Borough Council passed the 2020 budget in December 2019. A full copy of the budget is available at Borough Hall for anyone who would like to review it, but these notes highlight the main changes.

Changes in the global recycling markets have affected local municipalities across the US. Our contracts with the Borough’s recycling haulers increased significantly, by almost $75,000, or approximately 400%. As a result residents will see an increase of $30 in the annual Trash and Recycling Fee. The fee will increase from $20 to $50 per year. The Trash and Recycling Fee is billed once per year, usually in May, and is in addition to the fee for the Pay-As-You-Go bag system, or the trash toter.

Greetings Friends and Neighbors,

Happy New Year!

It is hard to believe that another year has passed, but it is true and here we are in the year 2020.

A lot has happen over the last 12 months, and as is the way of the world, some good and some not so good. Many want to look back and reflect, however, I want to look forward to what can be, what needs to be, and how we can make the good happen for the good of all.

So, whatever and wherever you are looking, work together for the betterment of all. That might be family, on the job, at school, church, government or even personally!

Of course, I think we know that change, improvement, and growth almost always starts with “ME”. Not in a “I am the most important” way but in the sense of giving up one’s self for the best of the whole.

I challenge each of us to navigate the thought of “What do I need to do to effect change, to improve each of those places and things, where can make a difference?”

Now, let us enjoy winter! Snow ball fights, sledding, snowmen, and snow forts - I hope we get enough snow to enjoy it, but not too much!

As we engage the winter, do not forget the shut-ins, to look to help the homeless, and to be aware of all our neighbors. Help, encourage, and enjoy together this season! In doing so, you enhance our community known as Perkasie.

An invitation is extended to all with gardening interests living in Perkasie and surrounding areas to attend any of our meetings and/or events, and to become members. Our meetings typically consist of a program or lecture on a gardening topic, and a brief business meeting. Refreshments are served.

Monthly meetings are held on the second Wednesday evening of the month at 7:00 pm. January through May meetings are held at the Pennridge Regional Authority, 150 Ridge Rd, Sellersville. June through September meetings are held at members’ homes and gardens. Annual dues, payable in January, are $10.00 per household and members are entitled to admission with no additional cost to all monthly programs and events.

We are currently planning the Perkasie Garden Club Tea which is being held in April at St. Cyril’s in Jamison, PA. For more information please email us at: [email protected]

The completion of new housing developments in the Borough has created an anticipated increase of $570,000 in billed electric revenue. This, along with excess monies carried forward in the General Fund has been allocated in the following ways:

• Road Improvement Program: road improvements will be rolled out across the Borough, prioritized according to the recommendations in the Road Improvement Study currently underway by the Borough’s engineers.

• Capital Improvements are planned at the Menlo Aquatic Center and monies are being reserved for the replacement

costs of Borough Electric and Public Works trucks.

• No increase in electric billing rates for residents and businesses in 2020.

• No increase in millage rates, which are being held at 6.75% in 2020.

• Building permit fees for home and business improvements are being held at 50% of total cost for 2020.

Start shoveling early! The more snow

you remove, the less salt and sand

you’ll need. Below are some dos

and don’ts when shoveling or

plowing snow.

Pile snow in locations with the most opportunity to

infiltrate into the ground.

Pile snow in areas where water does not pond.

Clear away any snow that may have been thrown

onto the storm drains.

Tips to avoid using salt as a deicer

More salt does not equal more melting snow. Follow product instructions when spreading deicing material

and give it time to work. Sweep up any material remaining after the snow/ice melts.

When temperatures hit 15 degrees or below, salt is not effective. Consider using traction materials that

contain an acetate, potassium chloride, magnesium chloride, or cracked cornmeal instead of sand or kitty litter.

Pay close attention to places that may have eroded during the snow melt. Plant to

improve these areas in the spring by using native grasses, meadow plants, or native

trees and shrubs.!!

Improvements Coming to Lenape Park 2020 is set to be a special year for Perkasie’s Lenape Park as the Borough gets ready to install a new performance amphitheater and

other park improvements.

In 2017, Perkasie Borough won the Oldcastle Precast “Building a New Tomorrow” Program, which is intended to provide resources to the communities in which Oldcastle’s employees live and work. The award gifted a precast structure to Perkasie Borough for use as an outdoor amphitheater.

The Borough’s engineers and staff have been working with Oldcastle designers on plans, budgets and site challenges for the amphitheater. Originally the structure was to sit on the north side of the Perkiomen Creek but concerns about the extent of the flood plain meant that the amphitheater will be situated on the south side of the creek, close to the park’s volleyball court and skate park pavilion on Constitution Avenue.

The area around the new amphitheater will also undergo a facelift, including new walkways, landscaping, lighting and benches.

Residents and visitors can look forward to expanded recreational programming, a new event rental space and an upgraded park environment. Improvements are funded in part by Capital Funds committed by the Borough, a Bucks County Open Space Grant Award and support from local organizations. Installation of the amphitheater creates a number of opportunities for businesses and residents to name, sponsor and/or commemorate loved ones at the park. Anyone interested in these opportunities should contact the Borough’s Park & Recreation Director at Perkasie Borough Hall.

There is something about the winter months and curling up with a good book by the fireplace. But did you know that heating equipment is one of the leading causes of home fire deaths? With a few simple safety tips and precautions you can prevent most heating fires from happening.

• Make sure the fireplace has a sturdy screen to stop sparks from flying into the room. Ashes should be cool before putting them in a metal container. Keep the container a safe distance away from your home.

South Perkasie Covered Bridge Restoration Project Fund Update:Initial Matching Challenge Met. Thank You to all donors whose contributions allowed us to obtain

the five thousand dollar matching donation. The Perkasie Historical Society has raised over fifteen thousand dollars to date for the restoration of Perkasie’s iconic covered bridge.

Bridge Committee Formed. On November 4th, Perkasie Borough Council formed a covered bridge committee made up of four council historical committee members, the Parks and Recreation and Public Works Directors, two members of Perkasie Historical Society and one member of Bucks County Covered Bridge Society. Mayor Hollenbach is also an ad hoc committee member. This committee will oversee the bridge restoration, fundraising, and securing of available grants.

The 2019 Perkasie Historical Society Meetings: Come join us for dinner, fellowship and interesting presentations. The Perkasie Historical Society meets at St. Stephens Church, 110 N.

Warming Up Vehicles Has its Risks….As temperatures drop in the winter, drivers may be

tempted to stay inside and keep warm while they wait for

their cars to warm up. Car thieves are on the lookout for

these vehicles warming up in driveways.

Here are some tips from to avoid becoming a victim of

warm-up thefts:

Never leave your vehicle running or leave the keys in the ignition when the vehicle isn’t within eyesight.

Keep your valuables such as purses, credit cards and cell phones out of sight or in the trunk.

Roll up the windows and lock the car.

Stay alert when approaching the vehicle. Check around the car for thieves and suspicious persons.

Park your car in busy areas that are properly lighted.

Some Winter Safety Tips from the Perkasie Fire CompanyCarbon Monoxide Safety Tips: Install and maintain CO alarms inside your home to provide early warning of carbon monoxide.

CO alarms should be installed in a central location outside each separate sleeping area and on

every level of the home.

Choose a CO alarm that has the label of a recognized testing laboratory.

CO alarms are not substitutes for smoke alarms. Know the difference between the sound

of smoke alarms and the sound of CO alarms.

Baby, It’s Cold Outside!Heat Your Home Safely This Winter

Brrr! Your home’s heating systems are working double time to keep you warm this winter. The Perkasie Fire Department says safety must be your top priority since heating is the second leading cause of home fires. Follow Perkasie Fire Department’s suggestions to keep your home warm and safe.

“The biggest mistake is putting something too close to a heating source,” says Fire Education Coordinator Patti Kostrubiak. “Keep anything that can burn 3 feet away from space heaters, fireplaces, wood stoves, and radiators.” Remember that skin burns too. Make sure that people and pets stay 3 feet away.

Use portable heaters that have been listed by a testing laboratory (look for the laboratory’s label). These heaters should have an automatic shut-off switch so that if they are tipped over, they will turn off on their own. Plug portable electric heaters directly into the wall outlet; don’t use an extension cord or power strip. Kerosene heaters must be refueled outside.

“Evenings (5-8 p.m.) are the peak time for home heating fires,” says Kostrubiak. “Turn space heaters off when you leave the room or fall asleep. Older adults are at increased risk from home fires. Older adults have a higher home fire death rate, and heating is the second leading cause of fire deaths for people ages 65 and over.” If you care for an older adult, plan for this increased risk.

Check space heaters throughout the season. Make sure that bedding, throws and clothing are kept at least 3 feet away. Verify that fixed heating equipment is inspected every season and professionally cleaned when necessary. Talk with older adults to make sure that they understand their risk of burns and fire.

Plan for emergencies! Older adults may move more slowly or have trouble hearing a smoke alarm because of hearing loss. Make a home fire escape plan around their abilities. Keep the telephone, hearing aids, and eyeglasses next to the bed. If someone in your care uses a cane or wheelchair, decide who will help him or her get out in an emergency.

The Borough Recycling Center, located behind the Perkasie Police Department, at 311 South 9th Street, is for the convenience of Borough Residents ONLY. Perkasie Borough staff may ask for identification when you use the Center. There are signs indicating where recyclable materials are

to be placed. No plastic bags, please. Combine glass, aluminum, tin and plastic (PDE #1-7) containers in the dumpsters that are marked as such and that have metal stairs. Combine newspaper and cardboard and place in the trailer.

Trash and bulky items are not accepted at the Recycling

Center. Absolutely NO construction materials, aluminum/plastic siding, window glass, shutters, etc. are accepted at the Recycling Center. No laundry baskets, plastic trash cans, large tin (popcorn) containers, fish tanks, mirrors or other household materials are accepted. As of June 1, 2010 yard waste (NO GRASS CLIPPINGS) will be accepted on the first Saturday of the month 7:30 AM - 3:30 PM. Please use brown paper bags, lawn and leaf bags or bring a container to be dumped when disposing of yard waste. No plastic bags. Please call the Borough or check the website for additional information.

Tis the Season for snow! This Winter, Perkasie Borough is reminding residents to

adhere to the Ordinances requiring snow and ice removal. Businesses & Commercial Properties are required to clear sidewalks within 6 hours of a snow event and Residential and other properties within 18 hours. Residents are reminded do not plow snow into the street and saving spots with chairs and other items is prohibited. Fire hydrants should be cleared of snow to allow proper access for emergency situations.

Our Public Works Department strives to keep all borough roads safe and passable for the traveling public during a winter storm event and we ask your co-operation and patience as we work toward accomplishing this goal. The safety of our residents and of our employees is foremost in all of our decisions.

There are several state-controlled roads in the Borough that are plowed by PennDOT contractors. These roads are:

• Ridge Road [SR563] from the Sellersville Borough line to

the boundary with East Rockhill Township

• East Walnut St. [SR152] from the Hilltown Township line to

Constitution Ave.

• Callowhill St [SR4017] from Main St. to the Borough line

in Hilltown.

Snow Clearance Reminders: *After all roads are initially plowed comes the process of

pushing snow back to the roads edge, cleaning out cul-de-sacs and re-salting if needed. If our crews have been working extensive hours plowing and salting, this phase of the snow clearance may not begin until the next day so that our crews may be sent home to rest.

*We plow as close to the curb-line as possible, which creates a wider and safer roadway for travel and parking. There may be times during snow removal operations when snow may be pushed onto sidewalks or into cleared driveways. Borough crews do their best to eliminate this but the possibility does exist. To help with this issue leave the last six feet of your driveway unshoveled until all plowing operations have ceased. This unshoveled part will allow the snow being pushed by the plow to remain on the plow and not dumped into your drive. If you must shovel out your drive, clear a six-foot area of the road that is directly in front of the mouth of your drive. In addition clear an area ten feet before and after the mouth of your drive, so that when the plow comes through, it will unload snow that it is pushing in the cleared area and not in the mouth of your drive.

*Cul-de-sacs are cleared by a plow which will make one pass in and out and then a front end loader will begin by piling the snow in an unused area of the cul-de-sac. When time permits these piles may be removed.

Perkasie’s 110th annual Tree Lighting Ceremony took place on December 7th, 2019. Crowds of residents and visitors from across the region enjoyed a wonderful evening of Holiday fun which included live music, carolers, a 10’ illuminated stilt-walker, a visit from Mary Poppins and Bert, horse & carriage rides and, of course, Santa and Mrs Claus, who arrived on a Perkasie Borough electric truck to light the tree. Town center businesses and local churches joined in with seasonal exhibits and unique, live window displays. The Perkasie Historical Society and the Perkasie Electric Company both hosted Holiday Train Displays.

Perkasie’s traditional ceremony began in 1909 and was officially recognized as the oldest in the nation when Brian Fitzpatrick read it into Congressional Record. The belief that Perkasie began the tradition of a community Christmas Tree Lighting stems from a book published in 1954 to celebrate the borough’s 75th anniversary. Under the headline “Perkasie Firsts,” the book says: “From reliable information, one finds that the idea of a Community Christmas Tree, which is a feature of many towns and cities all over the United States, appears to have originated in Perkasie. The idea was formed in the minds of members of the Order of Owls and put into effect in Perkasie and Sellersville in 1909.”

A message from the Electric Department

Use space heaters safely and sparingly.Keep space heaters a minimum of four feet from furniture, drapes or clothes and never leave them unattended when turned on. Never use an extension cord to plug space heaters into an outlet.

Be wary of electric blankets.Never use electric blankets while sleeping. Dispose of blankets that have worn or damaged areas.

Make sure you have functioning Carbon Monoxide Detectors.Deaths from carbon monoxide poisoning increase during the winter months due to the use of common fuels like natural gas, wood or coal. Installing a simple carbon monoxide alarm can save your family’s life.

Consider generator installations and repairs.It’s the time of year a winter storm can wreak havoc on home electrical. No one wants to be with out convenience of power. Make sure your portable generator is operating and is installed properly to help provide safe and continuous power when those ice storms hit. Portable generators should be kept as far away from the house as possible as it emits carbon monoxide. A dedicated circuit for your portable generator is always a good idea so you plug only the amount of wattage your generator can withstand. And if you are fortunate enough to have a whole home generator, make sure it is running effectively before storms strike.

Don’t overload circuits or wattage.Despite the darker days, only use the recommended wattage for your light fixture. Don’t overload wall outlets and only plug three-prong cords into three-prong outlets. Use extension cords only for temporary purposes.

Leave rewiring and installation projects to the pros.Any type of rewiring or new installations should be left to a professional as these projects most likely need to be done in compliance with current Code to ensure it is done properly to avoid any potential hazards or problems with future electrical inspections.

Local non-profit organizations are welcome to apply for our weekly FREE Community Spot. We also welcome applications from musicians to play at the market. We are able to pay a stipend and it is a great way to get exposure to a local crowd, promote other gigs, collect tips, share information and sell CDs or other merchandise.

The market offers a full range of local grown and Certified Locally Grown produce, eggs, cheese, meat, honey, breads, coffee, cookies and cakes, preserves, olive oil, sweet treats, flowers, plants, and more, as well as home-made craft items. Live music and a calendar of events make the market a fun weekly stop for families. A Message from the Code Enforcement Department

Paper Streets - What are Paper Streets?

In municipal jargon, the term “paper street” usually means a road or an alley which exists only on paper, hence the name, “paper street.” Because such “street” appears only on paper, i.e., an old plan of homes, possibly an old deed, or maybe an old borough map with dotted lines, “paper streets” aren’t really streets at all.

In reality, a “paper street” may be part of a neighbor’s yard, the woods at the end of a paved street of maybe even where you practice your golf game. Gas, water, sewer and electrical utility lines may or may not be in a “paper street”. And “paper streets” may or may not be on a borough map.

Where do Paper Streets Come From?A “paper street” usually occurs when a road or street shown

on a developer’s plan of homes, isn’t officially accepted by the municipality. Possibly, the developer never laid out or paved the road to borough specifications or perhaps, the road was never paved at all and was only a proposed road for the plan of homes, which may or may not have been built.

Another way a “paper street” may occur is when a proposed road isn’t used by the public for 21 years. The 21 year period of using or accepting the roadway is a statute of limitations. After 21 years, a municipality is prohibited from accepting a “paper street” and the property automatically reverts back to the abutting property owners. Because “paper streets” automatically revert back after 21 years, many people don’t even know that they may own up to one-half of the “paper street” beside or behind their homes.

Even if the borough doesn’t formally adopt a “paper street,” the “street” may still become an official borough road if the borough paves and maintains it. In this instance, an implied acceptance occurs, and the road is no longer a “paper street.”

Most “paper streets” have been in existence for many years and may be fifty, eighty or even one hundred years old. However,

because most municipalities have enacted subdivision ordinances, “paper streets” usually don’t occur anymore.

Who Owns the Paper Street?Unless there is a formal acceptance or use by the borough, the

abutting property owners own the “paper street.” In fact, “paper streets” are only a borough concern when public utilities are located on such land. Even then, the borough bears no responsibility for the upkeep or the maintenance of the “paper street” because, by the very definition of “paper street,” the borough never adopted or used the “paper street” as a roadway. Thus, trees and other conditions on the “paper street” are usually the responsibility of the abutting property owners.

What Can I Do on a Paper Street?Because an abutting property owner in fact usually owns the

“paper street,” he or she may use the “paper street’ subject to easements for public utilities and subject to the rights others have for access. Thus, a property owner could not erect lawfully a fence across a paper street and block access; nor could the property owner build a structure on the “paper street” over municipal water and sewer lines.

THE PERK, the iconic Perkasie family eatery, has recently expanded.

The Perk’s new expansion includes a new waiting area, expansion of the pub area with a new 20-seat sun room, and an opened pub wall with high-top seats. There are also new, larger ADA bathrooms and handicapped parking spaces directly next to the building. The kitchen was also expanded and improved.

Our focus at the Perk is on great hospitality and how we make our customers feel. We have always focused on the quality and value of our food and beverages and the service provided to our customers. We’ve expanded the restaurant because we wanted to continue to improve our customer experience.

We believe in investing back into Perkasie. Being part of this community is important to us as we support all the Pennridge sport teams and other organizations within our community. We are proud to have a strong connection in supporting our community.

The building was built in 1854. In 1975, our family purchased the property in a backyard auction. At that time, it was a rundown hotel. Since then, we have had four expansions and three remodels. It’s been a lot of hard work with many people involved.

We are always trying to improve in all areas. We treat our staff as family and our customers with good hospitality. Our goal is to make our customers feel like they are at home. We have good management, culinary, and service teams. Some of our employees have worked with us for 30 plus years. Our employees are the key to our success.”
