PRESS RELEASE
Albany County Sheriff Craig D. Apple, Sr. reports the arrests of two individuals on Identity
Theft Charges. On May 7, 2014, Albany County Sheriff’s Investigators arrested Emmett L. Woods
(25) and Suzette M. Guzman-Moore (45), both of 9 TenBroeck Street in the City of Albany.
The Albany County Sheriff’s Office received a complaint on April 8, 2014 from an individual
who believed someone had used her identity to open credit card accounts and then made fraudulent
purchases. An investigation was initiated involving members of the Albany County Sheriff’s Office
and the United States Secret Service.
During the month long investigation, Investigators learned that the pair had opened accounts in
more than fifty different names. The investigation also revealed that Suzette Guzman-Moore was
employed as a Licensed Practical Nurse at the Albany Medical Center and may have also done
rotations at other health care facilities in the Capital District area. Many of the victims may have been
patients at these facilities but the investigation is ongoing to determine the scope of the fraud.
After stealing the necessary demographic information from the unsuspecting victims, the pair
then applied for credit cards by using the stolen identities and then had the cards mailed to residences
that they were familiar with within the Albany area. Once the account was approved and activated, the
couple would then make purchases throughout the capital district using the stolen credit cards. There is
no indication that any clinical information had been compromised.
On May 7, 2014, Investigators executed search warrants at three locations in the City of Albany
and recovered several laptop computers, smart phones, credit card statements, credit cards, fraudulent
checks and blank check stock. Investigators are now following up on the forged checks aspect of the
case attempting to track down the people who were cashing the fake checks. Albany Medical Center is
cooperating fully with the investigation.
Emmett L. Woods and Suzette M. Guzman-Moore were both charged with Criminal Possession
of a Forged Instrument in the 1st degree, a class “C” Felony, Criminal Possession Stolen Property in
the 4th degree, a class “E” Felony, Identity Theft in the 2
nd degree, a class “E” Felony and Scheme to
Defraud in the 1st degree, a class “E” Felony. They were arraigned in the City of Albany Court before
the Honorable Judge Rachel Kretser and remanded to the Albany County Correctional Facility without
bail.
Sheriff’s investigators are asking the public to review their credit history for irregularities and
should they believe their identity has been stolen as a result of a visit to a health care facility they
should contact the Albany County Sheriff’s Office Criminal Investigation Unit tip line at 518-720-
8075.
