INTRODUCTION

In March 2003, in accordance with the Law on Standardization (Official Gazette of Republic of Macedonia No. 54/2002) and following the Decree of the Government of the Republic of Macedonia for establishment of ISRM (Official Gazette of Republic of Macedonia No. 14/2003), the Standardization Institute of the Republic of Macedonia (ISRM) was established as an independent public institution.

ISRM is a national standardization body which represents the interests of the Republic of Macedonia in ISO (International Organization for Standardization), IEC (International Electrotechnical Commission), CEN (European Committee for Standardization), CENELEC (European Committee for Electrotechnical Standardization) and ETSI (European Telecommunications Standards Institute).

II. STRATEGIC ACTIVITIES OF ISRM

Maintaining quality standardization system in accordance with the EU Regulation on standardization and internal acts of the European standardization bodies (CEN, CENELEC) and international standardization bodies (ISO, IEC). Establishing and maintaining a system for the certification of management systems for a particular set of activities, concerning quality system. Introducing sign “Macedonian sun”, as a sign of recognition of Macedonian products. Greater involvement of the industry in the ISRM work.

13. Objective – Activities in the Sector of General and Legal Affairs

Adoption of new internal acts, i.e. the harmonization of the existing internal acts is a process that shall take place in future, but which depends on the adoption of new legal regulations or the amendment and supplementation of the existing legal regulations by the Assembly of the Republic of Macedonia, and which directly or indirectly are related to the activity of ISRM.

IV. BUDGET

1. REVENUES

1.1 BUDGET OF THE REPUBLIC OF MACEDONIA

a. General activity

1. Pursuant to the Law on standardization, the general activity for which ISRM has been established is of public interest

2. ISRM should receive the funds on the basis of Article 20 of the Law on Standardization.

3. The approved Budget of ISRM for 2012 foresees funds for financing of employees' salaries and funds for conduction of the general activity, i.e. realization of the strategic plan and programme objectives and activities for 2012.

4. According to the Law on standardization, and for the purpose of carrying out the operations and tasks related to the representation of the Macedonian standardization and the membership in the international organization for standardization ISO and IEC and the European organizations for standardization CEN, CENELEC, it is necessary all membership fees to be provided from the Budget of the Republic of Macedonia, via the Ministry of External Affairs.

b. Special-purpose financing from the Budget of the Republic of Macedonia

Pursuant to Article 9 of the Law on Standardization, in case of expressed interest and requirement delivered to the state administrative bodies (ministries and their bodies), for the needs of preparation and adoption of regulations that regulate the technical requirements for products, and for the purpose of ensuring the safety of property and protection of people‟s life and health, as well as the life environment and the nature, ISRM prepares, adopts and issues Macedonian standards. For implementation of these activities and tasks ISRM should be provided with additional special-purpose funds directly from the Ministry with which it shall conclude appropriate agreement.

1.2 OWN REVENUES

a. Membership fee for ISRM

ISRM calculates and charges membership fee to its members, in accordance with the Rulebook for the manner of determination of the membership fee amount and payment.

b. Sale of standards

ISRM sales Macedonian standards and other standardization documents, as well as foreign standards and foreign standardization documents, the sale of which is arranged with concluded agreements for reproduction and distribution.

c. Issuing certificates and quality sign “Macedonian sun”.

2. APPROVED BUDGET FOR 2013

In December 2012 ("Official Gazette of the Republic of Macedonia" No. 167/2012), the Budget of the Republic of Macedonia was approved, and therefore the ISRM Budget for 2013. The total ISRM Budget for 2013 is allocated as follows: NOTE:

32% of the approved funds from the Budget of the Republic of Macedonia are intended for salaries of employees – account 637/603-ISRM

68% of the approved funds are intended for goods and services and capital expenditures from ISRM's own revenues on the ISRM-account – 631.
