CAREER SUMMARY

Dr. Reckmeyer is Professor of Leadership & Systems at San José State University, where he has been a professor and a consultant based in Silicon Valley since 1977. Bill is on leave during 2009-2010 to spend a year in residence at Stanford University as a Visiting Scholar at its Center for International Security & Cooperation, where he is leading a project to develop an integrated national strategy for the United States. He will also be serving as an International Visiting Research Fellow at the University of Sydney in early 2010, where he will be leading a project to develop an integrated national strategy for Australia. In addition, he currently serves as Faculty Chair of the Salzburg Global Seminar’s International Studies Program in Global Citizenship; Strategic Advisor with the California Levees Roundtable; and Strategic Advisor/Core Faculty Member for the California Agricultural Leadership Program.

From 2003-2006 Bill served as Chief Systems Scientist for the Systems of Systems Center of Excellence, which was established by Congress and chartered by the US Department of Defense to lead our country’s efforts at developing more integrative solutions to complex issues affecting national strategy, homeland security, and international affairs. Particular emphasis was on improving jointness and meta-systemic leadership through inter-agency collaborations to transcend the conventional silos characterizing many institutions.

He has also been a Visiting Professor and/or Senior Fellow at several leading universities in the United States and abroad – including Stanford University’s Center for International Security & Cooperation (2005-2006), the University of Maryland’s Burns Academy of Leadership (2000-2005); Harvard University’s Graduate School of Education (1993-1999), and the Royal Institute of Technology’s Systems Science PhD Program (1986-1993) in Stockholm. Among his honors and awards, he has been a Kellogg National Leadership Fellow (1988-1992), five-time Salzburg Global Fellow (1995-2004), Life Fellow of the American Society for Cybernetics (2009), and SJSU’s Austen Warburton Award of Merit for outstanding scholarship (2009).

A past President of the American Society for Cybernetics (1983-1985) and former director of the pioneering Cybernetic Systems Program at San José State University (1978-1992), Bill is an internationally-known systems scientist/cybernetician who initiated the emerging focus on the application of Systems of Systems (SoS) approaches to policy, operational, and technological matters. Principal areas of expertise include:

Systems Science. Creation and application of leading-edge knowledge, skills, and tools to improve the understanding, management, and resolution of challenges in the following domains of application (as well as others such as elder care and agriculture).

National Strategy in A Global World. Development of systemic policies and practices to promote more integrated solutions to a mix of interconnected strategic issues facing the United States and the world at large in the 21st century (including a focus on leadership, energy, water, global logistics networks, port facilities, critical infrastructure protection, and net-centric technologies to foster improved security and trade).

Leadership and Collaboration. Development of guidelines and best practices to foster improved strategic leadership and operational management of high-performance teams and organizations (especially in turbulent settings with critical stakeholders that require the joint integration of capabilities across multiple institutional silos and boundaries).

Strategic Change Management. Development of mission-centric but vision-driven strategies to improve organizational effectiveness in dynamic environments, application of

coherent systemic frameworks and processes to collaboratively implement desired changes, and education/practices to align staff capabilities with evolving needs.

Strategic Organizational Design. Development of improved structures, cultures, and processes to promote more adaptive planning and better collaboration among diverse sets of critical internal and external stakeholders.

Higher Education. Analysis of critical issues facing higher education, domestically and globally, and development of guidelines and strategies for engaging university leaders, faculty, staff, and students in social change

During his career as a scholar-practitioner, Dr. Reckmeyer’s work has primarily focused on the development of advanced systems approaches to help practitioners develop more innovative and integrative improvements for major strategic, organizational, and technological challenges. This has included several dozen multi-year projects (strategic change efforts, policy studies, leadership development programs, scientific research, etc) that have been funded by academic, government, corporate, philanthropic, and non-profit clients in the US and Europe.

For the past 15 years Bill has concentrated his attention on a series of projects in three areas of major importance to the United States, using Systems of Systems (SoS) science and practice to help policy-makers, program managers, and other leaders resolve thorny issues through the integration of independent systems into coherent solutions.

Nat i ona l S t ra t e g y . The first set of projects has included funded policy studies for senior decision-makers in the federal government on selected aspects of US national strategy in the 21st century. Work during the 1990s included studies that [1] developed a coherent approach for integrating trade and security as the backbone of America’s strategy in a turbulent world; [2] investigated ways to restructure net-centric systems evolution in the Department of Defense; and [3] explored more effective win-win policies for shaping US-China relationships. He continued this work as Chief Systems Scientist for SoSCE, working with a multi-disciplinary team around the country on SoS projects in capability-based acquisition, port security/maritime domain awareness, critical infrastructure protection, Systems of Systems engineering, joint distribution planning and analysis, and deployable joint command & control. Since 2007 he has been serving as Strategic Advisor to the CA Levees Roundtable, where he has helped develop an unprecedented agreement between 10+ federal, state, and local agencies to collaboratively establish a comprehensive integrated solution to the state’s looming levee crisis.

Globa l C i t i z en sh ip . The second set of projects has focused on establishing a network of colleges and universities who are interested in globalizing their campuses through participation in Salzburg Global Seminar’s International Study Program in Global Citizenship. Program sessions are held at the Seminar’s 17th-century facilities in Schloss Leopoldskron (the castle from the Sound of Music) in Austria. The ISP offers two types of sessions: ones for faculty and administrators that focus on developing critical masses of change agents at participating institutions; and ones for students that focus on broadening their knowledge of global affairs. Since its inception in 2004, the network has grown to include more than 75 institutions in the United States and Europe with nearly 1,400 participants.

Elde r Car e . The fourth set of projects included funded policy studies for senior public officials in California to develop more integrated programs of systemic care for the frail elderly in several California counties, primarily in terms of enhancing their ability to age in home-like settings. These projects resulted in [1] the first Long Term Care Strategic Plan for the elderly

and disabled population of Los Angeles County; [2] a pioneering model for coordinating the delivery of medical/mental/social/support services in Santa Clara County (Silicon Valley); and [3] specifications for a web-based information system to manage service delivery.

Bill is currently working with colleagues at the Salzburg Global Seminar on several books about global citizenship based on their work with the Seminar’s International Study Program. He is also working on a project with colleagues in Washington, DC to develop an integrated national strategy of strategies for the United States in the 21st century.

In addition to his responsibilities as a professor at San José State, Dr. Reckmeyer has also been active in his broader profession and community. Major professional capacities have included service as President of the American Society for Cybernetics; National Program Consultant for the American Leadership Forum; leadership consultant with the Kellogg Foundation; US representative to the National Science Foundation’s “US-USSR Project on the Fundamentals of Cybernetics and Systems Theory;” and chair of three major global systems conferences. Other service has included responsibilities as Editor-in-Chief of General Systems Yearbook, as American Editor of Systems Practice, and as a member on the editorial boards of Systems Research & Behavioral Science and Journal of Leadership Studies. In 2006 he was appointed a founding member of the Editorial Board for the new IEEE Systems Journal, which is focusing on integrating systems of systems science and practice among the full range of IEEE’s engineering domains, and as been serving on the Advisory Council for the Harvard Business Review since 2007.

Community work has included service as a volunteer board member for several local non-profit groups, including terms as President of the Board at Hospice of the Valley and Co-Founder of the Silicon Valley Regional Leadership Forum.

Bill is the author, co-author, and editor of more than 60 publications and studies. Highlights include Revitalizing America: Developing a Coherent National Strategy for the 21st Century (1993); Leadership Readings (1995/1996); Revitalizing America as a Trading Nation: DoD Information Systems for the 21st Century (1998); Geriatric Health Care: Framing the Issues for Santa Clara County (1998); Leadership Reconsidered: Engaging Higher Education in Social Change (2000); Many Partners – A Single Vision: Long Term Care Strategic Plan for the Aged and Disabled of Los Angeles County (2002); Emerging Global Cultures (2003/2006);. Systems of Systems Engineering in the US Department of Defense: Systems-of-Systems Engineering vis-à-vis Systems Engineering (2004); A Systems of Systems Approach for a Critical Infra-structure Protection Center in the Navy Region Northwest (2005); Campaign Plan for a Joint Distribution Planning and Analysis Center (JDPAC) for the US Transportation Command (2006); and Global Citizenship: Critical Issues and Future Directions (forthcoming).

Dr. Reckmeyer earned a BA in History from Randolph-Macon College, an MA and PhD in Russian Studies from American University, and has completed several post-doctoral programs in leadership at Harvard University. He is also listed in Who’s Who in America, Who’s Who in the World, Who’s Who in American Education, Dictionary of International Biography, International Men of Achievement, and Who’s Who Among America’s Teachers, among others.

APPLIED RESEARCH & CONSULTING

Systems Scholar/Practitioner. Have provided leadership, conducted systems studies, and delivered selected courses through a mix of funded and pro bono projects in diverse corporate, academic, governmental, non-profit, philanthropic, and community settings in the United States and Europe. Roughly 30% of the projects have been in scientific and policy research, 50% in applied multi-year change efforts, 10% in leadership programs, and 10% in other consulting projects. Selected highlights include: Nat i ona l S t ra t e g y (1991- ). 15+ multi-year public policy projects that have focused on

helping senior officials in the US Department of Defense develop a more coherent national strategy for the United States in the 21st century. Previous work has led to several major studies that have reoriented selected government policies to focus on integrating national strategy, restructuring DOD information systems development, and developing win-win policies for guiding US-China relationships in the coming decades that are consistent with our respective national strategies. Current work is focusing on developing and using a comprehensive Systems of Systems approach to national defense, homeland security, and international affairs.

St ra t e g i c P lann in g & Chang e (1991- ). 25+ multi-year consulting projects with private corporations, public benefit organizations, community groups, academic institutions, foundations, and government agencies. Projects have involved work with senior leaders (CEOs, Boards, etc) on strategic change, public policy, organizational transformation, high performance teamwork, executive coaching, and total quality improvement.

Leade r sh ip S tud i e s and Dev e l opmen t (1991- ). 10+ multi-year projects with academic institutions, non-profit organizations, community groups, and foundations in a mix of open-enrollment and privately-commissioned programs. These involve comprehensive curriculum development work as well as delivery of selected program elements. Projects have included executive leadership programs with the Kellogg National Leadership Program, California Agricultural Leadership Program, American Leadership Forum, and Harvard University Institute for School Leadership.

Elde r l y Hea l t h Car e (1998-2003). 7+ multi-year projects that involve work with a variety of public agencies and private groups in several California counties to develop programs of comprehensive care for the rapidly-growing elderly/disabled residents of our state. Major accomplishments have included the first Long Term Care Strategic Plan for Los Angeles County, a pioneering model for integrating the delivery of medical/mental/social/support services in Santa Clara County, a web-based information system to coordinate the delivery of these services, coordinated services for senior residents at affordable housing sites, and plans for pilot project prototypes to test service delivery at selected locations.
