Facilitator’s Guide Reference 1 Welcome participants to the last session of the workshop.
Tell: With this is the final session of the workshop and during this session we shall be recapturing what we have tried to cover during the course of the last five days of this workshop and place the sub modules in perspective of what we sought to cover and achieve during the workshop. Tell: For this purpose we will look at the framework of the module and address the core of the framework which is the role that each of you will be playing as advocates of ethics in your own capacity. Thereafter we will formally bring the workshop to a closure. Show slide 2 on Session Overview and tell that during the session the following will be covered:

3 Basic Concept Framework of ethics module Ask if anyone can recall the framework of ethics stm as covered in the sessions during the workshop so far without looking at the workshop schedule. Collect responses and discuss. Show Slide 4 on the Framework of the ethics module and explain the process adopted for delivery of this module through the sub modules and sessions. Experience sharingTell : Through the above gamut of sessions, we have all relooked at our understanding of ethics, tried to recap what we already know, tried to relearn and also tried to see other perspectives on how to deal with ethics under the prevailing situation. Tell : Now we have come to the most critical part of the module wherein we will address the most important issue of what role each of us will/can play in the implementation and promotion of ethics in our professional and personal lives. Tell: This is something that cannot be taught by instructors to participants. Hence we will address this through some activities which involves smaller group discussions, self reflection and group generalisations which will be shared in the plenary. Tell: The entire session is therefore based on participatory model with just the framework for discussions and leading questions being provided by the facilitators.
4 Key Teaching Points (KTPs) Show slide 4 and Tell: Let us start by asking ourselves a simple and straightforward question –
How can I advocate ethics? Ask any volunteer to respond to the question. Seek comments from others. Discuss and proceed. Tell: To be able to answer to this question in an even better manner, let us structure some more questions?

What are the competencies (KSA) required in an ethics advocate?
Who are the key stakeholders that an ethics advocate would be dealing with? Divide participants into 5 groups and ask them to work on the above questions for 5 minutes. After 5 minutes, ask one group to share their response on one question, and move to the next group with the next question and so on till all questions are covered. Allow other groups to comment on responses by respective group on the assigned question and generate discussions in the plenary. Jot down points on the flipchart. Show slides 6-9 on the illustrative role os ethics advocate, the underlying principles, KSAs of ethics advocates and the possible stakeholders. Discuss on the challenges that will be faced while advocating ethics to the stakeholders. Tell: Now that we have agreed on a fair understanding of what ethics advocates are expected to do, let us see how the ethics advocates can do their advocacy work. Tell: For this we have a small activity. Show slide 10 on Activity 11 A and brainstorm in the group on the kind of initiatives that can be taken up for advocating ethics. Give 5 minutes for this. After 5 minutes, Collect responses and jot down on the flipchart. Discuss as points are received and allow cross comments across participants. Show slides 12-20 on the various advocacy initiatives tried out in various SAIs n other organisations including EUROSAI, SAI Zimbabwe, and also PA on Gifts and benefits carried out by SAI New Zealand. Discuss in the plenary. Ask to what extent these initiatives are practicable in case of SAI India, the expected bottlenecks, challenges and how we can address them.
