Our Work Why plant trees? Because they change lives. They provide food, forage for animals, and wood for fuel and construction. They increase agricultural yields, improve water infiltration and aquifer recharge, and protect soils from wind and water erosion. However, planting trees can be difficult when the canopy has disappeared, topsoil has been eroded, and the climate and growing conditions have changed. As an agroforestry resource center, we work with local farmers and community groups to help them better support themselves, and to restore degraded lands to sustainable productivity by planting trees that not only thrive in poor soil conditions, but that also benefit the local area in a multitude of ways. Through our worldwide network of technicians, volunteers, and community leaders, we help rehabilitate environments across the globe. Since 1989, Trees for the Future has aided thousands of communities in Central America, Africa, and Asia by planting nearly 65 million trees. We are also active in the United States, educating students and communities about global issues, our role in the environment, and energy efficiency. PHILIPPINES

AboutThe global recession has brought massive job losses in major cities in the Philippines.

Agriculture, a major industry, is growing as technology sector jobs have been lost to China and

India. Deforestation is occurring as more people attempt to make a living selling agricultural

products. The hillsides are denuded by people cutting trees for firewood and buildings, and

slash-and-burn farming is the generally accepted practice. The lands cannot support the crops

without chemical fertilizers and pesticides. These wash into rivers and eventually the seas, killing

the reef systems through coral bleaching.

What We've DoneWe provide seeds to farmers and training them on a variety of agroforestry and livestock

management techniques. For example, we teach how to integrate different species of plants in

farms, reducing the need for chemical pesticides, and how to make organic fertilizers rather than

buying chemical ones. We have also incorporated multipurpose, fast-growing (MPFG) trees to

hold soils on barren hillsides. MPFG trees also create a sustainable source of firewood. Many

new fruit and vegetable species that are rare in the Philippines have been introduced, bringing

farmers a premium at local markets. Trees for the Future more than doubled the number of trees

planted last year to 200,000 seedlings, despite weather that included back-to-back typhoons

followed by six months of drought. We hired people to protect seedlings in the ground from

wildfires, and to water those in the nurseries. Severe floods have led to an influx of new

volunteers concerned about deforestation. Many volunteers have attended training and

information sessions, and have lent a hand in creating new nurseries and outplanting.

WHEREAS, it is the policy of the state to implement community-based forestry projects as well as

to protect, rehabilitate and develop the environment;

WHEREAS, the banks along Hijo River has been eroding due to floods and the heavy downpour

of rain;

WHEREAS, to protect the environment and the inhabitants from imminent danger, a

reforestation along the banks of the Hijo River must be established;

WHEREAS, the City Government of Tagum is promoting an intensive campaign for the

protection and conservation of our environment;

WHEREAS, the City Government of Tagum encourages and welcomes the community through

other Government Agencies as well as the Non Government Organizations (NGOs) in restoring the

natural state of the environment;

WHEREAS, the Tagum City Water District responded to the environmental advocacy of the City

Government and will provide for the financial aspect for the reforestation of accretion areas along

Hijo River;

WHEREAS, Barangay Apokon through the leadership of their Punong Barangay is likewise willing

to support the reforestation project;

NOW THEREFORE, be it resolved by the 4th City Council of Tagum to authorize the City Mayor,

Hon. Rey T. Uy, to sign for and in behalf of the City Government of Tagum a Memorandum of

Agreement (MOA) with the Tagum Water District represented by Mr. Henrietto Q. Castrence, General

Manager and the Local Government Unit of Barangay Apokon represented by Hon. Sammy U. Angoy,

Punong Barangay for the reforestation of accretion areas along Hijo River;

This Memorandum of Agreement is made and entered into by and among:

The City Government of Tagum, a Local Government Unit created by virtue of the laws of the

Republic of the Philippines with principal office located at Rizal Street, Tagum City, Davao del Norte,

represented in this act by its Honorable Mayor REY T. UY, through Resolution No. ___________,

hereinafter referred to as the First Party;

-and-

The Tagum Water District, a government owned and controlled corporation represented by its

General Manager MR. HENRIETTO Q. CASTRENCE, through Board Resolution No. ______ hereinafter

referred to as the Second Party;

The Barangay Apokon is a smallest Local Government Unit of Tagum City represented by the

Punong Barangay Honorable SAMMY U. ANGOY, through a Resolution No. _______, s-2008, hereunder

WITNESSETH:

Whereas, a project known or called as Reforestation of Accretion Areas along Hijo River Project

is a joint Program of the City Government of Tagum and the Tagum Water District.

Whereas, to hasten the environmental protection and speedy economic development, the

First Party has decided to engage the services of the Second Party in the establishment of forest

plantation on accretion areas along the stretch of the Hijo River and or support the production of

forest tree seedlings for the said project.

Whereas, the First Party through the City Agriculturist Office and the City Environment and

Natural Resources Office (Task Force Reforestation) shall assist in the implementation of the forest

plantation along Hijo River.

Whereas, the Second Party is the primary agency responsible in the budgetary requirements for

labor and material costs of the nursery and forest plantation.

Whereas, the Second Party shall also provide protection, care and maintenance of the

established forest plantation project.

Whereas, the Second Party will likewise provide technical personnel and laborer to assist in the

production of quality stock planting materials and implementation of the project.

Whereas, the Third Party as its social responsibility is committed to fully support the program and

shall lead in the protection of the project.

Now Therefore, for and in consideration of the foregoing premises, and mutual covenants,

terms and condition hereinafter set forth, the parties hereby agree as follows;

A. On the part of the First Party

1. Shall program the scheduling of planting operation for the accretion area 1 to 6 along

Hijo River consisting of more or less 61.53 hectares;

2. Shall conduct briefing and orientation on the Second Party;

3. Shall provide training and workshop on proper planting, care and maintenance to the

Second Party;

4. Shall be responsible for monitoring/supervision of site preparation, planting, protection

in the establishment of the project;

B. On the part of the Second Party

1. Shall provide financial requirement for the project based on the Approved Program of

Works;

2. Shall abide with Terms and Conditions stipulated in this agreement;

3. Shall provide manpower requirement based on the Program of Works;

C. On the Third Party

1. Shall provide Barangay support to the Second Party such as the Barangay Laws,

Ordinances, and Barangay Resolutions giving support and assistance to the project;

2. Shall provide support to the First Party on the protection of forest plantation;

3. Shall abide with the terms and conditions stipulated in this agreement.

LEARN

OUR HISTORY

The NGP is a response to the conditions of our times, where:

Increased upland population has led to the misuse of forest lands and resources, leading to destructive activities like slash-and-burn farming and illegal logging;

Eight million hectares of forest lands are unproductive, open, denuded, or degraded; and

Ecosystems are less stable and more prone to disasters.

The NGP is rationalized through Executive Order 26, signed by President Benigno S. Aquino III in February 24, 2011, which reaffirms that it is state policy "to pursue sustainable development for poverty reduction, food security, biodiversity conservation, and climate change mitigation and adaptation."

OUR VISION AND MISSION

The National Greening Program (NGP) seeks the attainment of sustainable human development, and economic and ecological security.

As a strategy, it aspires the planting of some 1.5 billion trees in around 1.5 million hectares of public lands for six years, starting 2011 to 2016.

Mandate & Functions

As provided for under Section 4 of E.O. 192, the DENR is mandated to be the primary government agency responsible for the conservation, management, development and proper use of the country's environment and natural resources, including those in reservations, watershed areas and lands of the public domain, as well as the licensing and regulation of all natural resources utilization as may be provided by law in order to ensure equitable sharing of the benefits derived therefrom for the welfare of the present and future generations of Filipinos.

Based on the above mandate, the DENR envisions to pass on to Filipinos a renewed hope in people's ability to chart a new direction for development and a legacy of a self-sustaining environment, mindful of people's rights to a life of dignity.

The DENR's mission is to be the dynamic force behind people's initiatives in the protection, conservation, development and management of the environment through strategic alliances and partnerships, participate processes, relevant policies and programs and appropriate information technology

towards sustainable development.

To accomplish the department's mandate, the following objectives serve as basis for policy formulation:

Assure the availability and sustainability of the country's natural resources through their judicious use and systematic restoration or replacement, whenever possible;

Increase the productivity of natural resources in order to meet the demands for forest, mineral and land resources of a growing population in a manner consistent with environmental protection and enhancement;

Enhance the contribution of natural resources for achieving national economic, political, social development and ecological integrity;

Promote equitable access to natural resources by the

different sectors of the populations;

Maintain a desirable level of environmental quality;

Conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations.

The powers and functions of the DENR, per Section 5 of E.O. 192, are as follows:

Advise the President on the enactment of laws relative to the development, use, regulation and conservation of the country's natural resources and the control of pollution;

Formulate, implement and supervise the government's policies, plans and programs pertaining to the management, conservation, development, use and replenishment of the country's natural resources.

Promulgate rules and regulations in accordance with law governing the exploration, development, conservation, extraction, disposition, use and

such other commercial activities tending to cause the depletion and degradation of our natural resources;

Exercise supervision and control over forest lands, alienable and disposable lands, and mineral resources and impose appropriate payments, fees, charges, rentals and any such form of levy and collect such revenues for the exploration, development, utilization or gathering of such resources;

Undertake exploration, assessment, classification and inventory of the country's natural resources using ground surveys, remote sensing and complementary technologies;

Promote proper and mutual consultation with the private sector involving natural resources development, use and conservation;

Undertake geological surveys of the whole country including its territorial waters;

Establish policies and implement programs for the:

a. Accelerated inventory, surveys and classification of lands, forest and mineral resources using

appropriate technology, to be able to come up with a more accurate assessment of resource quality and quantity;

b. Equitable distribution of natural resources through the judicious administration, regulation, utilization, development and expansion of natural resource-based industries;

c. Promotion, development and expansion of natural resource-based industries;

d. Preservation of cultural and natural heritage through wildlife conservation and segregation of national parks and other protected areas;

e. Maintenance of a wholesome natural environment by enforcing environmental protections laws; and

f. Encouragement of greater people\'s participation and private initiative in natural resource management.

Promulgate rules and regulations necessary to:

a. Accelerate cadastral and emancipation patent surveys, land use planning and public land titling:

b. Harness forest resources in a sustainable manner, to assist rural development, support forest-based industries, and provide raw materials to meet increasing demands, at the same time keeping adequate reserves for environmental stability; and

c. Expedite mineral resources surveys, promote the production of metallic and non-metallic minerals and encourage mineral marketing.

Regulate the development, disposition, extraction, exploration and use of the country's forestland and mineral resources;

Assume responsibility for the assessment, development, protection, conservation, licensing and regulation as provided for by law, where applicable, of all natural resources; the

regulation and monitoring of service contractors, licensees, lessees, and permittees for the extraction, exploration, development and utilization of natural resource products; the implementation of programs and measures with the end in view of promoting close collaboration between the government and the private sector; the effective and efficient classification and sub-classification of lands of the public domain; and the enforcement of natural resources laws, rules and regulations;

Promulgate rules, regulations and guidelines on the issuance of co-production, joint venture or production sharing agreements, licenses, permits, concessions, leases and such other privileges and arrangement concerning the development, exploration and utilization of the country's natural resources and shall continue to oversee, supervise and police our natural resources; to cancel or cause to cancel such privileges and arrangements upon failure, non-compliance or violations of any regulations, orders, and for all other causes which are in furtherance of the conservation of natural resources and supportive of the

national interest;

Exercise exclusive jurisdiction on the management and disposition of all lands of the public domain and shall continue to be the sole agency responsible for the classification, sub-classification, surveying and titling of lands in consultation with appropriate agencies;

Implement measures for the regulation and supervision of the processing of forest products, grading and inspection of lumber and other forest products and monitoring of the movement of timber and other forest products.

Promulgate rules and regulations for the control of water, air and land pollution; Promulgate ambient and effluent standards for water and air quality including the allowable levels of other pollutants and radiations;

Promulgate policies, rules and regulations for the conservation of the country's genetic resources and biological diversity, and endangered habitats; which will be presented to the Cabinet for the President's approval;

Formulate an integrated, multi-sectoral, and multi-disciplinary National Conservation Strategy, which will be presented

Exercise other powers and functions and perform such other acts as may be necessary, proper or incidental to the attainment of its mandates and objectives.
