BACKGROUND INFORMATION

This is a newly created post that will play a significant role in the development of WEA in London. The energetic and creative post-holder will bring experience and skills in income generation and project development as well as knowledge of potential opportunities in London.

The WEA: we are an established and well respected national voluntary adult educational organisation with excellent relations with central government as well as statutory and voluntary organisations at local and regional level. Our vision is:A better world - equal, democratic and just; through adult education the WEA challenges and inspires individuals, communities and society

Funding: we have a national £19m contract with the Skills Funding Agency (SFA) as well as generating substantial student fee income and additional contracts/grants for specific pieces of work.

London region provides a wide range of part-time adult education courses on topics such as literacy and numeracy, languages (including ESOL and Community Interpreting), trade union studies, visual performing arts and media, literature, history and ICT. The majority of our work is targeted at disadvantaged communities although around 20% is open access. Our Educational Organisers have good links with local partner organisations such as primary schools, children centres and housing associations.

The region’s annual budget is around £2m mainly comprising our part of the national SFA contract and student fees. Expanding and diversifying our income is a major strategic priority for London WEA and for the Association as a whole.

The Business Development Manager (BDM) will be responsible for leading on the development of a regional business development plan that will significantly increase the WEA’s income, provision and influence in London. The target for 2013/14 is an additional £200k income. This is likely to come from- Trusts and grant making bodies- Commissions and contracts for example from boroughs and public health boards- Commercial sponsorship- Expansion of full cost provision

Within their role the BDM will drive this by- Working with staff to develop strategic partnerships and spotting educational

opportunities with income generation potential- Writing bids for contracts and grants- Monitoring successful bids and new income streams- Being a full member of the region’s Executive Management Team and the WEA

Key Purpose:

Working within the context of the WEA’s charitable mission and strategic plans the post holder will take the lead in developing and implementing an ambitious business development plan in London Region

Working alongside the Regional Education Manager (REM) the post-holder will be a key member of the Executive management team (EMT) in London region building on our successes and continuously improving performance and reputation

Scope:

The post-holder will: report to the lead Director for London region and work with other Directors by

agreement lead on business development meeting agreed income generation targets for London

Region collaborate with the Regional Education Manager and other members of the

Executive Management Team in London Region line manage some Organisers and provide professional support for all organising staff be responsible for successful delivery within budget of all contracts outside of the

national SFA contract and support the REM in successful delivery of the main contract

Responsibilities:

In consultation with staff and members’ develop, lead and manage the implementation of an ambitious 3 year business development plan that enables us to expand provision and presence by significantly increasing overall income and reducing dependence on SFA main contract

Ensure that approved bids are submitted to a high standard, on time, with appropriate documentation and in accordance with Association policy

Contribute to the Association’s Business Development and Partnerships Directorate Provide leadership and management for business development in London region by

working closely with, and supporting, WEA organising and support staff in identifying income generation opportunities, preparing and submitting funding bids and managing successful projects

Through networking, partnership development and promotional activity ensure that our messaging and business development maintains a creative relationship with the WEA’s four priority curriculum themes: Employability, Health and Wellbeing, Culture and Community Engagement

Support the Centre Manager and appropriate Organisers in developing and implementing the Centre’s Business Plan

Support and advise Organisers in planning, developing and marketing fully funded WEA provision

In collaboration with the REM, EMT and Education Development Team (EDT) play a leading role in identifying opportunities for cost efficiency savings and cross-regional collaboration

Support Regional governance particularly in the area of business development and reporting on non-SFA contracts

Apply an evidence-based approach to performance and planning by analysing and interpreting data and adjusting responses to achieve the best results.

Improve quality in all aspects of the WEA’s activities to the highest levels through active participation in regular cycles of self- assessment and improvement planning.

Lead, manage and support staff in a culture of commitment to education with a social purpose, including campaigning, influencing and income generation for prioritised educational activity.

Ensure support and resources for accessible, stimulating, distinctive and quality assured educational activities, being influenced and informed by local practice.

Foster positive, productive and purposeful relationships within the WEA, providing conduits for exchanging information between Education Directors, other staff, governance, branches, members and students.

Maintain and nurture effective external relationships with policy makers, funders and partners at a strategic level, nationally and regionally.

Encourage and establish necessary processes/networks, through which feedback from people at a local level is received, valued and acted upon to improve services

Work closely with colleagues in other areas/teams to develop packages of support for front-line staff, tutors, branches and volunteers to support and improve marketing, communications, administration and training and development in the heart of the WEA’s local communities.

Communicate effectively and promote work internally through use of digital and other media

Advance the equality and diversity agenda throughout the WEA’s provision and delivery, particularly by developing opportunities to develop new programmes, staff and volunteers with BAME and others under-represented groups

Ensure that all legal and contractual requirements and obligations affecting employees, property and equipment are fully complied with.

Knowledge and understanding of bid writing and income generation in voluntary and/or Adult Education/FE sectors

Excellent bid writing skills

Commitment to Adult education with a social purpose and its development and support in community settings

Financial acumen and demonstrable experience of designing, monitoring and reporting upon budgets and management accounts

Evidence of promoting and embedding best practice in equality and diversity, and health, safety and wellbeing in work activities
