1WelcometoWOC2008DearSportingFriends,Overthenextfewmonthsthesportingworldwillbehostinganumberofchampionshipevents.InJunetherearethefinals,inSwitzerland,oftheUEFAEURO2008footballchampionship.TheninAugustourattentionswitchestoChina,wheretheSummerOlympicsarebeingheld,withmedals,cashprizesandfameintheworldofthemediawillallbeatstake.ButinthisintroductionIwouldliketoextendtoyouawelcometoamuchmoremodestchampionshipevent,butonewhich,intermsofitsattractiveness,interest,thelevelofperformancesrea-lisedbythosetakingpartinit,andtherigouroftrainingpreparationtheyundergo,farsurpassesthestandardsachievedinmanyOlympicsports.OnbehalfoftheCzechOrienteeringFederation,itismypleasuretoinviteyoutothecityofOlomoucanditssurroundingswherethe25thWorldOrien-teeringChampionshipswilltakeplaceinmid-July.Czechoslovakiaprevi-ouslyhostedtheWOCin1972and1991,sothiswillbethethirdoccasiononwhichparticipantswillbeabletoexercisetheirorienteeringskillstothefullandcompeteformedalswhiletraversingCzechterrain.WOCwillofferyouauniqueopportunitytorealiseyour favouritesport -andofcourseparticipationandenjoymentarefarmoreimportantthanthegratificationthatcomesfromwinningmedals.WelookforwardtomeetingyouatWOC2008!

6CompetitionRules

TheCompetitionRulesforIOFFootOrienteeringEvents(validfromJanuary1,2007)applyforWOC2008.Adeviationfromthecompetitionrules3.2.and9.9hasbeenapprovedbyIOFCouncil.

7ClassesandParticipationRestrictions

ThefollowingrulesfromtheCompetitionRulesforIOFFootOrienteeringEvents(validfromJanuary1,2007)applytoparticipationinWOC2008:

5.7Thereisoneclassforwomenandoneformen.Therearenoagerestrictions.

6.1AcompetitormayrepresentonlyoneFederationduringanyonecalendaryear.

6.2CompetitorswhoarerepresentingaFederationshallhavefullpassport-holdingcitizenshipofthecountryofthatFederation.

6.3EachparticipatingFederationshallappointateammanagertoactasacontactpersonbetweentheteamandtheorganiser.Itistheteammanager’sdutytoseethattheteamreceivesallnecessaryinformation.

6.4Competitorsparticipateattheirownrisk.InsuranceagainstaccidentsshallbetheresponsibilityoftheirFederationorthemselves,accordingtonationalregulations.

6.5AllcompetitorsrepresentaFederation.EachFederationmayenterateamofupto14competitors-upto7womenand7men-andanumberofteamofficials.Theorganisershallfixthemaximumnumberofofficialsperteam,inaccor-dancewiththeavailablefacilities.Thismaximumnumbershallbethesameforeachteamandshallbeatleast5.

6.6Ineachqualificationrace,everyFederationmayenterupto3womenand3menand,inaddition,thecurrentWorldChampionsforthedistancemaybeenteredbytheirFederation(s)providedtheyaremembersoftheFederation’steam.Inthefinal,onlythecompetitorsplacedfifteenthandbetterineachqualificationraceheatmayparticipate.

6.7IntheRelay,eachFederationmayenteronewomen’steamandonemen’steam,eachconsistingof3teammem-bers.IncompleteteamsandteamswithrunnersfrommorethanoneFederationarenotallowed.Undernocircumstan-cesmaypersonsotherthanenteredcompetitorsparticipateinthecompetition.

ForWOC2008,eachFederationmayenterateamconsistingofupto7women,7menand8teamofficials.

8Anti-DopingCode

Dopingisforbidden:«thinkpositive–testnegative».Theorganisersarecommittedtodoeverythingrequiredtoassisttheofficialanti-dopingauthoritiesatWOC2008tosuccessfullyandtransparentlyundertaketheirwork.Westronglysupportallpositiveeffortstokeepoursportcleananddoping-free.IOFAnti-DopingCode:therulesoftheIOFAnti-DopingCode,validfromJanuary1,2007apply.

9EmbargoedAreas

WithreferencetotheIOFCompetitionRules(article26.6),theareaslistedbelowareembargoedforallpotentialWOC2008teammembers(runners,teamofficial,coach,doctor,etc.)andotherpersonswhichthroughtheirknowledgeoftheterrainortheeventsmayinfluenceresultsoftheWOC2008.

14PunchingSystemandTimekeeping

ThepunchingsystememployedforallWOC2008competitionswillbeSPORTident.TheSPORTidentcontrolcardswillbeprovidedbytheorganisers.TheSIcardswillbegiventoallWOCcompetitorsupontheiraccreditationintheEventOffice.TheywillbeusedforalltheWOCeventsandmustbereturned,inonepackageperteam,totheEventOfficebeforetheteamdepartsafterthechampionship.Achargeof50eurosforeachlostorunreturnedSIcardswillbemadetotheFederationheldresponsible.Inallindividualcompetitionsthestarttimeswillbedeterminedusingastartinggate.Thefinishtimeswillbemeasu-redbyphotocellsatthepointwheretherunnercrossesthefinishline.Therunningtimeswillberoundeddowntothenearest1.0second,exceptintheSprintFinal,whentheywillberoundeddowntothenearest0.1second.

ThestartdrawsfortheSprintDistanceQualification,LongDistanceQualificationandMiddleDistanceQualificationraceswillberealisedaccordingtotheIOFFootOrienteeringCompetitionRules(Chapter12),underthesupervisionbyEventAdvisor.Therewillbenopublicdraw.

16CoachingandTeamZones

TeamzonesTeamZonesarerestrictedareaswhereonlyaccreditedteammemberswiththeirpersonalWOC2008IDcardwillhaveaccessandwhereprivacywillbeguaranteedduringthecompetitions.TheTeamZones intheWOCarenasareallwithin100mofthefinishline.IntheTeamZonestheteamswillbeprovidedwithtentsbytheorganiser.It´snotallowedtoputupprivatetentsintheTeamZones.ShowerandtoiletfacililitieswillbeavailableintheTeamZonesofallarenas,exceptofthoseforsprintqualificationandsprintfinal,whereshowerswon‘tbeprovided.

CoachingzonesIntheLongDistanceFinal,MiddleDistanceFinalandtheRelayracestherewillbeclearlymarkedCoachingZones,nomorethan200metresfromthefinish,whereteamcoachesmayencourageandassisttheirathletesastheypassby.Only2accreditedcoachesperteamareallowedtoenterthesezones.Inordertomaintainahighleveloffairnesstheonlyactivitiesallowedinthecoachingzoneare: Exchangeofverbalcommunicationwithathletes-nowritteninformation; Exchangeofpersonalequipmentsuchascompasses,shoes,contactlensesetc; Foodanddrinksmaybehandedoutpersonallytotheathletes.

The exchange of any information or material to or from athletes outside the official Coaching Zones is not per-mitted.

17StartBibs

DuringWOCEventsallrunnersmustwearstartbibsonthechest.Thebibnumberswillbehandedoutattherespecti-veTeamOfficials’Meetings.Justpriortotheflowerandprize-givingceremonies,specialbibswillbehandedouttotherunnersplacedbetweenfirstandsixthintheevents,andthesemustbewornonthechestduringtheceremonies.

18Clothing

Therearenoregulationsconcerningthetypeofclothesorshoeswornbyrunners.Itisrecommendedtocoverarmsand legs to avoid tick bites. Increased occurrences of ticks transmitting boreliosis and/or encephalitis have beenreportedinthecompetitionareasfortheLongDistanceQualificationandtheLongDistanceFinalandRelay.

19TeamOfficials’Meetings

AllTeamOfficials’Meetings(TOMs)willbeheldintheWOCEventCentreasindicatedintheWOC2008Programme,withtheexceptionoftheTOMonThursday17thJulywhichwillbeheldintheElementarySchoolinRýmařov.OnlyaccreditedWOCparticipantsandinvitedguests(IOFofficials,organisers)areallowedaccesstoTOMs.AttheTOMsthestartbibs,controldescriptions,startlistsandfurtherofficialinformationwillbedistributedtotheteams.Allinforma-tionwillbeavailable15minutespriortotheopeningoftheTOMinthemeetinghall.20PeculiaritiesofWOC2008

TheLongDistanceFinalracewillincludeaforkingmethod.MoredetailswillbeincludedinBulletinn.4.

21Transport
