1.Introduction

TheWoodieWoodieManganeseMine isabout400kmsoutheastofPortHedland,170kmsoutheastofMarbleBarand100kmeastofNullagineintheEasternPilbararegionofWesternAustralia (Figure 1). Consolidated Minerals Limited (CML) has recently recommencedoperations and proposes tomine 18manganese prospects over the next five years. CMLcommissionedWesternWildlifetoundertakeagapanalysisofthevertebratefaunasurveysconductedatWoodieWoodiebetween2006and2019.

1.1Scope

Thescopeofthegapanalysiswasto:

• SummarisethefaunasurveysundertakenatWoodieWoodiebetween2006-2019.

• SummarisethefaunarecordedorpotentiallyoccurringatWoodieWoodie.

• Listtheconservationsignificantfaunarecorded,orpotentiallyoccurring.

• Commentonwhether

o the fauna surveysmeet current requirementsunder theStateandFederalguidancedocuments;

o thefaunasurveyshaveadequatelycoveredthewholesite;and

o conservationsignificanttaxahavebeenadequatelysurveyed.

• Identifyanygapsincoverageofthefaunasurveys.

• Recommendwhatsurveywork,ifany,isrequiredtofillanygapsincoverage.

2.Methods

2.1SummarisingFaunaSurveysUndertaken

ThereportsforallfaunasurveysconductedatWoodieWoodie2006–2019werereviewed.Reportsproducedasinterimreportsforatwo-phaselevel2faunasurveywereomitted,asallresults were presented in the final report. For each fauna survey, the following weresummarised:

• Yearandmonthofsurvey.• SurveyArea.• Surveytype(e.g.Level1,Level2,targetedordesktopsurvey).• Keymethodsused.• Thenumberoffrogs,reptiles,birdsandmammalsrecorded.• Anyconservationsignificantfaunarecorded.

Thesurveyareaforeachsurveywasmapped,andthelocationoftrappingsites,cameratrapsitesandbatdetectorsitesindicated.

2.2SummarisingFaunaSurveyResults

4.SummaryofSurveyFindings

4.1FaunaHabitats

Themainfaunahabitatsidentifiedare:

Importanthabitatfeaturesidentifiedare:

• Waterholes(permanentandsemi-permanentwaterholesoncreeklines)• Caves

Althoughthehabitatspresentwereidentifiedinearlierreports,habitatmappinghasnotbeencompleted over the entiremine corridor. It is likely that all the key habitats have beenidentified,andunlikelythatsignificantlydifferenthabitatsremainundescribed.Thelocationsofwaterholesandcaveshavenotbeendocumentedacrosstheminecorridor,however,thereareveryfewpermanentwaterholesorcavespresent.

4.2VertebrateFaunaAssemblage

Overall, a totalof7 frogs,77 reptiles,127birds,41mammals (34nativemammals)and8freshwater fish have been identified as potentially occurring in theWoodieWoodieMinecorridor (Appendices1-5). Thesenumbersvaryslightlybetweenreports,where listsweremodifiedtoreflectthehabitatsavailable(e.g.waterbirdsexcludedwhennowetlandhabitatswere present), due to taxonomic changes or due to an increase in contextual knowledgeleadingtosomespeciesbeingaddedorexcluded.Thislistisrelativelyconservative,inthatitislikelythatsomeofthefaunalisteddonotoccuronthesite,thoughtheyareknownfromthesurroundingregion.In total, across all surveys, five frogs, 62 reptiles, 110 birds and 30 mammals (24 nativemammals)andtwofreshwaterfishhavebeenrecorded.Thisrepresents71.4%ofthefrogspredicted tooccur, 80.5%of reptiles, 86.6%ofbirds, 73.1%ofmammals (70.6%ofnativemammals) and25.0%of freshwater fish. Theseproportions are relatively high, andare aresultofthelargenumberofsamplesitesandsurveysinseveralseasonsacrossseveralyears.Ofthefaunathatremainunrecorded,itislikelythatacertainproportiondonotactuallyoccur,despite being known from the region. Others may not have been recorded as they areuncommon, difficult to trap or observe, unable to be identified with standard surveytechniques(e.g.batsthatcannotbereliablydistinguishedoncall)oronlyactiveundercertainconditions(e.g.manyfrogspecies).The fauna surveys undertaken to date are sufficient to give a good representation of thevertebrate faunal assemblage of Woodie Woodie. While further survey work wouldundoubtedlyaddafewspeciestothelistofthoseknowntooccur,themajorityofspecieshavealreadybeenrecorded.

4.3ConservationSignificantFauna

Atotalof17conservationsignificantfaunahavebeenidentifiedaspotentiallyoccurringatWoodieWoodie(Table2).Ofthese,12arelistedundertheEPBCAct,BCAct,orboth.TheremainingfivearelistedasPriorityspeciesbyDBCA.

4.3.1RecordedConservationSignificantFauna

SixspecieshavebeenrecordedatWoodieWoodie,themostimportantbeingtheNorthernQuoll and Pilbara Leaf-nosed Bat, but also the Common Sandpiper, Wood Sandpiper,PeregrineFalconandWesternPebble-moundMouse.TheNorthernQuollisknowntooccurintherockyhillsatWoodieWoodie,wheresmallcaves,cracksandcrevicesintherockprovideshelterhabitat,andareaswithin1kmofshelterhabitatare considered to be foraging and dispersal habitat (DoEE 2016). Shelter habitat andforaging/dispersal habitat are both considered to be habitat critical to the survival of thespecies.ThecallsofthePilbaraLeaf-nosedBatwererecordedatseveralsitesintheminecorridorin2008/2009andatWoodieSouthin2013(Figure5).Diurnalroostsitesareconsideredtobehabitatcriticaltothesurvivalofthespecies,andasyetnoroostingcaveshavebeenidentifiedintheminecorridor.ThesingleattempttodetermineroostingatWoodieSouthdeterminedthat the cave surveyed was not a roost site (WesternWildlife 2014). Themine corridorappearstohavefewcavesandit iscurrentlyunknownwhetherthePilbaraLeaf-nosedBatroostsinthearea,orisjustaforagingvisitor.TheCommonSandpiperandWoodSandpiperhavebothbeenrecorded(Figure6),however,theseMigratoryspeciesareonlylikelytooccuronoccasion,andnotinsignificantnumbers.WoodieWoodiedoesnotprovideimportanthabitatforMigratoryshorebirds.The Peregrine Falcon was recently recorded in 2019 (Western Wildlife 2019c, Figure 6).AlthoughSpeciallyProtected,thisspecieshasalargerangeanditspopulationisconsideredtobesecure(BirdLifeInternational2019). BirdsatWoodieWoodiemaynestontherockyhillsorinabandonedopenpits.Theforagingrangeofapairofbirdsislikelytobelarge,andextendbeyondtheminecorridor.ThemoundsoftheWesternPebble-moundMousewererecordedonseveralsurveys(Table1,Figure6).However,activemoundswereonlyrecordedatWoodieSouth.Inactivemoundshavebeenrecordedelsewhereintheminecorridor.NotethatthelocationofmoundswasnotnecessarilyrecordedwithaGPScoordinateforearliersurveys.

Ofthespeciesthatremainunrecorded,themostimportantarethePilbaraOlivePython,Bilby,GhostBatandNightParrot,asthesespeciesarelistedasThreatenedundertheEPBCAct.Asmentionedabove,theNightParrothasalreadybeentargeted,andalthoughnobirdsweredetected,thereissomepotentiallysuitablehabitatpresentonSpinifexFlats,particularlyatthebaseofrockyhillsandalongmajorcreeklines.ThePilbaraOlivePythonishighlylikelytooccur,as ithasbeenrecordednearbyandsuitablehabitat ispresent. TheBilby,althoughrecordednearby,isunlikelytooccur.Althoughsomeofthehabitatalongthemajorcreeklinesmaybesuitable,theseareasarenotconnectedtoareaswithknownBilbypopulations,andmuchofthehabitatisimpactedbycattle.TheGhostBat is likely tobepresent. Although it hasnotbeen recorded, the calls of thisspeciesmaynotbedetectedexceptincaves.Furthersurveyworkmayresultinrecordsofthisspecies,however,theminecorridorhasfewcavesandthelikelihoodofimportantdiurnalroostinghabitatbeingpresentislow.

5.AdequacyofPreviousSurveys

5.1CompliancewithGuidelines

Surveyspriorto2010pre-datethepublicationoftheTechnicalGuide:terrestrialvertebratefaunasurveysforenvironmentalimpactassessment(EPAandDEC2010).Theyalsopre-datemany of the federal survey guidelines for threatened species. The earlier surveys did notsurveyforsevennightsatallsites(betweenfiveandeightnights),andwerealsobeforethewidespreadusageofcameratrapsasatool.Habitatmappingwasalsonotundertakenonallsurveys,thoughthebroadhabitatspresentweredescribedandphotographed. Apartfromthis,theearliersurveyswerebroadlycompliant.

AllLevel2trappingsurveyswereundertakeninAprilandOctober,thetimingsuitabletotargetpeakreptileactivity.Standardtraptypes(e.g.pitfalltraps,funneltraps,Elliotttrapsandcagetraps)wereusedtosampleground-dwellingfauna,birdswererecordedonsurveysattrappingsites and opportunistically. Bats were recorded using Songmeter 2 (SM2) or Anabat batdetectors,andspot-lightingorheadtorchingwereusedtotargetnocturnalbirdsandotherfauna,particularlyinrockyareasthataredifficulttootherwisesurvey.

TargetedsurveysfortheNorthernQuollandNightParrotwereconsistentwiththeguidancedocumentsforthesespecies(seeDPAW2017,DoEE2016).Asyet,nodedicatedsurveyshavebeen undertaken targeting other conservation significant species, however, most species,includingthePilbaraOlivePythonandWesternPebble-moundMouseweretargetedwithinLevel2faunasurveys.

5.2CoverageofSurveyArea

Itislikelythatintermsofsamplingthebroadfaunalassemblage,thesurveyshaveadequatelycovered theminecorridor. All themainhabitatshavebeensampled,andsiteshavebeendistributed throughout the corridor (Figure 4). Although not indicated on Figure 4, thetargetedsurveysfortheNightParrotandNorthernQuollalsocoveredtheentireminecorridor(WesternWildlife2019a,2019b).

6.GapsinSurveyCoverage

6.1HabitatMapping

Otherthanforthe‘RockyHillsandGorge’habitatand‘SpinifexFlats’habitat,habitatmappinghasnotbeencompletedovertheentireminecorridor.Itislikelythatallthekeyhabitatshavebeen identified, and unlikely that significantly different habitats remain undescribed. Thelocationsofwaterholesandcaveshavenotbeendocumentedacrosstheminecorridor.

6.2FaunalAssemblage

Itisunlikelythatfurthersurveysforthefaunalassemblagewillberequired.Previoussurveyshaveadequatelycoveredtheminecorridorandasignificantproportionoftheexpectedfaunalassemblagehasbeenrecorded.Furthersurveyworkisunlikelytoaddgreatlytotheknownfaunalassemblageoftheminecorridor.

6.3ConservationSignificantFauna

Ofthe17conservationsignificantfaunathatpotentiallyoccurintheminecorridor,fourhavebeenidentifiedthatrequirefurthersurvey.

• PilbaraOlivePython• NorthernQuoll• GhostBat• PilbaraLeaf-nosedBat

Alloftheabovespeciesareofhighsignificance,astheyarelistedasThreatenedunderboththeEPBCActandBCAct.Impactsonthesespecies,oronhabitatsdeemedtobecriticaltothesurvivalof thesespecies, require referralunder theEPBCAct. Thepurposeof furthersurveyswouldbetocharacterisethestatusofeachspecieswithintheminecorridor,andtoidentifytheextentofcriticalhabitatforeachspecies.Theremaining13speciesareunlikelytorequirefurthersurveywithintheminecorridor.Theyhaveeitheralreadybeentargetedwithadedicatedsurvey(e.g.theNightParrot),areunlikelytobepresentinsignificantnumbers(e.g.Fork-tailedSwiftandOrientalPlover)and/orhaveaverylowlikelihoodofoccurring.

7.Recommendations

Survey recommendationswere drawn from the relevant federal guidelines (i.e. DSEWPaC2011a, 2011b, DEWHA 2010), discussion with bat expert Dr Kyle Armstrong and anunderstandingofexistingfaunadatafortheminecorridor.Thefollowingrecommendationsaremadetofillthegapsinfaunasurveycoveragefortheminecorridor:

• Completefaunahabitatmappingacrosstheentireminecorridor.

• CompleteaPilbaraOlivePythonSurvey.

o Identify andmap habitat critical to the survival of the python in theminecorridor; i.e.majorcreeklines,permanentandsemi-permanentwaterholes,rockyareas.

o Detectthepythoninsidetheminecorridor.Thisinvolvessearchingsuitablehabitat,eitherbyspot-lightingduringthewarmermonthswhilethepythonismoreactive,orday-searchesforbaskingpythonsduringwinter.Notethatasthis species is usually uncommon, it is unlikely to be possible to collectsufficientrecordstouseasabaselineforfuturemonitoring.

• CompletearegionalNorthernQuollsurvey.

o Map quoll shelter habitat and use camera traps to detect presence ofNorthernQuolloutsidetheminecorridor. Thepurposeofthesurvey is toprovideregionalcontexttotherecordsmadewithintheminecorridor,sotherelativeimportanceofthepopulationatWoodieWoodiecanbeassessed.

• Completeaconservationsignificantbat survey for theGhostBatandPilbaraLeaf-

nosedBat.o Identify andmap habitat critical to the survival of conservation significant

bats in the mine corridor; i.e. caves that are transitory diurnal roosts,permanentdiurnalroostsormaternityroosts.ThiswillrequiresearchingforpotentiallysuitablecavesandundertakinginitialmonitoringwithAnabatbatcalldetectorstodetectthepresenceofconservationsignificantbatspecies.

o If any potentially significant Ghost Bat roosts are found, determine thenumberofbatspresentusingvideo,andwhetherthebatsarepresentwithinthebreedingseason.

o IfanypotentiallysuitablePilbaraLeaf-nosedBatroostsarefound,determinewhetherdiurnalroostingisoccurringbytemporarilycurtainingoffthecavebeforedusk,withAnabatstodetectifbatsarepresentinsidethecurtain.

o Repeat samplingmaybe required, to determinewhether bats are presentyear-round.

o Note thathumanentry into caves isnot tobeundertaken,as this is a keythreattoconservationsignificantbats.

At the time ofwriting, fauna habitatmapping and a regionalNorthernQuoll survey havealreadycommenced.Wheretheimpactsofminingmayextendoutsideoftheminecorridor(e.g. due to de-watering), consideration should be given to extending the survey area toencompasstheseadditionalareas.
