The five pastors meet regularly for conversation and lunch throughout the year, and have managed to find a few religious events that they can all share. SILENT SKIES ACTREINTRODUCED TOCURB AIRCRAFT

NOISE POLLUTIONLegislation requires airlines to begin stocking

fleets with newer, quieter aircraft

Rep. Joe Crowley (D-Queens, theBronx), Vice Chair of the Democratic Cau-cus, announced the reintroduction of TheSilent Skies Act (H.R. 4171), legislationthat aims to improve the quality of life forcommunities heavily impacted by aircraftnoise pollution by requiring airlines to beginstocking fleets with newer, quieter aircraft.Originally introduced in the 113th Con-gress, the bill instructs the Federal AviationAdministration (FAA) to issue regulationsby the end of 2016 requiring all U.S. com-mercial airplanes to meet Stage 4 noisestandards, which is a significantly lowerdecibel level than those currently in use.

“While airplanes can never be truly si-lent, making their engines quieter will go along way toward providing the relief resi-dents who live nearby our airports deserve,”said Rep. Crowley. “That’s why I’m reintro-ducing the Silent Skies Act, which willrequire older, noisier airplanes to be phasedout. But it will also require the FAA to adoptnewly developed noise standards for all newairplane designs. Aircraft noise pollutionisn’t merely a nuisance – it impacts ourability sleep, learn and enjoy daily life.”

In 2006, the FAA issued regulationsrequiring all new commercial aircraft de-signs to meet Stage 4 noise standards. How-ever, the FAA did not address whether air-lines would need to phase out older, louderairplanes or retrofit them with quieter en-gines. The requirements outlined inCrowley’s bill would be phased in at a rateof 25 percent every five years, so that allcommercial airplanes meet these quieter stan-dards by 2037.

The Silent Skies Act also requires newaircraft designs to meet standards recentlyadopted by the International Civil AviationOrganization. These new, more stringent

standards, known as Stage 5, would have tobe met by 2017 in order for the new designsto be certified by the FAA.

In addition, Crowley’s legislation wouldauthorize a new partnership program for thedevelopment of technologies to help meetbetter noise standards and result in quieterairplane engines. The partnership is a grantprogram that requires a portion of revenuesfrom the sale of successful, new technolo-gies to be paid back into the program.

“Through fleet replacement and invest-ment in new technologies, quieter airplanesare an achievable goal,” Crowley continued.“When it comes to aircraft noise, it’s impor-tant that we find solutions that can benefit allof the communities surrounding our airports– and the Silent Skies Act would do just that.”

Crowley has worked extensively withcommunity leaders, federal officials, and rep-resentatives from New York City and State toabate the congestion and noise that schools,businesses, and homes are subjected to be-cause of their close proximity to LaGuardiaAirport. In April 2001, Crowley authored aplan to alleviate community concerns associ-ated with the airport. In 2002, he secured$100,000 in federal funding for the Environ-mental Protection Agency (EPA) to carry outan air quality and noise study in the neighbor-hoods surrounding LaGuardia. He also se-cured $240,000 for LaGuardia Airport NoiseMonitors to track airport noise at LaGuardiaand ensure curfews were being met.

In 2014, Crowley co-founded the QuietSkies Caucus in Congress, which works toraise awareness on the issue of aircraft noiseand find meaningful solutions to the prob-lem. The caucus consists of members fromacross the country whose constituents areadversely affected by incidents of airplaneand helicopter noise.

EVERY STUDENTSUCCEEDS ACT

U.S. Reps. Carolyn B. Maloney (NY-12), Alma S. Adams (NC-12), and SuzanneBonamici (OR-01) applauded a new provi-sion of the Every Student Succeeds Act(ESSA), which will help prevent dating andrelationship violence. The provision, in-cluded in the bill at the urging of the mem-bers, is part of a grant program to promotesafe and healthy students. The provisionpermits schools to use federal funds to teachrelationship-building skills that can improvesafety by preventing coercion, violence, orabuse, including teen and dating violence,stalking, domestic abuse, and sexual vio-lence and harassment.

“Young women and men need to under-stand what relationship violence is, andwhere to turn when they have experiencedabuse,” said Congresswoman Maloney.“This grant program will allow teachingsafe relationships to be a part of sexualeducation curricula. We need to teach stu-dents that help is available, and that violencein any form from the people you love isnever acceptable.”

In July, the Representatives introducedthe Teach Safe Relationships Act of 2015

(H.R. 3141). The bill would amend theElementary and Secondary Education Act(ESEA) to require “safe relationship be-havior” as part of sex education. It wouldalso authorize grants to support new pro-fessional development opportunities foreducators and the development of cur-ricula that promotes safe relationship be-havior. In February, Reps. Maloney andAdams introduced an amendment to theHouse K-12 education bill, the StudentSuccess Act (H.R. 5), to add this provision,but the measure did not receive a vote.

The Senate version of the legislationwas introduced by Senators Tim Kaine andClaire McCaskill in February.

In October, Reps. Maloney, Adams andBonamici sent a letter to the Education andthe Workforce Committee leaders urging themto include provisions from the Teach SafeRelationships Act in the final ESEA bill.

According to the U.S. Department ofJustice, more than 290,000 Americans arevictims of rape and sexual assault each year,and young women between the ages of 16and 24 consistently experience the highestrate of intimate partner violence.

Glendale Kiwanis Club and lo-cal Glendale merchants, saw aplethora of costumed partici-pants dressed up as nurses andzombies, superheroes and videogame characters marchingdown Myrtle Avenue led bySunnyside’s traveling trouba-dours dressed this year asTHEMSELVES! The route thisyear changed somewhat as theparade ended at the St. Pancrasschool yard where theSunnyside Drum Corps formeda review line to encourage therevelers on to their goodies andcostume judging.

The Tuesday immediatelyfollowing (11/03) saw the youngmusicians in front of Tangra Res-taurant in Sunnyside, which onceagain was the venue for theSunnysider of the Year awardscelebration. The Corps playedfor the attendees and dignitaries

as they filed into the restaurant,but not before the same stoppedto snap pictures of and with theirmusical “greeters” first. The nextweekend drew the 5th AnnualQueens Veterans Day Paradeheld along Metropolitan Avenuein Middle Village and once againthe Sunnyside Drum Corps wasthere to honor our country’s sol-diers, sailors, airmen and ma-rines. The Drum Corps was oneof several at the parade whichalso saw junior cadets, boy andgirl scouts, and civic groupsmarch along with numerous vet-erans and active military mem-bers participating. This yearBrigadier General StephenBucaria, the New York GuardCommander, served as GrandMarshal and the parade was dedi-cated to the memory of US ArmyPrivate First Class Le Ron A.Nelson who was killed in actionin Baghdad, Iraq on July 6, 2007.

Coming up for the DrumCorps will be, of course, theSunnyside Chamber ofCommerce’s Annual ChristmasTree Lighting in Sabba Park onDecember 1st and the HolidayStreet Lighting Ceremony alongSkillman Avenue on December8th. It is hoped you will be able tojoin our young percussionists atthese two events. This will roundout the Fall/Winter marching pe-riod for the Drum Corps as theyrehearse to prepare for the open-ing of the baseball season (andtwo little league parades) and theSpring/Summer marching season.When will you be part of the funand musicianship of drum corps?If you are a youth between theages of 7 and 18 years old stop byAll Saints Episcopal Church at43-12 46th Street in Sunnyside onTuesday nights between 6:15 and7:45 PM and meet “The Band”.You’ll be glad you did!

In response to the food shortage cri-sis at NYC food pantries, Brent O’Leary,President of the Hunters Point CivicAssociation and John Dallaire of theLIC/Astoria Lions Club again jumpedinto action and put together a holidayfood drive program. With the help of thesuperintendents of buildings belongingto the Emerald Guild Society they wereable to surpass last years collection by300lb and collected a total of 3,600lbs offood and critical items for the food pan-tries in the area.

These were sorted by neighborhoodvolunteers including the Gantry s Par-ents Association and delivered to StRaphaels Food Pantry in Sunnyside, Breadof Life Food Pantry in Queensbridge andThe Hour Children Food Pantry in LongIsland City. The food pantries were verygrateful as they were extremely low onsupplies due to the huge demand over theThanksgiving period.

This was a huge success thanks tomany people including the help of the108th Precinct, especially Officer LuisDiaz and Officer Joseph Mendez and toNationwide Vaglica Agency, the LionsClub of LIC/Astoria and Barbara Baschfor their financial support.

Such observations result im-mediately in the youth as theygather as they always do to bringthe fun of their efforts just acrossthe border on Saturday, December5, where the youth removed moregraffiti along the underpasses ofthe CSX freight line above thembetween 73rd and 74th Street andQueens Boulevard, in a subtle two-tone repainting that was visibledepending on the angle, as Tyler

Alvarez, 7th grade student at St.Sebastian’s School remarking “Icouldn’t see the color differenceuntil I crossed the street, but it’seven better than I thought.”

This project occurred after thefirst one in the small hours thesame Saturday, with a large gath-ering of youth continuing themulching of 13 street trees along60th Street between Roosevelt Av-enue moving north until reaching

the LIRR entrance on this dead endstreet, and another 4 street treesbetween Roosevelt and WoodsideAvenues on 61st Street.

Sunday, December 6 broughtanother 6 street trees mulched, thusadding to the already staggering to-tals fulfilled during the currentmulching cycle, a fact not lost on theyouth, as they add value everywherethey transit in Woodside, along withtheir teammates from the Church ofJesus Christ of Latter-day Saints,with Juan Verduga, 7th grade studentat I.S. 10 stating “We’re just havingfun and doing some good thingseverywhere we go.”

On December 8th, New York City Coun-cil Majority Leader Jimmy Van Bramer, theSunnyside Chamber of Commerce theSkillman Avenue Project and neighborhoodfamilies celebrated the holidays at the 6thAnnual Skillman Avenue Lighting Ceremony.The annual celebration brought together local

residents, families and children to kick-offthe holiday season by lighting festive lightsalong Skillman Avenue. Carolers from PS150 and the Sunnyside Drum Corp show-ered the audience with holiday music andcarols as the crowd enjoyed hot cocoa andapple cider from Aubergine Café.

and religious significance of Christmas. Rev.Neil Margetson from Sunnyside ReformedChurch gave the Welcome Message, fol-lowed by a prayer read by Joseph Thapa,whose Nepalese congregation is worship-ping in the sanctuary of Sunnyside ReformedChurch on Sunday Evenings. Father JosephJerome read Luke’s Nativity, and NicholleBittingmeyer - the Music Director at Queenof Angels - led the assembled crowd insinging Christmas Carols. After Rev. JoshHollman from Christ Lutheran in Woodsideoffered a brief homily about the ChristmasTree tradition, Rev. Margetson gave thesignal and the night was ablaze with light!The Sunnyside Christmas Tree is a forty-foot tall cedar that sits right outside thedoors of the Sunnyside Reformed Church

A police escort followed the crowd asthey made their way down Skillman Ave. toQueen of Angels Catholic Church whereFather Brian Dowd welcomed everyone andled off another selection of prayers, Bibleverses and Christmas Carols. After an-nouncing that Santa was in the house, heordered their Creche to be lit and once againthe night was dispersed by Christmas lights!

After the final prayer was given by Fa-ther Joseph Jerome, Santa appeared and thor-oughly charmed both children and parents.He then led the way downstairs to the Queenof Angels fellowship hall where cookies andhot chocolate awaited! All in all it had beena deeply spiritual night...and a lot of fun too.
