ThesigningoftheDublinDeclarationonAgeFriendlyCities&Communitiesin2014committed all 31 local authorities to developing themselves as places where olderpeople can live full, active and healthy lives. To fulfil this commitment, local Age-friendlyAllianceshavedevelopedorareintheprocessofdevelopingstrategiesandactionsaimedatcreating theenvironmentnecessary tosupportactiveandpositiveageing.Ineffect,thishasmeantthatactionisbeingtakenatlocallevelthroughtheAgeFriendlyCitiesandCountiesprojectthatsupportstheimplementationoftheNationalPositiveAgeingStrategyandHealthyIreland.
WicklowCountyCouncilandthemembersofWicklowAgeFriendlyAllianceenteredintoapartnershipin2015andarecommittedtoensuringthatWicklowbecomesagreatplacetogrowoldin.WicklowAgeFriendlyAlliancerecognisesthatolderpeoplewiththeirlifetimeofaccumulatedexpertise,talentsandwisdomarecentraltotheprocess.TheAgeFriendlyprogrammerecognisesthateveryonehopesthatastheygrowoldertheywillbesupportedtostayintheirownhome,belistenedtoandtakenseriously,beabletoworkorvolunteer,enjoyagoodsociallife,andhaveaccesstogoodinformationand healthcare. neighbourliness, a sense of belonging, feeling safe, feeling valued-thesearethethingseveryonewantsintheirlives.TheAgeFriendlyProgrammeisawayofmakingthosethingsarealityforourcommunities.
Inordertomakepolicydecisionswhichareresponsivetotheactualneedsofolderpeoplethereisaneedforevidencetoinformthesepolicies.TheHealthyandPositiveAgeing initiative (HaPAI) seeks to provide this evidence about the determinants ofhealth,wellbeingandqualityof lifeandtherelationshipsbetweenthem, inordertoinformplanningforanageingpopulationatnationalandlocallevel.
HaPAI is a national three-year programme of research, data translation, healthpromotionanddisseminationledbytheDepartmentofHealthwiththeHSEandAgeFriendlyIrelandaskeypartners.Ithasbenefited,fromasignificantfinancialcontributionfromtheAtlanticPhilanthropies,aswellastheHSEandtheDepartmentofHealth.Additionalresearchfunds,tosupportthecollectionoflocaldata,werealsoprovidedbytheparticipatinglocalauthoritiesonbehalfofeachoftherelevantAgeFriendlyCityandCountyprogrammes.
TheevidenceprovidedbytheHealthyandPositiveAgeinginitiativeisoftremendousbenefittoWicklowAgeFriendlyAlliance inthedevelopmentofCountyWicklowAgeFriendlyStrategy.Theresultsofthissurveygiveusaclearpictureofwherewecurrently

standinrelationtotheinclusionofolderpeopleandwhereweneedtoimprove.ThissurveycomplimentedbythedatagatheredduringtheconsultationsessionswillensurethatactionscontainedintheCountyWicklowAgeFriendlyStrategyarebasedonafirmfoundation.

1SECTION1:INTRODUCTION
ThissectionprovidesthebackgroundandrationalefortheHealthyandPositiveAgeingInitiative(HaPAI)andsummarisestheapproachthatisbeingtakentodevelopnationalandlocalindicatorsofHealthyandPositiveAgeing.
Theconceptualframework,basedonthegoalsandobjectivesoftheNationalPositiveAgeingStrategy(NPAS),isalsooutlined.ThelinksbetweenthisstrategyandtheAgeFriendlyCitiesandCountiesprogrammeisbrieflydiscussed.Finally,somedemographicdataforWicklowispresented.

Asweenteraperiodofrapidpopulationageing,itisbecomingincreasinglyimportanttodevelopevidenceaboutthehealthandwellbeingofolderpeopleinordertoinformpolicyatnationalandlocallevel.Suchevidencecanalertustopossibledifficulties,facilitategreaterlong-termplanning,andensurethatwemaximisethepotentialofallolderpeopleinourcommunities.
TheNationalPositiveAgeingStrategy(NPAS)wasdevelopedfollowingextensiveconsultationwitholderpeopleandtheirrepresentatives.Publishedin2013,itsetsoutavisionforIrelandas:
“…asocietyforallagesthatcelebratesandpreparesproperlyforindividualandpopulationageing.Itwillenableandsupportallagesandolderpeopletoenjoyphysicalandmentalhealthandwellbeingtotheirfullpotential.Itwillpromoteandrespectolderpeople’sengagementineconomic,social,cultural,communityandfamilylife,andfosterbettersolidaritybetweengenerations”.
ThestrategytakestheWHO’sActiveAgeing–APolicyFramework(2002)asa‘theoreticalunderpinning’andcallsforactiononthreefrontsbydefiningactiveageingas“aprocessofoptimisingopportunitiesforparticipation, healthandsecurity”(NPAS,2013).
ArisingfromthepublicationoftheNationalPositiveAgeingStrategyandHealthyIreland,theDepartmentofHealth(DOH)isleadingajointnationalprogrammewiththeHealthServiceExecutive(HSE)andAgeFriendlyIreland(AFI)-theHealthyandPositiveAgeingInitiative(HaPAI).

Indicatorscanplayavitalroleintheidentificationoftrendsandissueswhilecontributingtotheprocessofprioritysetting,policyformulation,andtheevaluationandmonitoringofprogress.TheHealthyandPositiveAgeingInitiativehasdevelopedanindicatorsframeworkstructuredaroundthethreegoalareasofParticipation,Health,andSecurity.Anumberofobjectiveshavebeenidentifiedwithineachgoalarea,eachofwhichwillbeassociatedwithanindicator(s)wherepossible.TheNPASalsoidentifiestwocross-cuttingobjectivesrelatingtoageismandinformationprovision.
HealthyIreland,thenationalframeworktoimprovethehealthandwellbeingofthepopulation,hasidentifiedfourhighlevelgoalsand64actionsgroupedundersixbroadthemes.ImplementationoftheNPASisanessentialpartofthevisionforcreatingasocietyinwhich“everyindividualandsectorofsocietycanplaytheirpartinachievingahealthyIreland”(HealthyIrelandGoal4).

UnderthethreepillarsoftheNationalPositiveAgeingStrategy(NPAS),fourgoalshavebeenidentified(seebelow).TheHaPAI/AFCCsurveyaskspeoplefortheirviewsonmanyofthekeyactionareasidentifiedintheNPASundereachofthefourgoals.
ThroughtheAgeFriendlyCitiesandCounties(AFCC)programme,localauthoritiesbringtogetherdiverseorganisationssuchasAnGardaSíochána,theHSE,Universities,keyNGOs,transportandserviceproviderstostreamlinetheirwork,withtheinterestsandneedsofolderpeopleattheirheart.Theprogrammedevelopslocalmulti-agencyplanningstructures,whichconsultwitholderpeopletodevelopintegratedcityandcountystrategiestopromoteandadvanceolderpeople’shealthandwellbeingacrossIreland.
TheAFCCprogrammehasbeenidentifiedbytheNPASasbeinganimportantapproachtoimprovingthelivesofolderpeoplethroughoutthecountry.InordertointegratetheAFCCprogrammewiththeNationalIndicatorsprogramme,theHaPAIprojectisdevelopingindicatorsthatarerelevanttoboththeimplementationoftheNPASandtheAFCCprogramme.
Manyofthenationaldatasourcesdonotprovideanyinformationonthelivesofolderpeopleonacountybycountybasis.Toaddressthisgap,theHaPAIprojecthascarriedoutlocalresearchusingasinglerandomsamplesurveyinanumberoflocalauthorityareas.TheresultsofthesesurveyswillbeusedtoinformpolicydevelopmentandserviceprovisioninparticipatingAgeFriendlyCityandCountyprogrammes.
ThisreportsetsouttheheadlinefindingsofthesurveycarriedoutintheWicklowarea.Arandomsamplesurveyofoverfivehundredpeopleaged55andoverwascarriedoutintheareaduring2016andfurtherdetailsofthemethodologicalapproachcanbefoundinSection3.
Whenreviewingthefindingsofthisreportitisusefultobearinmindthateach1%differencereportedforthoseaged55andolderinWicklowrepresentsapproximately163people.

Thegrowthofthepopulationage65andoveraffectsmanyaspectsoffutureplanningforsociety,byhealthcareproviders,policymakersandothers.Inordertoplanforandmeettheneedsofalargerolderpopulationitisimportanttohaveanaccuratepictureofrecenttrendsandfuturepredictions.
The2011Censusfoundtherewasatotalof535,393peopleaged65andoverinIreland,representing11.7%ofthepopulation(CSO,2011).ThisproportionislowerthantheEUaverageof18.2%(Eurostat2013).Incontrast,ItalyandGermanyhavenearlyafifthoftheirpopulationaged65andover.
By2041,therewillbe1.4millioninIrelandaged65andover-threetimesmorethantheolderpopulationnow.Thisoldergroupwillmakeup22%ofthetotalpopulation,comparedto11.7%ofthepopulationin2011(CSO,2013).Thetotalpopulationaged70andoverissettodoublefromapproximately359,000tojustover705,000in2046.

Atthetimeofthe2011Census,CountyWicklow’spopulationstoodat136,640anincreaseof8.3percentonthe2006figureoranactualincreaseof10,446.TheWicklowincreaseisslightlybelowtherateofincreasewhichoccurredfortheprovinceofLeinsterwhichwas9.1andnearlythesameastheincreaseinpopulationoftheStateof8.2.
JustlikeotherareasinIreland,Wicklowisexperiencingageinginitspopulationstructurewhichwillhaveeffectsintothefuture.Accordingtothe2011Census,therewere28,963peopleaged55andolderinWicklow,whichwas21%ofthelocalpopulation,slightlylowerthantheStateaverageof22%.Itisworthnotingthatwhiletheoverallpopulationofthecountygrewovertheperiod,thelevelofgrowthdifferedacrosstheagecohorts.Thenumberofpeopleintheagecategory45–64grewbyapproximately93.49percentwhilethepopulationintheagecategory65yearsandolderincreasedby52.82percent.Whenreviewingthefindingsofthisreportitisusefultobearinmindthateach1%differencereported,representsnearly289olderpeople
.
Theold-agedependencyratioindicatesthetotalpopulationaged65+asapercentageofthepopulationaged15-64(theworkingagepopulation).In2002,theratiowas16%;by2011ithadrisento17%;anditisprojectedtoriseto30%by2031(CSO,2013).InWicklowtherewasanincreaseof5.2percentintheagedependencyrateintheperiod2006to2011.

Shops, community centres and postal services were most likely to be available, while a cinema or theatre, public transport and banking services were the least likely to be available.

Thetargetpopulationforthissurveyincludesallcommunity-dwellingmembersofthepopulationaged55andolderinWicklow.Thissampledidnotincludepeopleaged55andolderwhowereinlong-termcareorlivinginaninstitutionatthetimeofsurvey.Amultistagerandom-routesamplingstrategywasusedtogenerateasampleofthispopulation.Thissamplingapproachinvolvedseveralsteps.
Firstly,arandomsampleof50DistrictElectoralDivisions(DED)inWicklowwasselectedastheprimarysamplingunits(PSUs).WithineachselectedDEDastartingaddresswasselectedatrandom.Beginningwiththisaddressatotalof10interviewsweretobecompletedineachofthe50areas.
DetailedinformationontheapproachthatinterviewerstooktoidentifyeligiblehouseholdswithineachareaforthesurveyisprovidedinAppendix1.Insummary,fromtheirstartingaddress,interviewerscalledtoeveryfifthhouse.Theintervieweraskedtospeaktoapersonaged55yearsorolderinthehousehold.Onepersonaged55orolderperhouseholdwasinvitedtocompletetheinterview.Ifthereweretwoormoreolderpeopleinthehouseholdthentheinterviewerappliedthe‘nextbirthday’ruletoselectoneparticipant.

Atotalof500interviewswereconductedwithparticipantsaged55andolder.Interviewswereconductedin2015.
Theresponserateistheproportionofselectedhouseholdsthatincludedaneligibleparticipantwhocompletedaninterview.Interviewersvisitedatotalof729eligiblehouseholdswhereapersonaged55andolderwasresident.Afurther209householdswerevisitedbuteligibilitytoparticipateinthesurveywasnotdetermined.Basedontheproportionofeligiblehouseholdsidentifiedfromthenumberofhouseholdsvisited,wecalculatedthat181ofthese209wouldhavecontainedapersonwhowaseligibletoparticipate.Weincludedthesehouseholdswhencalculatingtheresponserate.Atotalof500interviewerswerecompletedfrom910households,witharesponserateof55%.

EachparticipantcompletedastructuredComputer-AssistedPersonalInterview(CAPI)intheirownhomewithatrainedinterviewerfromAmárachResearch.Theinterviewcontainedquestionson:age-friendlypublicspaces;experiencesofdiscrimination;housing;safetyandsecurity;healthyageing;healthandsocialservicesutilisation;participationineducationandlifelonglearning;activecitizenshipandvolunteering;socialandculturalparticipation;transport;andaccesstoinformation.Participantswerealsoinvitedtocompleteanadditional,separate,paper-basedsurveyonpotentiallysensitivetopics.Thisincludedemotionalwellbeingandelderabuse.Thisdatawillbeavailableattheendof2016.

Thisreportpresentsdescriptivedatafromthesurvey,includingpercentagesandaveragevalues.Ingeneral,theresultsfocusonthepercentageofpeopleaged55+whocanbeclassifiedintoacertaingroup,forexample,thosewhoreportdifficultyaccessingspecificservices,orwhovolunteer.Inasmallnumberofcasesparticipantsdidnotrespondtoasurveyitem.Theseparticipantsareexcludedfromtheresultsforthatsurveyquestion.Acrossallsurveyquestions,nomorethan15%ofparticipantsweremissingaresponse.

2.Tolocatethenexthouse,interviewersstoodwiththeirbacktothefrontdoor,turnedtotheirleftandcountedfivedoorsalongtheroad,andcalledatthisfifthhouseone.g.Road1.
