[NC 4] LINE SPEEDS

4.1 PURPOSE

The Line Speeds within the WTT Network Configuration details the maximum authorised train speed at which an individual type of approved rolling stock (from suburban/locomotive/freight classes) can operate per route section within the Melbourne metropolitan trains network.

This section does not include temporary speeds restrictions as issued in Safe Working Circulars or Weekly Operational Notices.

For line speeds for heritage rolling stock, refer to L1-CHE-MAN-011 – 1.13.1 Maximum authorised speed of heritage rolling stock.

4.2 SCOPE

The WTT Network Configuration documents are applicable to Metro trains operator, V/Line trains operator, Public Transport Victoria, Third Party organisations and contractors that use the Melbourne metropolitan trains network as defined under the Melbourne Metropolitan Train Franchise agreement.

4.3 RESPONSIBILITY

Refer to L1-CHE-MAN-010 Table 1 - Responsibility Matrix for WTT Network Configuration for the department representative responsible for the Metro line speeds.

4.10.8 Special Speeds

NOTE A. All trains operating on all tracks between Southern Cross Passenger Terminal and signal No. SST572 and SST578 on the RRL lines and the area embraced by Signal Post No. 125 toward No. 8 South, No. 8A and No. 8 Tracks and No. 123, No. 303 and No. 567 toward No. 8 and 8A tracks and No. 520 and No. 541 on the East Suburban leads, Special Lines and No. 7, No. 8, No. 8A and No. 8 South Tracks, shall not exceed 25 km/h.

B. All trains operating on the Up and Down Main Suburban lines and Up and Down Through Suburban lines from the Signal bridge (opposite Franklin Street) which has Signals 558, 556, 516, 711, 557 & 539 on it to the next Signal bridge in the Down direction which has Signals 807, 483 and 710 on it, shall not exceed 40 km/h.

C. All trains operating from the signal bridge which has signals 558, 556, 516, 711, 557 and 539 on it to the next Signal bridge (opposite Franklin Street) in the Down direction which has Signals 807, 483 and 710 on it, any diverges between the Main Suburban and the Through Suburban lines is permitted at 40 km/h. Any other diverging routes shall not exceed 30 km/h.

D. All Up trains operating on tracks applicable to the Spencer Street Passenger Terminal from Signal Post Nos. 516, 556 and 558 (Signal Bridge at Franklin Street) shall not exceed 25 km/h.

E. The preferred Viaduct lines for the operation of locomotive hauled freight or passenger trains (including steam locomotives) or light locomotives are the Up and Down Through Suburban Viaduct lines, and the speed shall not exceed 25 km/h.

Except as noted in the paragraph below, no locomotive hauled freight or passenger train (including steam locomotives) or light locomotive is permitted to operate between Flinders Street and Spencer Street in either direction on the City Circle Loop Viaduct, Caulfield Loop (CV) Viaduct, Northern Loop (NV) Viaduct or the Burnley Loop Viaduct line unless written approval is obtained from the Office of the Chief Engineer.

The IEV100, and IEV102 operating in a push / pull configuration with P-class and T-class locomotives, are permitted to operate without restriction at 25 km/h over the Caulfield, Northern, Burnley and City Circle loop viaduct lines during normal train operating conditions.

4.11 EXPLANATION OF LETTERS AND SYMBOLS

4.12 LINE SPEEDS - CIRCULAR RECORD INDEX

Engineering WTT Network Configuration amendments will be issued in the form of WTT NC Change Notice, numbered consecutively. The WTT NC Change Notice provides approved input to a Safeworking Circular [SW] for distribution to all stakeholders. The Safeworking Circular [SW] is the authority for the update of WTT Network Configuration documents.

WTT Safeworking Circulars [SW] applicable to Line Speeds change shall be recorded here as a change record to identify the most recent update.
