• Tagout Users Manual (TUMs) (a) Provides the guidelines for isolating the system to safely perform only the maintenance identified in the scope of work of the WAF. It is incumbent on the craft to understand fully the scope of the work and to stay within the ‘Work Boundaries’ for the safety of both personnel and equipment.

The Purpose of Training is Two Fold

• First, To provide training for the craft personnel in the WAF process and the lockout/tagout procedures on board US Naval Ships.

• Second, To provide you with the knowledge of the tagout user manual that applies to you as a craftsman. Things like what to do when you find a danger tag on the valve you are supposed to remove or a red tag on a switch in an electrical panel that you have to remove the cover of.

• Authorizing Officer -The person with the authority to sign for issuing or clearing tags and final authority shipboard for authorizing work to commence on board.

• Repair Activity -Refers to any maintenance provider other than ships force conducting repairs on board.

to components or switches denoting a hazard to personnel or equipment if the component or switch is operated or cycled. You can not remove, reposition, or work on any component that has one of these tags attached to it even if it is tagged out upstream. This tag means ‘HANDS OFF’!!!!!!

• Work Authorization Form(WAF) - The form issued identifying the total scope of work to be accomplished, approved by both the ship and VIGOR SY WTC to allow that work to be performed on board.

WAFS(WORK AUTHORIZATION FORMS)

• Single most important document trades will handle.• Required to authorize the start of work on all ship systems and

equipment.• Generated and maintained by VIGOR SY Work and Test Control

office.• Signed copy must be in Lead Trades hands and copy provided to

craftsman performing actual maintenance shipboard.

The craftsman is responsible for ensuring he fully understands the ‘scope’ of work as delineated by the WAF in hand prior to commencing maintenance and is required to maintain a copy of the WAF at the jobsite while performing maintenance.

The craftsman must also understand the difference between an authorized WAF and one that is not authorized.

MANUAL) - JFMM

SECTION IV CHAPTER 10, SECTION 10.4 PARAGRAPH B:

• “ A WAF is required to authorize the start of work on all ship systems and equipment by activities other than Ship’s Force. Work includes all maintenance, repairs or modifications and installation or removal of temporary support systems and equipment. Repair activity non-intrusive work (e.g., painting, lagging, sheet metal work, deck plate, structural foundation) that does not affect ship or personnel safety does not normally require a WAF.”

WHAT DOES THIS MEAN TO YOU?• An additional WAF and or Tag-Out may be required for:• Paint or Lagging removal or installation that will require you to be

near rotating, moving equipment or removal of Ship systems as interference.

• Paint or Lagging removal or installation that will require you to be positioned on potentially moving machinery.

• If you have doubts about needing a WAF, Tag-Out or you feel something is unsafe; STOP!! Contact Vigor Shipyards WTC Department immediately for assistance.

REVISING WAFSA new or ‘Revised’ WAF must be issued if any of the following conditions exist or are encountered during the performance of a job on board;

•Scope of work changes. If the scope of the work grows beyond that specified in block 7 of the WAF you are working to, you can not proceed without first getting authorization to work outside of the boundaries established by the current WAF. Contact your lead person immediately for resolution. In most cases, a Condition Found Report (CFR) will be generated by either your leadman or the Zone Manager to identify the additional work as required and why.

• Isolation boundaries change. If the isolation boundaries expand, other equipment or larger portions of the system could be affected. If isolation boundaries collapse, other work sites may be impacted as well as portions of the system that have not been operational for some time. Both of these scenarios will require ships force to examine the systems and work for impacts.

•If there are any questions as to if you need a revised WAF, the only course of action is to ask the question. DO IT SAFE ALL THE TIME!

• The Tagout User Manual was designed with the following goals in mind;

•To provide a safe working environment for the personnel performing the maintenance on the ship and prevent damage to ships equipment.

•To provide standard tagout procedures for compliance by all maintenance providers.

•To prevent operation of a component or piece of equipment that is isolated or in an abnormal condition or that, by operating, could affect such a component or piece of equipment.

•VIGOR SY WTC will take care of the tag out of systems and provide everything listed in the previous slide in most cases. There will however be some times when the WTC office will be unaware of a particular problem or condition that could present itself as a hazard to you the craftsman, other personnel, or ships equipment. Your ability to recognize this is paramount to ensuring a safe environment for all personnel performing maintenance on board the Vessel.
