JANUARY 2021 DOCUMENTS FOR PUBLIC REVIEW February 15, 2021 – March 17, 2021 (30 day)

The Transportation Advisory Committee (TAC) for the Winston-Salem Urban Area Metropolitan Planning

Organization (WSMPO) serves as a forum for cooperative transportation planning and decision-making

for the MPO region which includes Forsyth County and portions of Davie, Davidson and Stokes

Counties. The next meeting of the TAC will be held Thursday, February 18, 2021 at 4:15 PM. This

meeting is being held via teleconference with applicable video access to protect our community during

the COVID-19 pandemic. Agenda materials for this meeting can also be found at

www.cityofws.org/Departments/Transportation/MPO/TAC. The below items will be presented during

this meeting:

Amendment and Modifications to the Fiscal Years 2020-2029 Winston-Salem Urban Area

Metropolitan Transportation Improvement Plan (MTIP)

The Fiscal Year 2020-2029 MTIP is a comprehensive listing of all transportation projects programmed for

the Winston-Salem Urban Area and must be a subset of the Winston-Salem Urban Area 2040

Metropolitan Transportation Plan Update (MTP) and match the FY2020-2029 State Transportation

Improvement Program (STIP).

The North Carolina Department of Transportation (NCDOT) regularly updates the STIP to include new

projects and modify existing projects. Any STIP amendment for new statewide projects or projects

within the Winston-Salem Urban Area MPO triggers the amendment of the MTIP. STIP amendments for

regionally significant projects that have significant project revisions or cross the Federal Highway

Administration (FHWA) 4-year funding period or modeling horizon years require an Air Quality

Conformity Determination Report (AQCDR).

Public notice of public transportation activities and time established for public review of and comments

on the TIP will satisfy the program of projects (POP) requirements. Persons needing special provisions,

including language assistance to attend this meeting should contact Byron Brown ([email protected],

The Fiscal Year (FY) 2020-2029 Metropolitan Transportation Improvement Program (MTIP) is a comprehensive list of all transportation projects programmed for the Winston-Salem Urban Area and must be a subset of the Winston-Salem Urban Area 2045 Metropolitan Transportation Plan (MTP) and match Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO) projects in the FY 2020-2029 State Transportation Improvement Program (STIP). The 2045 MTP and the Air Quality Conformity Determination Report (AQCDR) were adopted by the TAC on September 17, 2015.

The North Carolina Department of Transportation (NCDOT) regularly updates the STIP to include new projects and modify existing projects. Any STIP amendment for new statewide projects or projects within the Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO) triggers the amendment of the MTIP. The attached document describes the additions, deletions, amendments and modifications to the Winston-Salem Urban Area FY 2020 – 2029 MTIP.

As required by the WSUAMPO’s Public Participation Policy, the amendments and modifications to the FY 2020 – 2029 MTIP will be made available for public review and comment for at least thirty (30) days from February 15, 2021 through March 17, 2021.

RESOLUTION APPROVING THE FISCAL YEAR 2020 – 2029 METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM (MTIP) AMENDMENTS AND

MODIFICATIONS FOR THE WINSTON-SALEM URBAN AREA METROPOLITAN PLANNING ORGANIZAITON (WSUAMPO).

A motion was made by TAC Member and seconded by TAC Member for the adoption of the following resolution, and upon being put to a vote was duly adopted.

WHEREAS, the Metropolitan Transportation Improvement Plan (MTIP) is a comprehensive listing of all transportation projects programmed for the Winston-Salem Urban Area and must match the State Transportation Improvement Program (STIP); and

WHEREAS, the North Carolina Department of Transportation (NCDOT) regularly updates the STIP to include new projects and modify existing projects; and

WHEREAS, any STIP amendment for new statewide projects or projects within the Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO) triggers the amendment of the MTIP; modifications to the STIP do not require adoption but are provided for information; and

WHEREAS, the attached document describes the amendments and modifications to the Winston-Salem Urban Area Fiscal Year 2020-2029 MTIP; and

WHEREAS, as required by the WSUAMPO’s Public Participation Policy, the amendments and modifications to the MTIP were available for public review and comment for at least thirty (30) days from February 21, 2020 through March 23, 2021.

NOW, THEREFORE, BE IT RESOLVED that the Transportation Advisory Committee of the Winston-Salem Urban Area Metropolitan Planning Organization adopts the amendments and modifications to the Fiscal Year 2020 – 2029 Metropolitan Transportation Improvement Program (MTIP) as shown on the attached list.

Winston-Salem Urban Area Public Transportation Program FY 2021-F2022 Section 5307- Program of Projects

Federal Transit Administration Projects

Transit systems located in urbanized areas of more than 200,000 in population are eligible to use Federal Transit Administration (FTA) Section 5307 funds for operating and capital

assistance. There are three transit agencies in the urban area that are eligible to receive this funding: Davidson County Transportation, Piedmont Authority for Regional Transportation

(PART) and Winston-Salem Transit Authority (WSTA). As per FTA regulation, the Program for Projects must outline how these funds will be used and be advertised for public review and

comment.

Public notice of public participation plan activities and time established for public review of and comments of the

TIP will satisfy the Program of Projects (POP) requirements. Any person who believes they have been aggrieved by

an unlawful discriminatory practices regarding the Winston-Salem Urban Area MPO programs has a right to file a

complaint with Marlene Davis, City of Winston-Salem, P.O. Box 2511, Winston-Salem, NC 27102, within 180 days

following the date of the alleged discrimination occurrence.

About

The Urbanized Area Formula Funding program (49 U.S.C. 5307) makes federal resources available to urbanized areas and to governors for transit capital and operating assistance in urbanized areas and for transportation-related planning. An urbanized area is an incorporated area with a population of 50,000 or more that is designated as such by the U.S. Department of Commerce, Bureau of the Census.

Funding is made available to designated recipients that are public bodies with the legal authority to receive and dispense federal funds. Governors, responsible local officials and publicly owned operators of transit services shall designate a recipient to apply for, receive, and dispense funds for urbanized areas pursuant to 49USCA5307(a)(2). The governor or governor's designee acts as the designated recipient for urbanized areas between 50,000 and 200,000.

For urbanized areas with 200,000 in population and over, funds are apportioned and flow directly to a designated recipient selected locally to apply for and receive Federal funds. For urbanized areas under 200,000 in population, the funds are apportioned to the governor of each state for distribution.
