Introducing ….. The One Children’s Workforce Framework and Tool

Page 8: Workforce Reform Matt Buttery, Family Matters Institute & Lucy Bailey, HCTP.

What is the One Children’s Workforce Framework?

A framework which describes what a reformed workforce looks like at local level

A rainbow with 7 arcs based around the Every Child Matters Outcomes which describe the main elements of workforce reform

Identifies what success looks like from the perspectives of a child, a team, a service and a children’s trust

The Framework

For example…

Characteristics of a fragmented workforce:Workforce identity often based on occupational groups.

Presence of these separate identities and lack of a coherent vision impedes change.

Characteristics of a reformed workforce:Shared identity and a shared vision of better services for children.

Organisational changes are led and managed within a strong sense of purpose.

Shared identity, purpose and vision

How will we assess where we are now and what will we do with it?

• Collect evidence - use events like today to ask some key questions that will feed into the tool

• Pilot using the tool between now and end of December

• Use results/reports from the tool to inform local planning

We are going to work together to complete the questionnaire
