JULY/AUGUST 2016 As an employer or an employee, whether we are giving it or receiving it, we all know how important feedback is to our individual growth and satisfaction in the workplace. Simply put, feedback is an invaluable tool for continued learning. Which is why I’m asking you to get involved in an extremely valuable feedback loop for up and coming journalism, broadcasting and communications students in Wisconsin. It is called “Student Storytellers,” and is the brainchild of Dean Maytag, past WBA Board Chair, current WBA Foundation Board member, and retired Milwaukee TV programming guru. Student Storytellers is contained in a special section of the WBA Newsroom site, and it’s where you’ll find interesting, creative and engaging stories produced and posted from students at schools all across Wisconsin. Students send us their stories… news, feature, video, audio, digital… and we post them on the website, organized by school. Then you and I have the opportunity to view the work and provide feedback directly to the student. It provides them with valuable Tom Allen WBA Chair CONTENTS CHAIR’S COLUMN PRESIDENT’S COLUMN WBA Summer Conference Recap If you were one of the nearly 400 broadcasters, exhibitors, associate members and guests who joined us for the WBA’s Summer Conference, held during the week of June 20 at the Radisson Hotel/Convention Center on the beautiful Missis- sippi River in La Crosse, I think you’ll agree it was a most memorable event. We’re still receiving excellent feedback. As a matter of fact, we’ve heard many comments saying that this was one of the BEST WBA Conferences ever! For some of us, Conference Week started on Monday morning, with the WBA’s fifth annual Media Technology Institute (MTI), underwritten by the WBA and Duke Wright of Midwest Communications. MTI provides practical, instruc- tional courses for prospective, beginning, and current broadcast/media engineers. MTI consists of 3 days of instructional content and 1 day of technical seminars/equipment exhibition as part of the WBA Summer Engineering Conference. Chief Michelle Vetterkind, CAE WBA President and CEO input and critique from professional broadcasters, and gives them the incentive to hone their skills and submit more work. In turn, it gives us some insight into what issues they care about, and how they approach telling us about it. Think of it as our own young millennial focus group. The ability to create and tell compelling stories is at the heart of what we do. It is also critical to our future. Someone who can artfully craft a story can work in any broadcast medium—TV, Radio, or Digital. What better way to find the next generation of storytellers for our Wisconsin stations than to invest a little time in giving feedback and developing a line of communication between student storytellers and broadcast professionals. When you explore the Student Storytellers section of the WBA website you’ll find stories such as “On Humanity’s Edge,” where a group of students went out to find local Holocaust survivors, or “Log-Out,” about a student who decides to quit social media for 30 days and replace it with meditation. Those stories, and many more, await your feedback. So please take a moment to share this information at your station, and take a few minutes every now and then to watch something from a student storyteller and let them know what you think. These future broadcasters are waiting to hear from you! WBA Summer Conference RecapIf you were one of the nearly 400 broadcasters,exhibitors, associate members and guests whojoined us for the WBA’s Summer Conference, heldduring the week of June 20 at the RadissonHotel/Convention Center on the beautiful Missis-sippi River in La Crosse, I think you’ll agree it was amost memorable event. We’re still receivingexcellent feedback. As a matter of fact, we’ve heardmany comments saying that this was one of theBEST WBA Conferences ever!

WBA GM’s & Chief Engineers, Your WBA, along with otherbroadcasters associationsrepresenting 49 states, the Districtof Columbia and Puerto Rico,recently filed Joint Comments inthe FCC’s rulemaking proceedingregarding proposed changes tothe Emergency Alert System. We pointed out how state broadcasters associa-tions played an important role in the effort topass a federal statute authorizing the IntegratedPublic Alert and Warning System (IPAWS), andhow broadcasters and State EmergencyCommunications Committees (SECCs) arecommitted and critical stakeholders in ournation’s emergency alerting network. A broadtheme of our comments was the need for EASissues to be addressed at the state and local levelwhere possible, giving SECCs and EAS partici-pants the necessary discretion to make decisionsthat work for their respective communities. Someof the specific points included in the commentswere:

(1) We objected to proposals claiming toenhance the security of the EAS network, butwhich would in fact impose unreasonableburdens on broadcasters, such as requiringbroadcasters to notify the FCC of securitybreaches (e.g., the unauthorized triggering ofan alert) within 15-30 minutes. We pointed outthat imposing such burdens could have achilling effect on full participation bybroadcasters in EAS.

(2) We urged the FCC to adopt rules requiringcable systems to implement “selectiveoverride” for TV broadcast stations, whichwould prevent cable set-top boxes fromautomatically tuning all channels during anEAS alert to a cable channel providing onlygeneric information about the emergencysituation. Without a selective overriderequirement, TV stations which provide up tothe minute news and weather reports duringemergency and severe weather situations willcontinue to be subject to having their signalsautomatically blocked by cable operators at thevery time when detailed emergency or weatherinformation is most needed.

(3) We supported the idea of allowingbroadcasters, at their discretion, to perform

live code EAS testing without theneed for FCC waivers, to use EAStones in PSAs, and to use WEA(Wireless Emergency Alert) tones innews reports designed to informthe public about WEA, subject tosafeguards to assure that suchcodes do not trigger alertsdownstream.

(4) We questioned a proposal tobring social media and othernon-broadcast/cable platformsinto the EAS network, arguing thatthose platforms in many cases arestill evolving, and are of uncertainreliability and utility as sources fordistributing alerts.

(5) We cautioned the FCC againstadopting any “one-size-fits-all”template for State EAS Plans whichwould impair the flexibility of SECCsto tailor plans to their ownrespective states’ needs, or whichwould impose unreasonableburdens on the SECCs that wouldhave to rewrite their plans to fitsuch a template. We also cautionedthe FCC generally about adoptingproposals which would increase theburdens on SECCs, as they aretypically volunteer organizationswith limited resources.

Tuesday focused on our Board(s) of Directors. Westarted out with our WBA Executive CommitteeMeeting and then continued on with our JointWBA/WBA Foundation Board Meeting. Three yearsago, we joined the two boards together for ameeting for the first time and it was so wellreceived, we decided to make it a standingtradition each June. That evening, WBA and WBAFoundation Board Members, along with your WBAstaff, enjoyed a reception at Dick Record’s lovelyhome; followed by a fabulous dinner held on therooftop of the Weber Center (thank you, ChuckRoth for your assistance).

Wednesday provided more offerings than everbefore! Despite a bit of rain at the Radisson, thepowers that be seemed to favor our golfers withperfect weather for the WBA Golf Outing at CedarCreek, where a good time seemed to be had by all.

The day-long Engineering Workshop received top-notch reviews, as a result of several most timelysessions planned by our fantastic BroadcastersClinic/Summer Conference EngineeringCommittee. One of the most well-receivedsessions was the “Amber Alert Incident Debrief”where the panel including law enforcement, theWI Dept of Justice, and the Coordinator forWisconsin’s Clearinghouse for Missing & ExploitedChildren & Adults dissected an actual childabduction incident that resulted in an AmberAlert in Wisconsin. What were the steps that leadup to the Alert and what process was used todetermine an Alert was needed.

Wednesday morning also offered two roundtablesessions put on by our very own members:“Hiring, Training, and Retaining Sales Personnel”with Barb Van Dei Hei of Bay Cities Radio inMarinette and “The First Years: Building aFoundation for Success” featuring an astute teamof the WBA’s Young Professionals.

Wednesday afternoon offered our bi-annualJob/Career Fair (the WBA’s EEO Session “LegalIssue & Effective Strategies to Prevent UnlawfulDiscrimination During the EmploymentRelationship” was offered the week prior viawebinar this year). We also held the WBA’sLegislative Session on Wednesday afternoon thisyear (featuring WBA State Legislative Chair KellyRadandt, WBA Federal Legislative Chair RogerUtnehmer, Brandon Scholz from the Cap Group,NAB’s Jack Smedile (via speaker phone) andmyself. Judging by the full room, it appears thatmoving it from Thursday to Wednesday was agood move! As usual, there was no shortage ofLegislative and Regulatory Issues that could havea significant effect on our industry. This highlyrelevant session always helps our members stayinformed.

Reception where everyone was vying for one ofthe many wonderful prizes that were beingoffered. The Young Professionals (although I hear afew “young in spirit” happened to join in) alsoenjoyed a Brewery Tour at the City Brewery. Thenall convened for a short walk to the Cargill Roomat the Waterfront provided for an excellent dinner,refreshing drinks, along with great camaraderieamongst friends—old and new.

Thursday morning started bright and early withthe Business Breakfast where reports were heardfrom various committee chairs, along withupdates from both the WBA and the WBAFoundation, followed by our annual EconomicUpdate from Jason Joanis & Erica Hill with BMOPrivate Bank.

Thursday’s general sessions definitely contributedto the popularity of the Conference; our morningsession featured David Rich with “ContagiousSelling: How to Sell Profitably in a MediaFragmented World”. Our afternoon generalsessions provided two options: “Recruit & Retainto Win” with Kelly Wirges of ProMax and EmergingMedia: Where Does it Fit?” with Mid-West DigitalMarketing’s Ron Giordan.

A Thursday highlight featured the presentation ofthe second annual WBA Local Broadcast LegendsAwards during the Keynote Luncheon. Please joinme in congratulating this year’s honorees: WilliamAllen (posthumous), Norb Aschom, Dick Kaner,and Bob Salm.

And….what more can we say about the KeynoteLuncheon Address, Viterbo College’s TomThibodeau on Servant Leadership? We laughed,we cried, we learned. Many have said that Tomwas one of the best Keynote’s we’ve ever had.That’s a saying a lot!

Our Summer Conference culminated our Hall ofFame Reception and Dinner. It is a celebrationshared by family, friends, and former colleagues.Special congratulations to this year’s inductees:Lindsay Wood Davis, Aline Hazard (posthumous),Larry McCarren, and Chuck Roth.

A strong and diverse group of 31trade and business associationshave joined forces with thecommon goal of repealingWisconsin’s personal propertytax. The “Coalition to Repeal Wisconsin’s PersonalProperty Tax” consists of organizationsrepresenting more than 400,000 Wisconsinbusinesses employing over a million employeesas well as thousands of individual taxpayersacross the state.

“Collectively, coalition members representnearly every personal property taxpayer inWisconsin.” said Michelle Kussow, Executive VicePresident of Wisconsin Grocers Association, thefounding member of the coalition. “Many ofthese organizations have been lobbying on theissue for years, hearing from members andwatching other states repeal the personalproperty tax; and felt that now is the time forWisconsin to repeal this unfair and archaic tax.”

The personal property tax (PPT) is a tax imposedon a businesses’ “tangible” personal property.The tax is assessed and collected by localgovernments and is in addition to the real estateproperty tax. The tax has existed since 1849 aspart of Wisconsin’s original property tax scheme,and through the years has seen many changesand exemptions.

Matt Banaszynski, Executive Vice President ofIndependent Insurance Agents in Wisconsinsaid, “Independent Insurance Agents inWisconsin can be found on main streets all overWisconsin. Like other small businesses, they paytheir fair share of taxes, but support repeal ofthe personal property tax as a way to investmore in their communities, employees andbusinesses and pass savings on to theircustomers.”

“This is an antiquated tax that many other stateshave eliminated,” said Ed Lump, WisconsinRestaurant Association President and CEO.“Because it taxes the means of production, it iseffectively a tax on expanding your business andcreating jobs.”

The coalition will highlight the negative impactthis tax has on Wisconsin businesses andencourage the Governor and Legislature torepeal the tax.

“Personal property taxes are a drag onWisconsin’s economy and job creation becausethey effectively penalize investment in newcapital assets and economic activity. If our goalis to grow the economy to capture morerevenue for schools and other priorities, thepersonal property tax is a terrible approach,”added Eric Bott, State Director for Americans forProsperity—Wisconsin.

All broadcasters are required by FCC rules toreport their results of this test to the Commission. To facilitate thereporting of these results, the FCC has now established the EAS TestReporting System (ETRS). It is a web portal similar to the one usedby stations in reporting their results of the 2011 Nationwide EASTest, but now with more detailed station information requested.This preliminary station information is to be filled in on ETRS FormOne, with Forms Two and Three to be used to report your resultsfollowing the actual test in September.

An FCC Public Notice released on June 27, 2016, requires that allstations complete the details requested on ETRS Form One on orbefore August 26, 2016, and updates or corrections to theinformation can be made until September 26, 2016.

The ETRS home page is: https://www.fcc.gov/general/eas-test-reporting-system

Stations must first click on the ETRS Registration link and completethat form. Then use the account credentials received via email toclick on the ETRS Log-in Page to access Form One.

Tips to know before beginning the process:-The FCC allows users that own multiple stations to stipulate a“coordinator” who can then “batch file” the information fornumerous stations at once. To use this filing method, contact theCommission at: [email protected]

Some of the details you will need are your station’s FCC RegistrationNumber (FRN) and FRN Password, Facility ID number, City ofLicense, Transmitter Lat/Long in NAD83 decimal form, your EASDesignation type (most stations are “PN”), your two EAS MonitoringAssignments and any other monitored sources you wish to list, themake, model and software version of your EAS unit, and contactinfo for the person filling out Form One.

Note that in the field where Form One asks for “Geographic Zone ofService”, it is looking for the name of the EAS Local Area that thecounty of your City of License is located in. See this map from ourState EAS Plan to find your EAS Local Area:http://www.sbe24.org/eas/AP-E0815.pdf. So a typical answerwould be, “Northwest Wisconsin EAS Local Area”, or whichever ofthe 9 areas your county is in.

titled (with full credit to the Four Seasons,)“Oh, What a Night!” Hard to believe that wetopped ourselves again, but it is true, so, (withall credit to Steely Dan) let’s call this one, “DoIt Again!”The room was more elegant than ever, thefood and service were better than ever, wewere technically better than ever and thepresenters were on their toes, “Lookin’ sharpand Soundin’ sassy!” We celebrated thecompetition between 1,688 entries (think ofthat!) And we ended it all, right on time, at 10PM!Our Social Media Correspondent rocked thehouse, with almost 1,000 tweets using the#wbagala hashtag, huge Facebookengagement and 1,550 unique Livestream views of the Station ofthe Year presentations! We’ve told you that the Awards Committee won’t let the Awardsever get stale, so we’re already working on next year’s program. Staytuned for this year’s Awards Program brochure. As I remember, what a night!!

Some thingsnever changeWhen I retired from broadcastingtwo years ago and taught a class onTV and news production, I toldthem that I would be good for twoyears since I wasn’t sure that I

would recognize the business after that timeperiod.Well, its been two years, and….

Broadcasting is alive and well, as one news head stated “I believe theconcerns about our future are over-reported and overstated”. Whilethere are many challenges, local broadcasters content is still the bestavailable.

Local broadcasters biggest asset is content. The many techno-logical and job changes amplify local broadcasters ability to createcompelling stories on all platforms, and as a result, they are creatingnew job classifications.

MMJs

I just had a student get a job as an “MMJ/Anchor.” A multi mediajournalist, anchoring and reporting on air, web, and social media. An“MMJ” has the skills to create compelling content for all the placesthat viewers and listeners get their news.

Preditors

Another job: “Preditors”—producer-editors, a journalist/producerthat writes, produces and edits for all platforms. Not a new conceptto many, but now it has a name.

Smartphones and cellular bonded transmission equipment allow livefrom places you could never get to with a live truck. This provides theability to add depth and context to a story using all of a station’s“footprint,” air, web and social. Your local station is the place for newsno matter your choice of how you choose to receive it.

So how have things changed in the two years? Some job classifica-tions have changed and the technology gets easier and morepowerful. Most importantly, I recognize that the new generation ofWisconsin students are terrific storytellers (see the Chair column),and Wisconsin Broadcasters remain the best place for your localnews. Not much has changed at all.

WSUM’s very own Reid Magnum placed 4th in theSportscasters Talent Agency of America’s (STAA)Jim Nantz Award. This competition recognizes the most outstanding collegiate radio andTV sports broadcasters, encouraging sportscasters to strive to achievetheir best. Each spring since 2009, the nation’s most outstandingcollegiate sportscaster is presented the Jim Nantz Award, named inhonor of the award winning CBS sports broadcaster.

Reid is a recent graduate of UW-Madison with a double major inbusiness. He was the Sports Director at WSUM for 4 years, starting hisfreshman year all the way through the end of senior year. His position asthe Sports Director included play-by-play calls of men’s and women’sbasketball, hockey, and soccer, as well as football, softball, and volleyball.He has also called Wisconsin Women’s hockey for iHeartmedia for thelast three seasons.

In his time here, Reid has been a host for three years of “The StudentSection,” WSUM’s signature sports talk show, and has trained dozens ofsports DJs to become their own sportscasters. Recently, Reid trainedAlec Garcia to take over as the station’s next Sports Director. With theopportunity of becoming a sportscaster for UW-Madison student radio,Reid has called the Badgers’ runs to the final four, Rose Bowl, Big TenChampionship games, and so much more.

Reid was one of 16 students on the executive staff to run WSUM 91.7 FM,UW-Madison’s student run radio station. The station’s General Manager,Dave Black, founded the station and began broadcasting in 2002. WSUMis staffed almost entirely by volunteers, with 24/7 broadcasting and over150 DJs on the air each semester. Overseeing the executive staff and the

DJs are Dave andEvan Boyd, a seniorwho was elected bythe DJs to be theStation Manager for2016. WSUM hostsvarious music shows,talk shows, and newssegments, as well assports broadcasting,giving an opportunityto students to pursuebroadcasting whileserving the Madisoncommunity.

By finishing in 4th place, Reid was one of five sportscasters to be namedas an STAA All-American. This amazing accomplishment can be addedon to his outstanding career at WSUM. He is also a winner of multipleWisconsin Broadcaster Association awards of excellence for his work insports play-by-play and sporting news. He has also been nominated fornational awards at College Broadcasters Inc., and the IntercollegiateBroadcasting System for play-by-play in football, volleyball, hockey, andbasketball.

The 2016 National Sports Media Association (NSMA) awards weekendwill be June 18th thru the 20th in Salisbury, NC, where the Jim NantzTrophy will be presented. Magnum Named STAA College SportsBroadcaster All-American

Dr. Rob Snyder, Professor of Media Studies, isthe recipient of the University of Wisconsin-Platteville’s 2016 Faculty Award for TeachingExcellence. This annual award recognizes atenured or tenure-track faculty member whohas made distinguished contributions to themission of UW-Platteville as an outstandingteacher.

Snyder holds a bachelor’s degree in Radio TVFilm from UW Oshkosh and a Ph.D. in MassCommunication from Ohio University. He cameto UW-Platteville in 2000 and primarily teachesin the areas of video production, writing, socialmedia and media law. He is also the facultyadvisor for TV-5–UW-Platteville’s videoproduction organization and the NationalBroadcasting Society at UW-Platteville.

Snyder is the architect of the social media minor at UW-Platteville.Launched in 2012, the social media program is the first in the UW

System and one of only several in the country.

Snyder’s students have won 38 productionawards in ten different categories in state,regional and national video competitions.

Snyder said that being recognized with theTeaching Excellence award gives him theopportunity to say thank you to the manypeople who helped him achieve his success.“There have been countless people who havesupported my efforts, starting with my parentsand now my family—my wife and kids,” saidSnyder. “Also important is the fact that I am aproduct of the public school system inWisconsin and the UW System. I couldn’t evenbegin to think of how many people, throughtheir support of public education, have helpedme; but it is a chance to step back and say‘thank you’ for all of that support which hasallowed me to do all it is that I do.”

Snyder will berecognized at the university’s faculty and staffconvocation ceremony on Thursday, September 1.

The broadcastingindustry has asuccessful andstoried tradition.Radio and televisionare one of thelongest running

entertainment and informationplatforms. They have spawned iconic air personalities andnewscasters. Every day, they capture the localmarket flavor better than any other medium.They rise up when there is local tragedy, andon a day-do-day basis, they are there when thelocal community need them. They are steepedin tradition.

But is that tradition getting in the way ofrevenue growth?That thought came to mind last week whentwo research studies came out that coldlyframe broadcasting’s revenue challenge. Thefirst was from BIA Kelsey. The respectedresearch group provided a revenue forecast formedia through 2020 and the results shouldn’tsurprise anyone: local advertising revenue isprojected to grow at a compound annualgrowth rate (CAGR) of 4.2%, driven by“exceptional increases in mobile and socialadvertising, continued strong politicaladvertising in even-numbered years, and anoverall growth in the U.S. economy.”

While that’s a nice story, a deeper look showsthat “traditional” advertising revenue (i.e.,radio, television, etc.) will have zero growth,while digital and online revenues will have aCAGR of 12.8%. As they say, do the math.

Yet bound by tradition, too many sales depart-ments continue to call on the same advertisers,using so-called tried and true sales approaches(think One Day Sales), and hiring the sametypes of people who understand traditionalbroadcasting, but aren’t knowledgeableenough to effectively market digital, eventmarketing, and other “non-traditional” revenueopportunities.

Maybe it’s a labeling problem—the concept ofdigital and event revenue is often categorizedas “non-traditional.” That may be true from atraditional media perspective, but based onthis BIA Kelsey data, dollars generated fromthese categories need to be taken much moreseriously than simply described as somethingthat sounds like a secondary source – like aPlan B or dessert.

So what’s the reason for this “digital speed

bump?” Why do too many local broadcasterscontinue to flail around in the digital space,despite objective data that suggest it mayindeed be the key to solving the industry’sstagnant revenue situation?

For more clarity, we turn to the well-respectedanalyst from Kleiner Perkins, Mary Meeker, whojust released her annual Internet TrendsReport. Her new deck is comprised of awhopping 213 slides. Over the years, heranalysis and forecast have become the goldstandard for helping industries of all shapes,sizes, and categories better understand what ishappening with disruption caused by newtechnology.

There are two key charts that jumped out atme in my quest to help broadcasters generatemuch-needed new revenue streams. Meeker’sconclusion (as it has been in recent years) isthat while consumers continue to engage with“legacy” media, all but one of these options isgenerating a higher share of revenue vs. itslevel of engagement: radio, while television isgenerating only a slightly higher share of adspend vs. time spent viewing.

And as amazing as it may seem, one legacymedia silo—newspapers—is generating fourtimes the ad spending vs. its time spent; whilemobile, which has the second highestengagement time, generates half as muchrevenue given how much consumers use theirsmartphones.

So what is all of this telling us?

First, the radio industry is being outsold byother legacy media, and given the comparativeratios, television isn’t doing much better. Everyday, radio salespeople are asked what ishappening with listening due to pureplaycompetitors like Spotify, satellite radio, andPandora. But despite this, broadcast radiolistening levels remain incredibly high. Concur-rently, how many people under the age of 50are reading a daily newspaper? Meeker’s datatells us the answer – not very many – yet thenewspaper industry is generating a lot morerevenue than radio in spite of dwindling

readership and a product that has simply notkept up with technology.

Second, Meeker finds that online and mobilerevenue are projected to explode in thecoming years, while radio revenue will be flat.So, despite the efforts of several broadcastersto diversify their offerings into online, events,and mobile, the industry hasn’t gone nearly farenough. If spot revenue is flat, while digitaldollars keep climbing, it’s fair to conclude theradio industry needs to do more. In fact, astrong case could be made to completelyrealign the sales structure of the business so it’snot nearly as dependent on traditional mediaadvertisers, and begins to aggressively presentitself as a multi-media solution in which radiois an important part to a wider array ofpotential clients.

So, while radio revenue is more challengedthan television’s, why do both industries keepgoing back to the same revenue reservoir it hasmilked for decades? Tradition. Broadcast mediadesperately needs to grow its revenue, anddigital is the obvious place to go. Manybroadcasters are investing heavily in digitalcontent assets, including streams, apps,podcasts, video, social media, and websites.But too many sales resources are still focusedon the traditional part of the revenue pie thatisn’t growing. Sales staffs are designed toaccommodate broadcast advertisers, providingtypical promotions (remotes, ticket giveaways)instead of offering strategic, proven, data-oriented digital solutions like the pureplaysare.

In many ways, traditional media is facing arevenue roadblock of its own making. Bythinking about “non-traditional” revenue as anadjunct business, the industry relegates newrevenue streams to second tier status. If spotrevenue is flat, then the components of NTRmake up 100% of the radio industry’s growthpotential.

That digital speed bump I talked about earlier?It’s right there in front of us. And it’s time tostep on the gas and get over it.

“And So It Goes…”For the last several weeks I have beenmulling over what topic I mightdiscuss for this column. I considered atribute to a fellow educator who ischanging institutions because ofbudget cuts to the state universitysystem. I also thought of rating some of the best (and worst)movies about broadcasting.

Instead, recent tragic events spurred me to a different area. As I beganwriting this, cable and network news was covering the horrible eventthat took place the night of Saturday June 11 in Orlando, Florida. Alone gunman walked into a gay nightclub and shot and killed 49. Hewounded 53 others. The incident now holds the infamous title of beingthe largest mass shooting in American history.

Along with the befuddled and helplessastonishment of this vicious, senseless act, assomeone who has watched, read, worked in andstudied media for decades, I couldn’t help butanalyze how this terrible event was beingcovered. And because I have seen so many ofthese in my 60-plus years, I cannot help but makecomparisons and come to some cursory conclu-sions.

As I watched the coverage of the Orlandoshooting hit its stride, it occurred to me that there should be a consid-erable number of reactions to the event on Facebook (really the onlysocial media I use) as there had been for the shootings in Paris back inNovember. What spurred this writing was a posting by a good friendand communications scholar who is currently traveling with his familyand teaching in Europe. His response to Orlando included anguish thatanother horrid gun-related incident had occurred and that the mediaand the government will do their due diligence in covering andlamenting the tragedy and then life will go on. I replied that the mediahad, indeed, begun their “reality show” and that

“The news networks are in full gear with eye-witness testimony, on-scenereports, expert analysis, looping video of victims, repetitive references tothe fact that it is the largest mass murder in U.S. history punctuated by adsfor appliances, foot power and automobiles. Tomorrow or Tuesday expecta print outlet to publish pictures of all the victims. And so it goes...”

Then, while changing channels using my satellite provider’s onscreenguide, something else my friend wrote and a flashback hit me. Heended his post asking the questions “Is this the country I’m returningto? One that shrugs it shoulders at senseless violence and goes back towatching TV?” It was the onscreen channel guide and the flashbackthat gave me the unfortunate answer to his questions: Yes.

The channel guide/flashback took me back to television news coverageof the 1992 Los Angeles riots that erupted in April after a jury verdictthat acquitted four police officers of assault in the beating of RodneyKing during a traffic stop in March of 1991. As I watched CNN’scoverage of the riots including the “live” near fatal beating of truckdriver Reginald Denny, I was dumbstruck by the juxtaposition of thechannels and their images that were being provided by my television.On one channel, a true, life and death situation was unfolding before

my eyes. On another, Lucy was arguing with Ricky about why sheshould perform at his club. On the former, a man was being indefinitelytraumatized by a brick being thrown full force at and hitting his head.On the latter, a character was pitching a fit of contrived hysterics for thepurpose of generating audience laughter.

As I looked at my channel guide on that Sunday morning several weeksago, I experienced the same astonishing sensation. Here next to theCNN, MSNBC and FOX news channels who were covering the aftermathof America’s deadliest mass shooting ever were available selections forthe Science Channel’s How It’s Made, TLC’s Say Yes to the Dress and A&E’sStorage Wars.

From this juxtaposition I have formed a couple of conclusions. First, theunintended machinations of television technology have suggestedand, to some extent, affirmed the equivalency of the differenttelevision scenarios provided by the medium. In two, we experiencethe heightened tension and melodramatic anguish of bridal garmentchoices and the mystery and potential jubilation or disappointmentgenerated by undiscovered objects in abandoned storage facilities. Inthe third, we hear news people and their analysts try to make sense of

a real life mass murder while being repeatedlybarraged by the images of wounded victims beingintrepidly attended and transported to emergencycare by friends and strangers alike.

Intuitively, we reflect that these settings areincomparable. True life and death situations eclipsecontrived emotional circumstances and outbursts.But the channel guide suggests somethingdifferent. Because we have equal access to both,they have equal prominence and consequently areof equal importance.

And access is at the heart of my second conclusion. Not only thejuxtaposition of the channels in the onscreen guide but the advent ofmass and social media generally have given consumers an easy escapefrom the disturbing but significant conditions and issues of our time.The voluminous media choices we have as a culture make it simple tofind distraction from events that impact our society by changing thechannels on our televisions, listening to music on our phones orwatching movies on our tablets. The possibility that, in the currentAmerican media saturated culture, anyone could go 24-hoursWITHOUT hearing about a major news event seems remote. Yet theparadox is that it’s that very media saturation that makes distractionalmost probable.

But then, what happens when a population is distracted? Peoplebecome consumers, not citizens. They hear the hype about the issuesinstead of the facts. They too often vote against their own interests ordon’t vote at all. They don’t monitor their elected representatives andkeep them accountable for how public money is spent. They don’tbecome outraged and demand and get change when patrons are shotdown in an Orlando nightclub and movie watchers are murdered in aColorado theatre and children are massacred in a Sandy Hook school.

Is there a solution? My heart has hope but my head says “no.” We haveaccess to news 24-hours a day via conventional and social media. Yetmany 24-hour news days have cycled through since the Orlandoshootings. The Democrats did a “sit-in” in the House but the UK left theEU, the Warriors and the Cavs went seven games and Game of Throneshad its season finale. After years of outrageous primary campaigningthe Republicans and Democrats will officially choose their presidentialcandidates in the next month. But the “drama” Summer Olympics arejust around the corner. Lloyd Dobyns and Linda Ellerbee got it right.“And so it goes….”

In life, and specifically in thebroadcasting field, it is extremelyimportant to be involved in thecommunity. In our personal lives, our community can be made upof many things: the city we live in, our family, our job,our church, our hobbies. This carries over to the

broadcasting field as well! I have written in the past about theimportance of taking an active role within our own WBA community, byattending conferences and networking, and for myself that includestaking part in the Young Professionals Committee within the WBA. TodayI want to share about why it is important to also be active in our othercommunities, and how that actually impacts our role within thebroadcasting community.

At Seehafer Broadcasting, we make it a priority to maintain an activepresence within our community, whether that means sponsoring a localevent or showing up and making our presence known at communityparades, shows, summer concerts, and festivals, and that is not anexhaustive list. Taking the time to make these personal connections,meeting our community members where they are at and enjoying thethings that they love with them, sends the message that we as acompany are invested in this community. This investment builds trust inour clients as well as our listeners; they know that not only do we makeour business a priority, but we actually care about the people that we dobusiness with and whom our business is serving.

On a personal level, I myself hold to these standards of involvement aswell. My wife and I mentor junior high and high school students fromour church, and I am also a Big Brother with the Big Brothers/Big Sistersorganization. I keep up with my clients’ interests outside of work, andwhen I am able to, I show up to the events and activities that they arepassionate about. I have passions outside of the broadcasting realm, andI stay actively involved with them as well. For example, this summer, Ihave been able to resurrect "Lakeshore’s Rising Stars - Wisconsin’sPremier Vocal Competition", for a third summer season. Lakeshore’sRising Stars is a statewide, summer-long competition with a grand prizeof $10,000.00; the top 10 contestants are able to come from all aroundWisconsin to participate, and at the end of the season a portion of theshow's proceeds go to local charities. Lakeshore’s Rising Stars is apassion project for me, and it offers all of the elements of communityinvolvement, including bringing people from outside the area into ourcommunity on a regular basis for the entire summer, giving back locally,connecting face to face with people outside of the office, andsupporting local talents and businesses.

At the end of day, my community involvement only makes me a morewell-rounded person as well as businessman. The ways that I connectwhen I’m not working at all offer my clients the opportunity to see me asa whole person, to see the things that matter to me, and I believe areone of the biggest reasons for my success within the broadcasting fieldand my longstanding, trusting relationships with my clients. I’dencourage you to think about the ways that you connect with yourcommunity, both on a professional and personal level, and how thatimpacts your business as well.

The couple that created LaMovida (WLMV-AM 1480) inMadison in 2002 and theirstation, which is also anaspiring network, was namedthe large market station of theyear by the WisconsinBroadcasters Association. Lupitais an account executive and Luis isthe programmingdirector, but whenyou hear themtalk about theirjobs, you realizethat their workgoes beyond anytraditional radiotitles. They aredeeply involved insouthernWisconsin's Latinocommunity.

Luis started his radio career inTexas, and when he arrived inWisconsin in 1999 he was immedi-ately looking for ways to getinvolved. He got a start with aPortage radio station which gavehim three hours of air time on

Sunday afternoons for Latinoprogramming, which they werealready calling La Movida. Afterabout a year, the radio stationchanged formats, so they found anew home on the air at a stationin Beaver Dam. The couple builttheir own studio in Madison andproduced La Movida from there.

It didn’t take longbefore Tom Walkerat Mid-West FamilyBroadcasting tooknotice andreached out tothem, which led toLa Movida signingon to an AM signal24 hours a day inOctober 2002. It’sMadison’s first and

only Latino radio station.

Luis calls La Movida a bridgebetween the Latino communityand groups and businesses in thecommunity. “Information is power,and that’s how we empower thecommunity,” he said. He said

they’re trying tomake life easierfor the Latinocommunity.

The coupleattributes someof its success tothe popularity of

radio in the Latino community.Luis said that because so manyLatinos work in servicebusinesses, radio’s portabilitymakes it a natural fit in their dailyroutines. La Movida has a websiteand app. Luis said that becausethe app is portable, it is also a verypopular platform for the station.

La Movida airs a popular call-intalk show on weekday morningswith community leaders and avariety of guests, includingregular visits with Madison’smayor, police chief, school districtofficials and utility companyrepresentatives.

La Movida also hosts numerousevents throughout the year,including the Hispanic HeritageLuncheon in Madison where theypresent awards to leaders in theMadison area Latino community.Luis said La Movida was invited,like other stations, to host a day atthe Dane County Fair. La Movidawas quickly the most attendedday on the fair schedule. He saidthat this year La Movida expectsto sponsor two days at the fair.

When La Movida won Station ofthe Year in May, the station gotattention from national tradepublications. During theiracceptance speech at the awardsgala, the couple said that theynever dreamed they’d be honoredwith the award. “Dreams cometrue,” Lupita said.

The Montotos hope to expand LaMovita to other markets, likeMilwaukee and Green Bay, butthey’re not limiting themselves toWisconsin.

The couple says their listeners arevery loyal, which might beattributed to their dedication totheir audience. At its best, radio isall about the audience.

“My listeners are my life,” Luis said.“I live my community. It is who Iam.”

Community comes together around award-winning Latino radioRadio is far more than a business for Luis and Lupita Montoto. For them,it’s a way to bring together a community of people looking to connectwith their culture and get involved in their community in Wisconsin.

Luis started his radiocareer in Texas, andwhen he arrived inWisconsin in 1999 hewas immediatelylooking for ways toget involved.
