A. GENERAL DESCRIPTION:
Woodlawn High School kitchen operates as a full-service/production facility equipped to produce
meals for the students and staff of Woodlawn High as well as three feeder elementary schools. The
age of the equipment varies throughout the kitchen from the original 1961 hood system to oven
acquired in 2012. Much of the equipment, although well maintained, is old, outdated, insufficient,
non-compliant with current codes and has seen its useful life. The serving line area was renovated in
2002 to include five serving lines, two of which are located in a closed off section of the cafeteria.
However, the serving line is not well organized and prohibits control of the students waiting in line.
The main serving line area should be reconfigured to allow better control as well as eliminate the
serving areas currently in the cafeteria space.
In January 2015, a separate cafeteria and warming kitchen was created for the 9th grade academy.
The equipment in this area appears to be well maintained and in great working condition. For this
reason, this feasibility study will focus on the main kitchen and serving areas.
B. EXISTING CONDITIONS:
1. Finishes
Floors. Kitchen and main serving area are thick-set quarry tile. The flooring was not replaced
during the 2002 renovation and the floor has been patched were previous equipment and railings
were removed.
The flooring in the extended serving area is the cafeteria terrazzo flooring.
Walls. The lower part of the walls are glazed CMU blocks with painted CMU blocking above.
The block has been well maintained; however, the dull colors do not add anything to create
atmosphere. The wall exiting the serving area is a combination of textured glass doors and
windows. This wall is outdated.
Ceilings. 12’ high gypsum board ceilings make up the majority of the kitchen and serving areas.
These ceilings have not recently been painted and show their age. The ceiling in the extended
serving line area has the same acoustical ceiling tile as the cafeteria, which does not meet the
required code to have washable tiles. Both of the serving areas have a maze of metal tubing
overhead which support hanging lights as well as electrical and data wiring, with metal tubing
drops throughout the area, as required.

Lighting. Lighting, throughout the majority of the kitchen and main serving area are recessed
1’x4’ fixtures. Lighting in the extended serving area consists of 2’x4’ recessed lighting.
2. Areas:
Dry Storage. Products are stored on metal shelving. Raised concrete pads still remain throughout
the space from the previous shelving arrangements. The floor is concrete, the walls are painted
CMU and the ceiling is painted. Surface mounted 1’x4’ lights provide poor light levels. In 2002,
a walk-in refrigerator was installed inside of Dry Storage.
Walk-in Coolers and Freezer Storage. One cooler (1973) is located on the kitchen wall while a
second (2001), as mentioned above, is located in the Dry Storage room. The school also has a
walk-in freezer (2002). The freezer is affected by the humidity from the large four-compartment
pot sink and forms ice on the walls, door and sprinkler inside the freezer. The older cooler (1973)
should be considered for replacement.
Kitchen. Area is poorly ventilated and extremely hot during warmer months adding to worker
stress and fatigue. The kitchen is heated by the original ceiling mounted convectors. A new
HVAC system should be installed to control the temperatures in the winter and provide air
conditioning in the summer to temper the space to avoid overheating the area. The original hood
system (1961) and the cooking area, including the gas, water and drains are antiquated and in
desperate need of replacement. The floor in the cooking area is in poor condition. In addition to

a kitchen manager, this school also has an assistant. The assistant has a desk in the kitchen which
blocks access to the hand sink with the eye wash station.
Serving. The main serving area consists of three serving lines. This space has not been set up to
take full advantage of the space and leads to issues with controlling the actions of the students.
Each serving line is one large piece of equipment, which prevents pieces from easily being
removed or replaced when maintenance is required. This area should be redesigned to provide
four U-shaped serving lines with individual pieces of equipment, matching BCPS’ current
standards. This would eliminate the need for the additional serving line area which currently
occupies a large portion of the cafeteria.
Dishwashing. BCPS uses all-disposable dinnerware. Area contains a four-compartment pot
washing sink and shelving to store pots and pans.
Janitor Closet. This space is narrow and lacks the storage space needed for shelving. The current
sink, in the back of the room is wall mounted and should be replaced by a floor mounted mop
sink. A separate room, with metal shelving, is used to store the custodial supplies. However, the
shelving sits on top of the metal access grate for the crawl space.

Locker Rooms. There is a Men’s and Women’s locker room in the kitchen area. The lockers are
rusting, paint is peeling from the ceiling and neither is ADA accessible. The toilet partitions
appear to be the only item recently modified. Each room is in poor condition and is in need of a
renovation.
3. Equipment:
Exhaust Hood. This is the original exhaust hood from 1961 and should to be replaced.
Current Cooking Equipment.

Serving Counters. Many of the serving counters were acquired in 2001; however, most are single
construction instead of the individual pieces currently purchased by BCPS.
Worktables, Prep Sinks, Pot Sinks. Many of the worktables and prep tables are the original
equipment (1961).
C. Conclusion:
The kitchen, although large in space, is old, cluttered, spread out in various rooms, labor-intensive,
poorly ventilated and hot. This kitchen provides lunches for the main cafeteria, the 9th grade academy
cafeteria as well as three feeder elementary schools. The majority of the equipment has either seen
its’ useful life or is in violation of current health codes. All outdated, inefficient equipment, should
be replaced with new energy savings appliances according to BCPS’ current menu. The serving area,
although recently renovated in 2001, is poorly laid out and fails to provide fluid movement through
the lines and lacks the ability to keep the students in an orderly and controlled environment. The
additional serving line occupies a large portion of the cafeteria. The overall kitchen and serving line
should be reconfigured to better maximize the available space.

Executive Summary Global Consulting Inc. (GLOBAL) conducted an Asbestos Hazard Emergency Response Act (AHERA) reinspection (visual) at Woodlawn High School, located at 1801 Woodlawn Drive, Baltimore, MD 21207 on July 10, 2015. This reinspection was conducted as per Baltimore County Public Schools (BCPS) scope of work and AHERA Protocols. Mr. David Glassman is the Local Education Agency (LEA)-designated person for BCPS.
The survey was based on previous reinspection performed by GLOBAL in 2014 and abatement reports (if applicable) submitted to GLOBAL by BCPS. Five assumed or known asbestos-containing building materials (ACBMs) (12”x12” floor tile and associated mastic, 9”x9” floor tile and associated mastic, “other” flooring mastic, pipe insulation, and mudded pipe fittings) were identified as still present in the school. No additional suspect ACBMs were observed in the school during the performance of this reinspection.
All areas were surveyed to identify and assess the condition of the ACBMs as part of this three-year reinspection. The survey information and updates along with any other observations are given in the Section 3 Findings and Section 4 Recommendations of this report. In addition, if the encountered ACBMs were found to be in poor condition, response actions are recommended, and abatement cost estimates are provided.

1.0 Introduction Global Consulting Inc. (GLOBAL) conducted an Asbestos Hazard Emergency Response Act (AHERA) reinspection (visual) at the Woodlawn High School (the School), located at 1801 Woodlawn Drive, Baltimore, Maryland 21207, on July 10, 2015. Mr. Don S. Wanigasundara, an EPA-accredited, Maryland-licensed AHERA Inspector (#14-0427), conducted the reinspection. The Inspector’s and Project Manager’s AHERA Inspector and Management Planner certifications are given in Appendix F.
Survey and reinspection protocols were based on those adopted by the U.S. Environmental Protection Agency, (EPA) as detailed in the Asbestos Hazard Emergency Response Act (AHERA; 40 CFR 763, Subpart E), and guidelines detailed by BCPS.
Woodlawn High School is a three-story building consisting of classrooms, faculty offices, kitchen/cafeteria, gymnasium, auditorium, multi-purposed room, mechanical areas, and restrooms. No trailers were observed during the 2015 reinspection. The original structure was constructed in 1971. Additions to the school building were completed in 1969 and 2002. Otherwise, GLOBAL was not provided information regarding additional renovations and additions made to the school building. The school building is constructed of steel beams, concrete masonry unit block walls, concrete slabs, and a brick exterior. The overall square footage of the school building is 317,325 square feet.
1.1 Previous Inspections and Background
GLOBAL reviewed documents and reinspection reports that were provided by BCPS. GLOBAL conducted the most recent reinspection in 2014. The following ACBMs were identified in GLOBAL’s 2014 Room-by-Room Inventory of the main school building: 12”x12” floor tile and associated mastic, 9”x9” floor tile and associated mastic, “other” flooring mastic, pipe insulation, and mudded pipe fittings.
A list of previous abatement activities completed at the School was provided by BCPS. A summary of those abatement activities is included in Appendix B. According to Client-provided abatement records, the most recent abatement took place in 2013, and involved the removal of suspect asbestos-containing floor tile from the Faculty Lounge and pipe insulation from the Cafeteria crawlspace.
1.2 Survey Limitations
The reinspection was based on the last known reinspection report provided to GLOBAL by BCPS. The information updated in the current reinspection report is limited to any ACBM that was remediated and documented after the last reinspection. These updates include changes in quantity or complete removal of the ACBM and are contained (if applicable) under Section 3 – Findings of this report. Any ACBM documented in the last known reinspection and not observed or identified during the current reinspection were noted and included in Table 1 under Findings. If no reinspection was performed three years prior to the current report, the last known inspection was used as the basis of this survey. GLOBAL does not take responsibility for any missing and/or incomplete data, and/or reports that were not provided prior to and/or during this or previous surveys.

2.0 Methodology
This reinspection was conducted on a room-by-room basis as determined in the planning phase. The planning phase included reviewing previous reinspection reports, management plans, and abatement reports. This reinspection included verifying previously identified ACBMs and gathering information regarding any changes to its friability, condition, and quantity.
If the Inspector observed suspect material, not identified or sampled in the previous inspections, then these were included as part of this survey. GLOBAL personnel only addressed those materials considered to be suspect ACBM(s) according to AHERA, unless otherwise specified.
As defined by AHERA protocol, suspect materials include the following building material types:
Surfacing materials - including spray-applied or troweled-on wall/ceiling coatings; Thermal Systems Insulation (TSI) - including pipe insulation, boiler lagging, tank insulation, and duct
insulation; and, Miscellaneous materials - including ceiling tiles, floor tiles/mastic, gaskets (if accessible), fire doors,
wallboard/spackle
2.1 Assessments
An assessment of friable ACBM was performed in accordance with Section 763.88 of 40 CFR, Part 763, Subpart E (AHERA). Numerous factors were considered for each homogeneous ACBM in each inspected functional space so as to group each ACBM into one of the seven AHERA assessment categories. Specific factors considered in assessing ACBM conditions included:
Friability Proximity to air plenum/stream Physical condition and Accessibility to building occupants
extent of damage: Potential for damage - Water damage - Contact damage - Deterioration
Every reasonable attempt was made to locate ACBM present in the previous reinspection (TSI, surfacing, and/or other miscellaneous materials) in the areas surveyed. However, areas that were inaccessible could be addressed only through extrapolation of conditions in accessible building space and review of building plans, specifications, or other building documents provided to GLOBAL. Such inaccessible areas might include but are not limited to:
Within walls Within fire doors Enclosed pipe/duct chases Inside mechanical equipment/ductwork Above plaster ceilings Behind doors that cannot be opened High areas beyond reach of 12-
foot ladders
Limited access areas such as those beneath fixed or wall-to-wall carpeting, or above fixed ceilings with small access hatches, etc. were investigated if feasible. Conclusions regarding the presence or absence of asbestos in these areas might be of limited accuracy.

The suspect ACBM was classified as per § 763.88 of the AHERA Rule, into one of the following seven-hazard assessment categories:
1. Damaged or significantly damaged TSI ACBM 2. Damaged friable surfacing ACBM 3. Significantly damaged friable surfacing ACBM 4. Damaged or significantly damaged friable miscellaneous ACBM 5. ACBM with potential for damage 6. ACBM with potential for significant damage 7. Any remaining friable ACBM or friable suspected ACBM
2.2 Response Actions
There are five basic response actions that can be implemented to control fiber release from ACBM. A general overview of these response actions follows.
A. Operations and Maintenance (O&M) Plan The O&M Plan consists of an action plan to address the ongoing maintenance of ACBM as well as standard operating procedures to be used by BCPS. Applicable provisions of the O&M Plan must remain fully in effect until all asbestos material is physically removed.
B. Encapsulation Encapsulation involves applying a sealant or coating onto the ACBM(s). Because the ACBM(s) will probably need to be removed when the building is renovated or demolished, encapsulation is only a temporary solution. However, encapsulation can be very beneficial as a means to control fiber release from areas of localized damage or where other factors (e.g., schedule, reinsulation, costs) make encapsulation the method of choice.
C. Enclosure Enclosure involves construction of airtight walls or ceilings around surfaces coated with ACBM(s). Since ACBM(s) will usually need to be removed when the building is renovated or demolished, or when maintenance occurs, enclosure is considered a temporary solution. Like encapsulation, enclosure generally requires ongoing appraisals of the continued effectiveness of the abatement technique.
D. Removal The removal of all ACBM(s) is considered the only final solution to the potential problem of asbestos exposure. If removal is performed properly, the potential for asbestos exposure is eliminated.
E. Repair Repair involves limited removal of damaged portions of ACBM or encapsulation/enclosure of exposed ACBM. Repair can be an effective short-term solution for repairing minor damage to, for example, asbestos pipe coverings.
It should be noted that a combination of these response actions might be used in any given building location. In addition to these five basic response actions, preventative measures can be initiated, such as:
Building occupant awareness/education Change in building space use to, for example, reduce occupancy in a room which contains asbestos Repair of damage to non-ACBM (e.g., repair leaking roof to prevent damage to underlying asbestos

3.0 Findings A full room-by-room inventory of ACBMs at the School is included in Appendix A. In accordance with AHERA methodology, for each homogeneous material identified, the Inspector assessed the current condition of the material and classified it into hazard categories. The categories are assigned based upon the condition of the ACBMs and the potential for damage to the ACBMs.
Suspect ACBMs and ACBMs previously identified in the 2014 AHERA reinspection of the main school building (12”x12” floor tile and associated mastic, 9”x9” floor tile and associated mastic, “other” flooring mastic, fire doors, pipe insulation, and mudded pipe fittings) were visually identified and inspected for friability, condition, and quantity. No additional suspect ACBMs were observed in the school during the performance of this reinspection.
Damaged pipe insulation and significantly damaged mudded pipe fittings were observed in Room 210, located on the second floor of the school. Due to their friability and the damage observed, GLOBAL recommends that these ACBMs receive immediate repair or abatement. Minor damage (cracked, but in place) is showing on some of the floor tiles (less than 10% distributed), however, at this time they are still intact. These areas of floor tile should also be addressed promptly. Otherwise, no functional areas with a high imminent exposure potential were observed during the performance of this reinspection.
A summary of GLOBAL’s findings of descriptions, estimated quantities, and the conditions for each suspect material and ACBM(s) are given in Table 1. Floor plans for the building are provided in Appendix C. The Maryland Department of the Environment (MDE) Assessment forms for friable ACBM can be found in Appendix D. The completed MDE accreditation form is located in Appendix E.

4.0 Recommendations Any planned renovations or maintenance activities that will disturb known and suspect ACBM(s) (and potentially render them friable) will require the proper response action of abatement, encapsulation, enclosure, and/or repair by AHERA accredited and trained personnel. All ACBM(s) must be maintained in place, unless removed, in accordance with the O&M plan. Periodic surveillance shall be conducted every six (6) months to determine if the condition of the material has changed, rendered friable, and hence necessitates removal.
All assumed ACBM(s) must be sampled prior to any disturbance to verify the presence of asbestos. The sampling shall be conducted by an EPA-credited, Maryland-licensed AHERA Inspector and analyzed by a NIST/NVLAP accredited laboratory.
The response actions for the identified ACBM are given in Table 2.

5.0 Cost Estimate Estimated removal costs are presented in Table 3 for each homogeneous material confirmed or assumed to be ACBM(s). This cost estimate is provided for informational purposes only. All quantities must be field verified by a licensed asbestos abatement contractor(s) prior to demolition or renovation. This report shall not be utilized as an asbestos abatement bidding document or abatement specification document.

Limited Renovation Projects Memorandum The limited renovation project designation was approved by the State of Maryland Interagency Committee on School Construction (IAC) on April 19, 2007. The IAC approved a motion that specifies “a limited renovation shall 1) Bring to current performance standards five or more building systems, and 2) Include widespread architectural improvements and enhancements of education programs, subject to evaluation by the IAC.” The building systems that are eligible for limited renovation project inclusion are outlined below.
