Background Background

Displacement monitoring (IDP and returnee Monitoring and Needs Assessments)

- Is the first step in identifying the causes of their displacement and achieving a coherent understanding of their needs- Before 2006, 1.2 million Iraqis were internally displaced as a result of war and the policies carried out by the former regime- Since the 22 February 2006 bombing of the Samarra Al-Askari Mosque, sectarian violence has escalated and nearly 1.5 million additional IDPs have fled their homes- Today there are nearly 2.7 million persons displaced within Iraq, many of whom are in urgent need of basic services- IDP monitoring and needs assessments started with the primary objective of identifying beneficiaries, their locations and needs- Ongoing since 2004 and implemented in phases adjusted to IDP movements. In 2006 IDP Household survey on 8000 families. Most recent Phase III is focused on post February 22, 2006 IDPs- In order to better target assistance and understand the returnee context, since December 2007 IOM, in cooperation with MoDM, has started Returnee Monitoring and Needs Assessments in Baghdad Governorate. In addition, IOM through its IDP Monitoring network, expanded the Returnee monitoring to other governorates in Iraq

ObjectivesObjectives

- Identifying beneficiaries, their locations and needs

- Better targeted assistance through IOM IDP programme

- Provide data on targeted population (IDPs and Returnees) and their locations to different stakeholders including UN, IO, NGOs, Local Government, Donnors and Media through regular standardized reports issued biweekly, monthly and periodically

- In addiction IOM provides specialized analysis and detailed data sets and maps for user upon request

- Project recommendations – response to beneficiaries needs

- Beneficiary and location profile for different programme activities with in IOM and other implementers

- Reduce the costs of multiple data collection exercises with all in one data collection and analysis service

MethodologyMethodology

Displacement monitoring includes: IDP and returnee group and family monitoring and needs assessments, IDP surveys, location (village/neighborhood) assessments, total number of IDPs and returnees analysis through different sources, mapping, and project / response activity recommendations.

Target population

IDPs - IOM is carrying out monitoring needs assessments for post-February 2006 Internally Displaced Persons throughout Iraq. From July 2008 assessments will cover all IDPs displaced after 2003.

Returnee – person who has returned from displacement (since February 2006) to his/her original home or original neighborhood. Iraqis who return but not to their original home or neighborhood are considered secondarily displaced.

Assessment method is based on surveillance, carried out by trained monitors who work with IOM partner NGOs or directly for IOM and in close coordination with Iraqi MoDM branch offices.

Unit of observation is IDP family or IDP group - identified as two or more families that originate from the same place, belong to the same ethnicity and religion and currently live (are displaced) in the same location (town/village/neighbourhood). For returnees unit is family only.

IDP MonitoringCurrent coverage: 166,000 families

Returnee MonitoringCurrent coverage: 215 locations

with 13,030 returnee families; 900 detailed family interviews

Location assessments: details on 660 locations

Project recommendations: different response recommendations by sector based on identified needs

in field visits

- Field monitoring teams conducting assessments using standardized methodology and tools- Data are entered in IOM designed databases and update is sent (exported) each 2 weeks- Four partner NGOs and one IOM monitoring team covering different areas of Iraq- First target is to cover all IDP locations and groups with in the governorate and than start revisiting and updating the data for each assessed group/family- IOM compiles the central database and produces reports and various data analysis

ChallengesChallenges

DISPLACEMENT monitoring is an ongoing process and allows changes in methodology and approach based on changes in displacement patterns and conditions

CURRENT assessment methodology can be expanded if needed and additional questions can be added provided that current sections will not be changed in order to provide data compatibility

IDP and Returnee Monitoring is based on building up CUMULATIVE DATA on groups and families

UPDATES are difficult since locations can be visited again not earlier than few months after first visit

Location assessments and JOC project recommendations COMPLEMENT the DISPLACEMENT monitoring process and provide basis for targeted assistance

Since end of 2007 MoDM IDp and RETURNEE REGISTRATION data provides accurate baseline for total population numbers and monitoring provides detailed data on conditions and needs

Challenges & lessons learntChallenges & lessons learnt

REMOTE MANAGEMENT remain as a main challenge and there is a need for increased agency presence even through local staff / field consultants. Contracting NGO partners for data collection is not always cost effective and sustainable (trainings, staff turnover, competition among UN agencies…)

IOM strategy is to move to own data collection mechanisms and to increase the capacity of relevant authorities

IMPROVING EXISTING data collection operations and tools is more difficult than establishing new ones

EXPANDING the list of questions in family / group forms is not always the best solution especially on topics related to the location / community and it is better to collect them in separate location / community assessment form

SURVEILLANCE should remain on limited number of questions / topics and additional data can be collected with small sample surveys

DATA collection without RESPONSE mechanism is affecting the trust of the respondents, therefor IOM is using JOC approach
