• IWRM is a process that guides decisions aboutdevelopment in the basin, by necessity this requires

a flexible, coordinated, multi-agency approach

• In INDONESIA newly established River Basin

Management Offices (new Water Law No 7/2004)operate within an environment of increasing :

• stresses on resources

• competition for services, and

• demands for regional autonomy anddecentralization

• Adaptation to climate change in river basins

• River clean-up towards healthy rivers withsustainable ecosystems

• If we do not have objectives then we willnot be able to reach the goals—where we ultimately want

to go• Objectives are a statement where we need to go to get

there step-by-step

• If possible, objectives need to be measurable—so it can bedetermined if they are being achieved• If not measurable, then there need to be criteria to decide

whether an objective has been achieved or not

• Often, an objective can be stated as the resolution of anissue

• Other donors, private sector,communities and GOI itself willfund other interventions in acoordinanted manner
