Summary of this Week’s Meetings• We held three 90-minutes subject-focused meetings:

• Structural, 121 comments

• Electrical, 77 comments

• General, 87 comments

• We addressed ~20% of comments during these meetings. Closed out some, good progress on the remainder.

• We identified some complex issues requiring their own sessions, coordination through OWTAP:• Definitions

Path Forward

• Continue with focused meetings weekly:• Rotate topics between structural, electrical, general.• Identify comments expected to be addressed on each call before hand to

ensure the original commenter (or his/her proxy) is available and prepared to discuss.

• Set schedule for complex topics in advance

• Goal to resolve all comments and complete next draft by mid-July. This would allow a second review by the Offshore Wind Subcommittee in time for IPF Together in August.

Review and Approval Process1. We have received comments from the Offshore Wind Subcommittee. The working group will review and respond to the

comments.2. Upon resolving the comments, the working group will send the document back to the Offshore Wind Subcommittee for review.

Either they will approve the document, or they will have an additional round of comments. 3. Repeat 1 & 2 until the Offshore Wind Subcommittee approves the document4. Upon approving the document, the Offshore Wind Subcommittee sends the document to the Wind Technical Standards

Committee (WTSC).

• WTSC Process:(Note: 1 & 2 happen at the same time.)

1. WTSC ballots the draft document. This is a 30-day ballot. Comments will be received during the ballot. 2. Document is released for public comment. This is either 30 days or 45 days.

• At this stage AWEA submits the ANSI BSR8 form. This announces the document is ready for public review. 3. OCRP Working Group responds to comments.

• There could be an appeal stage at this step depending on comments and responses. See the AWEA SDP for more info on appeals. 4. Reballot with the WTSC if significant changes are made to the draft. 5. Once the final draft is ready, AWEA submits the document to ANSI for final approval and publication.6. Once approved by ANSI, AWEA publishes the standard on www.awea.org.

• The working group shall write Recommended Practices (RP) for Floating Offshore Wind Turbine (FOWT) systems in U.S. waters in compliance with the ANSI/AWEA Standards Development Procedures.

• The scope of the RP shall address the unique aspects of unmanned floating offshore wind turbine technologies in U.S. state and federal waters throughout the life of the installation including design, fabrication, construction, installation, commissioning, operation, and decommissioning.

• A wind turbine shall be considered as a FOWT if the floating sub-structure is subject to hydrodynamic loading and supported by buoyancy and a stationkeeping system.

• A FOWT encompasses five principal subsystems: the Rotor Nacelle Assembly, (RNA), the tower, the floating sub-structure, the stationkeeping system and the onboard machinery, equipment and systems that are not part of the RNA.

OCRP WG 2 – Floating Standard Approach• We will adopt the IEC TS 61400-3-2, Ed. 1 2019-04, Wind energy

generation systems – Part 3-2: Design requirements for floating offshore wind turbines

• We will follow the same approach the AWEA / ANSI initiative for land based turbines that will adopt IEC 61400-1, Wind energy generation systems - Part 1: Design requirements and only address US specific items.

Goals Last Friday • We shall have an 80% ready

document with well defined action items for persons and groups at the time of the plenary closing meeting on April 24, 2020.

• The open items shall be closed within 2 month by end of June.

• The references to the supporting groups 3-5 may take longer times to finalize but we shall identify individuals in charge to fill these gaps and work closely as liaisons.

Way Forward• We have an 80% ready document • Action items are targeted to be closed

by 8 May 2020• The compiled document shall be sent

for WG2 internal review no later than 18 May

• Next All Group meeting 10 AM CDT on 26 May 2020

• Distribution to OWTAP pending outcome of Group Meeting
