FOREWORD 1. At the outset this year too, MES has been able to deliver quality engineering support

to Army, Navy, Air Force, Coast Guard and other Government organisations by close,

constant and intensive interaction with the users and administrative staff. It has yet again

proved its mettle as one of the oldest and largest government infrastructure development

agency with an annual budget of over ` 17,000 crore. Presently several major

infrastructure projects including two Command Hospitals, ammunition/ explosive storage

facilities, infrastructure for Army Aviation units, new inductions and runway resurfacing

works for Navy and Air Force are under execution by MES, which are targeted to be

completed in a time-bound manner.

2. It is heartening to note that several cases for enabling provisions to empower the

MES executives including increase in maintenance norms of roads and buildings as well as

implementation of EPC mode in upcoming MES projects, inclusion of Performance Security

Clause in MES contracts and enhancement of Defect Liability Period have been sanctioned

by the Govt. The revision of Defence Works Procedure 2007 and Scales of

Accommodation 2009 are in advance stages of approval. Automation in MES, which has

been the KRA of our present E-in-C, has gained momentum with cases for implementation

of WBPMP and e-MB in advance stages of sanction by MoD. Certain pilot/ test projects in

automation of e-MB and cash assignments have already proved to be successful. MES

component of ARMAAN app pertaining to MES maintenance complaints is now being

regularly monitored and there has been significant improvement in user satisfaction.

3. 150 MW SPV projects have gained pace and within next few months complete target

would be achieved. An update on progress of these projects is included in this newsletter

along with few photographs of completed projects. All stakeholders should work for and

endeavor to complete this scheme by Mar 2020. On completion MES can stake claim and

share in the overall carbon footprint reduction measures of the nation.

4. Quality issues in built construction are of paramount importance throughout their

service life. Recently few cases have been reported where ineffective quality control

measures have led to poor construction and late detection of distress in buildings which

has rendered the construction beyond repair/ rehabilitation. Such instances eclipse majority

of good work. Thus it is pertinent that due emphasis on quality control is given by the site

executives during execution and during site visit/ inspection by CEs Zone and Command.

5. Inspite of challenges of fund crunch and manpower shortage, it is our collective

responsibility to adhere to laid down procedures and work in close conjunction to effectively

execute various projects at hand with professionalism and competence. We all must strive

towards positive perception management of the organization by highlighting the good work

being done by each and every member of the team. I am sanguine that with whole hearted

support at all levels and dedicated effort by each member, we will continue to excel and

achieve our objectives.

GENERAL 1. A glimpse of major activities and achievements for the period from 01 Jul 18 to

30 Jun 19 has been compiled with a view to sensitize the environment. This shall provide a

fair idea of the thought process at E-in-C's Branch on major issues relating to development

of military infrastructure. The contents need to be disseminated at all levels to give an

insight to MES functionaries.

ARMY SUB DIRECTORATE Performance 2. AMWP 2018-19. In the Financial Year 2018-19, a ceiling of ₹ 398.90 crore was

allotted and ₹ 115.71 crore (including Lower CFA (LCFA) works) was utilised. Under Higher

CFA (HCFA) works, total 13 works amoun ting to ₹ 300.53 crore were listed. Out of these,

four works amounting to ₹ 40.73 crore were sanctioned. Command wise details of the works

5. e-Assets register. Details pertaining to E-in-C’s Branch (MES Assets, Engineer Equipment of Engineer Origin and Op Works) have been compiled in the form of e-Assets register and handed over to HQ DGIS/ MISO for publication. 6. Important Projects/ Works Under Execution.

(a) Infrastructure Development in Eastern Command. Total 105 works, for

which land has been made available, are under planning/ execution. Till date, nine

works have been completed, 35 works are under execution and six works are under

tender planning. 13 DPRs are with CFA for issue of Adm Approval and

12 DPRs have been completed and under scrutiny. 19 DPRs are under preparation

and 11 works are at pre-DPR stage. Land acquisition is in progress for balance 21

works.

(b) Works at OD Fort Allahabad for Kumbh Mela 2019. Ardh Kumbh Mela was

conducted in Sangam area from 15 Jan to 05 Mar 19. CWE Allahabad was

appointed as nodal officer to get MES and combat engineer tasks completed by

10 Jan 19. Due to relentless efforts by all the agencies, all works as desired by civil

administration were completed by 09 Jan 19 and inaugurated by

Hon’ble CM Uttar Pradesh on 10 Jan 19.

(c) Infrastructure for Scout Masters Competition at Jaisalmer. Vth Scout

Masters Competition was conducted in Jaisalmer Military Station with effect from

05 Aug to 16 Aug 19. In order to provide administrative support, MES was assigned

a number of tasks included construction of new roads and large bunds, resurfacing

of roads, transforming the existing OTM accommodation to international standards

to accommodate international participants, augmentation of electrical infrastructure

to meet the increased electric load etc.

(d) Rashtriya Rangshala Camp. This camp is established every year as part

of Republic Day Parade to accommodate approximately 1200-1400 tableaux artists,

fabricators and security personnel. This year the Camp was established well before

time. Defence Minister Smt Nirmala Sitharaman visited Rashtriya Rangshala Camp

on 28 Jan 19. She appreciated the work of MES especially the efforts during

unprecedented rain on 22 & 24 Jan 19.

7. National War Memorial. The work commenced in Feb 18 and its execution was

monitored by HQ IDS and MES. The memorial was dedicated to the Nation by Hon’ble PM

on 25 Feb 19.

8. Photographs of Important Projects Completed. (a) Provn of Deficient OTM Accommodation for an AD Regiment. The work was sanctioned for an amount of ₹ 15.80 crore and completed on 30 Jun 18.

(b) Provn of OTM Accommodation for Two Rifle Companies of an Infantry Battalion. The work was sanctioned for an amount of ₹ 3.90 crore and completed on 28 Aug 18.

(c) Provision of OTM Accommodation at a Rashtriya Military School. The work was sanctioned for an amount of ₹ 7.51 crore and completed on 31 Aug 18.

(d) Construction of OTM and Office Accommodation for an ASC Company. The work was sanctioned for an amount of ₹ 19.75 crore and completed on 27 Dec 18.

(e) Provision of OTM Accommodation for an Infantry Brigade. The work was sanctioned for an amount of ₹ 9.73 crore and completed on 31 Dec 18.

(f) Provn of OTM Accommodation for an ASC Company. The work was sanctioned for amount of ₹ 10.51 crore and completed on 31 Dec 18.

(g) Construction of ESH and Allied Infrastructure . The work was sanctioned for an amount of ₹ 2.75 crore and completed on 31 Dec 18.

(h) Provision of OTM Accommodation for an Artillery Regiment. The

work was sanctioned for an amount of ₹ 32.79 crore and completed on 30 Jan19.

(j) Provision of Station Officers Mess. The work was sanctioned for an amount of ₹ 3.15 crore and completed on 26 Mar 19.

(l) Provision of Field Instrument Group at Faculty of Instrumentation Technology (FIT) EME School. The work was sanctioned for an amount of ₹ 8.38 crore and completed on 30 Mar 19.

(m) Provision of OTM Accommodation for a Lt AD Regt. The work was

sanctioned for an amount of ₹ 24.88 crore and completed on 30 May 19.

9. AMWP 2019-20.

(a) Navy. AMWP for FY 2019-20 has been approved. 118 works costing ₹ 1693.75 crore have been included in the AMWP with an overall ceiling of ₹ 1355.01 crore.

(b) Coast Guard. Total 119 works worth ₹ 1330.19 crore have been approved in the AWP list for the FY 2019-20 against approved ceiling of ₹ 1000 crore, out of which 32 works costing ₹ 1130.30 crore are HCFA works and 87 works costing ₹ 199.89 crore are LCFA works.

(c) IDS. AMWP works for 2019-20 have not been listed so far. (d) Details are tabulated below:-

sanctioned for an amount of ₹ 11.89 crore and completed on 25 Sep 18.

(b) Provn of Air Technical cum Logistic Complex. The work was sanctioned

12. AMWP 2018-19. Total 283 works were listed for an amount of ₹ 2344.03 crore

including special projects, out of which 17 Nos were HCFA works costing ₹ 1536.62 crore.

229 works amounting to ₹ 1759.80 crore were sanctioned during the year.

13. Performance Budget FY 2018-19.

(a) Capital Works. Under Capital Carry Over, ₹ 2472 crore was allotted and total expenditure upto 31 Mar 19 was ₹ 2461 crore.

(b) Revenue and Maintenance. Against an allotment of ₹ 2350 crore under Revenue and Maintenance Services, the total expenditure was ₹ 2289 crore upto 31 Mar 19.

14. AMWP 2019-20. For Financial Year 2019-20, total ceiling of ₹ 2000 crore has been allotted. List of approved works for Financial Year 2019-20 has not been received from Air HQ. 15. Important Projects Completed. (a) Provision of Work Services at AFS. The work was sanctioned for an

amount of ₹19.17 crore and completed on 31 Oct 18.

(b) Provision of Air Force School. The work was sanctioned for an amount of ₹ 3.79 crore and completed on 01 Jan 19.

17. Cases Sanctioned/ Approved by MoD.

(a) Revision of Norms of Expenditure for Maintenance of Military Roads. The norms of expenditure for maintenance of military roads have been revised and GSL issued on 15 Oct 18. The GSL was circulated to environment vide this HQ letter No A/87966/14-21/Pol/E2W (PPC) dt 17 Oct 18. (b) Adoption of EPC Methodology in MES. GSL regarding ‘Adoption of EPC Methodology in MES’ has been issued on 14 Mar 19. The GSL was circulated to environment vide this HQ letter No A/37696/Des-Build /Pol/E2W (PPC) dt 19 Mar 19 (Policy No 01/2019). As per Para 2 (c) (iii) of GSL, guidelines on the subject are being issued shortly by E-in-C’s Branch after receipt of feedback from the environment. (c) Revision of Norms of Expenditure for Maintenance of Govt Buildings in MES. The norms of expenditure for maintenance of Govt buildings in MES have been revised and GSL issued on 16 May 19. The GSL was circulated to environment vide this HQ letter No A/87966/14-15/Pol/E2W (PPC) dt 20 May 19. (d) Public Procurement (Preference to Make in India). GSL for Public Procurement (Preference to Make in India) has been issued on 19 Jun 19. This policy was issued to encourage Make in India and to promote manufacturing and production of goods and services in India with a view to enhancing income and employment. The GSL was circulated to environment vide this HQ letter No A/37696/Gen/Pol/E2W (PPC) dt 25 Jun 19.

18. Important Cases with MoD.

(a) Revision of DWP 2007. A self-contained note, consolidated list of all amendments till date agreed by all stakeholders and draft revised Defence Works Procedure have been forwarded to MoD on 22 May 19 for early approval of competent authority to facilitate promulgation and implementation and address infrastructure needs of the Defence Services. (b) Revision of SoA 2009. A self-contained note, consolidated list of all amendments till date agreed by all stakeholders and draft revised Scales of Accommodation have been forwarded to MoD on 20 May 19 for early approval of competent authority to facilitate promulgation and implementation and address infrastructure needs of the Defence Services. (c) Amendment to Para 117 of RMES. There is a requirement of enhanced internet connectivity to all MES Installations/ Service Centres for implementation of various online services viz ARMAAN (MES Complaint Module), e-APAR, e-asset Register, WBPMP, MESNET, Raksha Awaas, prepaid electricity supply, auto meter reading, e-payment, SBI-CMP, e-MB etc. The case was initiated on 18 Jul 18 and resubmitted to MoD on 16 May 19.

(d) Revision of Existing Plinth Area Conversion Factor (PACF). The case was initiated and forwarded to MoD/ D(Wks-I) on 24 Jun 19 for revision of PACF in conformity to latest NBC guidelines.

15 19. Important Cases under Review/ Upgradation at E-in-C’s Branch. Following cases are under review/ upgradation at E-in-C’s Branch :- (a) Revision of Scales of Furniture 1989.

(b) Revision of RMES 1968.

(c) Revision of IAFW 2249 (Gen Conditions of Contract).

(d) Revision of Manual on Contract 2007 (Reprint–2012).

(e) Review of Performance Security Clause in MES Contracts.

(f) E-in-C’s Policy Compendium 2000.

Establishment

20. Bulk ‘M’ Est Sanction. The extension of existing ‘M’ Est sanction expired on 31 May 17. Case for proposal for Bulk ‘M’ Est sanction has been resubmitted to MoD on 10 May 19 and has been received back with observation. The same is being resubmitted duly rectified. During interaction with JS (Works) on 01 Aug 19, it was requested for according extension of existing M Est sanction till 31 Mar 20.

21. Posting Modalities. Posting Modalities for the year 2019-20 have been issued after due deliberation with reference to availability of officers in each category to cater for military as well as civilian officers. All out efforts have been made that not only sufficient numbers of each cadre are posted to HQ Chief Engineers Command/ ADGs and CE Zones commensurate with their work load, degree of difficulty but also to provide officers specialized in design of runway, highway, PHE, Soil Mechanics/ Power Systems, Refrigeration/ AC etc. 22. MES Organisation & Officers Establishment 2019-20. The following MES establishments have been newly raised/ renamed/ relocated/ disbanded:- (a) CE Southern Command. (i) AGE (I) Pokhran (new raising).

(ii) GE (P) NW Kochi downgraded to AGE (I) P NW Kochi. (iii) GE (P) (Navy) Kochi (new raising). (iv) GE (P) (AF) Sulur (to be disbanded by 31 Oct 19). ARCHITECTURE SUB DIRECTORATE

30. Zonal Plans. The Zonal plans of the following stations were finalized :- (a) Bathinda (b) Lucknow 31. Standard Line Plans. Following plans completed and uploaded on MES website :- (a) Auditoriums of 400, 600, 900 and 1200 seating capacity. (b) Military Dental Centre types A, B, C, Corps Dental Unit and CMDC. 32. Smart Cantonment Planning. Naya Raipur Cantonment is being developed as a Smart Cantonment. MES has planned following smart systems within the scope of ongoing projects :- (a) SCADA (Supervisory Control and Data Acquisition) System for water and electricity supply. (b) Smart/ sensor based lighting for HQ COSA, street lighting for the station and drip irrigation system. 33. Finalisation of following Issues is in Progress. (a) Standardised KLP drawings for Infantry, Artillery & Engineer units. (b) BOO for planning norms for High Rise Buildings. (c) Scrutiny of Zonal Plans of Meerut, Binaguri, Secunderabad and Bangalore.

MAP CELL

34. Phase -I. A conference was held in QMG’s Branch/ LW&E Directorate chaired by DG LW&E on 05 Mar 19 on defect rectification of MAP buildings constructed by PSUs in MAP Phase-I. The following decisions were given :- (a) BOO to be completed by stations and forwarded to DG MAP.

(b) DG MAP to vet BOO and forward to E-in-C’s Branch along with funds availability for concluding risk and cost contract by MES execution.

35. Phase-II. 69,904 DUs are being constructed in the MAP Phase-II which include 58,250 DUs for Army, 7,660 DUs for Air Force and 3,994 DUs for Navy. As on date, 54,089 DUs have been completed and 15,815 DUs are in various stages of construction. The poor performance of the contractors led to cancellation of 34 out of 63 contracts. The cancelled contracts have since been re-concluded except for four. Overall progress of Phase-II is 93%.

36. Phase -III. Due to limited availability of funds, acceptance of consultancy

contracts has been restricted to only 24,592 DUs (13 stations) for MAP Phase-III.

Consultancy contracts for 13 stations (eight packages) have been accepted. Topographic

survey, soil testing and DPR prep are under progress.

39. Solar Photo Voltaic (SPV) Projs by MES. In the first phase, MES has been entrusted for provisioning of 150 MW of Solar Power Plants across 134 locations of Army, Navy and Air Force in the country on behalf of MoD. Against this, 156 MW of SPV works are under implementation by the MES. Projects upto 45.65 MW capacity have already been completed while projects up to 89.04 MW capacity are at various stages of implementation. Due to budget shortfall in Financial Year 2018-19, the progress of works has got affected. The progress of the SPV works being undertaken by MES as on 30 Jun 19 is given below :-

(a) Long Term Electric Supply for Pokhran Military Station. The work was

sanctioned for an amount of ₹ 10.40 crore and completed in Aug 18.
