NEP Overview

• The National Exercise Program (NEP) components include:

- Homeland Security Exercise and Evaluation Program (HSEEP);

- Five-Year National Exercise Schedule;

- Corrective Action Program (CAP);

- Lessons Learned Information Sharing System (LLIS)

• Homeland Security Council’s (HSC) Deputies Committee unanimously concurred with the NEP Charter and approved a Five-Year National Exercise Schedule on January 26, 2007

• President approved the NEP Implementation Plan on April 11, 2007

• Department and Agency designees coordinate their roles and responsibilities through the NEP Executive Steering Committee, chaired by the Director of the FEMA National Exercise Division (NED)

NEP Purpose

• NEP shall serve as the mechanism for:

- Examining the preparation of the USG and its officers and other officials

- Adopting policy changes that might improve such preparation

- National Level Exercises (NLEs) and Principal Level Exercises (PLEs) will reflect USG priorities, not single Department or Agency programs

• Focus of NEP exercises:

- Designed for participation of heads of Federal departments and agencies and other key officials

- Examine and evaluate emerging national-level policy issues

• NEP directs Agency’s to adequately resource for and participate in exercises at directed levels

• NLEs, PLEs, and NEP Tier II exercises will reflect USG-wide priorities, not single department or agency programs

• Full HSC Domestic Readiness Group’s Exercise & Evaluation Sub-Interagency Policy Committee (E&E sub-IPC) recommends exercise priorities/goals/objectives, schedule, and corrective action issues to the Deputies Committee for approval

• DHS/FEMA chaired NEP Executive Steering Committee supports day-to-

Issue 08-003: DOD Participation Challenges in the National Exercise Program (NEP)Discussion: a. New administration transition - Homeland Security Council (HSC)/National Security Council (NSC)

structure has changed somewhat, but and the role of the HSC Exercise/Evaluation Sub-Integrated Policy Committee (IPC) has not changed.

b. 5-Year scheduling challenges in the NEP: No fidelity in future years for Tier I, II, or III exercises; info on state(s) and dates; prohibits future planning for required funding, resources and forces. (National Level Exercise and planning dates through 2010 and some for 2011 have been established).

Endstate: Improved joint training effectiveness and efficiency as directed by Chairman’s Joint Training Guidance. Supported / supporting roles consistent with Plans / Unified Command Plan. Staffs build relationships, conduct realistic rehearsal with actual counterparts.

POA&M: - Use Worldwide Joint Training and Scheduling Conference, deconfliction and combatant command

annual exercise conferences to link multiple exercises, taking advantage of NEP to link exercises / integrate mission areas to ensure regional / mission area coverage.

- Formal process for DOD submissions to NEP has been briefed but not captured in a Chairman’s Joint Chiefs of Staff Instruction. Still need more fidelity on future years exercises regarding dates/themes.

- Support DHS / FEMA / National Exercise Division efforts and use of the National Exercise Simulation Center (NESC) (located at FEMA HQ) to provide national level interagency exercise support and exercise control capabilities.

Issue 08- 011: The National Exercise Program (NEP) establishes a “Transition Training Program” which implements key elements in the Federal Interagency Heightened Alert Concept Plan associated with a Period of Heightened Alert (POHA)

Discussion: The Transition Training Program is a quadrennial Presidential election year cycle of NEP events designed to introduce new and transitioning Principals of departments and agencies and other key officials to existing policies, plans, and capabilities, as well as identifying potential shortfalls, based on strategic estimates of threat and risk. It is a series of briefings, seminars and exercises for transitioning senior officials on USG policies, plans and capabilities for incident management and crisis coordination.

Endstate: The culmination of the NEP Transition Training Program was NEP Tier I Exercise 27-31 July 09 which served as an immersive experience for the senior officials. This was National Level Exercise 2009 (NLE 09). The central focus of the exercise was prevention, but combatant commands provided significant input to SECDEF, CJCS with respect to Homeland Defense and a transnational terrorist threat. The July Command Post Exercise was preceded by a Principal Level Exercise (PLE) in mid-Jun 09. N-NC also provided training support to other departments via Defense Support to Civil Authorities courses and table-top exercises during March-August 2009.

Canadian 2010 Olympic Preparation

• Summary: To assist the Canadian government to prepare for a wide range of contingencies related to the 2010 Winter Olympic Games in Vancouver, BC

• Goals/Objectives: U.S. Government (USG) support to exercise Gold is characterized as a large disperse response cell to a Canadian Exercise; USG objectives include:

– Supporting Canadian preparedness efforts

– Identifying and conveying USG policies, plans, and procedures in rendering support to Canadian protection and response requirements

– Integrating planning and awareness of Olympic Games’ special event coordination nodes such as the Joint Operations Center and the Olympic Coordination Center

– Test and assess the Nuc/Rad Incident Annex in the post-emergency phase

– Exercise Lead-Agency, Coordinating Agency, and Support Agency roles and the interface with other key ESFs, including but not limited to ESF-3, ESF-8, and ESF-15

Cyber Storm III (NEP Tier II)

• Summary: The exercise focuses on cyber specific scenarios that target vulnerabilities and produce a global cyber event intended to promote a coordinated public-private response

• Goal: Exercise and enable the plans, capabilities, and procedures necessary to ensure the security of the Nation’s broad and interdependent cyber infrastructure

• Type: Operations-based exercise

GLOBAL LIGHTNING / BULWARK DEFENDER 2010 (GL/BD 10)

• GL/BD 2010 is a USSTRATCOM-sponsored Command Post Exercise (CPX) scheduled for 15-22 October 2009.

• Primary focus of the exercise is to conduct training in three lines of operations and supporting mission areas:

- cyberspace - space - strategic deterrence

• OSD and Joint Staff has been requested to provide exercise senior leadership to participate in selective secure video teleconferences (SVTCs). The OSD/JS staffs elements will be providing subject expertise in support of the exercise OSD and JS senior leaders.

GLOBAL THUNDER 2010 (GT 10)

• GT 10 is a USSTRATCOM-sponsored Field Training Exercise (FTX) scheduled for 22-30 June 2010.

• Primary focus of the exercise is nuclear command, control and communication (C3) with primary emphasis on strategic deterrence. Other emphasis will be on space and cyberspace.

• OSD and Joint Staff are planning to provide exercise senior leadership for selective GT 10 secure conference calls. The OSD/JS staffs will be providing expertise to the exercise OSD and JS senior leaders and will also be supporting selective USSTRATCOM GT 10 events.

• GT 11 is tentatively planned to be a continuation of the GT 10 scenario. GT 11 is scheduled for November 2010.

• Milestones: - Mid-Planning Conference (11-13 Jan 10) - Final Planning conference (13-15 Apr 10)
