According to the Jewish Law, when boys reach the age of 13, and girls 12, they become responsible for their actions before God, and undergo Bar (for boys) and Bat (for girls) Mitzvah. The should be able to read the Torah, participate in the discussions, and obey the 613 laws of the Torah (English Wikipedia)
