IntroductionProject»With juniorambassadorsagainstdoping« isaneducationalproject in the fieldof fightagainstdoping,especially targetingadolescentswhoare looking to take theirsportscareers tocompetitiveandprofessional level.Theproject also indirectlyaddressesallother stakeholdersthatcreateandshapetheenvironmentforyoungathletes,aswellasallrecreationalathletesandparticipantsinmasssportingeventsinSlovenia.Itisacomprehensiveprojecttheobjectiveofwhichistocreateconditionsfordoping‐freesportin a longer period of time. The project should be implemented so as to affect the young ineducational institutions on the one hand, and those in sporting organizations where sportsactivitiesareperformedontheother. Itshouldalsoaffect theyoungthroughvariousmeansofraisingawarenessandinforming,throughpublicmediaandmodernsocialnetworks.»With junior ambassadors against doping« is a project that is developing and shaping a newnetworkofyoungathletesthatbelieveinasoundmindinahealthybodyandrejectanythoughtofusingdopingsubstancestoenhancetheirathleticprowess.Theprojectisamodelofcreatinganetwork of sports enthusiasts. Through peer‐to‐peer network, they are directly and indirectlybuildinganetworkinwhichsportanditsvaluesaresomethingworthsacrificingone'sfreetimefor. It is a network of enthusiasts that fight for ethical and moral values of honest and fairparticipationinsports.The great value of the project is its apparent simplicity that enables a low‐budgetimplementation on the one hand, and promotes voluntary participation of young in a healthyteamworkenvironmentontheother.Educationalteamsarebeingestablishedthathelpreachtheprojectobjectiveswiththehelpofexamplesofgoodpractice.The next objective of the project is its upgrade and application in other fields where theawarenessof theyoungneeds toberaised(e.g. illegaldrugs,etc.).Theupgradedprojectcouldalsobeofferedtoneighbouringcountriesintheregionandperhapsevenwider.

Theprojectmanagement isbasedonanti‐dopingregulationsof theWorldAnti‐DopingAgency,onknowledgeandexperiencegainedwithinSLOADO(SlovenianAnti‐DopingOrganization),onexamples of good practice obtained through the pastwork of anti‐doping junior ambassadors(EADInproject),andontheirmodelsandtechniquesusedduringthefirstyearandnowservingastheguidelinefortheproject.

1. STARTINGPOINTSThevisionofproject»Withjuniorambassadorsagainstdoping«istocreateagenerationof young athletes competing in a doping‐free sporting environment. This vision will beimplementedwiththehelpofjuniorambassadors.Being an ambassador of the anti‐doping generation means acting and contributing to thedevelopmentandfacilitationofmovementfordoping‐freesport.The fundamentalmissionofthe project is to create a network within which the ambassadors directly support andfacilitatetheawareness‐raisingcampaignamongpeersinsportingorganizationsintheirownsports.Theawarenessandunderstandingofdangersofprohibitedsubstancesandmethodsamongtheyounginsportsisverypoor.Thefindingisbasedonthefactthatmostsportingorganizationsinthecountrydonotimplementprogrammesthroughwhichyoungathletescouldbefamiliarizedandinformedofthedangersofdoping.Moreover,theanti‐dopingtopicsarenotincorporatedinpubliceducationinschoolsanduniversityprogrammes.Together with SLOADO campaign »Doping defines you. For everlife!«, the project has thepotential to affect eachandevery sports enthusiast inSlovenia, regardlessof the levelof theirinvolvementinsports.Namely,dopinghaslongbeenanissuenotonlyinprofessionalsport,butalso in recreational sport and among adolescents who are concerned with their physicalappearance.

1.1 SWOTANALYSISThecurrentstateinSloveniacanbepresentedwiththefollowingSWOTanalysis:

Inordertosuccessfullyimplementtheproject,thefollowingstrategieswillhavetobetakenintoconsideration:‐ advantage should be taken of the good structure of sporting organizations and past

experienceofambassadorstobuildanefficientnetworkofambassadors,raisingawarenessamongyoungathletesinsportsclubsandnationalsportsfederations;

‐ advantageshouldalsobetakenofthefavourablepublicclimateregardingtheharmfuleffectsof doping and its unacceptability in the sporting publicwhen it comes to development ofcleansport;

‐ a trainingmodel fornew juniorambassadorscoming fromnational sports federationsandbeingresponsiblefortheirownfieldsshouldbedeveloped;

‐ modelsforraisingawarenesswithinsportscommunitiesshouldalsobeestablished;‐ health of athletes should be protected against the aggressive market communication

activitiesofsuspiciousmanufacturersoffoodsupplements.

1.2 STAKEHOLDERSANALYSISThe project is directly targeting an anti‐doping organization that selects and trains juniorambassadors, thus acquiring new professional staff in the field of fight against doping. Theproject indirectly involvesathletes‐studentsofsecondaryschoolsandgymnasiumswithsportdepartments, members of junior national teams, club members of individual national sportsfederations,athletes'entourage,andparticipants inbigsportingevents.Thesearetheonestheambassadorswillsharetheirknowledgewith.The implementation and participation in the project will have a positive effect on theorganization implementing the project, on the entire community, and especially on the sportssector,whichwillbenefit fromnewpersonnel(ambassadors)withanti‐dopingknowledge,andfromhigherawarenessofallsportsstakeholdersatrecreationalandprofessionallevel.Theorganizationmanagingtheprojectwillacquireinvaluableexperienceinthefieldoftraining.Itwillmeetthesetobjectivesandeducateagroupoflecturers(anti‐dopingjuniorambassadors)thatwillcontinuetobeactive inthefieldofanti‐dopingeducationandawareness‐raising, thusincreasingthenumberofathleteswhoareawareoftheharmfuleffectsofdoping.Thelecturerswill also play a major role in the sports sector. The implementation of such a project in acommunity reinforces its social structure, facilitates sustainable development, supportsintegration and actively involves a greater number of (young) people. Positive effects on thesports sector will be evident in higher awareness among young athletes and their entourage,resultinginlessfrequentabuseofdopinginthelongrun,revitalizationofsportvalues,voluntarywork and empowerment of young. Moreover, awareness‐raising programmes in big sportingevents raise awarenessof the entire sportingpublic, especiallyof the recreational athletes thenumberofwhichhassignificantlyincreasedinSloveniainthelastyears(e.g.morethan20.000recreationalathletesparticipatedintheLjubljanamarathon).In view of the analysis of the EADIn project, conducted in Slovenia in 2011 and beginning of2012,itcanbeconcludedthatatotalof1437athletesagedbetween14and18,andcomingfromdifferent sports were included in the educational and awareness‐raising programme,implementedat20differentsportingandeducationalinstitutions.Inadditiontothat,twoWADAOutreachProgrammeswere conducted, namely at theWorldRowingChampionship inBled in2011, and European Athletic Meeting in Velenje in 2012. A total of 389 athletes and theirentourage from 53 countries participated in the programmes. Since project "With juniorambassadorsagainstdoping" isanupgradeof theEADInproject, itcanbeanticipatedtoaffectevenagreaternumberofathletesandinstitutions.

CHART1:AnalysisofathletesincludedintheEADInproject

Theanalysisofathletes includedintheEADInprojectshowsthatthemajorityofathleteswerestudents of secondary schools and gymnasiums with sport departments. EYOF and YOGparticipantswerealsoinvolvedintheproject.TheprogrammealsoincludedjuniorteamsoftheSki Association of Slovenia ‐ SAS (Alpine skiing), of the Football Association of Slovenia ‐ NZS(U17 and U19 Slovenia women's national football team) and of the Basketball Federation ofSlovenia‐KZS(U17andU18Sloveniamen'snationalbasketballteam).Ahighnumberofathletesand their entourage were included in the Outreach Programmes at the World RowingChampionshipinBled,andEuropeanAthleticMeetinginVelenje.CHART2:AnalysisofsportingandeducationalinstitutionsincludedintheEADInproject

The analysis of institutions involved in the EADIn project shows that 14 out of 17 secondaryschoolsandgymnasiumswithsportdepartmentsparticipatedintheproject.Moreover,lectureswere held for all junior national teams within NOC (EYOF and YOG). However, the focus ofproject»Withjuniorambassadorsagainstdoping«shouldbeplacedespeciallyonnationalsportsfederations and sports clubs, which is something that has not been fully achieved within theEADInproject.

1.3 PROBLEMANALYSIS

1.3.1 Problemanalysisinpubliceducation

Problemanalysisinpubliceducationshowsalackofanti‐dopingcontentsonalllevelsofpubliceducation. Lack of anti‐doping contents in secondary school education directly results in poorunderstanding of doping among the youngwhen they aremost sensitive. In order to achievebetterresultsandimprovetheirphysicalappearance, theyoungoftenturntouseandabuseofprohibited substances and various food supplements,which has been confirmedby numerousresearches,intheUSAinparticular.IntheUSA,theissuehasbeenaddressedwithaprogrammeofbiologicalsampletestinginsecondaryschools,whichisnotyetpossibleinSlovenia.However,the awareness‐raising programmes may reduce the use of prohibited substances amongsecondaryschoolstudentstosomeextent.Lackofanti‐dopingcontentsinhighereducationprogrammes,especiallyattheFacultyofSport,FacultyofMedicineandFacultyofPharmacy, indirectly affects the athletes, sincegraduatesofrespective faculties act as their trainers, general practitioners and entourage. They come intocontactwithathletesatdifferenttimesthroughouttheirsportingcareers.Theirpoorknowledgeoftheissuehasbeenclearlypresentedinstudy Auersperger,I.,Topič,M.D.,Maver,P.,Pušnik,V.K.,Osredkar,J.,Lainščak,M.:Dopingawareness,views,andexperience:acomparisonbetweengeneralpractitionersandpharmacists.WienKlinWochenschr.2011Oct.28;124(1‐2):32–8,inwhichithasbeen established that 47.3% of Slovenian general practitioners lack proper understanding ofdoping, while only 2.3% possess very good knowledge of the issue. A total of 645 generalpractitionersand330pharmacistsparticipatedinthestudy.Thepercentageofpharmacistswithverypoorknowledgeoftheissuewasslightlylower(35.2%),whilethepercentageofthosewithverygoodknowledgewasslightlyhigher(5.6%)thanwithgeneralpractitioners.

1.3.2 Problemanalysisinsportssector

Lackofawareness‐raisingprogrammesinsportsclubsandnationalsportsfederationsisaresultofthelackofanti‐dopingtopicsinthetrainingprogrammesforprofessionalpersonnelinsports.Theawarenessofthethreatdopingpresentstoathletesisthustoolowamongprofessionalstaffin sports. Absence of programmesmay also be attributed to limited financial resources, sincesports clubs and national sports federations use their resources for training processes ratherthanforawareness‐raisingprogrammes.

1.3.3 ConsequencesofinadequateknowledgeofdopingATHLETES:Theirlackofknowledgeaboutdopingisseenintheirunfamiliaritywithprohibitedsubstancesandmethods,intheir"inadvertent"dopingthroughfoodsupplements,abuseofover‐the‐countermedicationandexcessiveuseoffoodsupplements.ENTOURAGE:Theirlackofknowledgeaboutdopingresultsinpoorcounselprovidedtoathletesregarding food supplements and medicines. At worst, it may result in intentional doping ofathletes.RECREATIONAL ATHLETES AND THE ENTIRE SPORTING PUBLIC: Low awareness amongrecreationalathletesmayleadtoinappropriateuseoffoodsupplementsandabuseofprohibitedsubstances with the purpose of achieving better results at recreational sporting events. Thesubstancesmaybeabusedtoimproveone'sself‐imageandphysicalappearance(losingweight,bodybuilding).

1.4 CHALLENGESIt isanticipatedthattwobiggerchallengeswillarisewithintheproject.Thefirstchallengewillundoubtedlybetheselectionofambassadorswhosefuturedutieswillbeofutmostimportance.Therefore, it is important that ambassadors are sports enthusiasts, if not athletes themselves,who are ambitious, willing to work (even voluntarily), reject any thought of using prohibited

substances, and have enough free time to conduct educational and awareness‐raisingprogrammes.In our opinion and based on experience in the EADIn project, the second challenge will becommunication with national sports federations and their motivation to participate in theimplementationof educational andawareness‐raisingprogrammes (only a fewnational sportsfederations participated in the EADIn project). Another challenge will be motivating nationalsports federations to implement, together with the qualified ambassadors, awareness‐raisingprogrammesintheirmembersportsclubs.One of the challenges will be the upgrading of the project and its use as a model for raisingawarenessamongtheyoung,offeredtocountriesintheregion.

2 PROJECTOBJECTIVES

a) GENERALOBJECTIVESThe general objective of the project is to shape and create a “play true” generation ofyoungathletesoveralongerperiodoftime.Theobjectivecouldbereachedwiththehelpof anti‐doping ambassadors. Thiswould be a generation of athletes that believe in a soundmindinahealthybodyandrejectanythoughtofusingdopingtoenhancetheirathleticprowess.Theprojectisamodelofcreatinganetworkofanti‐dopingjuniorambassadors.Throughpeer‐to‐peernetworkandeducational aswell as awareness‐raisingprogrammes, theyaredirectly andindirectly building a network in which sports and its values are something worth sacrificingone'sfreetimefor.Itisanetworkofenthusiaststhatfightforethicalandmoralvaluesofhonestandfairparticipationinsports.Through awareness‐raising programmes conducted at major sporting events in Slovenia(Ljubljana marathon, Marathon Franja, etc.), the sporting public could be familiarized withdangersandconsequencesofdoping.

b) SPECIFICOBJECTIVESThespecificobjectiveoftheproject istoselectandtrainagroupof juniorambassadors,whowill widen the network of athletes in national sports federations, secondary schools andgymnasiums, who are increasingly aware of the dangers of doping. In order to meet thisobjective,severalintermediateobjectivesneedtobeset:‐ selectionofambassadors(incooperationwithnationalsportsfederations);‐ preparationof thecontentsandmaterialrequiredfor thetrainingofambassadors,andthe

trainingimplementation;‐ preparation of the contents and material (presentations, informative material) that

ambassadorswillhandouttoathletes;‐ organizationofawareness‐raisingprogrammesatmajorsportingevents.

3 JUNIORAMBASSADORTRAININGMODELJunior ambassadors are the fundamental group of the project that will undergo a trainingprogrammeandbecomequalifiedtoimplementprogrammesinsportsclubsandnationalsportsfederations.The selection of ambassadors is conducted through publication of positions incooperationwithnationalsportsfederations.Priortothepublication,ameetingisheldwithrepresentatives of national sports federations and other future project partners, at which theprojectandcriteriaforselectionofambassadorsarepresented.Candidatesforjuniorambassadorshavetomeetthefollowingcriteria:‐ they are members of sports clubs and can join the project through national sports

federations;‐ theyareagedbetween18and22;‐ theywereactiveathletes(pastorpresentathletes);‐ theyareformerathleteswhoarefocusingonpedagogicalorcoachingworkintheirclubor

nationalsportsfederation;‐ theyhaveexcellentcommunicationskills;‐ theyhaveanunderstandingofworkmanagementandteamwork;‐ theyarewillingtoworkvoluntarily.30ambassadorsneedtobeselectedforthepurposeofprojectimplementation(inadditionto 14 who worked within the EADIn project and will now assume the role of tutors to newambassadors), half of them female, half male. It is desirable that federations with moremembersor those at greater riskof doping, propose a greaternumberof ambassadors,whichwouldmaketheworkatlaterstagesoftheprojectmucheasier(e.g.thereare4ambassadors(2pairs) at the Basketball Federation of Slovenia, who are responsible for education andawareness‐raisinginallclubs,membersofKZS).Theselectionof candidates is conductedon thebasisof individual interviewswith candidates,andtheirreferences.

4.2 ORGANIZATIONOnthebasisoftheambassadorselectionmodel(Chapter3),atrainingprogrammeintheformof a 3‐day educational camp should be organized for selected ambassadors.Thecamp isorganizedbySLOADO.The camp takes place in one of the sports centres in Slovenia. The aim of the camp is todisseminate knowledge about the fight against doping among junior ambassadors, and toimprove and consolidate their communication skills. The programme incorporates theoreticallecturesandpracticalworkshops.Formertopathletessharetheirexperiencewithparticipants.The educational team will prepare the material, presentations and workshops for juniorambassadors.Ahandbookforambassadorsandequipmentrequiredforprojectimplementationwillalsobemadeavailable.Programmecontents:‐ thebiggestdopingscandalsintheworld(GDRandArmstrong);‐ nationalfightagainstdopinginSloveniaandworldanti‐dopingprogramme;‐ nationalandinternationalanti‐dopingregulations;‐ international standards ‐ list of prohibited substances andmethods, and Therapeutic Use

Exemptions(TUE);‐ dopingcontrol;‐ effectsofdopingonthehealthofathletes;‐ dangersoffoodsupplements;‐ healthydiet;‐ experienceofformertopathletes.Practicalworkshopswill incorporateanti‐dopingtopicsandavarietyofskillstheambassadorswill beusing in theirwork.These are communication,management, groupmanagement skills,etc.The educational team shall also prepare the contents, presentations, workshops andinformativematerialtheambassadorswillhandouttoathletes.Thecontentsincludeallthebasics of the fight against doping, while workshops are intended for active involvement ofparticipants by presenting their arguments for or against doping. The workshops representpracticalsituationsinwhichtheparticipantsmayfindthemselves.Theirobjectiveistoprepareathletesforreal‐lifesituations.Informativematerialshallcontaingeneralinformationonthefightagainstdoping(organization,doping control, therapeutic use exemptions, dangers of doping, etc.). Itwill be received by allprojectparticipants.Inadditiontoinformativematerial,DangersofDopingposter(asdesignedby WADA) shall be designed and displayed in visible locations in every school so that otherstudentsoftherespectiveschoolseeitaswell.

4.3 COMMUNICATIONANDPROMOTIONPurposeofcommunicationchanneluse:

4.5 CONTROLControl is conducted at all stages of the project and begins in its first stage, i.e. during theselectionandtrainingofambassadors.Successfulimplementationoftheprojectnamelydependsonaproperlytrainedteam.In the initial stage of the project, ameeting is heldwith national sports federations. They aregiven questionnaires in which they are asked about their opinion on the project, theirparticipation,approximatenumberofambassadors theywillpropose,andthenumberofclubsthatcouldbeincludedintheproject.

On the one hand, the questionnaire will enable easier planning of subsequent stages of theproject (selection and training of ambassadors, coordinationwithnational sports federations),while, on the other hand, it will enable better control over the response of national sportsfederationsandtheiropinionabouttheproject.During the performance of duties, control will be conducted with the purpose of acting inaccordance with set objectives, of simultaneous problem‐solving and programme adaptation.SLOADO supervises thework of project coordinators in individual national sports federationsandmonitorswhether the educational and awareness‐raising programmes in sports clubs areimplementedinaccordancewiththesetobjectives.Tomake the controlmore efficient, SLOADO shall obtain an attendance list for all performedactivities (Annex 1 ‐ Attendance list), enabling control over the number of participants in theproject,theirageandtypeofsport.

5 APPLICATIONINPRACTICEAnti‐doping junior ambassadors thatwill be trainedwithin the framework of this projectwillcontinue tobecommitted to implementingeducationalandawareness‐raisingprogrammes forthefollowingtargetgroups:‐ ATHLETES ‐ STUDENTS OF SECONDARY SCHOOLS AND GYMNASIUMS WITH SPORT

DEPARTMENTSWiththesupportoftheMinistryofEducation,Science,CultureandSport,short(2schoolperiodsper year) awareness‐raising programmes would be implemented for all students of sportdepartments.Inthefirstyearofprojectimplementation,theprogrammewouldbeconductedforstudents of all years,while in the following years, theprogrammewouldbe intendedonly forfirst‐year students. There are 17 schools with sport departments in Slovenia (first years: 23departments,about600students‐athletes).‐ MEMBERSOFJUNIORNATIONALTEAMSOFNATIONALSPORTSFEDERATIONSANDTHEIR

ENTOURAGEEducational programmes formembers of junior national teams and their entouragewould beimplemented incooperationwithnationalsports federations.Theywouldbeconductedwithinthe frameworkofpreparations for importantcompetitionsorprior to theirdeparture to thesecompetitions(juniorworldandEuropeanchampionships).IncooperationwithOCS,educationalprogrammeswouldalsobeimplementedforEYOFandYOGparticipants.Thereare34nationalsports federations inSlovenia thataremembersof internationalsports federations included intheOlympicGamesprogramme.Thatmeansapproximately70juniornationalteamsandabout1000athletes(agedbetween14and18),aswellas150membersoftheirentourage.‐ SPORTSCLUBMEMBERSOntheinitiativeofnationalsportsfederations,educationalprogrammeswouldbeconductedforsportsclubsthataremembersofindividualnationalsportsfederations.Thenumberofclubsandathletes depends on each individual national sports federation. Nevertheless, the target groupareathletesagedbetween14and18,andtheircoaches.‐ PARTICIPANTSINMAJORSPORTINGEVENTSIn cooperationwith organizers of big sporting events, awareness‐raising programmes (WADAOutreachProgramme)couldbe implementedforparticipants intheseeventsandconsequentlyfortheentiresportingpublic.There isa largenumberofsportingeventsorganizedinSloveniaeachyear(forprofessionalandrecreationalathletes).Theawareness‐raisingprogrammeswouldbeconductedat5eventsperyear.Thetargetgrouparetheparticipantsofallagecategories.Itwouldbeunrealistictoexpectthatduringthefirstyearoftheimplementationofproject»Withjuniorambassadorsagainstdoping«allyoungathleteswillbeincluded(e.g.students‐athletesareoftenabsent fromschooldue to training, competitions,diseaseor injuries).However, it canbeclaimed that the project will have an important long‐term effect on the majority of youngathletes.ItcanbeexpectedthattheknowledgeofSlovenianathletesandtheirentourageaboutthe dangers of doping will be much better than now. Moreover, the awareness of the entiresportssectorwillincrease.

6 WORKFLOWANDFINANCIALPLAN

6.1 WORKFLOW

TheimplementationoftheprojectwillbegininMaybypresentingtheprojecttoallfutureprojectpartners,especiallynationalsportsfederations,thatwillhelpselecttheambassadors.Successfulambassadorselectionwillbefollowedbythepreparationofthetrainingprogramme(three‐day camp) for ambassadors, and preparation of required material. This shall beperformedinJuneandJuly.ThetrainingofambassadorswillbeperformedattheendofAugustorbeginningofSeptember.Simultaneouslywith the selectionand trainingof ambassadors, the educational teampreparesthe contents and material the ambassadors will hand out to athletes and other stakeholdersthrougheducationalandawareness‐raisingprogrammes.ThesecondstageoftheprojectshallbegininSeptember.Thisstagewillincludetheeducationaland awareness‐raising programmes in schools, national sports federations, clubs and majorsportingevents,takingplacebytheendofJuneofthefollowingyear.

During the stage of implementation ofeducational and awareness‐raising programmes, the costs are significantly lower, since theambassadorsmostlyperformtheirworkvoluntarily.
