Highly visible project with St. Croix County, the Department of Natural Resources and the Department of Transportation and involves the border with Minnesota. This is the headway to the state trails for hiking and has lots of foot traffic and visitors. Carol Howe to be possible chairman of Presidents Project.

Corporate Status – Lynette Rankun Reported that we paid the fees to have our status updated. Treasurer duties need to be updated to include the online filing of annual report. There is a card fee for charitable organizations. Fee paid for federal, state and raffle license.

2016 Convention profits. Allocation of funds was tabled at the October 2016 Executive Board meeting. Gretchen Vest moved that the $1,212 be allocated equally between the current President’s Project; the Hillary Grace Garden, and the upcoming Digging in the Dells – a Gathering for Gardeners meeting. Motion seconded by Pat Ritchie. Motion Carried

Committee Chairman Reports

Finance Committee – Susan Johansen presented the proposed 2017-2018 budget. Report filedOnce a budget is established, it goes to the Executive Board for approval. Income Award Sponsors – Ruth West and Lydia Shaffer Awards are in/out money. We do not control the money, so it’s on the income and expense reports.

Annual Convention – Prepared budget so is revenue neutral, is also considered in/out and is represented in the income and expense reports but with additional line items of miscellaneous income (profit) and miscellaneous expenses (not covered by convention).A mistake in the budget shows $1,500 for travel for the 1st Vice President but it should be $750. This will decrease income by $750 also.Susan Johansen moved that on behalf of the Finance Committee the Executive Committee approve the budget for presentation to the membership in May. Organizational Studies – Sylvia Lowell Report FiledSylvia Lowell moved on behalf of the Organizational Studies Committee that we accept the Grants Committee Standing Rules. With changes to the terms and number of members, 1 year term, 2 year term and 3 year term. With change adopted and placed into standing rules. Motion Carried

Awards – Laura SkoffLaura Skoff, on behalf of the Awards Committee, recommends that effective in 2108 the by-laws be changed with the exceptions noted. All changes are noted in red. Laura to contact donors; Carole Hopp, Liz Murken and Nancy Gotham regarding funding and criteria for specific awards.

AWARDS

The Award Chairman and Committee are responsible for judging and selecting recipients for WGCF Awards as well as selecting and forwarding applications for NGC Awards. The WGCF Awards Committee shall be composed of the Chairman and one assistant appointed by the WGCF President, the Yearbook Chairman, the seven (7) District Awards Chairmen and such WGCF Chairman as the Awards Committee considers necessary. All decisions of the Awards Committee are final and are not subject to review. If any member of the Awards Committee belongs to a club being considered for any award, said member shall abstain from voting. The Awards year runs from January 1 through December 31, unless specified under the award, all applications should be sent to the WGCF Awards Chairman by December. 1. All deadlines must be honored. All new WGCF Awards or any changes must be approved by the WGCF Executive Committee. The cost of engraving all awards shall be assumed by WGCF. Any award for which no application has been received within ten consecutive years shall be reviewed. State certificates provided by WGCF.

Application for Remove awards 4, 5, and 6, award 6 is in the form of only a Book of Evidence to contain one (1) year’s record (12 consecutive months). This is to include a typed account of achievements, a yearbook, and publicity with date and name of publication, newspapers, flyers, photographs, canceled checks or equivalent showing payments and contributions. A three-ring binder with plastic page covers is suggested. It will be possible to score higher than 100 points. Use the following Scale of Points.SCALE OF POINTS FOR AWARDS remove #4, 5, & 6

8. CONSERVATION AWARD Remove (Certificate) Replace with Monetary

A monetary award of $250 will be presented to the club having a year of well-balanced conservation activities, including a project. Award will be determined by outstanding work in natural resource development, such as watersheds, erosion, reforestation, wildlife refuge, environmental land management, preservation of natural resources, a/o waste awareness, promotion of Smokey Bear and Woodsy Owl. Notify the WGCF Yearbook Chairman if club is applying for this award. The Yearbook Chairman presents the applications to the WGCF Awards Chairman prior to the annual Awards Committee meeting. To apply for this award, please fill out the WGCF Yearbook Award Application Form along with the yearbook.

9. WISCONSIN CIVIC ACHIEVEMENT AWARD: Remove (Traveling Trophy/Certificate) Replace with A Monetary award of $100 will be presented to a club, clubs or District for a civic achievement project in any category as listed below. A three page with photos Book of Evidence is required.

a) Civic Achievement for distinguished civic achievement making permanent improvements for public benefit; i.e. establishing sanctuaries, experimental forests, municipal gardens, landscaping public buildings, natural disaster recovery or other related projects. Application must be accompanied by “before and after” picture. Project may have been started prior to current year but must show results in current awards year.b) Preservation of Beauty for the completion of a historic preservation project such as the restoration of a park, a building and/or garden importance to the heritage of a particular locality, state or the nation. Good landscaping and/or architectural design to enhance the value and significance of the site will be a consideration. “Before and after” restoration photos should accompany application. c) Operation Wildflower for the development of natural areas using wildflowers or a combination of wildflowers and other indigenous plant materials, historic gardens, memorial gardens, nature trails in parks, school grounds, outdoor classrooms, cemeteries and fairgrounds. d) Rustic Roads & Historic Trails for the preservation of a rural environment through a completed Rustic Roads or Historic Trails project. Substantiating evidence of project required. It is mandatory to consult with local legislative authorities.

First, Second, Third and Honorable Mention awards may be presented in each of the following categories:

Points needed to score:90+ First Place, only 1, unless tied85+ Second Place, only 1, unless tied80+ Third Place, only 1, unless tied75+ Honorable Mention, as many as scored 75+.

Clubs should complete the WGCF Yearbook Award Application Form and send it along with the yearbook to the District and State Yearbook Chairmen that they are applying for awards #7 Ruth West Horticulture, #8 Conservation, #16 Pat Dvorak Yearbook Theme Award, #27 Design Award, and/or #32 Nancy Gotham Endangered Species Award. The District Yearbook Chairman presents recommendations to the State Yearbook Chairman prior to the annual Awards Committee Meeting.

GUIDELINES FOR PREPARING A CLUB YEARBOOKAll changes are in redA yearbook should contain all the information requested in the guidelines. Take special note of what is required, and what is recommended and what is optional.FORMAT Total 17pointsBOOK STRUCTURE (3 points)• Is the structure of the book practical?• CONVENIENT SIZE: 1 pointlarge enough to be legible and small enough to be easy to carry to a meeting. Arecommended size uses an 8 ½ x 11 sheet of paper folded in half cross wise.• DURABILITY: 1 pointSecurely bound or well fastened. Generally ribbons, string or yarn etc. tend to wearout before the year’s end; staples or machine stitching is more satisfactory.• NEATNESS: 1 pointPleasing choice of color ink and paper, evenly cut pages, even margins, numberedpages, identifiable headings, arranged for easy reading. Professionally typesetbooks and mimeographed books and computer generated books are all consideredequally.ARRANGEMENT OF CONTENTS (14 points)Cover – 4 points

• COVER MUST INCLUDE: Name of CLUB, TOWN, STATE AND YEAR. Even ifthe town’s name is included in the club’s name, it must appear again separately.• COVER DESIGN: No pointsCover design is optional and receives no points in scoring. An attractive cover doesenhance the book for the pleasure of the members and may add prestige to theimage projected by the club.• PERMANENT COVERS:For books with permanent binder covers, substitute a durable paper cover for awardcompetition, making sure that all required information is on the temporary cover.Fasten the pages together with metal rings to allow pages to turn easily.
