Dear Mr. Koster; The investigation to determine the presence and extent of oil in the desiccated clay in the upland marsh area is complete. The intent of the investigation was to determine the likely source of oil that accumulated in a wetland piezometer placed in the upland Marsh and to determine the distribution of any additional oil in that area. The investigation involved completing 19 geoprobe borings with continuous sampling. The samples were retrieved, logged with respect to the soil type and tested for oil. The oil was identified by splitting the cylindrical sample, visually looking for the presence of oil, and then spraying the sample with water to determine the presence of an oil sheen. Based on the 19 geoprobe borings the stratigraphy and extent of residual oil was determined in the upland marsh. This letter report presents the finding of the investigation. Upland Marsh Stratigraphy The stratigraphy of the soil material in the upland marsh area consists of approximately 8 to 10 feet of desiccated brown clay overlying approximately 1.5 to greater than 1 feet of soft unfractured gray clay which overlies 2 to 4 feet of till which is in contact with bedrock. Groundwater is confined in the till and predominately moves along the till bedrock interface. Surface water infiltrates into the fractures in the brown clay and is quasi perched on top of the soft clay making itself available for evapotranspiration. Based on historic water elevation data the quasi perched water table in the brown clay fluctuates as much as 6 to 8 feet during the year. Figure 1 shows a plan view of the site with the geoprobe locations and the location of three cross sections lines. Figure 2,3, and 4 are the cross sections through the study area depicting the stratigraphy, original ground surface, and the existing ground surface. Attached are the geoprobe logs indicating the depths, soil types, and the presence of oil. In general the thickest portions of the desiccated clay were in the upland marsh area where the site topography flattens. Upland Marsh Stratigraphy

bedrock surface rises and the soft clay pinches out (refer to figures 3 and 4) In this area the desiccated clay is in contact with the till

Oil Distribution

The brown desiccated clay has a blocky fracture structure where oil resides in both vertical and horizontal fractures A slight to moderate oil sheen was found coming from discrete fractures in the clay The blocky clay mass was also examined (ground up and placed in a shallow dish of water) and no oil sheen was found coming from the clay blocks All oil found resided as a residual coating on the clay fractures walls Several samples were selectedJx^abonitoryanalysis (using method 8082 for soil) to determine the presence of PCBs in and around discrete fractures The samples selected for analysis were taken from cores where oil was found in the fractures The samples collected for analysis were spooned out of the cores immediately around fractures observed to be containing the most oil biasing the results toward higher observed concentrations The results of the analysis indicated that PCBs were found in the soil from 0 to 1000 ugkg (ie from 0 to 1 PPM) This is an order of magnitude less than allowed in the designated area and meets the criteria outside the designated area The results are attached

The data collected suggests that the oil originating from the Transformer Work Area II (TWA) ran off the land surface toward the upland marsh and infiltrated into the upper brown desiccated clay Unable to move downward both from the underlying soft clay and the lack of the entrance pressures necessary for an immissible liquid to overcome surface tension forces the oil has remained relatively immobile in the upper clay fractures In the northern portion of the study area where the desiccated clay is in direct contact with the till there is no evidence that suggests the oil has migrated along the till bedrock interface It appears that the oil has migrated vertically downward into the clay reaching an equilibrium between surface tension forces imposed by the clay fracture capillaries the density considerations of an immissible liquid in a saturated medium and a unit infiltration gradient Very little horizontal movement has occurred at depth This conclusion is further substantiated by the oil migration study performed during the source control work in the TWA n area (refer to Management of Migration Comprehensive Evaluation August 1997)

The oil migration study was completed to help further understand if PCBsoil was able to migrate even a small distance in the tillbedrock migration pathway The investigation was completed in the TWA II area where source control work had excavated and removed soil down to the till bedrock migration pathway This soil was excavated and removed because the concentrations of PCBs in the overburden (gt10 PPM) required its excavation and removal PCB concentrations in the tillbedrock migration pathway directly below the excavated area were greater than 670 PPM and were excavated to bedrock Soils adjacent to the excavation were below the removal level of 10 PPM so the excavation in this area was terminated above the tillbedrock migration pathway

To help determine if PCBsoil was mobile in the tillbedrock migration pathway the clean (lt10 PPM) clay soil adjacent to the excavation was removed immediately down gradient of the high concentrations of PCBs and the till sampled It would be expected that if the PCBs were mobile in the tillbedrock migration pathway higher concentrations of PCBs would be found under the clean clay soils immediately down gradient of the contaminated area However very low concentrations of PCBs were found in the tillbedrock migration pathway indicating that PCBs did not move horizontally after the vertical migration through the clay

Figures 5 6 7 and 8 depict both the horizontal and vertical distribution of oil found in the study area As is shown the soft marine clay has effectively acted as a final vertical barrier stopping the vertical movement of residual oil in the upper desiccated clay fractures It is believed that the oil found is residual in nature and without a significant gradient does not migrate

The results of this investigation indicate that

1 bull all the oil found during this investigation is residual in nature Z bull no oil saturated zones were found (ie no defined source area) V bull the oil is not migrating unless an un-natural gradient is induced 4 bull the oil does not appear to be effecting the local ground water or surface water ^ bull the surface soils have all been excavated and replaced The risk of dermal contact has

been eliminated ( bull the concentrations of PCBs found were below the target cleanup concentrations in

the ROD bull the only means of removal is soil excavation

Based on these finding it is recommended that a surface water sample be collected from the upland marsh to confirm that the oil is not impacting the surface water

Oil Distribution

The brown desiccated clay has a blocky fracture structure where oil resides in both vertical and horizontal fractures A slight to moderate oil sheen was found coming from discrete fractures in the clay The blocky clay mass was also examined (ground up and placed in a shallow dish of water) and no oil sheen was found coming from the clay blocks All oil found resided as a residual coating on the clay fractures walls Several samples were selectedJx^abonitoryanalysis (using method 8082 for soil) to determine the presence of PCBs in and around discrete fractures The samples selected for analysis were taken from cores where oil was found in the fractures The samples collected for analysis were spooned out of the cores immediately around fractures observed to be containing the most oil biasing the results toward higher observed concentrations The results of the analysis indicated that PCBs were found in the soil from 0 to 1000 ugkg (ie from 0 to 1 PPM) This is an order of magnitude less than allowed in the designated area and meets the criteria outside the designated area The results are attached

The data collected suggests that the oil originating from the Transformer Work Area II (TWA) ran off the land surface toward the upland marsh and infiltrated into the upper brown desiccated clay Unable to move downward both from the underlying soft clay and the lack of the entrance pressures necessary for an immissible liquid to overcome surface tension forces the oil has remained relatively immobile in the upper clay fractures In the northern portion of the study area where the desiccated clay is in direct contact with the till there is no evidence that suggests the oil has migrated along the till bedrock interface It appears that the oil has migrated vertically downward into the clay reaching an equilibrium between surface tension forces imposed by the clay fracture capillaries the density considerations of an immissible liquid in a saturated medium and a unit infiltration gradient Very little horizontal movement has occurred at depth This conclusion is further substantiated by the oil migration study performed during the source control work in the TWA n area (refer to Management of Migration Comprehensive Evaluation August 1997)

The oil migration study was completed to help further understand if PCBsoil was able to migrate even a small distance in the tillbedrock migration pathway The investigation was completed in the TWA II area where source control work had excavated and removed soil down to the till bedrock migration pathway This soil was excavated and removed because the concentrations of PCBs in the overburden (gt10 PPM) required its excavation and removal PCB concentrations in the tillbedrock migration pathway directly below the excavated area were greater than 670 PPM and were excavated to bedrock Soils adjacent to the excavation were below the removal level of 10 PPM so the excavation in this area was terminated above the tillbedrock migration pathway

To help determine if PCBsoil was mobile in the tillbedrock migration pathway the clean (lt10 PPM) clay soil adjacent to the excavation was removed immediately down gradient of the high concentrations of PCBs and the till sampled It would be expected that if the PCBs were mobile in the tillbedrock migration pathway higher concentrations of PCBs would be found under the clean clay soils immediately down gradient of the contaminated area However very low concentrations of PCBs were found in the tillbedrock migration pathway indicating that PCBs did not move horizontally after the vertical migration through the clay

Figures 5 6 7 and 8 depict both the horizontal and vertical distribution of oil found in the study area As is shown the soft marine clay has effectively acted as a final vertical barrier stopping the vertical movement of residual oil in the upper desiccated clay fractures It is believed that the oil found is residual in nature and without a significant gradient does not migrate

The results of this investigation indicate that

1 bull all the oil found during this investigation is residual in nature Z bull no oil saturated zones were found (ie no defined source area) V bull the oil is not migrating unless an un-natural gradient is induced 4 bull the oil does not appear to be effecting the local ground water or surface water ^ bull the surface soils have all been excavated and replaced The risk of dermal contact has

been eliminated ( bull the concentrations of PCBs found were below the target cleanup concentrations in

the ROD bull the only means of removal is soil excavation

Based on these finding it is recommended that a surface water sample be collected from the upland marsh to confirm that the oil is not impacting the surface water

To help determine if PCBsoil was mobile in the tillbedrock migration pathway the clean (lt10 PPM) clay soil adjacent to the excavation was removed immediately down gradient of the high concentrations of PCBs and the till sampled It would be expected that if the PCBs were mobile in the tillbedrock migration pathway higher concentrations of PCBs would be found under the clean clay soils immediately down gradient of the contaminated area However very low concentrations of PCBs were found in the tillbedrock migration pathway indicating that PCBs did not move horizontally after the vertical migration through the clay

Figures 5 6 7 and 8 depict both the horizontal and vertical distribution of oil found in the study area As is shown the soft marine clay has effectively acted as a final vertical barrier stopping the vertical movement of residual oil in the upper desiccated clay fractures It is believed that the oil found is residual in nature and without a significant gradient does not migrate

The results of this investigation indicate that

1 bull all the oil found during this investigation is residual in nature Z bull no oil saturated zones were found (ie no defined source area) V bull the oil is not migrating unless an un-natural gradient is induced 4 bull the oil does not appear to be effecting the local ground water or surface water ^ bull the surface soils have all been excavated and replaced The risk of dermal contact has

been eliminated ( bull the concentrations of PCBs found were below the target cleanup concentrations in

the ROD bull the only means of removal is soil excavation

Based on these finding it is recommended that a surface water sample be collected from the upland marsh to confirm that the oil is not impacting the surface water
