There may be various critical environmental issues arise while imple enting the PADENIYA- PUTTLAM (A 010) main high way Project. m PADENIYA-PUTTLAM (A 010) Road Project implementation is under the preview of the consultant of the BCEOM / in association with the RDC Ltd. which is fu ded by the World Bank. I The Environmental Management Action Plan (EMAP) forms part of the Bi documents of the RDA (client) and shall be considered along side the specifications. d World Bank mission is very particular about the environmental impact insist always to pay more attention regarding all such issues while major project like PADENIYA- PUTTLAM Road.

PADENIYA -PUTTLAM Road (From 62 .9 Krn to 124.27 Krn) classified as "A" class is a part of Katugasthota, Kuruneala and Puttlam main high way which is situ ted in the North- Western part of the island. The most sections of road travels through imp0 ant towns mainly Nikawartiya, Anamaduwa and Puttlam which are developed with paddy cultivation under irrigation schemes. The area covers these sections of the road are full of th natural resources and important places for the public. Therefore it is very important to p otect the existing environment. !

PPOJECT

The main purpose of the Environmental Methods Statement (EMS) is to ex lain the approach, actions and manner in which the Environmental Action Plan to implement in order to minimize the harmful effect to the environment during the construction process. 1 1.1 Environmental Method Statement (EMS) ~

The EMS comprises the environmental policy and objectives of proj ct and a plan for organizing, directing and controlling the environmental issues relating to the project. It lays down duties and responsibilities. 1 The statements is developed and implemented in consistent with North estern Provincial Environmental Authority (NWPEA) regulations, clients in the Contract Specifications [ VOLUME 5 : section VIII :

2.0 Operational EMS 2.1 Operation of Asphalt plant, Quarry, Crusher plant & SeIection of disposal Sites

As per the approved estimate made 1, 32,410 m2 of areas are to be cleaned and grubbed for widening of the road. Therefore, suitable sites should be identified for the disposal of soil generated due to the construction activities grubbed in an Environmental Sound manner.

Further, nearly 93,987 MT of Asphalt concrete for wearing course, 57797 MT of Asphalt concrete for Binder course and 50,336 m3 of the ABC (Aggregate base course) for base course are required for the whole development. In order to purchase the required materials the company established its own asphalt plant at the cost of Rs. 40 million and a metal crusher at the cost of Rs.57.27 million at Bamunakotuwa respectively. The asphalt plant has been installed closer to the quarry site for easy operation.

2.1.1 Selection Criteria of the Quarry

In order to select the suitable site for the aforesaid operation, the following factors were considered,
