are the
future of the society. Adding on what the members who have talked before me have said, I think
the youths who are idling around are doing so because of lack of employment.If we use the
resources that we have to empower the youths, we can do this through having the revolving fund,
we can have our kitty and get money from donors, the youths will not be lying idle. The rates of
crime will also reduce because it is idleness as well as poverty that make these people do bad
things.

We have so many youths who have been destroyed by alcohol and drug. We know how they are.
Some look hopeless, for others you think they have mental illnesses, but this is just an effect of
drug. What do we do to help them? I think we should have counseling centers probably in every
sub county so that we can have those affected by drug.We have youths who have been trained in
counseling who can be help here. We can have the youths teach the youths. We can also have
rehabilitation centers where we can have this people rehabilitated to live a normal life.
Looking at it in another angle, you know what drug has done to our society. We always see
women carrying twigs on our roads. They are fighting against alcoholism. As a mother I feel
hurt, because I know that my son who has taken alcohol for a long time will never have a family.
He will never have a wife. His biological system will have been destroyed by drugs and alcohol.
If we don’t take care of the youths what will happen? We are going to have a society with only
the old people. One time the old people will die. There will be no procreation. We are going to
have a society that will easily go into extinction. We are politicians. You know the word that is
nowadays used for a big population, ‘the tyranny of numbers’. Let assume that the youths are not
having families. What will happen one day upon time? I think the tyranny of numbers that we
talk about now will have to be forgotten. We shall be bending to every Tom, Dick and Harry
who comes into our way.I am talking of our county and the country when you look at it in a
political way.
I wish that the education sector was also devolved. This would help so much because if the
retirement age should be reduced, we see that now it has been raised to 60 years. We always said

that the youths are the leaders of tomorrow that is, when am fifty and my son is thirty and I am
saying he is the leader of tomorrow. When I am fifty six my son is 31 I am still saying the youths
are the leaders of tomorrow. We don’t know what will happen tomorrow so the retirement age
might be raised to seventy.
When will the youths get employment? I wish all the sectors were devolved. I would propose
that the retirement age should go down to forty five years so that our youths are absorbed. I am
wondering why we are training our children yet we are working even when we are seventy. We
are creating a hundred universities. Some are even being in hotels. We are creating our own
problems. We don’t care. Nobody cares about the youths. I wish all sectors were devolved and
the retirement age in Nyandarua be brought to below fifty, be forty five years of for instance. I
say the youths in their well being they can support the society.

Hon. Ndirangu: Thank you Mr. Speaker, I also rise to support the motion that has been brought
by Hon. Nyangati. On issue of the polytechnics, let me say that my ward happens to have one of
the biggest polytechnics in this county. The enrollment is so high, but majority of these students
are not absorbed in various government institutions that we have. I suggest that for them to be
role models to other youths, for instance, we are constructing the assembly,these students have
that knowledge, I wish that they be absorbed in the construction of the assembly and other
government institutions in this county. This will motivate other youths who have no interest in
joining these polytechnics. They will develop the interest of joining the polytechnics.

Just go to Nakuru and see that some of the biggest buildings are being constructed with the help
of students from Mirangine polytechnic. I wish you could visit this area and see how these
students are doing. Other than construction, there are so many other courses being offered in that
polytechnic for instance dress making? I wish they are also given those tenders to make dresses.
So as to encourage our youths we need to do the necessary. I support the motion and wish that
the county should do all within its ability to empower the youths. Once the youths benefit we
will be happy residents of the county. Thank you, Mr. Speaker.

Hon. Kamau Josphat: Thank you Mr. Speaker. I rise to support the motion pertaining to the
youths as it has been moved by Hon. Nyangati. First and foremost, I wish to bring to the
attention of this house what the constitution says about the youths and their role. Our constitution
under chapter four, what we call the general provisions of bills of right, article fifty five. If you
allow me I will read what it says.
“The state shall take measures including affirmative measures to ensure the youths; Access
relevant education and training, have opportunity to associate, be represented in the political,
economic and other spheres of life, access employment and are protected from harmful cultural
practices and exploitation.”
That is well documented but poorly implemented in the contemporary society, both at the
national level and the county level. It is common knowledge that if I establish a business, I

should be the first consumer. What is happening in our county? We are the people who are
undertaking the largest number of projects. Under the ministry of education we are building ECD
classes, two in every ward. When, you go to the site who are the people constructing them? It is
people who are not youths. They are people who are not from our polytechnics. They are people
hired from other spheres. Let Nyandarua set an example. Let the projects be undertaken by our
youths in the polytechnics. Mirangine polytechnic and Leshau Pondo polytechnics are the
biggest polytechnics that we have. Why are we denying them chances to practice and even earn a
livelihood? They can benefit from the money we are disbursing to other persons.
As Hon. Kamau Ngotho has said, investing in human resource is very expensive, but the fruits
are always sweet. If we don’t invest in human resource, Nyandarua will be doomed. The youths
are the people that are raising a lot of issues. They are the people we are saying will change the
face of Nyandarua. What will happen twenty years to come if we don’t invest in them?
Nyandarua will be hiring trained personnel from other counties. To reverse this, we need to
invest more in our youth in a way that other counties will be hiring human resources from our
county.
There was a very embarrassing situation in our county. I have to say this. How can you appoint
somebody above the age of sixty, to represent them? Does it mean that there were no learned
youths in our county who would have interest to represent? It is common logic that if the youths
are the leaders of tomorrow, why not today? Let it not be said tomorrow, tomorrow, tomorrow.
Let it be now. When it comes to those public appointments, let the youths be represented by one

of their own. Let it be a person who has concern for other youths. He has a lot of knowledge on
the issues affecting the youths.
The makers of the constitution unfortunately left out the youths and their plight. They are neither
directly under the county government nor under the national government. How were they able to
associate youths with the polytechnics? How were they able to associate youths with the sports?
This is the biggest question we need to ask ourselves. If we don’t take the necessary measures to
safeguard the youths who are poorly represented be it in the national level or the county level, if
we don’t fight for their rights, if we don’t advocate, and if we don’t shout, if we don’t fight
wrongs will be bestowed to our youths and the blame will go to our youths and they will be said
to be irresponsible. They are not irresponsible. The only thing is that they are not economically
empowered. How can we empower them? This can be done by creating a fund. Let’s forget the
fund that was created by the national assembly. At the county level we can set aside a certain
amount as Hon. Nyangati has suggested. I concur with her.
Let a fund be set aside for our youths in every docket, in every department. That way we are
going to develop them economically. Politically, let them not be misused during the political
seasons and during campaign only. Even after elections, let our youths be heard. Let the youths
be the spokespersons of other youths politically. Our youths will set precedence and other
counties will be coming to our county to benchmark what we have done for our youths. I surely
stand here to support and even urge this assembly to support this motion by Hon. Nyangati.

Hon. Suleiman: Thank you Mr. Speaker sir, I rise to support the motion by Hon. Nyangati, and
as I support the motion, let me say that there is this issue of polytechnics. In fact in the
polytechnics, the only thing that is lacking is only the practical. When our youths go to
polytechnics they are trained theoretically but when it comes to practical they not exposed, so
when they go out they cannot be employed. When we go to those people who are wishing to take
their youths to polytechnics, they are not encouraged because those that are coming from the
polytechnics are not employed anywhere. They don’t have any exposure in practical, so we are
asking the county government to have some arrangement on how these polytechnics will give
exposure in practical so that our students in polytechnics can be employed when they come out
from the school.
The other thing is about civic education. There is this fund we call the youths’ funds, in fact we
are saying that this youth funds should be given to those youths but they don’t have any civic
education. How do they utilize this money? In fact they are going to come and pick this money
but they are not going to be helped by this money because they don’t have any civic education on
what to do with this money. I would urge the county government to make arrangements so that
we can have civic education on how we can utilize this funds so that it can be helpful to our
youths and also when we give our youths all this civic education and technical skills, they are not
going to be in drugs and that way, we can have good leaders today and in the future. Thank you

Speaker: Yes leader of majority.
Hon. Gichuki: Thank you Mr. Speaker. I rise of course to support but most importantly to
commend the Honorable members and to thank the member representing the youth because Mr.
Speaker it is clear that she had clearly thought about this issue.
Mr. Speaker the youth is the group that is not supposed to disappear. There are serious issues
about them that require to be resolved. Every time we talk about the youth, and Mr. Speaker my
observation is that we keep talking about the youth for so long a time, there is very little that
seems to be done in regard to the same youth we talk about. I propose that we give serious
challenges to two people who represent the youth in the county; that is Hon. Nyangati and Hon.
Mwichigi who has just walked out.
Mr. Speaker, all these things we are talking about and especially when we talk about tenders, we
say that there is a government policy that requires that 30% of the government tenders should be
given to the youths. The important question you ask yourself is; are the youth prepared and have
they the information required, and do they know what they are required to have to qualify for
these opportunities? Mr. Speaker saying that you are going to provide 30% of the tenders to the
youths, and I want to give a case example of the county assembly of Nyandarua where in the
process of pre-qualification, we have even clearly indicated that this particular kind of business
should be for the youth. The important thing will be this; if we don’t have any youth who has
prerequisite qualifications that will enable him or her to qualify for that job, if he is a youth will
he qualify. Now the question I am posing to those two members is, how are they preparing the

youths at the ward level? This is because for them to qualify for this 30% there are specific
qualifications and certification that they ought to have so that they can be awarded these jobs.
Have we prepared them? This is the challenge I want us to take.
When it comes to youth policy, and I just want to refer to the kind of situation that was here the
other day. This assembly cannot wait for the executive every now and then to bring issues to this
assembly so that they can be acted upon. If the executive is taking too much time to come up
with this policy I am putting the question to the two Honorable members that is Hon. Nyangati
and Hon. Mwichigi, you need to sit as the representatives of youth through your respective
committees and bring up a policy by yourself with the help of our now fully equipped legal
department? So that Mr. Speaker some of these things do not necessarily delay as we wait for the
executive to do them. I am saying this time round, I don’t want to come and say what ought to be
done to the youth. I want to take the challenge and I also want this assembly to take the challenge
and ask itself what it is doing as a legislative arm to ensure that there are structures that are going
to be used to ensure the youth representation.
Mr. Speaker when we come to departments, like now we are almost going to the next level of
doing our roads, it is clear that this time round the assembly must have a resolution that is going
to compel and especially the department of roads, that this time round let no single road be done
using machines and let every single road be done through manual labor provided by the youths.
If we use this policy and actually it has been proven, all the roads that were done and actually
were named Roads 2000, because the policy of doing roads by manual labor was introduced in

2000; when you go to all the roads that were labeled roads 2000 in Kinangop, up to this day you
will find that those roads are still intact. Look at the roads we have currently been doing using
graders. Mr. Speaker after a while they are all worn out. I would suggest that if this assembly is
serious on deliberating on its issues, then it should also come up with a resolution that all the
road works in this financial year 2014/2015 be strictly done using our youths. Let there be a
policy and if not then we will take a long time to develop and move forward.
May be this financial year we may not be able to use that policy but we must come up with our
own internal rule that ought to be developed by the committee for education in respect to the
youth and especially by Hon. Nyangati and Hon. Mwichigi. Think on what kind of legislations
we require per ward for the youths and even if it means creating Sacco’s lightly put. If it is
registering Sacco’s, let it be in each and every ward through the assistance of that committee, we
create a sequence or procedure where all the youths in the wards are going to be registered even
if it is in Sacco’s. Then these particular youths Mr. Speaker sir will avoid the bureaucracy that
goes with the requirements for you to give these youths the 30% tender. We can agree as an
assembly that for the benefit of this county we create an exception and clarify that all youths that
will have been registered under cooperatives or societies can enjoy the 30% rule on tenders
without necessarily asking for the certificates required and that require you register with the
central bank, you register with the ministry of youths.
As an assembly we should pass a resolution which will have been prepared by the two members
representing the youth through their committee and bring to this assembly after a youth group is

registered as a society then it qualifies to enjoy the 30% tender rule. Mr. Speaker on this
departments, I also think it is supposed to make a resolution again to ensure that in any other
financial year, that there is no one single budget that this assembly will pass if it does not clearly
indicate that at least we give a certain percentage, and I don’t want to give what percentage I
would like to leave to the committee concerned. It needs to define out of the total allocation of
each and every department, what kind of a percentage in terms monetary value it will set aside
for direct labour provided by the youth department. Mr. Speaker this could be done in the year
2015/2016 because we are done with 2014/2015. On education, many things have been said but
as I have said and had said earlier in this plenary when talked about polytechnics, we need to ask
ourselves whether we can change the game, instead of thinking about our youth and taking
concentration on that youth polytechnic that is in Engineer or that in Mirangine and we now
think of how we can help our youths in their respective areas of work, case example, like our
mechanics if you try to tell the mechanics to go Ndunyu-Njeru or Engineer and the biggest
polytechnic is in Ndunyu-Njeru, You try to tell them to go there so that they can be trained on
the new evolving mechanical changes in vehicles Mr. Speaker they will not go but if you set a
day and you say that you want to devolve this because we are talking about devolution and you
say you will bring experts in Ol-kalou, Ndaragwa, Kinangop and all sub-counties, we bring
youths together for either a week or two, three, four days training. Can we be able to think a little
bit outside the norm, you know our youths are frame gauged and somebody says and I quote in
kikuyu Mr. Speaker that, “Yuthi me Mung’etho” (the youths are idling at the shopping centres.)
You don’t have to do blanket condemnation, you need to ask what the youths are doing there.

Have you ever tried as a leader to engage them and they refused. What mechanism you need to
have to use is the challenge. I am posing to the people representing the youths because they
ought to think outside the box and make clear suggestions on how they want us to handle this
issue of the youth. This is because it is a delicate matter as I said. The way you handle the youth
will determine what a county we are going to have in the future.
Mr. Speaker I want to concur with the county member for Kipipiri especially the matter of age.
This is something the national assembly is supposed to look into. When you say that you have
youths and you want them to be the leaders of tomorrow, then immediately you increase the
retirement age from 55 to 60, when are you creating this opportunities for this youths Mr.
Speaker? It is completely irrational. It is only fair if somebody worked for the 55 years and he or
she needs to have organized himself or herself to create room for that other person so that he can
grow with these changing trends. I think these are among the recommendations. These are
among the recommendations that we are going to make to the senate, that Nyandarua county
assembly recommends that the senate considers moving an amendment to allow that the age for
retirement be reinstated back to 55 years so that Mr. Speaker we can be able to move together. I
will not talk much on this but will say that the challenge lies with the committee on education.
We don’t want to discuss this issue of the youths every time. They need to look at these things
and come up with a conclusive procedure. We need to put in place a road map into the
rejuvenation of our youths especially in three areas; the economic aspect, where we are going to
compel each and every department to clearly put into place what we want them to do to ensure

that the youth are represented, on the sport aspect, as much I know there are those issues that are
being discussed in the policy on sports we are saying that this assembly needs to assert authority
on legislative matters. Let us not wait until a person sits at his own time and think on when they
will bring the bills. Mr. Speaker let this committee bring to this assembly a legislative proposal
that is able to clearly indicate how this assembly wants sports activities to be undertaken because
that is when we shall be seen to be moving and not unnecessarily condemning our executive.
Mr. Speaker, one year down the line we need to ask ourselves what kind of legislative proposals
we have brought to this assembly that is going to shape this particular county. For that reason I
want to challenge all the committees that it is time we change the version now, it is time we start
thinking widely and concentrate on giving directions to this county. Mr. Speaker its time, and I
say this without apologies that the executive does not seem to understand and give a clear
direction to this particular county and now it is upon this assembly to assert authority through the
different committees so that we can give direction to this county. Mr. Speaker with that I
support.

Hon. Kagwe: Thank you Mr. Speaker. I rise to support the motion and also thank the
representative of youths Hon. Nyangati. When I talk about the youths, we are talking about a two
sided coin. Mr. Speaker we only look at the bad side of it and ignore the good part. When we talk
about the youth comprising of 25% of the population of Nyandarua County, and we talk about
unemployment you know that if we are going to achieve economic development we have to

focus more on the youth. We must ask ourselves why our youths are idling at “mung’etho”, the
shopping center. Do we have a resource center where they can get skills Mr. Speaker and be able
to help themselves? Most of our youths on the ground do not know what is good and what is bad.
They just do what comes their way. If today Hon. Gachari tells them, let’s do bodaboda, all of
them will follow. Another day Hon. Kamau tells them lets rear chicken, they will follow and
they will abandon the other one. Mr. Speaker we need to do civic education to the youths to
make sure that they understand themselves and are able to differentiate between what is good
and what is bad.
These youths we are talking about are very interesting. When we look at the various epidemics
that are in our society, right now as we talk the national statistic shows that HIV is dropping by
34% while drug abuse and substance has risen with 43%. It is like a seesaw Mr. Speaker. We
complain about this it drops and the other one rises. A lot must be done and we need to develop
the way forward on how these youths may be trained for them to understand themselves. As
Hon. Kamau has stated and also Hon. Gichuki has added, we the members of the education
committee need to come with a bill. Let us not expect that the executive will always do a bill. Let
us come with a bill in this assembly so that we can show the direction that we would like this
county to move towards. Mr. Speaker I would like also to challenge the members of the
Nyandarua County Assembly that we need to look at Nairobi County where Mike Mbuvi Sonko
is the senator, the other day we saw what he did for the youths. If you go to those regions, you
will find that youths are totally contributing towards development of that county. What about our

county Mr. Speaker? don’t we have a revolving fund Mr. Speaker to make that happen? In
Ndaragwa central, Leshau, Kiriita and Magumu, we have youths who have viable organizations
which are even generating funds for the county. We need to think on how to get a regulation on
how to create a fund which and it will be of great importance to our youths. I support Mr.
Speaker.
Speaker: Member for Githabai.
Hon. Kairu: Thank you Mr. Speaker sir. I fully support the motion that was brought by Hon.
Nyangati and concerning the youths. Our youths in this county have various problems. Many of
them engage in illegal matters because most of them are idle. Let’s take these young people who
have dropped from primary school as an example, if there are no polytechnics where will they go
and yet he is not involved in some activities. That person will end up engaging in issues that are
not important in a community. Some of them will engage in drugs, playing pool table game at
the places our Honorable members are calling ‘’Mung’etho’’. Before we condemn the youths we
should bear in mind that they are totally idle and remember that the bible says that idle mind is
the devil’s workshop and that’s why the devil utilizes them because they are idle and are not
utilizing their energy. They end up in psychiatric facilities because after taking the drugs, they
become unreliable in the society. Mr. Speaker like now when I was coming it is sad that you find
that some youths are already drunkards. Will you condemn those youths? No, sometimes I say
they are doing the right thing because they have nothing to do. When you come to football and
the rest, this is where you find that a ward is given only four balls.

Looking at certain areas like Githabai ward, I don’t have even a single polytechnic, and a
polytechnic this is where standard eight pupils after completing primary education, can join
when their parents are not able to take them to various high schools because the marks they get
do not make them qualify to be in some institution. They end up being maids and some of them
end up becoming mothers at a tender age because there is no one they depend on.
Another thing Mr. Speaker is that when you come to construction of the ECD centers, you get to
hear that they get the constructors from outside a particular locality. What I can recommend is
that where we have polytechnics that have the department of construction, let them be used to
construct the ECD centres, because when they are engaged and, some especially those from that
particular funds will come back the youths Mr. Speaker sir. I need protection Mr. Speaker sir
Speaker: Order member for Gathanji.
Hon. Kairu: Mr. Speaker sir, it is very sad especially for this county when we do not really
think and mind about the youths. Some of those young men are unfortunate and they end up
becoming bodaboda drivers. During a rainy season, the youths continue with their business
irregardless of the weather and nobody seems to ever think of protecting them from the harsh
weather conditions. With this, I mean the bodaboda sheds were supposed to be built to protect
the youths but nothing has taken place. This county is not implementing what needs to be
implemented. When we look at some other areas things are being done at a high speed, but when
we look at our county nothing is being done for the development of this county. Mr. Speaker sir,
I now take this time to request the CEC member to think and see how some things are going to

be done. When Mr. Speaker we come to the issues of polytechnics, they say that they are going
to set them in every ward, and I curse any person who will come with a different idea and say
that we should not build a polytechnic in Githabai ward. It happens that when we propose a
project somebody somewhere will go and divert that amount of money to some other activities. I
support the member for Leshau-Pondo on his sentiments about the person leading the issue of
youths, how can an old man lead the youths when we have the youths that could be an example
of how we are concerned with the youths being there leader? In fact Mr. Speaker something must
be done to make sure that we look into this issue seriously. Let’s not say that we are developing
the youths but when we come to it, it is the other way round. Mr. Speaker sir, I support the
motion by Hon. Nyangati and I call the motion mover to respond. Thank you Mr. Speaker sir

Hon. Dorcas: Thank you Mr. Speaker. I rise to support this motion. Aware that there are a lot of
youths in this county and these youths become useful only when we are doing the campaigns.
We only engage them during the campaigns, promise them a lot of things but when it comes to
implementation, Mr. Speaker nothing of that sort happens. We have many youth polytechnics in
our areas. I would say that these youth polytechnics be fully equipped. Youth polytechnics being
some of the devolved functions Mr. Speaker, we need to do many things in the area including
creating youth polytechnics exhibitions. For example we can have Mirangine, Leshau-Pondo and
Ol-Kalou polytechnics competing in what they are doing in a particular area. With that we are
going to have a team such that when we have our national show in Nairobi, Nyeri or the show we

had here in Ol-Kalou, we can have those youths so that they can show what they have come up
with in their youth polytechnics. Through this Mr. Speaker, our youths who are not in the
polytechnics will be encouraged to join the youth polytechnics because they will see that there
are things being done there. I remember during the campaigns, one of the manifestos of the
jubilee government to be was to have 30% of the contracts being awarded to the youths however
the policy and the requirements for the youths to get the contracts Mr. Speaker are very high. I
will support what Hon. Gichuki is saying that we need to have a county policy so that we can
exempt some requirements for the youths to qualify to get the contracts. I would wish to say that
in our county budget, each and every department should have a youth friendly budget. You can
remember that the government had a policy duped ‘kazi kwa vijana’. You find that our roads
were being done by hand or manually. The de-silting of dams was also manually done. This can
be done in our county. Every department to have a fund that the youths can be encouraged to
carry out those activities. In our county in the department of water there should be a fund to dig
dams and the youths should be engaged to dig the dams instead of the machines and they can be
do it very well because they are doing it for their areas. With that, they will be empowered and
civic education can be carried out on those works, on how they can form groups and have an
association so that they can get these contracts. We can also see the government carrying out the
tarmacking of roads on wage basis and this is to empower the youths Mr. Speaker. Our
Nyandarua County is not far from that.

In Nakuru County, the toilets are being managed by the youths and the youth groups and they are
very clean. They are cleaned on a fee. That can be started in Nyandarua County that. If you go to
all our towns we can see that our toilets are not well done and they are not cleaned Mr. Speaker.
In those towns we can be engaging the youth groups to clean those toilets.

Hon. Dorcas: We need to engage our youths and you will see our toilets will be well cleaned
and our youths will be getting a fee out of that. I also remember that under the economic
stimulus plan, youth empowerment centers which were being built in every sub county were not
equipped. Those are the areas where our youths could be going to get material from for any
advertisement, this could can be posted in those youth center. Youth functions having been a
devolved function to counties, I would urge the county executive to make sure that the youth
resource centers are equipped and ready for use because the public funds were used to build
those houses and are not in use. Mr. Speaker with that, I support this motion because the youths

has actually come at the right time. You know when we talk about the youths they are the
potential leaders of today and not necessarily tomorrow. If we consider so many issues of every
ward including the whole county, I think the issue of youth is almost similar Mr. Speaker. If we
don’t support the youths we can be voted out by all those electorates who elected us and most
probably the youth. I remember when we were campaigning we gave hope to the youths. Now I
have several job application letters in my office Kaimbaga. I usually give them direction that
after the advertisement has been put on the paper, they apply for those jobs in the County
Government, but Mr. Speaker they usually bring so many applications in my office but I don’t
give jobs. I encourage them that if they see advertisement on the paper they should just apply to
the assembly or the county. What I am saying is that we need to support these youths in any way
and provide them with the revolving funds or rather loans. We should come up with a good
policy for example there is uwezo fund for the national government we should have a revolving
fund for our county. Like now there are a lot of questions since there is this uwezo fund but they
don’t have access to it. So we as the elected members close to them, they always plead to us
asking how they can get access to the money and you find most of the Honorable members are
helpless in that area because this money is managed by the CDF and by a member of the national
assembly. If we can come up with a way that we can help our youths directly, I think we can gain
mileage and I also think God will bless us. You know there was a sentiment and you allow me
Mr. Speaker in Kiswahili, “kazi kwa vijana pesa kwa wazee” and if they have that altitude Mr.
Speaker I think we need to have a paradigm shift as the deputy speaker says so that we can
change that mentality and they can will feel that we are supporting them in the polytechnics,

Hon. Thuita: Thank you Mr. Speaker. It is that word ‘youth’ that I was trying to avoid because
when we went there the way the CEC was putting it, it was like it does not cover that word
‘youth’, because they say it is not a devolved function. It took us time, almost an hour arguing on
the same subject, where do we put the youths. Finally when you look at the heading of that, we
put it as sports and youths to at least put them somewhere in the county. I told the chief officer in
charge that one thing that the transitional authority could have advised on is that the youth affairs
could have been devolved because in every county in Kenya, the youths have unique problems in
their respective counties. If this it is not devolved we are going to talk about the youths in this
country whereas they will not get a mileage to get up there.
When we talk about the youths it’s between the ages of 18 to 35 years and there is a gap of
between 17 years and these people don’t think alike. When we make policies in our counties, we
try to put them in different age groups. Going out there we will find so many youth groups of
about 30 to 35 years. They use their knowledge to exploit those who are between 18 to 25 years.
This should be looked into when we are making policies in this county.
The second thing I noted is that these resource centers are not under the County Government. I
asked how a national government with people in Nairobi can manage a youth resource centers in
the village. Mr. Speaker I understand that every representative of the people elected or
nominated has a duty to perform. We cannot grow this county without exploring what is
happening. Now we have a show in Nyeri and it is being advertised even in the media, here there

is a need to have technology, but no one in this county is trying to involve the youths to at least
to take something there and see what is happening.
This morning Mr. Speaker I was late to come to this house because I thought that I should
consolidate the youth groups in my ward and have eleven groups so that I take them there on
Friday so that when they get this uwezo fund they can decide what to do with the money,
otherwise they will get the one hundred thousand shilling but they will not do anything and they
will just remain the way they were. We need to do a lot but not only saying that these youths are
neglected. With that I support the motion and would like to call the mover to respond.

Hon. Nyangati: Thank you Mr. Speaker. I would like to appreciate the members for supporting
this motion finalize by noting that in the national government, we do not have a ministry on
youths, so Mr. Speaker we are told that the youths are not devolved and they not in the national
government. What I would urge this Honorable house is to start with this. I have tried to say it to
the executive member many times but he has not taken action on the same. I have been
requesting for information day in day out concerning the youth, because Mr. Speaker sir I don’t
find it necessary to say that we are going to empower the youths and yet the youths don’t have
information on what is devolved or what we expect them to do for them so as to benefit from the
county government. The youths don’t know that 30% of the tenders belong to them. They don’t
know what they are expected to have in order to get the tenders like most of the youths don’t
differentiate between the businesses and the CBO (Community Based Organizations). Therefore

they need this kind of information and they should know what the youths are doing elsewhere
and what we are doing for them like for example in sports. I believe we need a common
information day where we call all the youths in the county and on the same day we can have
something like a talent show.
We can also have different committees to investigate the entry points for the polytechnics. We
would wish to know whether those people who join the polytechnics are form four leavers or
class eight leavers because most of the polytechnics ask for form four certificates. I also feel that
we should have the students join the polytechnics after class eight to get the technical skills. I
would also ask the education committee to try and do bench marking in other counties and
because other counties understood earlier than us that the youth sector is not devolved. Maybe
they have some things set up for the youth. When they do the bench marking, they will be able to
compare and contrast what we are doing and what is being done elsewhere. Mr. Speaker sir, it
happened that I visited Nakuru County with personal interests and I found that there was a
project that was being implemented by the bodaboda people. They went to a bank and took a
loan and they bought a piece of land and then they looked for donor who helped them built some
two bedroom houses. They are about forty of them and now every one of them has a house and
they are even rearing chicken there. I would urge our executive to implement this. I also request
that we have sport buses in our county so that we take our sportsmen out there to compete. We
can use them because 80% of the cost used is going to the transport. It is my feeling that this
Honorable should consider that in future so that before the end of the five years, maybe we have

two buses for the youth to be used when we take them for sports or educational tour or even the
shows. We can reduce the cost. When the bus is not busy we can hire it for other events and it
will bring some income for youths. I also think that we should have a website for the youths so
that we empower and inform the people on polytechnics so that when we come up with some
projects for the youths that they can be able to advertise and market products using the website.
I also think that we have various funds created by the national government for the youth like we
have the ‘uwezo’ fund, we have the youth fund and even if we are satisfied that we have these
funds, we should know that these funds are too hard to get. You find that the process is too
tedious and there are requirements that are needed to get these tenders for example, you should
have a business for at least six months and it is very hard to find a youth who has a business that
has been running for more than six months.
If you want to get a loan most of the times, they will start by giving fifty thousands and if you are
about fifteen of you and you know that fifty thousand nowadays you cannot do much because
even if you intend to buy a cow you only buy one. The other thing that has been said by
Honorable Ngotho is about the county choirs. I still feel we have youths in our county who are
talented in music and also acting. I think Mr. Speaker sir during Madaraka day Hon. Kamoche
mentioned on the same. Most of the people who presented there came from Nairobi. We can
have our youths who are interested in music and maybe empower them. They can entertain our
people in the county and get something instead of having other people coming to our county.

We should also have cultural centers. Looking at Nyandarua County, most of the people have not
originated from this county. They have come from Nyeri, Murang’a and Kiambu Counties but in
Nyandarua County we don’t have a culture and that’s why you find that somebody who is 20
years greets a fifty years person by saying ‘hi’ or ‘yes’. I don’t feel it very good. I would like a
situation where we have cultural centers so that we can try and develop a culture in our county.
The other issue I have is about the banks, I tried to talk with a bank manager in KCB around here
and they were telling me they have an allocation specifically for youths and they don’t go for it
because they don’t have the information. The allocation gets back if we don’t have some youths
applying for it. He told me that the condition is that the youth should come up with the project
but the condition is that the youth banks with the same bank. The other issue I would like to talk
about is what Honorable Kamau my able chairman has commented about. We usually say that
the youths are the leaders of tomorrow. To me however, Mr. Speaker tomorrow never comes. It
is good that we train the youths to be leaders of today. It is true Mr. Speaker sir that you cannot
employ a person who is sixty years old to represent the youths and yet there are many youths
who are interested and can be very good. Saying the youths are the leaders of tomorrow cannot
save and so we should train our youths to be the leader of today. Let us stop being the rubber
stampers. Let’s not see that Nyandarua County is the one that should go ton bench mark in other
counties. It is the time we come up with a very good policy for the youths so that other counties
can come to learn from us.

I would also like to respond to mheshimiwa from Engineer’s call about the youth policy. In May
we went to Nakuru to draft the youth policy as the education committee with the executive and
we came up with the youth policy and decided to make a bill and it is in the final stages. I am
urging the executive to hurry up on that bill so that the youths can benefit from the budget. The
other thing is that we would urge the executive that at least everything that is passed in this house
is implemented. Let us not just say things and nothing is done. I appreciate and thank the
Honorable members for that and before I summarize, I would like to retaliate as the county
member from Kipipiri has said that the youths should be the ones to clean toilets. Mr. Speaker
sir, it is not bad but now it’s time we make a difference so that youths are not the ones to be
doing the odd jobs. We want the youth to be given jobs according to their areas of specialization.
It is time we should change and say that such jobs as toilets cleaning should be done by the old
people. Mr. Speaker sir the youths have a future and we need to train them according to their
careers and profession. Thank you Mr. Speaker sir.

Speaker: Now this is a motion of this house and will be communicated to the executive and I
think the contributions of members will be taken from the Hansard when it is done and I think
this is the right way to move. Honorable members, even if we have the youth policy document
being done by the Executive, I think this is the document that should come to this house for
enriching and to be approved by this house so that the same can transcend to a legislative
proposal and if that happens, I think the committee on education chairman can follow up on that
one to ensure that it is brought to the floor of this house. Further the chairman of the education
committee and persons representing the youths Hon. Mwichigi and Hon. Nyangati and your
committee with your leadership shall be able to move and consult with our legal department, so
that if the executive is not working towards the legislative proposal, we can be able to do it as an
assembly and engage the experts in the same aspect. I think if the youths are secured, everything
else is secure and also our future is secure. I think this a very important area, like in civic
education, our youths have had many opportunities but they do not realize them. Therefore
Honorable members it’s very critical that we look at section 98 to 101 of the county government
act for the purposes of making a legislative proposal and civic education because it is provided
for. I think that even the issue of the education day for the youths will be captured in that
legislative proposal on civic education.

The other issue that has been raised is about the wastage rates. I think this is a communication
we have to send to the executive. The transition from high school to colleges and universities is
less than 20%. It has to be stopped if this county has to develop. I think this is something that we
have communicated very effectively.
I am also very impressed on the issue of allocation of resources to at least five development
projects every year for the youths. If that one is captured in the legislative proposal, the executive
will have nothing else than implement it. Once the budget is passed, they have to implement it.
The other issue is the engagement of the youths so that they can attract experience. This can
make them marketable and help this county and other counties. I think what the members are
communicating to the executive and the assembly’s board is that whenever we are undertaking
programs either for buildings or on the roads, we should ensure that the young people from the
polytechnics are involved on attachments. I think as an assembly we are going to take that up
immediately. We believe they have very serious expertise on metal works and other things.
The other issue that was raised and I thought it was very important is involving our youths in the
polytechnics in dressmaking and in all those other things that we consume in the county. We
don’t require the procurement laws because they are government installations. We are going to
be helping the youths.
On classification of the youths, this is very critical area. A youth who is 35 years and another one
who is 18 years cannot be moving in the same line and direction thus they can be trained

according to their age and their education. I think that is the only way as a government we can be
able to help them. I think most of these things have been captured in the motion. We shall
