Within the IFs International Amateur Athletic Federation (IAAF) In its 1977 edition the IAAF men’s scor- ing tables presents various innovations which permit better evaluation, as precisely as possible, of the relative value of athletic per- formances in different events. Price: £ 1 (SF 4.20). To be ordered from the IAAF Secreta- riat. The possibility of increasing the weight of throwers’ missiles (javelin, hammer, discus) is being studied in several scientific institutes in various countries. The replacement of the 200 m by an 800 m as the last contest in the women’s pentathlon seems to have been favourably received. A 64-page souvenir book on the first athletics world cup will be published by the IAAF in October and put on sale for £2 (SF 8.20). GAIF The General Assembly of International Sports Federations (GAIF) has just met for the first time in Monte Carlo, since this year the host city of the Assembly’s administration, from 5th to 9th October. Among other things, the debates allowed for the preparation of the joint IOC/IF discussions which are to be held in Lausanne according to the programme on pages 534 and 596. We will report on the chief decisions adopted in our next edition. � A seminar will be held in Madrid (ESP)at the end of next April with a view toestablishing the “ bridge operation ” designedto offer activities adapted to 12 to 14-year-olds, between mini-basketball (under 12’s) andjunior competitions (14-l6).

� The Tunisian federation hopes to organ-ise the 1980 junior world championships.The first of these will be held in Brazilin 1979.

The Bolivian and Hungarian teams willmeet in a direct qualifying match for thefinal round in Budapest (HUN) on 29thOctober and in La Paz (BOL) on30th November.

� Mr. Paul Högberg, IHF President, hasresigned as principal of the Stockholm Col-lege of Gymnastics and Sports. Mrs. StinaLjunggren took over from him on 1st July.

� Nine national handball federations (ARG- BOL - CAN - CHI - GUA - HON - MEX -SAL - USA) took part in the creation of thePan-American Handball Confederation. Dr.P. Bhuning (USA) will preside over the firstBoard of Directors for the period 1977-1979.

� The 16th IHF referees’ course broughttogether about 90 participants from all con-tinents in Copenhagen from 13th to 20thAugust.

� Mr. Andy Mezey, the Director in chargeof the 1976 Olympic handball tournament,has become President of the Canadian Hand-ball Federation.

Fédération Internationalede Hockey(FIH)

� The 4th men’s world cup (19th Marchto 2nd April 1978) will bring together 14teams in Argentina:

— India, first in the 3rd world cup held in1975 in Kuala Lumpur (MAL), and the8 teams classed thereafter, in the orderPAK, GER, MAL, AUS, GBR, NZL,ESP, HOL.

— the first four teams of the intercon-tinental cup whose final will be completedin Rome (ITA) on 1st October 1977.

— Argentina, the organising country.

� Courses for candidate coaches will beorgainsed during the next few years in dif-ferent regions of the world under the direc-tion of renowned professors chosen by theFIH.

� The Czechoslovak Hockey Federation willcommemorate the 50th anniversary of itsfoundation in 1978 with an internationaltournament.

� The 1978 world championships will takeplace in Prague (TCH) for group A (26thApril to 14th May), in Belgrade (YUG) forgroup B (16th to 27th March) and in Spainfor group C (15th to 24th March).

� The first junior world championships willbe organised by the Canadian federationfrom 22nd December 1977 to 2nd January1978. They will be held in Montreal, Toronto,Corwall, Kingston, Ottawa, Hull, Sherbrookeand Quebec (CAN). Only the best playersborn in 1958 and after will be able to partic-ipate. Eight teams have already qualified:CAN - FIN - GER - SUI - SWE - TCH -URS - USA.

International JudoFederation(IJF)

� The world championships which were tobe held from 21st to 24th September 1977 inBarcelona (ESP) have been cancelled. Thereasons for this are briefly as follows. TheIJF recognises the Federation of the Republicof China (Taiwan) as a member. Howeverthe Spanish Government, having broken offdiplomatic relations with the Taipei author-ities in 1973, wanted to grant visas to thejudokas of the Republic of China (Taiwan)as representatives of a sports federation only,and not as representatives of a nation. TheIJF protested and consequently decided thatthese championships would be held withoutnational anthems or flags. The same proce-dure had been used at the junior worldchampionships which had taken place in Ma-drid in December 1976. At the beginning ofSeptember, the Spanish Government refusedto grant visas to the judokas of the ROC,no matter what they called themselves. Thisis why, on 7th September 1977, Mr. CharlesS. Palmer, IJF President, sent the followingtelegram to all the national federations whichhad expressed their intention to participatein the 1977 world championships: “Regretto inform you that IJF Directing Committee

has decided, by nine votes to nil with twomembers not replying, to cancel the I977world championships in Barcelona, becauseof political intervention and discriminationby Spanish authorities.”

Fédération Internationalede Luge de Course(FIL)

� The first luge world cup will be contestedthroughout next winter. The FIL SportsCommission, at its meeting in Smocovec(TCH), set up the following programme:

28th November - 4th December 1977: Königs-see (GER);

28th - 29th January 1978: Innsbruck (AUT);

4th - 5th February 1978: Hammarstrand(SWE);4th - 5th March 1978: Berchtesgaden (GER);

18th - 19th March 1978: Oberhof (GDR).

� The FIL Management Committee, at itsextraordinary meeting on 28th July 1977 inLeipzig (GDR), decided to set up a worldcup on a natural run. The first one will beheld in 1979 at Inzing (situated 17 kilometresfrom Innsbruck).

� The joint commission of the FédérationInternationale de Luge de Course and theFédération Internationale de Bobsleigh et deTobogganing to promote the construction ofcombined runs, able to be used for the twosports, met for the first time on 8th and 9thSeptember at Cannes (FRA). Messrs. HeinzDöring (GER) and Jan Steler (FRA), Sec-retary General, represented the FIL.

� The combined luge/bobsleigh run underconstruction at Winterberg (GER), will beput into operation in December 1977. Begin-ning this winter, international competitionswill be organised on this artificial ice rink.Through the FIL’s Track Project Commis-sion, those responsible for this constructionwere able to benefit from the experience ofthe builders of the first combined runs at Igls(AUT) and Königssee (GER).

Fédération Internationalede Lutte Amateur(FILA - wrestling)

� Lausanne (SUI) is preparing to receive the best free-style wrestling specialists from the 90 FILA memberfederations. The programme for the world championshipsis as follows:21st October: Competitions (14 - 17 h.).Opening ceremony and competitions (20 - 23 h.).22nd October: Competitions (14 - 17 h. and 20 - 23 h.).23rd October: Competitions (9 - 11 h. and 14 - 18 h.).

� In his 1976-1977 report, General SvenThofelt, UIPMB President, states:

There are now 48 national federations affil-iated for modern pentathlon and 37 forbiathlon. Modern pentathlon for ladies willhave its début on the occasion of the worldchampionships in October 1977 at SanAntonio (USA).

No new rules will come into force beforethe end of the 1980 Olympic Games, butstudies are being undertaken to improve theorganisation of the cross-country event

(handicap start) and the pistol-shooting event(choice of a new target).

� Biathlon

The results of five competitions will be takeninto consideration for the awarding of thebiathlon cup in 1978. These competitions willbe held in Ruhpolding (GER, 13th-15thJanuary), Anterselva (ITA, 21st-25th Feb-ruary), Hochfilzen (AUT, world champion-ships, 1st-5th March), Murmansk (URS,24th-29th March), Sodankylä (FIN, 31stApril-2nd May).

� Moscow 1980Mr. Georges Vichos, UIT President, wentto Moscow on the invitation of the Orga-nising Committee for the next OlympicGames. After visiting the Olympic shootingrange installations, inspecting the work inprogress, studying plans for future installa-tions and speaking with various COJO direc-tors, the President said he was very sa-tisfied with the state of progress in thepreparation of these Games. He also wentto Minsk, capital of White Russia, to visitone of the most modern shooting rangesand the majority of the sports installationsin this city. A Soviet candidature for the1982 world championships seems likely.

� Two national federations which re-cently obtained affiliation to the UIT arethose of Bangladesh and San Marino.

� Two world records in the pistol-shootingevents were established in Bucharest (ROM)at the European championships, one by theGerman Democratic Republic’s team with2,261 points (Klaus Windisch: 569, HaroldWollmar: 568, Höflitz: 564 and Olympicchampion Uwe Pottek: 560 points), andthe other in the individual event by theRomanian Lucian Giusca, improving bythree points the record established last yearby Pottek in Montreal, bringing it to 576points.

� Ruth Jordan (GER) and Benny Seifert(DEN) became world individual skeet cham-pions on 11th September at Antibes (FRA).In the team events, the German womenshooters and the USA men shooters carriedoff the titles.

One week later and still on the Côte d’Azur,Esteban Azuke (ESP) and Susan Nattras(CAN) carried off the individual titles andthe Italian shooters shared the two teamtitles in the Olympic trap shooting.

Shooters from five countries (CUB - GDR -POL - TCH - URS) withdrew from thechampionships on account of the presenceof a South African delegation.

� On the proposal of the NetherlandsArchery Federation, the Executive Board hasbestowed the FITA bronze plaque on Mr.V.D. Wouw, a distinguished internationalpromoter of archery in Holland.

� Mr. Bernard Bou-lens, Secretary Generalof FITA, who took upoffice on 1st August,was born on 16th No-vember 1944 in Geneva(SUI). Very early inlife, he became a sportse n t h u s i a s t a n d w a sthree times medallist inthe world games forthe physically handi-

capped, in swimming as well as in archery.Member of the Geneva Companions of theBow since 1969, public relations director ofthis club since 1972, press officer of theSwiss Archery Association since 1974, hewas a capable and efficient director of pressrelations at the world archery championshipsat Interlaken in 1975. Last year, with Ray-mond Matzinger, he brought out a remar-kable initiating book called “The ABC ofArchery” (see “Olympic Review” No. 114).
