Overview

ISIS is one of the largest threats to the United States in 2016. The popularity of

the group has steadily increased over the past two and a half years due to a plethora of

successful attacks and propaganda techniques. The known associations of ISIS that

reside in the United States will be an important tool to help identify ISIS supporters in

the future. Identifying the methods used by these individuals to spread the ISIS

message as well as the commonalities with those that have been arrested will help law

enforcement and intelligence agencies mitigate future attacks within the United States.

This report will look at the propaganda efforts, communicative techniques, networks

and known associations, attack and travel plans, and the ages of these individuals.

Keywords to Understand

Dabiq – a town in northern Syria that is symbolic to the ISIS cause because it is where

the group believes it will the location where it achieves ‘final victory’ against the West

Caliphate – Islamic State that is led by a Caliph.

Caliph – Political and religious leader who is viewed as the successor to the Prophet

Muhammad. The power and authority is of the Caliph is supreme

Hijrah – migration

ISIS/ISIL – Islamic State of Iraq and Syria or Islamic State of Iraq and Levant

Islamic State – A government primarily under Sharia law or early Islamic law from

the early years of Islam. ISIS views this as the most complete form of Islam.

Levant – Region on the eastern border of the Mediterranean Sea that consists of

Cyprus, Egypt, Lebanon, Israel, Iraq, Jordan, Syria & Turkey

Background

Islamic State of Iraq and Syria (ISIS)/Islamic State of Iraq and the Levant (ISIL)

ISIS or ISIL can be traced back as far as 2004 shortly after the U.S. invasion of

Iraq for the “War on Terror.” A Jordanian militant named Abu Musab al-Zarkawi

aligned his jihadist group Jama’at al-Tawhid wal-Jihad with al-Qaeda making it al-

Qaeda in Iraq or AQI. The motive behind this joint partnership was created in order to

ultimately drive out U.S. forces in the Iraq region. After the death of al-Zarkawi in

2006, his successor Abu Bakr al-Baghdadi rebranded the group as Islamic State of Iraq

and al-sham (ISIS).1 Al-Sham refers to the Levant which is the region on the eastern

border of the Mediterranean Sea. The countries that are included in the Levant region

are as follows: Cyprus, Egypt, Lebanon, Israel, Iraq, Jordan, Syria & Turkey.

Fast forward a bit to 2011 when a civil war broke out in Syria. The ongoing war

has crippled the government and overall stability in the region.2 The current President

of Syria Bashar al-Assad has turned a blind eye towards radical extremist fighters like

ISIS and al–Qaeda that exists within the borders of the Syria.3 President al-Assad has

allowed ISIS to establish a caliphate within the country. Since ISIS has established a

caliphate, the group has set up it’s own capital in the northern Syrian city of Raqqa. It is

here where the group has created its own miniature government that provides its

inhabitants: education, healthcare, food, water, etc. ISIS uses this established caliphate

to fuel its propaganda efforts throughout the world.

ISIS runs a very diverse and powerful propaganda machine through social media

outlets.4 According to a U.S. State Department spokeswoman Jen Psaki, there are

roughly ninety-thousand ISIS propaganda tweets per day.4 ISIS media members

produce high quality videos and animations that are used as a ‘call for action’ and to

provide inspiration for individuals that support the Islamic State. Social media outlets

that the group uses to spread propaganda includes but are not limited to: Facebook,

Twitter, WhatsApp, Instagram & Tumblr. 4 Within these social media platforms, the

group uses popular hashtags to disseminate their message in a more streamlined way.

ISIS also produces a radical magazine called “Dabiq.” This magazine aims at

influencing and recruiting like-minded radical individuals in the West (U.S, Europe,

etc.)5 The magazine is very refined, well produced and printed in multiple languages so

that it can reach large audiences around the world. 5 A basic Google search of “ISIS

Recruitment Journals” offers links to download every issue of the magazine. This easy

search is completed by thousands of individuals that are looking for reasons to join the

ISIS cause. A sample image of the “Dabiq” journal is provided below:

The unstable environment in the Syrian region has created a perfect scenario for

ISIS to come in and establish a caliphate. Since the civil war and the creation of the

Islamic State, ISIS has gained popularity every single year not only in the Levant region,

but globally as well. The increased popularity has provided the group with thousands of

individuals seeking to provide material support for the cause.

As it will be explained in this report, many arrests were made within the United

States in 2014 and 2015. Since 2014, there have been close to one hundred arrests in the

United States alone involving radical extremists that support ISIS. Some of the

individuals that were arrested planned or even carried out successful attacks at various

locations across the country. Many U.S. Citizens have even attempted to travel to Syria

to join the frontlines due to false promises of a better life in the Levant region. ISIS

propaganda and even ISIS fighters that live in the Levant region state that if individuals

hijrah to the region, ISIS loyalists will receive gifts from Allah like a free house with no

rent, free water & electricity.6

Since law enforcement and intelligence agencies are identifying radical

individuals early, it creates a problem for individuals that want to hijrah to Syria to join

the fight. Since then, in September 2014, ISIS has called for a global jihad meaning the

group is calling for its members and supporters across the world to wage jihad in their

own respective countries if they cannot make the migration to the Levant region.7

This call to action by ISIS is requiring law enforcement and intelligence agencies

throughout the world to keep up with identifying and thwarting plans and attacks that

are carried out by ISIS members and supporters.

This open source intelligence report will identify and evaluate all of the

individuals that have joined the ISIS movement within the United States, and their

respective connections to other members of the group.

Findings

• Many of individuals that were arrested within the United States were identified

before an attack was deemed successful

• Majority of the individuals that pledged allegiance to ISIS were male at 69 total

• Only 11 females’ pledged allegiance to ISIS in this given study

• Men out number the woman roughly 6 to 1

• Twitter and Facebook were very popular social media outlets where

individuals would spread radical messages and views

• Individuals will have multiple social media accounts, sometimes hundreds due to

Facebook and Twitter blocking their account

o These accounts can be created very quickly and easily

• Most popular motive of operation involves firearms and large gatherings of

people

• There has been a total of 4 attacks within the United States

o All four attacks have occurred after the September 2014 call to action

made by ISIS

• 3 out of 4 successful attacks carried out by members or supporters of ISIS within

the United States involved at least 1 firearm

• Only two attacks involved more than one person: San Bernardino attack and the

Garland Texas attack

• Majority of the arrests were made in in the first six months of 2015 (January-

June)8

o The arrest numbers increased after the September 2014 call to action

• Majority of individuals arrested did not have any prior criminal records

• The average age of the 80 individuals arrested in the U.S. for supporting ISIS was

Structured Analytic Technique

Conclusion

From this report I conclude that it is imperative that law enforcement and

intelligence agencies take the threat of ISIS seriously within the United States. Since

2014, there have been eighty individuals that were arrested for supporting the Islamic

State. This number is increasing by the day. If the law enforcement community does

not continuously try to identify and thwart these individuals, there will be another

successful attack soon. This domestic war will continue into the foreseeable future. Law

enforcement and intelligence agencies are not fighting an army; it is fighting an

ideology. In order to combat ideologies is it important to identify all the different ways

individual(s) can become radicalized and understand why they do it. It has been found

that the individuals that have been arrested are typically self-radicalized by ISIS

propaganda and other radicalized social media posts. In order to combat this, law

enforcement agencies must work around the clock and monitor the websites mentioned

within this report. By doing this, it will help identify radicalized individuals early and

often and decrease the overall likelihood of another successful attack. The information

provided in this report is intended to be a great foundation in understanding the ISIS

presence that exists here in the United States as well as a guideline to help identify

future radical extremists influenced by ISIS.
