What is our cause?

It’s no secret that we live in a small county. And also not secret that our human resources are not as readily available compared to many in our state. With that being mentioned, there is need for us to be more together than many other counties around us. So how do we start and what do we do to become what it is we are striving for? Individually we are all responsible for ourselves but what about us as a county? As a strong unified body of professional businesses, we can accomplish our goals and objectives making Fulton County an even greater place to live and work.

Change is upon us and does not look like it may be letting up soon. Many of us are feeling the effects of an unstable economy and the impact it has had on our business. What if we dealt with change from a “unified” perspective, sharing our business concerns, learning and growing with one another?

Our goal at the Fulton County Chamber of Commerce & Tourism is to be the point of education, advocacy and communication for you and your business. Your concern for the future is of equal concern to us. We look forward to joining hands and conquering the economic uncertainties as we travel forward along this path together.

result of falling in line with a wonderfully old Historic home,

that just so happened to have a General Store attached to it.

The proprietor, Becky Brackbill, was inspired by her personal

passion of collecting antiques, mostly notably, vintage Christ-

mas ornaments. This collection, combined with a desire to pro-

cure European reproductions of similar blown glass ornaments,

is available for purchase in the General Store. In addition, one

can find assorted vintage and antique style treasures to suit

that have a measurable and potentially

major impact on the causes of poverty.

Center for Community Action is located

in Bedford County with satellite offices

in Fulton and Huntingdon Counties.

Specific Center for Community Action

activities include: assisting participants

to secure and retain meaningful

employment, attain an adequate

education, obtain and maintain adequate

housing and a suitable living

environment, obtain emergency

assistance to meet immediate and urgent

individual and family needs, provide on a

emergency basis for the provision of

nutritious foods as may be necessary to

counteract conditions of starvation and

malnutrition among the poor, coordinate

and establish linkages between

governmental and other social services

programs to assure the delivery of such

services to low-income individuals, and

remove obstacles and solve problems

which b lock achievement o f

self-sufficiency.

Center for Community Action’s mission

and vision will carry us through the fight

to eradicate poverty in this great nation,

believing the community action motto

“helping people, changing lives”.

Center for Community Action officially named Keystone CAP and

was designated to receive CSBG funds

in July 1989. Keystone Cap operated

through June 30, 2005 as a five

county consortium—Bedford, Fulton,

Huntingdon, Juniata, and Mifflin.

However, the board of directors of

Keystone CAP believed they should

begin seeking a comprehensive

approach to services, that agencies

should be changing the look of poverty

and the impact of dollars should be

greatly geared to projects and

partnerships that build on community

assets. After many meetings, input

from commissioners and local agency

representatives, Keystone CAP

merged with Center for Community

Services, a non-profit entity located

in Bedford County.

On July 1, 2005, Governor Edward

Rendell designated Center for

Community Services as the newest

community action agency, serving the

counties of Bedford, Fulton and

Huntingdon. The merger of Keystone

CAP and Center for Community

Services was finally accomplished. On

December 14,2006, another dream

came to fruition. The agency officially

became Center for Community Action,

a name that says it all.

Center for Community Action

provides programs which are designed

to assist low-income families in the

On January 8, 1964, President Lyndon B.

Johnson in his first State of the Union

message, asserted, “this administration,

here and now, declares unconditional War

on Poverty”. The Economic Opportunity

Act was enacted into law on August 20,

1964. In part, it indicates “It is, therefore,

the policy of the United States to

eliminate the paradox of poverty in the

midst of plenty in this Nation by opening

to everyone the opportunity for education

and training, the opportunity to work,

and the opportunity to live in decency and

dignity”. One of the original programs of

the War on Poverty was Community

Action.

In January 1981, Congress created new

block grants consolidating over 200

federal programs. One of the new block

grants created was the Community

Services Block Grant. CSBG provided

specifically that federal funding for

community action agencies be continued.

Services are typically comprised of child

care, employment, education, emergency

services, health care, housing, nutrition,

transportation, youth development,

coordination of resources, and community

participation. Over the past years, the

1,100 community action agencies

throughout the US have used CSBG

funds to support a variety of services that

help low income families.

F&M Trust selected in “Top 10” Best Places to Work in PA 2011

(Lancaster, PA) F&M Trust was named the #9 Best Place to Work in Pennsylvania large-

sized company at the annual Best Places to Work in PA awards ceremony last evening at the Lan-

caster County Convention Center in Lancaster, PA. This is the eighth time in the past nine years

that the local bank was named to the list.

The Best Places to Work in PA survey and award program was designed to identify, recog-

nize and honor the best places of employment in Pennsylvania, benefiting the state's economy, its

workforce and businesses. The program is made up of 100 companies split into two groups: me-

dium sized companies (25-250 employees) and large sized companies (more than 250 employ-

ees). The award program, created in 2000, is the first of its kind offered by a state in the country.

The program is a public/private partnership of Team Pennsylvania Foundation, the Pennsylvania

Department of Community and Economic Development, and the Central Penn Business Journal.

Companies from across the state entered the two-part process to determine the 100 Best

Places to Work in PA. The first part consisted of evaluating each nominated company's workplace

policies, practices, philosophy, systems and demographics. This part of the process was worth ap-

proximately 25% of the total evaluation. The second part consisted of an employee survey to

measure the employee experience. Over 450,000 Pennsylvania employees filled out the survey

this year. This part of the process was worth approximately 75% of the total evaluation. Best

Companies Group managed the overall registration and survey process, including the evaluation

of data collected from the participating companies to determine the final rankings.

Last year, the bank was named the #15 Best Place to Work in PA large-sized company.

F&M Trust was first nominated for the Best Places to Work in PA in 2003, finishing 12th overall

in the list of medium sized companies (25-250 employees). That was followed by overall rank-

ings of 14th in 2004 and 47th in 2005 in the medium-sized company group, along with a ranking

of 22nd in 2007, 25th in 2008, and 11th in 2009 in the large-sized company category. For more in-

The Fulton County Historical Society's cook-book is a compilation of over 200 recipes from many great Fulton County cooks. The

cookbook has many special features including a short but interesting his-tory of food in Fulton County and some information on the jail. The table of contents lists the categories of recipes such as Soups & Salads, Main Dishes, Desserts, etc. Special informational pages in the back of the book include Pantry Ba-sics, Herbs & Spices, Baking Breads, Baking Desserts, Vegetables & Fruits, Measurements & Substitutions, Equivalency Chart (conversion of ounces to cups, etc.), Food Quantities (for large servings), Quick Fixes (oops!), Counting Calories, and Cooking Terms. The index is unique be-cause you can find a recipe by looking up the name, such as Chocolate Cheese Cake, or you can go to the Contributors' Index and look for recipes under the individual's name who submitted it. If you have a favorite cook, you can simply look in that index for his/her name and quickly find every recipe he/she submitted. This high quality, attractive book is a piece of history itself, makes a great Christmas gift, and costs only $10. S & M Transport S & M Transport, Inc. was founded in 1993 by James F. and Dee Ann Spade. S & M

Transport began operations with 2 Tractors, 2 Flatbeds, and 2 Drivers. We started

out in a very small office in Hancock, MD and we were a Maryland

Corporation.

Since 1993 the Company has had a controlled and substantial growth. We

purchased property in Needmore, PA around 1996. We turned a butcher shop into

our nice office and a barn into our garage. In January of 2003, S & M Transport

became PA incorporated and dissolved our Maryland Corporation in October of

2005.

S & M Transport Incorporated is a flatbed carrier based in Needmore,

Pennsylvania. We are a small company with 10 trucks and 20 flatbeds. All our

tractors are air ride and our flatbeds are all 48’x102’ spread axle, air ride trailers

equipped with tarps, chains, and straps.

S & M Transport Incorporated is a Smart Way Transport Partner. We have a

satisfactory safety rating from the Federal Motor Carrier Safety Administration,

and S & M has several On Time Delivery Service Awards and many certificates.

families dealing with cancer or other catastrophic illnesses. They give money to the family to be used for travel

expenses to doctors appts, chemotherapy, radiation treatments, and for lodging and meals during you illness.

Tickets include entertainment by the Country Classics Band & Emily Brant along with a delicious meal. Doors

Pennsylvania First in Nation to Adopt New Driver License Security Feature

New Hologram Makes Spotting ‘Fakes’ Easier Harrisburg – The Pennsylvania Department of Transportation today deployed a new security hologram that makes it

easier to spot fake drivers’ licenses and identification cards. Pennsylvania is the first state in the nation to use this en-

hanced security feature. “A driver’s license or identification card has always been a trusted source for establishing a person’s true identity,”

said PennDOT Secretary Barry J. Schoch. “We are steadfast in our resolve to combat counterfeit forms of identifica-

tion, which ultimately jeopardize lives and hold great potential for harm to our national security.” The new hologram suppresses the “rainbow" colors normally associated with holographic images. The result is a holo-

gram that appears to switch between white and black as the image is moved. Also, because the new image is of a

much higher resolution, it is clearly visible in bright, moderate and even low-light environments. This state-of-the-art technology is added to an array of security features including a holographic overlay of county

Founded in 1994 as Cambria County Area Community College,

Pennsylvania Highlands Community College has worked diligently to provide

the Southern Alleghenies region with quality educational programming

centered on both academic and economic growth. Receiving full accreditation

from the Middle States Association of Colleges and Schools in June of 2001,

the College continues to provide immediate access to education and training,

working closely with industry partners to develop relevant, high-quality

programming.

The College maintains two campuses in Cambria County, its main campus

in Richland Township and an Educational Center in the County Seat of

Ebensburg. There is also an Educational Center located in Huntingdon County

and an additional location in Somerset County. Serving over 3000

unduplicated students during the 2010-11 academic year the college has

grown considerably over the last decade. Associate degrees are offered in

workforce education program at the college is recognized as a leader in

information technology training and certification. Additionally, this program

provides customized training for local employers and skill enhancement for

Penn Highlands Community College plays a significant role in the local
