2012 Public Policy Impactüü STEM Education: Continued to be a leader in the development and implementation of the state’s nationally renowned STEM Plan, including successfully advocating for $1.5M in new state funding.
üü Health Care: Influenced landmark health care cost containment law with the inclusion of cost reduction strategies focusing on wellness, as well as the exclusion of potentially harmful ERISA language from the final bill.

Bringing Leaders TogetherGuided by our competitiveness agenda, MBR implemented an aggressive outreach and engagement strategy to convene, collaborate and communicate with key partners in the business community, state government and university leaders. MBR conducted a survey of its members with Bentley University to gauge the attitudes and perceptions of doing business in Massachusetts and shared the findings with state officials. The Roundtable also partnered with the Boston Globe and members to participate in and promote discussion on important issues through the Building a Better Commonwealth series. Roundtable members were featured in news stories and op-ed pieces in publications including the Globe, Boston Business Journal, the Springfield Republican and others. Together with our members and partners, MBR developed and highlighted success stories that are making Massachusetts a better place to do business.
CEO Breakfast Series: Northeastern University, MBR, Deloitte and Wilmer Hale collaborated on a well-attended series of CEO Breakfasts that provided an additional venue for member collaboration and peer-to-peer interaction. Federal Immigration Policy: Working in partnership with the New England Council, the Roundtable helped to convene an important discussion on federal immigration policy that featured New York Mayor Michael Bloomberg and News Corporation Chairman & CEO Rupert Murdoch.
Boston Mayor Thomas Menino offered opening remarks for the event in August, which was hosted by the New England Council and sponsored by Savings Bank Life Insurance. The discussion was moderated by Wall Street Journal Washington Bureau Chief, Gerald Seib.
Collaboration with Business Groups: MBR meets monthly with leaders from AIM, the Greater Boston Chamber, Mass. Taxpayers Foundation and Patrick Administration officials to discuss matters of importance to the business community including tax policy, health care, unemployment insurance, transportation, education/workforce development and other competitiveness issues.

Building a Better Commonwealth: MBR teamed up with several member companies and the Boston Globe for its public affairs series, Building a Better Commonwealth, focused on strengthening the talent pipeline in Massachusetts. The events were streamed live on Boston.com and brought together business leaders from a wide variety of sectors to discuss recruiting and retaining talent and the importance of STEM education. The series was sponsored by Suffolk Construction, John Hancock and Citizens Bank. MBR Chair Donna Cupelo participated in the roundtable discussion on talent held at the Harvard Business School. MBR member Mark DiNapoli kicked off a panel discussion on STEM moderated by Globe Business Editor Shirley Leung at Microsoft’s NERD Center (photo). MBR’s Marcy Reed and JD Chesloff both served as panelists and numerous MBR companies participated in the event including Raytheon, Northeastern, Skadden Arps, Mass. In October, a record crowd of 1,200 STEM leaders from education, business, non-profits and government gathered at Gillette Stadium to advance the state’s nationally recognized STEM agenda. The event was hosted by MBR and the UMass Donahue Institute and sponsored by MBR members providing STEM leadership throughout the state and nation including National Grid, Verizon, EMC, Raytheon, Suffolk Construction, IBM, Mass. Technology Collaborative, MITRE and Siemens.

Lieutenant Governor Timothy Murray, who has long championed STEM education in Massachusetts, announced $650,000 in state funding for @Scale projects, and he both praised and urged the business community to continue bringing STEM programs to scale across the state. He thanked Verizon’s Region President Donna Cupelo and the Massachusetts Business Roundtable, as well as the Governor’s STEM Advisory Council for their work on STEM. The Advisory Council includes nine Roundtable members and MBR Executive Director JD Chesloff.

NASA Astronaut Cady Coleman began the afternoon keynote address showing images of the International Space Station saying, “I used to live there.” She also said she is a big fan of math and science, especially when it comes to returning safely to earth. “The reason I and NASA support STEM is because we need kids to grow up and design spacesuits so their mothers can come home,” she added. Ms. Coleman said NASA is using its unique capabilities to advance high quality STEM education. She posed for pictures with students and teachers. Ms. Colemen joined Roundtable member and Siemens’ Northeast Zone Manager Tom Foley to recognize Kelly Graveson, a physical science teacher from Douglas and 2011 Siemens STEM Institute Fellow.

Rose Kirk, President of Verizon Foundation inspired the audience with personal stories of how STEM has impacted her. Ms. Kirk’s address provided a call to action stating, “Your mission, my mission, our collective mission is to provide as many students as possible the opportunity for a STEM education, which will help us build stronger communities and a stronger economy.” Ms. Kirk announced an exciting new national challenge for middle school students to develop an “innovative app”—ten schools will be chosen to develop applications that will be made available in the Android marketplace.

Health CareLed by Northmark Bank President Jane Walsh, the Roundtable developed a set of principles that informed the organization’s successful advocacy on the passage of the landmark health care cost containment law in 2012. Guided by its members, the Roundtable successfully pushed for the creation of a new Model Wellness Guide, which will help to translate the best practices of private sector wellness programs to the public sector and expand efforts on wellness and prevention as cost reduction strategies. MBR also strongly urged changes to provisions of the bill that would impact ERISA. The final version of the law did not contain these potentially harmful provisions. Roundtable members honored Jane Walsh for her outstanding leadership of the Health Care Task Force and welcomed Diana Scott, Senior Vice President, John Hancock Insurance Group as the new Chair of the task force. Diana and her team have contributed significant insights from the company’s wellness programs to impact the formation of public policies that will help keep people healthier and reduce health care costs.
Transportation & InfrastructureLed by Cabot, Cabot & Forbes CEO Jay Doherty, the Roundtable’s Transportation & Infrastructure Task Force engaged in a series of discussions throughout the year with business leaders, legislators and MassDOT about the need for continued reforms and a long-term financing plan for the state’s roads, bridges and mass transit. The Roundtable is building on its work to support landmark legislative reforms in 2009 that have saved taxpayers millions of dollars and led to stronger management of the state’s transportation system. The Roundtable established five guiding principles for the development of a sustainable, long-term financing plan, which were shared with leaders in the Administration and the Legislature. The Roundtable partnered with the Massachusetts Taxpayers Foundation to support the creation of a report highlighting reforms to make the transportation system more efficient and transparent. MBR also joined MassINC, the Barr Foundation and the Boston Foundation to develop strategies and gauge public opinion and support for various transportation solutions. The Roundtable’s Transportation Task Force added several new members from MBR companies and will be active throughout 2013 as transportation is among the public policy priorities adopted by the Board.
CompetitivenessLed by Barry Nearhos, Managing Partner, PricewaterhouseCoopers, the Roundtable’s Competitiveness Task Force developed and updated a member-driven competitiveness agenda for the Commonwealth. The Competitiveness Agenda provided the foundation of MBR’s work with the Patrick-Murray Administration on the state’s new strategic plan—Choosing to Compete in the 21st Century. MBR actively worked with the Administration and the Legislature to implement specific elements of the plan including community college reform, regulatory reform and enhancements to the STEM education work plan. The Roundtable also partnered with Bentley University to conduct a detailed survey of Roundtable members on the perception and reality of doing business in Massachusetts. The results were shared with state leaders. The Task Force also

developed a list of regulatory reform measures that were submitted to the Executive Office of Housing & Economic Development’s Regulatory Ombudsman and convened a meeting with Administration & Finance Secretary Jay Gonzalez to discuss the state’s fiscal condition and ways to make Massachusetts a better place to do business. Leaders discussed the skills gap and the need for changes in education/workforce development systems to ensure that people are getting the education and training to meet the needs of employers in the state.
Education & Workforce DevelopmentLed by Gary DiCamillo, Chairman, Berkshire Manufactured Products, MBR continued its nationally recognized work on STEM education. JD Chesloff was tapped to serve as Chair of the Governor’s STEM Advisory Council’s Executive Committee. MBR successfully advocated for better staffing and resourcing of the STEM Initiative. The Task Force engaged in discussions with policymakers and education leaders including Commissioner Richard Freeland, who met with members to advance The Vision Project, a public agenda for higher education. The Roundtable supported the state’s application for Race-to-the-Top federal funding, which won a $50 million grant to expand high quality early education services and close achievement gaps in education. The Roundtable also served as part of a workforce development coalition that successfully advocated for the Legislature to include $5 million to re-capitalize the Workforce Competitiveness Trust Fund managed by Commonwealth Corporation in July 2012. Following outstanding leadership on education by Gary DiCamillo, the Roundtable welcomed Marcy Reed, President, National Grid Massachusetts to serve as the incoming Chair of the Education & Workforce Development Task Force. Marcy has contributed to the implementation of the STEM Plan serving on the Governor’s STEM Advisory Council and is a business leader for City Year, which promotes education and mentorship in Boston.
Membership & Nominations CommitteeLed by MBR Membership and Nominations Committee Chairman Robert Sullivan, Managing Director of Korn/Ferry International, the Roundtable welcomed six new members in 2012 including members from the technology sector. Senior executives from Siemens, Cabot Corporation, AT&T, Massachusetts Technology Collaborative, Hillcrest Educational Centers, and MENTOR Network joined the Roundtable bringing membership to its highest total, 72, since 2006. The Roundtable also established a new Vice Chairman position at the Annual Meeting with members unanimously supporting Michael Hogan, President & CEO, AD Makepeace Company as MBR’s Vice Chair for a two-year term. Irina Simmons, Senior Vice President & Chief Risk Officer, EMC was elected MBR Treasurer. Jeffrey Cook, Partner, Cohen, Kinne, Valicenti & Cook, was elected MBR Secretary. The Roundtable completed 2012 with strong momentum adding new members for 2013 including iRobot, General Dynamics, Alternate Concepts, Inc., Covidien, and Baystate Health.

public policy priorities for 2013
I. Address Cost CompetitivenessMBR’s Strategic Plan identifies Cost as a Competitive Disadvantage. MBR will use the lens of cost competitiveness in its advocacy around the following two priorities:
ü§ Health Care Reform Law Implementation. Implementation of the federal Affordable Care Act, as well as the Massachusetts law, could create pressures that will impact premiums paid by employers. MBR will advocate for policy, regulation, and other implementation strategies that mitigate these impacts, consistent with the pillars of its Framework for Reform: Consumerism (including transparency, plan design and consumer education); wellness; and payment reform.

ü§ Tax Policy. Indications are that a review of tax expenditures and a broad public conversation about new state revenue will be priorities in the 2013-2014 legislative session. MBR will advocate for public tax policy that promotes cost competitiveness and improves both the reality and perception of Massachusetts as a place to do business.

II. Promote Public Investment StrategyMBR’s Strategic Plan identifies Talent and Quality-of-Life as necessary investments for a long term competitiveness strategy. Three of those investments will be prioritized in the 2013-2014 legislative session: Workforce Development/STEM; Transportation; and Housing. From a policy perspective, MBR will promote their interconnectedness.

ü§Workforce Development/STEM. Chief among the state’s competitive advantages is talent, and MBR members have identified investing in STEM education as a key investment in talent. MBR will continue to provide leadership on the implementation of the state’s STEM agenda. In addition, MBR will advocate for the alignment of state workforce development and economic development strategies, and will continue to explore the powerful link between STEM and early childhood education.

MBR members have identified investments in transportation infrastructure as important for global competitiveness, from Logan Airport, to the various arteries that connect to it, to regional concerns. MBR will engage in the development of a long-term transportation finance plan with a focus on creating an efficient, effective transportation system that is adequately financed to meet the state’s economic development needs.

ü§ Housing. The cost of housing has impacts on employee location decisions, impacting transportation and commuting patterns, as well as growth. Employers are responding to employee demands by offering workplace options that are mindful of employees’ housing and transportation needs. MBR will bring the lens of interconnectedness between housing, transportation and workforce needs to its advocacy for pro-growth public policy.
