OverviewThechargeofWorkgroup8isto,“focusonprogramdevelopmentthatwillenhanceEIU’smarketabilityingrowingstudentenrollmentsatboththeundergraduateandgraduatelevels.”Recommendationswillbecenteredonthefollowingfourareas:
1. NeworModifiedPrograms(undergraduateandgraduatemajors)2. CompletionPrograms(foradultlearnersandcommunitycollegestudents)3. IdentifyingSignaturePrograms4. MicroDegrees
Ourpreliminarydiscussionsareguidedbydatafrommultiplesources.Werecognizethatthereareotherinstitutionalforcesthatwillaffecttherealizationofrecommendationsthatmaycomefromourgroup.However,weareconfidentthatEIUcanrespondtothechangingeducationalandcareerneedsofpotentialstudentstoincreasetherecruitingpowerofourdegreeprogramsatthegraduateandundergraduatelevels.
Inourdeliberations,wechosetodreamofneworrevisedprogramswithoutregardtofinancial,personnel,oradministrativeconstraintswiththeviewthat“ifwebuildit,theywillcome.”However,intheprocess,wecametorealizethat,inmanyinstances,wealreadyhavequalifiedandpassionatefacultywhocanhelpforgeapathwayforimplementationoftheseprograms.
Ourforthcomingrecommendationsfornewprogramswillbetargetedatgrowingenrollment,whichwerecognizecanalsobeaccomplishedthroughmeansotherthansimplyaddingnewprograms.Greatercooperationbetweenacademicdepartmentscanfacilitateinterdisciplinaryprogramsthatbettermeetstudents’interestsandneeds.Growingenrollmentinspecificprogramscanboostenrollmentinotherprogramsasstudentsareexposedtothebreadthofaliberalartseducation.

TimelineOurworkgroupwillbesolicitingcampusfeedbackinJanuaryandFebruary,afterwhichwewillreviewandprioritizeourrecommendationsbytheMarch15deadline.

Charge#3:SignatureProgramsAtpresent,wehavenotchosentoidentifyspecificsignatureprograms.However,wehaveestablishedadefinitionanddiscussedsomepossiblecriteriatoestablishaframeworkforidentifyingspecificsignatureprogramsinthefuture.
DefinitionAsignatureprogramatEIUisadegreeprogram,orcollectionofdegreeprograms,that“epitomizeyourinstitution’smissionanddefineitsdistinctivenessinthemarketplace”(Kelly,2008).Signatureprogramsareusedaspartofamarketingstrategytoincreaseenrollmentinhigh-interestmajors.
PossibleSignatureProgramCriteriaOurcommitteeisfavoringcriteriathatoverlapwiththegraduateschool’sFirstChoicecriteria,aswellascriteriaestablishedafewyearsagobyWesternIllinoisUniversityfortheirundergraduateprograms(http://www.wiu.edu/provost/pdfs_and_docs/SelectionCriteriaForSignaturePrograms.doc)
Criteriaincludeconsiderationsrelatedto:attaininghighenrollmentgoals,uniqueness,externalprestige,accreditation,graduatesuccess(jobplacement/admissiontograduateschool),communityoutreach,participationinuniversityhonors,andothers.
Alternatively,eachcollegecouldestablishitsowncriteriawithinthecontextofthebroader,moregenericcriteria.
ProcessofIdentifyingSignatureProgramsEachcollegeshouldbeabletoidentifyafewsignatureprogramsorcollectionofprogramsthroughanestablishedprocess.Onepossibilityisforprogramsseekingthe“signature”designationtosubmitanapplicationthataddresseseachofthesignaturecriteriatotheDeanofthecollege.AllDeans,inconsultationwiththepresidentandProvost,wouldselectseveralsignatureprogramsfromeachcollegethatwouldbecomepartofaportfolioofsignatureprogramstostrengthenourmarketingcampaign.Programswithsignaturestatusshouldberequiredtorenewsuchstatusonaregularcycle,suchaseveryfiveyears.
Charge#4:MicroDegreesOurcommitteehasnotyetdevotedsufficientattentiontoexploringmicro-degrees,whicharedefinedbyPresidentGlassmanas,“subjectmatterexpertisecertificatesorbadgesthatcanbeobtainedfromtheuniversitywithoutsatisfyingamajorprogramorotheruniversitycurricularrequirements(suchasa9-hoursubjectmatterexpertdegree/certificateinC++computerprogrammingor12-hoursubjectmatterexpertdegree/certificateinmediationcommunication).”
Weinitiallythoughtthataleadershipoptionmightbeanopportunitytoattractstudents,althoughitquicklymeshedwithopportunitiesforanewminor(seeAppendix)thatcouldoverlaporbeservedbythenewcivicengagementandleadershipminorinPoliticalScience.Still,theremaybepossibilitiesforan“EmergingLeadersCenter”suchasthoseofferedatotherinstitutions.Wealsodiscussedbrieflysecond-languagecertifications.

SciencesatEIUhaveexperiencedstrongplacementespeciallyChemistry,physicsandgeologyhowevergeologyhassufferedinthepasttwoyearsfromtheoilpricingslumpandfrackingissues.Biological

Ivolunteeratthenational,state,andregionallevelonCareerAwarenesscommitteesonbehalfoftheAmericanHealthInformationManagementAssociation(AHIMA),thestatecomponentILHIMA,andtheregionalcomponentCIHIMA.Thecommitteehasapresenceathighschooljob/careerfairsandotherevents.Studentsareinterestedinthisfield.Manyschoolshavewaitlists,particularlyforthebachelorprograms.Themostcommonthingwelearnfromjobfairsisthatstudentsthathaveearnedtheirassociate’sdegreeandRHITcredentialwantorneedtoreturntoschooltoobtaintheRHIA,whichrequiresabachelor’sdegreeinanaccreditedhealthinformationprogram.Asnotedabove,thisisthecredentialrequiredformanagementpositionsineveryhealthcareorganization.
TherearemanyschoolsthatofferAssociate’slevelprograms,whichallowstudentstositforaRegisteredHealthInformationTechnician(RHIT)credential.LakelandCollegeoffersthisprogram,however,itisnotaccredited,andthereforestudentscannotsitforthecredentialortransfertoabachelor’sprogramuponcompletionoftheprogram.Thishasbeenanareaofgreatconcernforthelocalmedicalcommunityandforthosethatwanttoentertheindustry.Therearenotanystateschoolsthatofferthistypeofprogram(againitisanassociate’slevelprogram).DanvilleAreaCommunityCollegeistheclosestgroundprogram.
Manybachelorprogramsoperateasa2+2program,whichallowsthosethathavecompletedtheassociate’sleveltotransferinandobtainthebachelor’sdegree.ThisdegreeallowsstudentstositfortheRegisteredHealthInformationAdministrator(RHIA)credential.TheonlystateschoolsthatofferabachelorsprogramareIllinoisStateUniversity,ChicagoStateUniversity,andUniversityofIllinoisatChicago.TheprogramsatISUandCSUarecampus-based.TheUICprogramisofferedoncampusandonline,ISUdoesofferanonlineprogramforRHITstocompletethebachelorsprogram.YoucanfindmoreinformationontheISUprogramherehttp://healthsciences.illinoisstate.edu/info-management/

InadditiontomyworkatEIU,Iamalsoafacultymemberinanaccreditedassociate’sprogram.Isitonadvisoryboardsandhavegonethroughtheaccreditationprocesswithtwoinstitutions.Ihavewrittencurriculumforallofthecorecoursesattheassociate’slevel.Thiscurriculumwasalsorecognizedasthefreshmanandsophomorelevelworkforabachelorsprogram.Iworkedonaproposalforabachelor’sprogram(healthinformationadministration)thatwasrecentlyapprovedbytheIBHE.Icanattesttothedemand.ThecoursesIteacharealwaysatcapacity.Enrollmentintheprogramshavecontinuedtogrowyearafteryear.Schoolsareeagertoveryobtaininstructorsjusttomeetthedemand.Experiencededucatorsareheavilyrecruited.
Thisisanareaofgreatgrowthanddemand.IwouldlovetoseethisprogramofferedatEasternIllinoisUniversityandwouldgladlyshareallIknowtohelpinanyway.Thereisademandforhealthinformationprogramsbothinandoutofstateandonline.

“Communitycollegelevelprogramshaveapredeterminedamountofprogramhoursthatdonotincludetherequiredgeneraleducationcoursesforthetransferstudentintotheuniversitymajor.AvarietyofgeneraleducationcoursescoveringalloftheareasrequiredundertheIllinoisarticulationinitiativeofferedonlineoratthelocalcommunitycollegeleveltaughtbyEIUfaculty/adjunctswouldfacilitatetherequirementsforbaccalaureatecompletionfortransferstudents.

Thedevelopmentofgraduateprogramsinnursingintheareasofeducationandleadershipwouldpromotethemuchneededareasinthegapsinacademiaandadministration.Thedrivingforcebehindthesetwoareasistheretirementofeducators(57%)inthenext2yearsandtherequirementofgraduate-levelpreparednursesinleadershipinhealthcare.TheMagnetstatusthathospitalsseekhavespecificqualificationsthatstaffbeBSN-preparedandleadershipbeattheminimumofthegraduatelevel.ThedevelopmentofDoctorateofNursingPracticeinthesetwoareaswouldleadatrendthatisoccurringacrossthenation.Certificationexamsinnursingeducation(CNE)andclinicalnurseleaders(CNL)isoftenrecommendedforacademiaandmanagementinhealthcare.Thesetractswouldprovidethefoundationforthistypeofspecializedcertification.

SeveraldepartmentswithinCEPScurrentlyofferdegreesthatresultinteachercertification,includingdualcertificationacrossdepartments.Thesedepartmentshavenationallyaccreditedprogramsandhavehistoricallyhadhighenrollments.Ascertificationrequirementshavechangedinrecentyears,sotoohaveenrollmentnumbersinteachereducationprogramsacrossthestate.Thishasonlyintensifiedtheshortageofteachersinsomeareasandsubsequentneedforhighlyqualifiedteachers.Astheteachershortagehasintensifiedinmanyofthoseareasofcertification,certificationscurrentlyofferedbyEIUCEPSdepartments,sotoohavethestateandfederalincentivesintheformoftuitionwaivers,scholarships,andloanforgivenessprograms.Inordertotakeadvantageoftheseincentives,studentsmustbeenrolledasmajorsinapprovedprograms,whichwehaveatEIU.Thisshouldbebetteradvertised.Undergraduate,post-baccalaureate,andgraduateprogramsalreadyexistbutneedadditionalsupportstoreach,educate,andsupervisefieldexperiences(requiredbyISBE)forprospectivestudentswhocannotattendlocally.ItshouldalsobenotedthatCEPSdepartmentshavebeenexploringnewprogramoptionsbutareconfinedtosomedegreebyIllinoisStateBoardofEducation(ISBE)certificationrequirements.Still,ideasareforthcoming.Whilenewprogrammingmaynotbeneeded,someformofinfrastructuretosupportbothundergraduateandgraduateleveldistancelearningtoencourageenrollmentforstudentswhocannotattendlocallyshouldbeconsidered.Asthisworkgroupmovesforward,areasofconcentrationattheundergraduatelevelandmicro-degreesforpracticingteachersmaybeconsideredundertheadvisementofCEPSdepartments.

IrecommendthatweseriouslyconsiderdrivingenrollmentwithanapproachthatwoulddistinguishEasternamongstateuniversitiesinIllinois:wecouldpositionresearchandcreativeactivityasrecruitingassets.How?ByadaptinganapproachhasbeendemonstratedsuccessfullyinWisconsin.ASuccessfulModelTheUniversityofWisconsin-EauClaire(UWEC)isapproximatelyapeerofEIU;theirenrollmentis9,900.Since1998,UWEChasoperatedtheCenterofExcellenceforFacultyandUndergraduateStudentResearchCollaboration.TheCenterwascreatedbyapprovaloftheBoardofRegentsoftheUniversityofWisconsinSystem.EachstudentatUWECpaysdifferentialtuitionof$900/year.AportionofthisamountsupportstheCenter;therestsupportsabroadcommitmenttoa“highimpact”experienceforeverystudent.TheUWECCenteroffersstudentsseveralprogramsthatfundcollaborativeworkwithfaculty.Theseprogramsinclude:(1)Student-FacultyResearchCollaboration;(2)SummerResearchExperiencesforUndergraduates;(3)DiversityMentoringProgram;(4)GraduateStudentResearchandScholarlyandCreativeActivity;and(5)StudentTravelforthePresentationofResearchResults.Lastmonth,UWECannouncedthatithasreceivedanAwardforUndergraduateResearchAccomplishmentfromtheCouncilonUndergraduateResearch(CUR).ThenoticementionssomepertinentstatisticsabouttheCenter’srecentaccomplishments:

Sincetheypaytheextratuition,studentsaregiventheresponsibilityofdecidinghowtheCenter’smoneyisallocatedamongitsprograms.Hereisastandoutfeature:budgetingforresearchandcreativeactivityistreatedasamatterofstudentgovernance.Thisfall(2016),UWECenrolleditslargestfreshmanclasssince1988.EnrollmenthasincreasedatatimeofslightlydecreasingenrollmentsacrosstheUWsystem.CausesforthegrowthmayincludeforcesthatwillnotapplytoEastern,e.g.,proximitytoalargemetropolitanarea.Butevenatuitiondifferentialashighas$900/yearclearlyhasnotcausedadeclineinenrollment.WhereResearchandCreativeActivityCurrentlyStandAtEasternSincewearenottheUniversityofIllinois,itisalrightthatnoteveryoneengagesinresearchandcreativeactivity.AninstitutionwithEastern’smissionisappropriatelyamosaicofactivity:intenseinsomespots,lightinothers.Atthesametime,researchandcreativeactivityarenotoptionalfortheuniversityasawhole.Ourmissionstatementsaysasmuch.Inabroadsense,theengagedstudentsandfacultycontributetoEastern’sreputationandthereforebenefiteveryone.Inamorespecificsense,someofourstudentswillbeatadisadvantageinthejobmarketandinapplicationstograduateschoolsiftheyhavenotparticipatedinundergraduateresearch.Ourrecruitmentofthesestudentsdependsonofferingthemwhattheyneed.

Easternishometoacontinuumofendeavorsthatcountasresearchandcreativeactivity.Oftheseendeavors,peer-reviewedpublicationandcreativeworkwithastudentco-authorhasthemaximumimpactonourreputationwithpotentialstudents.Perhapsthesinglebestdocumentationofourrecordisthelistingintheprogrambookletthatispreparedeveryyearformthe“CelebrationofPublications,CreativeWorks,andGrants.”Themorestudentcollaboratorslistedinthisoutput,thebetterourrecruitmentcasewillbe.PresentlywedonotofferalltypesofprogramsthatUWECoperates,butwehaveagoodstart.Forexample,theOfficeofResearchandSponsoredProgramspaysEastern’sannualduesformembershipinCUR.TheHonorsCollegeadministersURSCAawardstostudentsandpaystotakestudentstotheCURannualmeeting.TheGraduateSchoolmanagesWilliamsTravelAwardsforgraduatestudents.Whatwelackisacenterwiththestatusandfundingtouniteandexpandthepresentprograms.TheFinancialPictureOurrecordofpublishedresearchandcreativeactivityhasbeenpropelledbyexternalfundingforsomefacultyandstudents.EvenmorefacultyandstudentshavebeenabletodotheirworkbecauseofsmallinternalgrantsfromsourcessuchastheCouncilforFacultyResearch(CFR),theUndergraduateResearch,Scholarship,andCreativeActivitiesgrants,andWilliamsTravelawards.ThemostrecentcomparativeauditofallstateuniversitiesinIllinoisfoundthatEasternistiedforthelowestlevelofresearchspendingasapercentageofallexpenditures.Ourcurrentstatuswillnotsustainusifweintendtouseresearchandcreativeactivityasarecruitingtool.
RecommendationsIfwewanttocreatesomethingdistinctiveamongstateuniversitiesinIllinois,thenwecanadapttheUWECmodelforourownuse.Doingsowillbeacomplexmulti-yeartask.AnewCentershouldnotbeamereadd-on;instead,itshouldbethoughtfullyandbroadlyintegratedacrosstheuniversity.Hereareseveralrecommendationsthatcanserveasastartingpointfordiscussions:1. SecureIBHEapprovalforaCenterofExcellenceforFacultyandStudentCollaboration;secure
