Securing a school building and its grounds begins by drawing three circles on a map of the community and the school.
“Draw a circle around the school at a one mile radius of the building,” Field says. “This is the school’s community. What happens in this community can affect school security.
“Next, draw a circle around the boundaries of the campus, taking in the school and any outbuildings as well as parking lots and sports fields. These areas, of course, all lie within the school’s responsibility.
“Finally, draw a circle around the building itself.
“In developing a school security plan, I look at these three circles — or perimeters — and think about what could affect school security along each circle.”
Encircling a Campus and a School with SecurityAccording to Fiel,

DESIGN- SECURITY -
Mantraps are most often used in physical security
to separate non-secure areas from secure areas and prevent unauthorized access.
In the Middle Ages, mantraps were used to check visitor
credentials in prisons. A visitor would be allowed entry into
an enclosed vestibule, at which time the entry door would be
locked and the visitor’s credentials examined. If the
credentials didn’t check out -- or if the visitor was determined
to be a person of interest – the trapped visitor could easily be
arrested.

The tragic school shootings in Parkland, Florida, and the gun violence in other schools prompted the legislators to add school security grants to the legislation.
“Nothing is more important than the safety of our schoolchildren,” said Senator Sweeney. “The horror of school shootings from Newtown, Connecticut, in 2012 to Parkland, Florida, last month makes it clear that we need to do everything we can to make our schools safe, and that includes improving the security of our school buildings.”
Senator Bucco, who sponsored the 2016 law creating a special class of law enforcement officers to protect New Jersey schools, said. “Creating comprehensive school security programs is one of the most critical ways we can safeguard our students, our teachers, and our communities from outside threats.”

Move away from the potential threat. You will have to

your action should be. – Seattle Univ. Public Safety

Key Component of the Program is the “Controller”
In Summit, our phone system – notification items (strobes) and paging speakers are all
tied together via the controller
So, what happens when the system is triggered?
All simultaneously!
2 Calls go out to the police – 1 to 911 and 1 to local PD Strobe lights are activated Emergency message is displayed on LED sign boardsAutomated message is played over existing & wireless
paging speakers (override)Key administrators are notified of the emergency via:• Call to Phone System Help Desk• Call to cell phone• Pop-up on PC• Email and/or text message Signals access control system to lock down doors

Security
• An essential component of school crisis response is the reunification of students with their primary caregivers.
• This process is crucial as the reestablishment of social supports is often the only mental health crisis intervention needed and is especially important for younger children.
• The sooner students are reunited with their caregivers, the less likely they are to exhibit traumatic stress.
• Schools must be accountable for maintaining the chain of custody for every student during and after a crisis.

UNDISCLOSED STUDENT SITE
Once parent checks in at STAGING AREA and communication is made to
UNDISCLOSED SITE, student is taken to another room
in preparation to reunify
Parents will present pass to gain access at UNDISCLOSED SITE
Staff will walk student out to parent, have parents sign document to take
possession of student (same protocols i.e. custody)
Efforts to constantly assess and lead on security initiatives, in the past five years:
• Made significant investments to revamp the physical entrance ways to create “man traps” in each school
• Restricted entrance policies to require reservations to be made in advance for visitors to enter the schools
• Trained our students and staff under the new program of ALICE (Alert, Lockdown, Inform, Counter, Evacuate)
• Invested in improving our alert and intercom systems
• Numbered all windows outside to assist law enforcement in building/room identification
• Rotated law enforcement professionals in our buildings to create increased familiarity with our school facilities in order to better respond and react should an emergency situation arise.

THIS DOES NOT ELIMINATE THE THREAT
According to Lee (2013), there are two leading causes of school shootings: bullying (87%), as well as both non-compliance and side
effects from psychiatric drugs (12%).
There have been at least 27 school shootings committed by those taking or withdrawing from psychiatric drugs, which has resulted in
162 wounded and 72 students and/or faculty killed (Lee, 2013).
